putting the brakes on distracted driving. . >> the government's new effort to crack down. >> hi, everybody. >> here is what people are talking about. >> drivers using cell phones could one day become a thing of the past. discontrasting driving -- distracting driver is a nationwide problem that took center stage today. what it calls an epidemic. >> from texting to phone calls, sometimes the greatest dangers on the road are inside vehicles. with new technology popping up every day the department of transportation unveiled a new plan to call what they called a distracted driving epidemic. >> americans are have gotten into -- americans have gotten into dangerous behaviors.

>> among their goals, encourage 11 remaining states without distracted driving laws to end act the legislation and force it. the announcement came the day after a massachusetts jury convicted a teenager of motor vehicle homicide after a a fatal crash that happened while he was texting. it was considered a landmark in distracted driving cases. one crash survivor explained how another driver's distraction altered her life. >> i sustained a traumatic brain injury, spinal cord injury, neck, rib, hip injuries and some emotional stress too. she should have been focusing on the road but instead she was on her phone and hit me. >> the federal government found distracted driving counted for one in ten roadway fatalities in

2010. >> it is already illegal in maryland to text while driving or speak using a hand held phone behind the wheel. a thunderstorm warning is in effect for part of the state. let's go to tim williams. hi. >> good afternoon. we're watch watching some pop up storms rolling around the area. actually, the one that triggered this thunderstorm warning out in washington county until 4:30 is actually moving past the area. it's actually moved already through the county. this is what's going to be the case through out the afternoon. i'll take you in just a little bit and you can get an idea of how this is going on. these are going to be the case through out the afternoon. what we're going to be seeing are just some widely scattered storms. this system is going to continue to move out of here. it moved through, triggered the severe thunderstorm warning and the system moved out of there. while it's in place until 4:30

repairs are going to mean major back ups. >> the 71,000 cars a day that travel through the harbor tunnel must cross over this steel bridge. >> we do expect to have extensive back up. the delays at the baltimore harbor tunnel during this 8 week period of time could be up to an hour. >> it will begin after the celebration is open. by the time the labor day grand prix runs most work will be done >> all lanes will be open during that labor day weekend. >> the work zone will cover one mile. concrete on the bridge will be replaced. . >> with all the effects of traffic and just its normal deterioration and the road salt. >> the first phase will mean the loss of the inside northbound lanes, stage two the outside lanes. stage three will only leave one lane in each direction open. after labor day four compressed lanes will open.

it's 77 and mostly sunny. the come plete for-- complete forecast is coming up. this next video is sure to take your breath away. here your looking at a young child in china dangling from the side of the building. he slipped through the railing and his head is the only thing keeping him from plunging to the ground. a neighbor scales the building and tries to push the child back through. the toddler was able to pull up and get back inside with no help. it's unclear where the parents were during this or deal.

wow. rob bery interrupted a good semertian's action. watch as the robber approaches the counter. a customer grabs a bottle of wine to defend himself. he kicks the knife out of the robber's hand and chases him out of the store. no one was hurt. the hearing for two men charged in the beating of a san francisco giants fan at dodgers stadium intensifies. dave lopez reports on the dramatic testimony. >> i saw a hispanic male running around after he punched jeff and realized he was about to hit bryan. it happened so quickly i wasn't able to say anything. >> the voice of corey, again eyewitnesss are not allowed to be photographed. he's a paramedic buddy of bryan stou stow -- stow. he testified the moments before stow was hit.

he doesn't point out the defendant directly, but describes him. he describes a taller white male, marvin nor wood. they're accused of the brutal beating of stow. >> the next thing that happened is he threw -- he was running and threw a long sweeping hey maker punch with his left hand to the left side of bryan's head. bryan as soon as he was punched was visibly to me obviously unconscious. he fell from standing directly backwards with onto his head. he was unable to brace himself. his head was the first thing that hit the ground. as i was running towards bryan when this -- the same person that had punched bryan kicking him in the head repeatedly. not just little kicks, these were full wind up as hard as you can kicks. >> he testified how he threw his body over the head of stow

minutes. it's because the shower was over bwi marshall. take a look at first warning doppler radar. there have been some widely scattered showers around. the one that triggered the most recent concern, a severe thunderstorm warning if washington county rolled through the area and dissipated. it was supposed to be in effect in this area until 4:30. showers rolled on out, they're now really down towards west virginia and on the edge of maryland. now the severe thunderstorm warning has been lifted. even that is not a concern. that will be what we're dealing with through the rest of this afternoon. here is your temperatures at bwi marshall. back up 8 degrows in 10 minute -- degrees in 10 minutes. it's steamy near the airport. calm winds around bwi marshall. temperatures 66 out towards oakland, 69 down on the shore, 81 dc, 69 elkin and most of those cooler readings as a

result of some light showers that moved through and cooled the area over the top of the reporting site. the rest of us still looking at temperatures in the 70s. 71 bel air and temperatures in the mid 70s across most of the rest of the state. calm winds in central maryland. a bit of a west wind at 12 miles an hour. that seems to be the strongest wind around dc. we're going the see a shift of the wind to the west and southwest. it's going to help usher in some warm air and we will take temperatures into the 80s and near 90s. the way it's playing out is the jet stream is finally starting to lift which is keeping all the shower activity up to our north. the system that we've been under for the last few days is finally starting to push offshore. with that jet lifting up it's going to allow for warm air to move in. high pressure stays in control of our forecast. we're going to be bringing in temperatures into the 80s and near 90 heading on into the weekend. with that, sunset today is at 8:32.

tomorrow should get at least to the 80 degree mark, maybe some mid 80s. a big warm up for the weekend. let's check in on the roads right now with christy. >> hi, everybody. a lot of traffic around the beltway. on the west side of inner loop extended 20 minutes. on the topside of the inner loop, another 25 there from park heights avenue to the jfx. the accident there now on the right hand shoulder. north side inner loop, expect 20 minutes in that direction from york road around the pairing parkway. northbound 95, congestion in that direction. as far as accidents go, plenty of them. eastern avenue at diamond point road, east lexington at north charles. let's take a lye -- live look. 95 north bound slow there. give yourself extra time if you're heading in that direction.

violent tornados touched down in western australia. over 5,000 people lost power. around the severe thunderstorm -- a round of severe thunderstorms caused those tornados. another storm is expected to strike on sunday. in the after math of the hazing crisis, the president of florida a&m receives a no confidence vote today. school trustees are not happy with the way he handled the death of robert champion. he proposed limiting the band to only full time students as stiffening requirements for membership. he plans to remain in his post and help the university stamp out the hazing culture. police search the home of the man confessing to the murder of a 6-year-old boy in new york 30 years ago. jaes jessica is in the news room with at this -- with the latest. >> reporter: police are

searching for spreads of evidence. dozens of officers are coming through the home of pedro hernandez. he confessed to killing etan patz. he said he lured him into a store and suffocated him, put his body in a bag and threw it in the trash. police say they found nothing of value in today's search. >> etan patz went missing on his way to school many may of 1979. a little bit in colorado sitting in the backside of his mom's suv with a red gas can buckled in the car seat beside him. the mother is telling her side of the story. >> as we were first to find out, sandra ramirez could not believe the hype over this photo, a photo that shows her 2-year-old son not properly strapped in as he looks at a gas can that is. >> my son was become buckled -- buckled. i love my kids. >> she soon wanted to set the
