manslaughter charges. after weeks of pleas for action. >> an off-duty police officer, randallstown teen. th of a >> i'm kai jackson. >> and i'm mary bubala. here's what people are talking about. have breaking news in the death of christopher brown, who struggled in the off-duty officer. a warrant is issued for the officer's arrest. wjz is live with complete coverage. alex demetrick has emotional reaction from the victim's family. but we begin with mike hellgren in towson with details. >> reporter: kai, that officer is behind me in a courtroom, for a bail review. i can't say this is necessarily a bombshell. but it is rare for an officer to have this kind of charges against him. officer james labord will face manslaughter and involuntary manslaughter charges, in connection with 17-year-old christopher brown's death. here's what police say happened in this. it was two weeks ago, when

brown and some other young people were walking through their neighborhood in randallstown. the officer heard someone throw a rock at his door. he tried to chase them down. he confronted brown. there was some sort of an altercation. and brown ended up dying. now, the police chief said this is a deeply sad day for his department. he spoke to us just a few moments ago, regarding these charges against officer labord. let's hear what he had to say. >> police officers are not above the law. they are empowered to enforce. in this case, the evidence shows that a moment during this altercation, officer labord stepped beyond the scope of his employment. he, as well as the brown family, deserve a thorough investigation of facts, which we have conducted. officer dabord deserves due process under the law, the same as any other citizen. lastly, coistent with the

alex demetrick is live with reaction from the teen's family on today's charges. alex? >> well, mary, the reaction om christher brown's todas indi is deep disappointment. >> reporter: chris brown had a public response to the closed grand jury proceedings that sought the off-duty police officer, charged with manslaughter, instead of murder. >> it was definitely what i thought they were going to do. to quiet everybody. and say, you know, let's give them something. that's not where i'm going. >> if we separate the fact that he is an officer, and we look at it from just purely the actions in and of itself, this is still murder, no matter how you slice it. >> reporter: the family would very much like to see the evidence presented to the grand jury. that hasn't happened. and they also moved this out of the state level and up to the federal. >> we'll have more on this story coming up at 5:00 and 6:00. it's a wall of flames while

yo sleeping in the wildfireof colorado, they doubled in size. robebrook s ports wjz, the runaway blaze is igring frantic evacuatis. >> reporr: a giant cloud of smoke hangs over colorado springs. flames have forced more than 32,000 resints to ave their home even the u.s. air force academy is being evacuated. >> we are facing a potentially devastating disaster right here. and we're ll prepared. and we're working through things. >> reporter: the blaze doubled in size overnight to more than 15,000 acres. the mayor's office estimates dozens of homes are destroyed. but the fire is ill too intense for an official count. bright yellow and orange flam indicate another home has been lost. >> this is a very difficult time in our city. but we will get through this together and we will be stronger because of this experience. >> reporter: the command post here at the university of colorado campus is giving a thsand firefighters their marching orders. more crews and engines are on their way to help.

and there are more fires burning the state. >> reporter: authorities believe a lightning strike started the flagstaff fire, near boulder. thousands are on standby to evacuate. >> it's really frightening that we can lose everything. >> the largest of the colorado wildfires is the hyde park wildfire. one woman was killed and more than 250 homes were destroyed. >> things have gotten really bad. i don't want -- i don't remember ever seeing vegetation this dry. >> reporter: thunderstorms are expected in the colorado sprens area -- springs area today. but crews are concerned they could bring unpredictable winds. brooks rogers, cbs news, colorado springs. president obama will tour the devastated scene in colorado and thank firefighters this friday. concerns now about an increased chance of wildfires in some parts of maryland. right now, it's dry and warm with gusty winds. wjz has extee first warning weather coverage meteorologist bernadette woods and meteorologist tim iams have a closer look at the

