[ cheering and applause ] hello, everyone. here's what people are talking about tonight. one of the most accomplished pitchers of all time gets to keep his honor as a jury decides he didn't lie about performance enhancing drugs. we have his emotional reaction to the verdict. >> reporter: a small crowd of supporters applauded roger clemons after a jury found him not guilty on all charges. he briefly broke down outside

the court as he talked about his long pitching career. >> woo. i put a lot of hard work into that career. >> reporter: he was accused of lying to congress and faced six separate criminal accounts from his appearance on capitol hill in 2008. he testified that he did not use performance enhancing drugs. >> i have never taken steroids or hgh. >> reporter: the government charged him with lying and used his former trainer to make its case. he testified he injected clemons with steroids and hgh beginning in 1998. the defense repeatedly questioned his credibility. clemons never took the stand, but his wife did. he told the court that he injected her with hgh without her husband's knowledge.

>> my family, it's been a hard five years. they've been great behind dad and supporting dad. >> reporter: the verdict came in the government's second attempt to convict clemons. prosecutors showed evidence the judge declared inadmissible. clemons could have gotten as much as 30 years in prison. instead, he is headed home with his family. in washington for wjz eyewitness news. >> the u.s. attorney's office says it respects the jury's decision. jurors in pennsylvania are hearing jerry sandusky's side of the story. defense lawyers called several football coaches who said it's not unusual to shower with boys. he's accused of molesting 10 boys. the judge expects jurors to start deliberating by thursday. the man once expected in the disappearance of a maryland woman is suing to cash in on her insurance policy. he says they owe him $3.5

million. he bought the policy before going to aruba with robyn gardener. the insurance company told him he needs to wait at least a year before filing a claim. bottle tax gets the green light. the controversial measure to double the tax on bottlabled beverages is headed toward the mayor's desk. >> reporter: this means that some desperately needed help is on the way for crumbling baltimore city school, but that help comes at an expense. with little fanfare and majority support, city council members vote to increase the bottle tax, the jump more than doubled from 2-cents to 5-cents and takes effect in july 2013. it will raise $10 million allowing the city to leverage $3,006,000,000 in bonds. that money would help

dilapidated city schools. >> the tax that we put together is a great step forward in making sure that the conditions of our schools match the quality of the kids that go there. >> reporter: opponents say it's a money grab that will cost jobs and hurt local grocery stores. >> customers that we have, they read and they have cars. they have transportation. they will go to the county where their dollar will take them further. >> reporter: this owner says he has 8 fewer employees because of the 2-cent bottle tax already in place. >> a drop in sales translates to loss in jobs in our industry. >> reporter: shoppers were also split on the controversial tax. >> taxes help pay for services. if we want services, we have to pay for them. >> i don't think we should be the ones that should have our drinks raised just to pay for it. >> reporter: so far, no formal date has been set for the mayor

to sign the new bottle tax bill. >> thank you. the bottle tax would not apply to milk, juice, or 2-liter containers. city firefighters identify the man when fire sweeps through his home. fire broke out in his home on east bourne avenue. the house did not have working smoke detectors. three businesses destroyed in a massive fire in 2010 will not rebuild. it gutted the park plaza building back in 2010. they are all moving to new locations. the building owner is working to bring other restaurants there as replacements. just 6 weeks left as baltimore's top cop says good-bye to the communities he serves. tonight, the commissioner makes his final neighborhood walk. we're live at police

headquarters. >> reporter: his community walk is indicative of how he put his stamp on city law enforcement. on what is likely his last community patrol, a north chester street resident says she gave the commissioner a hard time. >> if we don't stand for you saying you're doing a terrible job, if you can't come to a place and say that, then i'm not a very good police commissioner. >> i appreciate it. >> reporter: the residents have learned to appreciate police more. >> so proud to see that there are good people like the commissioner who are willing to help us. and boy do we need help. >> 2100 block. >> you gonna help her out with that? >> yes,sir. >> reporter: he maintains the best strategy is to target bad guys with guns and connect with the community. baltimore's homicide rate has been on a steady decline down

it's cloudy, 69 degrees in central maryland. the complete forecast is coming up. several burning propane tanks burst into flames in arizona. at least two dozen fire trucks rushed to the scene while a plane also doused the fire. the air quality is being carefully monitored. no injuries were reported. police in delaware investigating what could be the town's first murder in almost 30 years. a housekeeper discovered a woman's body inside a motel room. officers have not classified it as a murder, but homicide

temperatures with 69. we've been in the upper 60s most of the day. this will probably get a little higher tomorrow. humidity 70%. right now, 62 out in oakland and some showers earlier. 66 down in ocean city. 70 in washington. still pretty comfortable, not going to get really chilly tonight, but we'll get into the low to mid-60s. it did warm upcoming tomorrow. southeast winds giving us a bit of an ocean flow. tomorrow they shift to the south and southwest. that's going to bring in some much, much warmer air. today's high was only 78. the average is 84/63 and the record's 97 and 48, just two years apart. pretty amazing. look at the photos to our northwest, a lot of shower
