the wrong address. they say the camera is in the 4500 block of wall bash avenue when it's down the street in the 5400 block. that amounts to more than $120,000 in tickets that are now void even though the drivers were speeding. >> city transportation officials say the error lasted from december through april. they are contacting the effected drivers. three teens are accused of trying to fire bomb a home. they threw cocktails at the house in the 900 block of gailsville road. investigators think they wanted to get revenge for an earlier dispute with the people who lived there. new revolutions in the case of an accused cannibal in maryland. he and his victim attended morgan state university. now under intense scrutiny the school's president issued his first public comments today. we continue to investigate this unusual case. mike hellgren is live near the

campus with more of the impact on the morgan university. >> reporter: the university president would not do any interviews. he said his lawyers would not allow that. he offered his condolences to the victim. i spoke to a man who knows the suspect and the victim very well. >> charges that alexander kinyua dismembered and ate his roommate kujoe bonsafo agyei-kodie have rocked communities around the world from their native african villages to hartford county to where the murder unfolded to morgan state university where they attended classes, the pastor who ministered to both men is trying to make sense. >> i don't think he was on his right mind on the sunday before he was arrested. he was in church and i embraced him. i said, god has a special plan for you. that day he asked me for a bible. i think he was trying to

hellgren. >> thank you. kinyua remains locked up in a jail. the church wants to invite the victim's family to come here for a burial. we continue to investigate the strange smell at the inner harbor. tonight the initial results are in. monique griego explains just how dangerous the water is. >> reporter: tonight those test results are in and they do show elevated levels of a disease causing bacteria in the water. just how serious this problem is and what's causing it is still up for debate. >> gray water, a surge in trash, dead fish and an over when he overwhelming smell, signs to blue water baltimore it points to a sewage spills. >> the greece balls can only come from sewage pipes, condoms, tampons. >> the group began testing for

a disease causing bacteria found in sewage. today they got their initial results. >> the highest was around the three times lowest thresh hold for human contact. >> the condition of the water forced a downtown sailing center to cancel programs. >> the children like to splash in the water. >> they believe waste made it into the water, city and state leaders don't believe the initial bacteria readings support that yet. they say the elevated levels of bacteria and trash are normal after storms like the ones we had last week. >> you have dog and cat extraments that gets washed into the storm system and flows out into the harbor. >> various factors, including the recent algae bloom could be causing the smell. until all test results are in nobody can pinpoint the cause. >> we need to find the problem to fix it.

at this point we don't have a specific problem to fix. >> for me it's not a question of wlo -- whether it's a sewage spill, it's a question of where it's coming from. >> reporter: another big thing on everyone's find is celebration. hundreds of thousands of people are expected to come down here to the harbor. >> thank you. the city and state say it could be a couple of days before they get those water quality results. police are closely watching a black bear spotted in baltimore county. take a look at a picture where several people have reported seeing the bear. officers say they want to protect the community and bear. there's no plans to youth niez it. some storms are coming through parts of maryland tonight. it is still a bit cool for june as we take a live look outside at the water there.

wjz is live with first warning weather. tim williams and bob turk are updating our conditions and temperatures. we'll start with bob. >> radar shows a good shot across pennsylvania. that's where the bulk of the activity is now. a lot of it is going to die out as we lose the energy from the sun. we've had a few showers across the maryland area. a few of them were strong a little while ago. right now not a whole lot in the baltimore area. a little one near dc. to the west of us near hagueers town, we had one. there's a risk between now and 9:00 and 10:00 of a shower across north central maryland as the night goes on. temperature wise, we're at 77. a little cooler where it rained. oakland 66. easton only 68. they had a shower a while ago. we talk about a warm up. tim williams in the out back with how warm it's going to get the next four or five days. >> reporter: we might wish we

had showers to cool us down over the next few days. we lose the energy for the power of those storms. we start to lose that, which means tomorrow we're looking at sunshine, blue skies, maybe a few clouds. we'll have warming temperatures into the weekend. the dew points, humidity levels, heat levels are going up to near 90. that's going to be the first summer type feel we've had in a week or so and it's going to last quite some time. bob will have your five day forecast in just a few moments. after weeks of disappointing news congress wants to know what's going on with the sluggish economy. now the chairman is on capital hill to provide answers. >> federal reserve chairman out lines the big risks facing the