that. let's star t>> this is the down very positive weather we've had, the dry, sunny conditions. but they do come with another portion to look at. right now, we're talking about enhanced wildfithreat. we're looking at low humidity. gusty wi ndasyou e right we'll talk to her in a moment. and no rain, over the last real weeks or so that have really added to the moisture in the ground. those conditions create dryer, really fuel the fires, if any should spark. so there are concerns over the next few weeks that there could be some problems, especially heading into a holiday weekend. let's talk about the winds right now. the winds have been sustained currently around 20 miles per hour. this is over the last hour or so. -mile-per-hour winds sustained with 24-r gusts. again,creatingefinitely very dry conditions. those winds will dry up any moisre that is on the top level of the ground. and those, along with the temperatures, while they do create some problems, as we're looking 89 degrees. the dew point is very low. the moisture out there, just

it's 89 degrees and sunny in central maryland. the complete first warning weather forecast is coming up. we have breaking news. minutes ago, a disgraced memorabilia director is sentenced to seven years in prison for stealing thousands of historical documents. 63-year-old barry landau admits to stealing numerous documents. his crime spree ended at the maryland hri last july, when a librarian grew suspicious of landau and his assistant. a boat capses, killing four people and prompting a massive rescue. it happened north of australia's christmas island. rescuers pulled 130 people from the water. the boat was filled with people seeking asylum in australia. this is the third vessel to

capsize in a week. a would-be massachusetts thief uses his head while trying to rob a store. but he didn't use it to "think." the man apparently tried to break into the storage locker when he tried squeeze underneath the door, it closed on his head. the suspect was stuck for nearly nine hours until the store manager saw him and called police. the alleged burglar suffered only minor injuries but is facing charges of breaking and sort of entering. >> quite different from the mama bear and the garage door. all right. in today's healthwatch, the fda approves the first new diet drug in a decade. susan mcginniss reports for wjz, the weight loss drug got the green light, despite less than stellar results in trials. >> reporter: lisa sutter has been struggling with her weight for years. >> i was always a normal weight until aftei had my last d, in my mid-30s. and something just changed in

talking about right now. it is rainy in parts of florida today. what is left of tropical storm debby is now out in the open atlantic. but that storm left a soggy mess behind. the floodwaters forced thousands to evacuate from their homes. >> reporter: the soggy conditions in this pasco county retirement community made life here unbearable for many residents. a boat was the only way out. >> it is totally miserable. you can't do anything. water is up to the doorstep. no air conditioning. no electricity. you can't flush the toilet. that's ray trip. believe me. -- a trip. believe me. >> reporter: winds from tropical storm debby hit all 67 counties in florida over the past seven days. here in tiny live oak, about 80% of the homes are flooded. >> reporter: how fast did this water come up? >> literally overnight. >> reporter: water surrounded ray duncan's home. he was lucky. rainoaked through his ceilin and floors, but did not flood

the house. >> i thought for sure we were going to a tornado or something coming through. because the wind was pretty rough. >> reporter: near jacksonville. rushing waters washed away a 25- foot section of this brand-new road. right after it happened, a man on an atv tried to jump the gas. >> he was going so fast that the 4-wheeler actually almost made it all the way across the road. they landed five foot in front of the road. >> reporter: the remnants should slowly march out to sea overnight. but it's threatening to dump up to 8 inches of rain. some areas that have already received two feet. in live oak, florida, drew levinson, wjz eyewitness news. >> and there's more wild weather. yet another wildfire raging now in colorado. this one forcing thousands of residents from their homes. mary is live in the newsroom with the latest on the edge of the colorado blaze. >> that's right, adam. the waldo canyon fire doubled

and no real steady rain to wet things down, at least the last couple ofeeks in most areas. or it's been spotty. right now, take a look at the current winds around the area. right now, we're at 20 miles an hour. 20 at pax river. 18 in d.c. but we've had higher wind gusts up to 32 miles an hour. and that really does dry things out very, very quickly. bernadette joins us now with a look at the current temperatures. and some advisories that go into effect here on friday. bernadette? >> that's right. now, we do have temperatures that are starting to climb. up to 89 degrees now. but the dew points are still incredibly low,icalitying how dry the air and and how low the humidity is. all of this is going to change the next couple of days. because of that, a heat watch goes into effect. friday, all of these red shaded areas will be in effect. temperatures going up into the upper 90s. and humi is going to really start climbing. and that likely will be extended through the weekend. >> thank you so much, bernadette. stay with wjz for first warning

