growing outrage after several violent incidents at the inner harbor. >> the impact on tourism and personal safety. >> hello, i'm jessica kartalija. >> i'm don scott. here is what people are talking about. dispatch recording show violent outbursts were more widespread than police officially revealed. mike hell green has a closer look at the st. patrick's day fights. >> there were fears that the violence was worse than first reported but becoming more common and could have a chilling effect on tourism. the vicious beating of a tourist was far from the only chaos unfolding on st. patrick's day. emergency recordings show police used the chopper, city watch cameras and officers on the ground to control huge numbers of young people likely drawn here on facebook. >> i don't need no one on the air. listen up. a medic is trying to get through. somebody stopped a male --

stomped a mall in the ground. the ambo went by a group stomping the male. one child on the ground. >> reporter: more fights than first thought in an area from the block to first mariner arena. >> let's go you all. don't get on the air, just go. >> we need an ambulance. unconscious male. >> stay together, do not get separated. >> reporter: as police get to one fight another would break out. they had to close off several major intersections downtown. police declined to comment but the mayor spoke previously about the turmoil. >> they were being disruptive and we moved in to take control of the situation. >> crossing lombard probably 200 going northbound. >> we have a large, large group of juveniles. >> reporter: the harbor's next big event is 4th of july. last year there were several fights, the murder of a father visiting from alabama and a 4- year-old hit by a stray bullet.

this year there will be limit exit and entry points to control crowds. >> tourism is the fourth largest industry in the city. we have to protect it. >> reporter: despite all the fighting, police made just ten arrests on st. patrick's day. >> mike, thank you. most of those arrests were for curfew violations. there is breaking news on the beltway. police are cleaning up after an eight-car pile up on the west side. the scene was on the outer loop near frederick road. the last couple of hours, three lanes were closed with cars slowly getting by on the shoulder. a few minutes ago, all the lanes reopened. no word on injuries. maryland state police are trying to determine exactly what happened there. it is day two of the special general assembly session in annapolis. state lawmakers are working on a package of tax increases designed to balance the budget. we have more on what is happening there today. good afternoon, derek. >> the senate is set to take a vote needed to send the tax legislation to the house of delegates.

democrats in the house and senate are expected to impose an income tax hike affecting the top 16% of the state's earners. raising taxes on anyone in this fragile economy they say is a bad idea. they are asking governor o'malley to cut down on spending. governor o'malley called for the three-day session to avoid a doomsday budget scenario that included about a half billion dollars in cuts. >> thanks, derek. the session is expected to finish on time tomorrow. the trial of a man accused of killing a glen burnie dentist is underway. dante jeter is charged with the murder. he was found death ten to death in his office in 2006. prosecutors say it was the result of a murder for hire plot arranged by his dental assistant. the woman was stealing from the practice. she pled guilty to murder charges in february and was sentenced to life. she will testify for the prosecution. some of the evidence used

to convict george huguely in the murder of yeardley love is on display. the nonsensitive exhibits can be seen by media outlets inside a courtroom. he was convicted of the beating death of his ex-girlfriend near the university of virginia where they both played lacrosse. court officials say the items include photographs and a tape of his police interrogation. a baltimore county police officer stands charged with sexually assaulting a fellow officer. a female officer claims harold williams was massaging her feet after they worked out when he began rubbing his private parts across her feet. he has been suspended. >> obviously we do not tolerate this kind of behavior from our officers. we are here to enforce the law, not break it. >> williams trial is scheduled to begin next week. if convicted, he could spend up to 11 years in prison. turning to weather, it's getting warm outside. after a wet morning commute, taking a live look outside