u.s. economy, growing debt in the u.s., the debt crisis in europe and the physical clip, the scheduled expiration of bush era tax cuts combined with major cuts in central -- federal spending. >> are you telling us if we allow nothing to happen, if we see the tax increase, there is going to be a direct impact on economic growth and job creation? >> i'm looking not just at the taxes but also the sequester and the end of the payroll tax and everything else, yes. >> he told congress the federal reserve is ready to act to boost the economy if need be. he gave no hints that there's any immediate plans to intervene. in the past the fed injected cash into the financial market and lowered interest rates to try and simulate growth. his testimony did nothing to end the bickering on capitol hill. >> the bush tax cut increase

the deficit, do not create jobs and they should come to an end. >> they're looking at a giant tax increase come january the 1st. so it would be the largest tax increase in american history. >> the fed meets in less than two weeks. they may face some pressure not to take any new action because it could be viewed as helping president obama win the reelection. >> he said new hiring may have slowed down last month because companies did their hiring in winter to make up for job cuts during the recession. the chairman's comments did little to help wall street today. the dow was up 46, the s and p down a fraction, the daz knack down 14. -- nasdaq down 14. the decision forcing george zimmerman to spend several more weeks behind bars. >> big repairs are going to mean big delays dp -- if your

elementary and middle school, only milk and juice. for the next 30 days over the summer students say they will continue to live without sugar drinks. it's called the soda free summer break challenge. for some of them it's a tough pledge to take. >> root beer is any favorite soda -- my favorite soda. >> the schools wellness committee is well aware of that. it's also headed by baltimore's former health commissioner to says the 30 day challenge is designed to break bad habits. >> if you go a month without doing it will oftentimes break the pattern. in howard county we found that happening. >> when the school realized that the average american drinks 45 gallons of soda every year they removed the soda machine. this is now all that's left, an out line of the machine and a picture reminding students of their summer challenge. >> it will be harder but i guess there's different things

. it's so busy out there. northbound on the harris burg expressway, heavy delays there. the topside of the inner loop, now delays stretch all the way around to hartford road. that's going to be at least 30 minutes to get through. on the west side inner loop, a 25 minute delay from the bwi parkway to liberty road. the outer loop slow from 795 to edmond son avenue. slow from kate avenue to the tunnel and then from eastern avenue to white marsh boulevard. as far as accidents go, sean road at the harrisburg express way, park heights avenue at oak ford avenue. let's take a live look. things crawling along on the expressway. give yourself some extra time. there's a look at the west side. it seems to be moving better that than -- than it was moments ago. this traffic report is brought to you by maryland live, the

a mini tornado damaged dozens of homes and businesses and sending people's belongings flying through the air. it topped trees and power lines. thank thankfully no reports of any serious -- thankfully no reports of any serious injuries. scary moments for a toddler in china when he slips through the railing of a 4th floor balcony. here is what happened. his head became stuck in the railing and thankfully that presented him from falling to the ground. a neighbor climbs out and trying to push the child to safety. eventually the toddler was able to pull himself up and get back inside without help. it's not clear where his parents were. the use of ct scans is skyrocketing, but new research shows exposing children to unnecessary radiation could have some serious consequences later on, like the increased risk of

cancer. >> the bun disfamily has three active days. >> kids play and they fall and hurt themselves. >> like any parent ashley knows some bumps and bruises will require a trip to the doctor or a ct scan. a new study shows the scans can effect their health in the future. radiation exposure from two or three ct scans of the head during childhood can triple the risk of developing brain cancer. >> the risk from five to ten ct scans of the head tripled the risk of leukemia. >> the study looks at 180,000 children that had ct scans. newer scan ers expose kids to less radiation. researchers say the scans only increase the chances of cancer slightly, about one additional brain cancer case for every 30,000
