warning the baltimore city police department that their policy involving citizens videotaping officers is inadequate. >> reporter: a violent arrest on tape. police deleted the video from chris sharp's phone. >> the guy actually said, that's what you get for taping it. >> he's suing police for violating his first amendment rights. now the department of justice is weighing in saying city officers should be advised not to threaten, intimidate, or otherwise discourage an individual from recording police officer enforcement activities or intentionally block or obstruct cameras. city police implemented new guidelines, but a month later wjz obtained this video. police never told a man to stop recording button threatened to arrest him for loitering.

though. the multimillion dollar operation provided people with false prescriptions for oxycontin and other painkillers. officers arrested two people last night but we are told more arrests are possible. >> evidence of a struggle. they represent the controversy over a shooting. medical records could help george zimmerman. >> reporter: new details emerging about the struggle between george zimmerman and trayvon martin that ended with the unarmed teen's death from a single gunshot wants last february. zimmerman is charged with second-degree murder. he said he fires in self- defense. new evidence includes state crime analysis of his close, including gunpowder residue suggesting he and zimmerman were just inches apart. there are also two surveillance videos, one from the convenience store martin visited before the shooting, the other from the clubhouse of the gated community where he died. a source told cbs news and unreleased please report noted zimmerman sweatshirt had grass stains and was wet on the back

and zimmerman's medical report from the day after the shooting lists a broken nose, two black eyes, and a cut on the back of his head. internet -- injuries not apparent in this police video taken minutes after the shooting. a family attorney says she's not convinced. >> i'm not saying he didn't have the broken nose. i'm saying this was documented the next day by a family physician. we don't know where those injuries came from. >> a zimmerman's lawyer says there's more to his defense. >> it's only small part. you cannot look at it individually. you've got to look at the whole picture. >> a first responder told cbs news he and others saw once on martin's knuckles suggesting the team had thrown the punch. wjz eyewitness news. >> also reviewed, he told investigators that martin's last words were either, you got me, or it's over. >> tragedy strikes the kennedy family again. robert f kennedy junior's estranged wife was found dead today in her new york home.

police believe mary richardson kennedy committed suicide. she battled drug and alcohol addiction. the couple had four children together before separating in 2010. a doomsday averted. the special session ends with the maryland delegates giving its approval to the budget package. after three days of heated debate, the budget includes income tax hikes for some and split teacher pension costs with local government. governor martin o'malley announced he will call another special session this summer to talk about expanding gambling in the state. made up water bills. baltimore homeowners are furious after an audit uncovers a lazy meter reader is not doing their jobs. he is live. >> baltimore city residents are fuming over the idea of dishonor -- of dishonesty meter readers on the job. >> reporter: baltimore apartment of public works says this case started in april 2011.

they say to new employees weren't doing their job and made-up meter reading without actually looking at the gauges are you. >> what was done is that lower estimates. they were just writing numbers, apparently having this many units, not doing their job. >> wants the agency had a chance to audit the workers, they discover the problem and determine the bills for many homeowners were actually higher. >> what should happen to somebody who does that quite. >> they should be terminated. >> they say this has happened in a number of areas around the city. city residents are fuming. employees could force homeowners to pay higher bills. >> apparently, there's been reports of large water bills in the southwest bother -- southwest baltimore neighborhood. the city is investigating. >> there's a lot of elderly people that can't pay the bill. buy them estimating, it how are

they going to pay it? i think they should be fired. or take it out of their paycheck. >> the department of public works says of the readers in question, one was fired and the other quit before being fired. the city says they have hired 19 additional inspectors to go out and reread many readers and try to clean up the mess made. >> dpw says there were four people in the call center for questions and complaints about meters. there are now 15 people. tonight maryland's catholic community has a new leader welcomed with ceremonial splendor. hundreds of priests, cardinals, and parishioners from around the country filled the cathedral this afternoon as the reverend william lori was installed as the 16th archbishop of baltimore. archbishop lory replaces cardinal edmund ho bryan leaves for rome

he was walking down the street with four men punching him and kicking him. police say he suffered cuts and bruises to his face. he stationed at a nearby air force days. police are scanning the video for clues, but so far they haven't made any arrests. police searching for a newlywed husband suspected of murdering his wife. they say a stella carrera was stabbed to death in her bathtub wearing the same dress she was married in. they were married friday at a chicago city hall. police are investigating a call made to a relative saying he left his wife bleeding after a bad fight area. >> reporter: former presidential candidate john edwards will not take the stand in his campaign corruption trial. his defense rested today and will present closing arguments tomorrow. edwards is accused of using campaign funds to hide his mistress during his run for president in 2008. neither hundred or edwards daughter were called to the stand.