where the sun is shining. a few clouds lingering out there as well. is more rain on the way? bernadette woods is in the first warning weather center. good afternoon. >> we had solid sheet of rain go through overnight into this morning. first warning doppler radar has moved to the northeast. behind we have unstable atmosphere. marty will get more into that in a moment. as far as rainfall goes, take a look at this. this is a good dose of rain that came over an extended period of time. not a lot of flooding with it. an inch and three quarters in gaithersburg. her ford over an inch of rain where it matters, bwi marshall, .52. that's where we keep the official records. as we said, it's an unstable atmosphere with the sun trying to peek out. for more on what will happen this afternoon, we send it out

to marty. >> good afternoon. i will tell you this, a few seconds ago the sun was out here in our outback. you can feel it get sticky. the atmosphere just gets right in front of your face. now the sun is behind the cloud and it's a little more comfortable. it took one second to realize that we will bubble up some thunderstorms this afternoon. we start getting breaks in the clouds and start getting sunshine and that slight risk today will be a reality. so, we will keep an eye on first warning doppler radar. we will be on the air about 4:00 this afternoon when we will see some of the towering cumulus try and form. on the other side of that part of the forecast, nothing but good news. meteorologist bernadette woods with the easy job today in the first warning doppler radar segment. now back inside. john edwards daughter is expected to take the stand today. she would be the first family member to testify for the former presidential candidate charged with campaign finance

violations related to an affair. >> reporter: john edwards an his daughter kate arrived for the second day of defense testimony. she is expected to present the sympathetic picture of her father. it's not clear what the 30-year- old attorney knows about the allegation of illegal campaign spending. earlier this month she fled the courtroom in tears during testimony about her late mother. she has returned just about every day to sit behind her father. edwards is charged with using illegal campaign contributions from wealthy donors to hide his pregnant mistress while he was running for president. the prosecution rested its case last week after 14 days of testimony. witnesses detailed edwards affair while his wife elizabeth struggled with terminal cancer. so far the defense has been focusing on whether edwards behavior violated campaign

tabloid phone hacking scandal. charged are the former news of the world editor rebecca brooks, her husband and four others. brooks is accused of hiding evidence from bright niche tish police, something that could land her in prison for life. she stepped down from her position right after the scandal broke. dominique strauss-kahn is striking back against the new york maid that accused him of sexual assault. the former head of the monetary fund is suing the maid for $1 million. this comes weeks after the maid filed a civil suit against strauss-kahn saying he tried to rape her in a hotel room last year. police in new york eventually dropped criminal charges against strauss-kahn citing problems with his accuser's credibility. a car crash in california creates a big problem for road crews. witnesses say the cars created a huge geyser after they collided then crashed into a fire hydrant. the water caused significant damage to a nearby gas station and forced police to shut down

part of the street. one person was injured. no word on what caused the cars to crash. in palmdale, california, more than 100 firefighters are battling a huge building fire. the old clothing warehouse had flames rolling through it. investigators say the 6,000 square foot building appears to be a total loss but no one has been hurt. now the investigation into the cause is just beginning. graduation is a special celebration for any student but one graduate at american university gets more than just a diploma. as sarah cooper walked across the stage to collect her degree, her boyfriend got down on one knee to propose. a shocked but excited cooper said yes. the two had been dating about four years and i heard that their parents urged them to wait until after they graduated. i guess they didn't wait that long. >> probably didn't mean two seconds after. >> exactly. still ahead on wj

dealing with this storm system. when you get that sun, it fuels the atmosphere to give us thunderstorms this afternoon. some may become strong. we will get to that in a moment. taking you back through the rain that came in last night. still able to get the orioles game in. now that batch is moving away. look at what is left. winds are light, muggy atmosphere with dew points way up there in the 60s. temperatures are starting to climb. up to 75 in baltimore. a lot of 70s out there. 69 in ocean city. this afternoon, the temperatures are going to fin to climb. dew points remain high. we are still dealing with the dynamics of the storm system, we will see thunderstorms form and some could become strong to maybe severe. of course if that happens, we will be here to pass that along to you. now, here is the storm system with the rain getting out of here. you notice there is a spin in the atmosphere hanging around the mid-atlantic. that is what will fuel the
