rates. >> how much more you'll be paying. good afternoon. i'm don't couldn't -- don scott. >> i'm jessica kartalija. good ready for a big boost on your water bill. the start -- starting tomorrow we will all be paying more. alex is live with details. good afternoon. >> reporter: good afternoon. this is going to be more than just baltimore residents. many people in surrounding counties are tied into the city's water system. now all those bills are about to go up by 9%. >> when large underground lines failed, streets become instant rivers. those failures are an expensive issue, parts of which are nearly 100 years old. >> one infrastructure has been crumbling and cannot be ignored. >> they asked the board of estimates to increase customers

bills by 9% to finance a billion dollars in upgrades. for a family of four 9% will increase their bill to $97 more a year. for some who attended a hearing, that's too much. >> they're having for an increase in rates so they can mismanage some of our money. >> the board passed the rate hike. >> reporter: the city is raising rates in part because it is under federal orders to improve not only its water system but sewer lines. >> thank you. we will have more on this increase at 4:00, 5:00 and 6:00. in colorado the wild fire situation is getting worse. tens of thousands of people are forced out of their homes by one that's moving towards the air force academy.

>> a fast moving wild fire reached the out skirts of colorado springs, burning homes and forcing more than 32,000 people to evacuate. the air force academy has also been cleared out as a precaution. >> this is an active fire. it's not close to being contained. >> colorado's governor compared the battle to save homes and lives to a military invasion. >> the whole country is behienld us. this is tough -- behienld us. this is -- behind us. this is tough. >> the fire is just one of several massive wild fires burning across the state. it's not even the biggest one. the largest of the wild fires in the state is the high park wild fire, one woman was killed as it grew to over 136 square miles, destroying more than 250 homes. fire investigators say a lightening strike caused this latest blaze near boulder.

her home was specially designed for her respiratory problems. she moved in just a week ago. >> every day i'm like i should pack a bag and have it ready because i have medicine and oxygen and stuff i need. >> colorado has had super hot and dry weather this summer, helping the fires spread quickly. >> wind gusts up to 65 miles per hour have increased the danger and difficulty of fighting that fire wild. >> emergency personnel in our area are also on the alert for a chance of wild fires here. it may seem nice outside. the conditions are a concern. a lot of forms of the conditions are concerns. wjz is live with first warning weather coverage. tim williams and bernadette woods have a closer look at this threat. >> good afternoon. it is actually spectacular when you

walk outside and enjoy the weather. as far as temperatures go, 83 is where we sit. the air is dry very. you add to that some gusty winds. they feel great but they could spark the fanning of a fire quickly if something were to begin. that's why there's an enhanced danger. the current wind gusts, about 15 in some cases 20 miles per hour right now. for more on what's going on, we send it out to tim. >> reporter: thank you. of course, it boils down to the fact that there are two sides to every story. we have enjoyed these beautiful conditions, but there are some factors that are playing into the fact that there are some fire concerns. bernadette out lined this for you. let's talk about it. we've had a lot of rain but we have had dry conditions, even with the heat we've had. the humidity being low helps evaporate all the moisture. the gusty winds help to dry it out. we haven't had any rain in the last few days or so, actually

few weeks across the area. because of that we are dealing with most of the rain sinking into the ground and not adding my moisture to the surface. as for june, we're only down less than an inch, but for the year so far, we are approaching 7.5 inches down. keep in mind, we are approaching a holiday weekend where people will be using a lot of grills, camping and fire works. we're ahead of this just bringing you the concern that fire dangers are real if you're going to be out and about. keep that many mind. we'll have -- keep that in mind. we'll have more in just a few moments. now back inside. trop ical storm debby has downgraded to a tropical depression. the storm made land fall in florida bringing more rain and flooding there. more than 2 feet of rain has fallen in some areas and manned tear evacuations -- manned datory evac--

mandatory evacuations are in effect. ron matz is live with more on what eliyahu werdesheim could be facing. good afternoon. >> reporter: good afternoon. elevator yoo iyahu werdesheim will likely avoid jail time for an assault in the park heights neighborhood. he was convicted of assault and false imprisonment for the attack on a 15-year-old back in 2010. he claims he acted in self-defense. the charges carry a maximum of 10 years in prison. prosecutors will ask for a suspended sentence. defense attorneys asked for the trial to be delayed in the wake of a similar case in florida but a judge denied that request. don, back to you. >> thank you. pros kuecutors will recommend he serve hours of community service. wjz will be in the courtroom and have more on the sentence coming up today at 4:00, 5:00 and 6:00. a disgraced collector will learn his fate today for stealing thousands of historical documents. 63-year-old barry landow admits to stealing

thousands of documents. his streak ended when a librarian grew suspicious. he faces a maximum of 15 years in prison. a woman is gunned down in a baltimore county apartment complex. now police are looking for a suspect in that shooting. it happened just before 6:00 this morning at the maryland garden apartments. officers responded. they found a woman suffering from a fatal gunshot wound. police have not released any information about a possible suspect or motive. no children allowed. the city is cracking down on liquor store that sells snacks to underage customers. the city council is behind a bill to make it illegal for liquor stores to sell anything to minors, such as snacks or soft drinks. the mayor says she intends to sign the bill into law. it will not allow to grocery stores or restaurants. a new tourist attraction is now open for business in the inner harbor.

welcome back. now, this is going to get very crowded over the next couple of afternoons. it's warm out there. it's still very dry. when you get in the shade you get some relief. the next few days the temperatures are building and so is the humidity. today before we get to that, still that breeze out of the northwest bringing some refreshing air to our region. temperature wise, still in the 80s. the winds generally 10 to 15 miles an hour, sustained with gusts higher than that. it's still 83 in baltimore. take a look at how low the dew points are. they were in the 40s yesterday. they may drop to the

40s this afternoon. over the next couple of days, temperatures back to the 90s and dew points to upper 60s to 70. it's air that moving our way from out west. there's a shift going on. that's because it's starting to make that track towards our area. wait until you see some of the numbers on this five day forecast here. as far as the large picture goes, the front is still keeping tropical depression debby down to the south. it's picking up some speed and moving off to the east quickly. the latest statistics, it's left florida, back out over the water. there's a good chance this could strengthen up to at least a tropical storm. it only needs to get to 39 miles an hour for that to happen. along this track it starts to pick up speed because it has encountered that front and it will take it off to the south of md m. -- of maryland. no major factors for us.
