the only chaos unfolding on st. patrick's day. emergency recordings showed police used their chopper, city watch cameras and officers on the ground to control huge numbers of young people likely drawn here on facebook. >> i don't need no one on the air, please just listen up. i need somebody to go to pratt and like, a medic is trying to get through. somebody has stomped a male in the crowd. the ambo just passed a large group of kids assaulting the male with one child on the ground. >> reporter: the baltimore sun revealed more fights than first thought in an area from the block to first mariner arena. >> let's go y'all, don't get on the air, just go. >> stay together, do not get separated okay. try to keep your cars positioned so you can get out of there in a hurry. >> reporter: as police would get to one fight another would break out and they had to close off several major intersections downtown. >> reporter: the mayor spoke

previously about the confrontations. >> reporter: the harbor's next big event is fourth of july. last year saw several fights, the murder of a father and a child hit. this time there will be more officers protecting what is considered the crown jeweled of baltimore. police were not taking any questions about their response. reporting from police headquarters, adam may. >> police made 10 arrests that night mostly for curfew violation. crews cleared two concourses when passengerred noticed an old smell. officials think a can of pepper spray near the security checkpoint may have caused the

problem. three prisoners were rushed to the hospital after an unusual incident. another driver hit the trailer throwing two inmates on to the ground and trapping a third next to the truck. everyone is expected to be okay. stand off at the state house, lawmakers are in the special session to hammer out a budget. it is going to mean tax increase for some. megan mccorkel has more on the contentious debate. >> reporter: lawmakers are trying to determine what is being called a doomsday budget that could mean sweeping budget cuts statewide. lawmakers try to avoid more than $500 million in cuts. >> we're going to balance the budget. we're going to save the counties from the disaster that would have befallen them. >> reporter: attorneys say the

state needs to live within their means. >> coming here to cut more spending, we're coming here to raise their taxes and to shift burden to local governments. >> reporter: under the proposal single filers who make more than $100,000 won't see a change. a tax will be imposed on every dollar over $100,000. >> we don't have to do this. we could instead choose to simply cut education, cut public safety, cut public health. >> reporter: baltimore city schools rallying against those cuts. >> don't balance this budget on the backs of me and my classmates, we deserve better. >> reporter: the school system could lose $22 million if a tax increase fails. baltimore city school teachers could be forced to take four unpaid furlough days next year. >> that means, that's four less days of education, that's four

less days of pay on the backs of our teachers. >> reporter: now the they're urging lawmakers to pass the budget to keep funding in city schools. the tax increase has passed in a preliminary vote in the senate. a final vote is expected tomorrow. the debate in the house however is expected to be more contentious. reporting live, megan mccorkel. >> another bill to shift the cost of teacher pension is also in the house. a fall officer claims williams massaged her feet. williams then allegedly rubbed her private parts on the officer foot. williams is on leave while he deals with his sexual assault charges. police in baltimore county are beefing up efforts to stop the cooper robbers. we first told you about the

growing problem, alex demetrick explains there is now a task force to change it. videos show thieves stealing the cooper. brazen enough in broad daylight but only a shadow of what's being taken. >> metal pipes, grounding plates, hvac coils, wire, gutters, even bronze statuted. >> reporter: today police announced the first operational to target cooper theft. >> because the thefts have more than tripled since 2009. >> reporter: even though police say scrap metal collectors cooperate, it's often impossible to separate out what's being stolen. for homeowners the thefts are personal. the thefts also leave costly

hall ways, have now moved on to cyber space. 14-year-old deren king was bullied at school for years. >> the taunting, he's been bullied since seventh grade. >> reporter: but it got worse when a fight was video taped and placed on you tube. how do you feel about the fact that that video is out there? >> mad. >> this is not okay. this is not the way you treat another person. >> reporter: nine days after the fight the school told her the video was taken down. >> that wasn't the case because two weeks later i'm still finding the video on twitter and you tube and facebook. >> reporter: the video was eventually taken down but fall out from the cyber bullying changed daren. he still loves exploring the woods behind his home, riding

his bike and playing ball but will no longer go to school because of bullying. >> i would really like him to enjoy a public education without having fears. >> reporter: daren's fears are normal. nancy willard a national expert on cyber bullying says this very public humiliation is devastating. >> one of the things about the internet is it distances us from being able to see the impact of our actions. >> reporter: the controversial movie bullied shows these fights happen a lot at school. >> the law is really very clear that schools can intervene if students are attacking other students. >> were you afraid to go back to school like that you might get beat up again? >> yes. >> reporter: so you felt in danger there? >> uh-huh. >> reporter: that's very hard as a mother. what do you do? >> i want everyone to be aware. if you want to put something on the internet would you want yourself in that video. would you like your name in

that comment. and if you don't, then don't post it. >> reporter: schools can demand that students remove postings if they interfere with a student education or their physical or mental welfare. rescuers were called to save a dog from a river bank. he got there just in time to pull the golden retriever out before he was swept away. the dog was placed in a rescue boat and then returned to his owner. >> wow, not everybody would do that for a dog. that's pretty incredible. all right we got some rain in the region and actually a lot more headed our way. take a look at radar real quick. today most of the areas from the city did not have that much. but west of us as much as an inch or more fell. look down to the south there's a whole bunch developing there in the virginia. some of that is of the heavy variety. so do expect to see more rain
