questions why the investigation is taking so long. >> her demand for an arrest and the police response. >> hello. i'm jessica kartalija. >> i'm don scott. >> here is what people are talking about today. the mother of christopher brown says she has waited long enough for police and prosecutors to decide whether to file charges in the death of her son but the state's attorney cautions against rushing the investigation. wjz continues to investigate the case. mike hellgren is live on a community meeting taking place tonight. >> reporter: this will be at a synagogue in randallstown where this unfolded. community leaders want to get a pulse on the high-profile case and it impact there. 17-year-old christopher brown has been buried and his mom says she is fed up with waiting for the state's attorney to decide whether to charge officer james laboard in his death.

>> that is not enough for me. this is where i draw the line. they have enough evidence and i am demanding it at this point. >> reporter: here is what police say happened. on june 13th, brown was walking with young people. someone through a rock at officer laboard's door. the officer chased them down and caught up with brown and after an altercation brown ended up dead. the medical examiner ruled it homicide by asphyxiation. police representatives and the county representative urged patience while the investigation is underway. >> because he was not on duty at the time the incident occurred, we have to look at the facts and determine whether he was acting in his capacity as an officer or not. we need to remind people that a homicide is not by definition a murder. >> reporter: the state's attorney issued a statement saying it can be frustrating to all involved, thorough investigations take time. to do the job properly, we can't rush the process. for brown's mother, that is not enough. she wants answers now and will

be attending a community association meeting in randallstown tonight. >> i don't know what they think i'm dealing with. i think i have dealt with quite enough. >> reporter: officer laboard and his attorney have not commented on the case. he is on routine administrative leave. jessica, back to you. >> thank you. that community meeting starts at 7:00 tonight in randallstown. tropical storm debby is hours away from making landfall in the gulf but southern states are feeling the power. in florida, heavy rain and flooding have opened hundreds of sinkholes. the wicked weather forced florida's governor to declare a state of emergency. first warning weather begins withdrew levinson reporting from tampa bay. >> reporter: relentless rain from tropical storm debby flooded the streets of jacksonville. >> hard to get around downtown. >> reporter: the storm is stalled in the gulf of mexico. debbie brought high winds and

pounding surf to the gulf of mexico yesterday. forecasters predict the slow moving storm will cross the state this week before it heads to the atlantic friday. even as far south as here in tampa, debby is causing flooding. tampa bay has overrun its banks putting bayshore boulevard and the surrounding roads under water. a car is submerged in the floods. and smoke is rising from an exposed wire undergrounds. power companies are warning people to stay away because the water could become electrified. >> on pins and needles. >> reporter: john hopes the water will subside and not reach his town house. >> i am concerned. high tide is coming in and we are keeping a close eye on it. time will tell. >> reporter: the storm has claimed one woman's life after a tornado hit highlands county, sunday. family members say she was clinging to her baby so hard when the twister struck she broke its ribs. the infant survived. >> i can picture her holding the baby and not letting her go, just to know that my

daughter was holding her baby so tight. >> reporter: the storm is expected to make landfall tomorrow. in tampa, drew levinson, wjz eyewitness news. >> our first warning coverage continues with bernadette woods. she has the storm on live doppler weather radar. good afternoon, bern that death. >> good afternoon, don. we will talk about this. it's not really going anywhere. it's spinning offshore. you can see the heaviest of the rain is making its way farther north. notice the bands continuing to filter in. they shut off right about here. that is because the radar doesn't go out over the open waters. there is more where that came from. the latest, hanging on to tropical storm status. winds have come down to about 40 miles per hour and barely moving, off to the east at 3

miles per hour. when it crosses land it will become a tropical depression. when it heads back out over the water, this thing will start to turn again. we are not completely out of the woods from the storm yet. take a look at the forecast models. still dissension. the majority take them off to the east, over the open waters but keep them south of us. this is something that we will continue to track and we will keep you updated. >> thank you. new laws may be proposed in annapolis expanding liability in dog attacks. a recent ruling by the highest court calls pit bulls inherently dangerous. a panel was created to review the decision and members could recommend changes to state law today that could include requiring dog owners to carry insurance or expanding liability laws to all breeds. just a short time ago mayor stephanie rollins signed an increase to the bottle tax into law. ron matz is back in the newsroom with more on what this means. good afternoon, ron.

welcome back. what a beautiful day. we were talking in the studio that these are perfect clouds, puffy out there. that's what we are dealing with during the afternoon hours. a wonderful day. 75. a lot of 70s out there. marty was pointing it out earlier, the dew points are down into the 40s. the winds have been gusting out of the northwest, up to 30 miles per hour at times. that is bringing in the cooler drier air. we have about one more day before we have big changes coming our way. here is how it looks tomorrow.

another fantastic afternoon. a large picture, the front that moved through is down to the south. it is what is forcing debby off to the east and forcing the eastward turn. you can see the bands of heavy rain and thunderstorms feeding up into the front. for debby, it's hanging on to tropical storm status, 40 miles per hour winds. barely hanging on. it's moving to the east at 3 miles per hour. on this track it takes it over florida. then back over the open waters then possibly strengthening once again. you notice we will talk about this for a while. once it connects offshore, there is a chance that it will pick up speed and head out to sea. we have a few knorr more days to go. if it could affect us, it's possible, not likely but something that we will track. most of the forecast models take it to the east. that is what we are going with but things could change. we will keep you updated. the front down to the south, high pressure moving in. that will keep us nice a couple of days. on the back part of a high,