weather coverage, for live look at doppler radar and any weather alerts. just log onto wjz.com. right now, federal agents are investigating reports of stowaways on board a ship at one of the nation's busiest ports. kai is live in the newsroom with more for us. >> reporter: the coast guard expects they are stowaways in a container. coast guard officials say workers were conducting a routine inspection when they heard knocking coming from inside a container. the ship docked at the port. however, the container in question is underneath several others. it could take several hours to get the container off the ship and in the open. the ship's manifest says the container was loaded almost three weeks ago in india and was containing parts. >> that ship began its voyage nearly one month ago. let's update our breaking news from the top of this newscast. a baltimore county officer has now been indicted in the death of a randallstown teenager.

officers jane labord is now -- officer james labord is now facing manslaughter death in the death of 17-year-old christopher brown. moments ago, police say bord chased brown down after someone threw a rock at his home. the two got into an altercation. and brown died. his death has been ruled a homicide by asphyxiation. we'll have more coming up all new on eyewitness news at 5:00. starting tomorrow, people living in baltimore city will have to start digging a little deeper into their pacts to -- pockets to pay for water. alex demetrick has more on the board's controversial decision to approve a rate increase. >> reporter: whlarge underground lines fail, those failures are an expensive issue for bart parts of baltimore's water system. parts of which are 100 years old. >> the structure has been crumbling beneath our feet and cannot be ignored. >> reporter: so they asked the board of estimates to increase

customers' bills by 9%, to finance a billion dollars in repairs and updates. for the average family of four, which currently pays over $1,170 a year for water, 9% will increase that bill to $1,276, or $97 more a year. for some who trended the hearing-- attended the hearing. that's at the department of billing errors. >> they ask for injury in rates. so they could mismanage our money? i don't think so. >> this is getting ridiculous. it's like a no-win situation. say they nick and dime me to death. >> but it is not just its water infrastructure, but its sewage system as well. >> as mayor, i do not have the luxury of passing the buck, when faced with tough choices. >> reporter: but over the objeions of two members, the board passed the rate hike. >> comptroller. motion carries. >> reporter: alex demetrick, wjz eyewitness news. >> this extends beyond baltimore city. the board also approved

increases for city water that is used in howard, anne arundel and carroll counties. a howard county man is facing several charges, after he's accused of maging a speed camera vehicle, with an operator inside. the operator says this man used a sling shot to fire glass marbles at a parked speeding van. may was arrested and charged with second-degree assault, cti rec little endangerment. police say it's the -- reckless endangerment. i had a chance to speak to may today. i'll have that interview coming up on eyewitness news at 5:00. let's check in on the roads now with sharon gibala. how are things looking out there today, >> hi, adam. good news, everyone. the good news is, that disabled vehicle is gone. plen of delays and all of your other major roadways. plenty of accidents still working in the city. wolf at pratt. lombard at cane. hoffman at pennsylvania and liberty heights at hilton.

a dangerous explosion west virginia, when flames ripped through an illegal fireworks stand. well, that is no celebration. the explosions went off in rapid fashion from the stand. fire inspectors say it appears the fire was sparked by a short in an extension chord. the owner is facing criminal charges. in australia, a man nearly sets himself on fire after making a careless mistake. you can see he was actually checking a cigarette lighter near a gas pump, when all of a sudden, it ignited spilled gas. luckily, that man he was able to get away. another driver went out there. and you can see, they doused that fire with some water. the driver did escape the incident unharmed. two bodies were recovered today at the scene of that

states. >> you're slowing everybody up. since allegations of misconduct began, 35 military instructors have been removed from their post. four have been accused. sergeant luis walker, one of the accused instructors has pled not guilty and faces court- martial. he's charged with raping or sexually assaulting 10 recruits between october 2010 and january 2011. the air force says it is being fully transparent. >> i want the public to know what's going on. i don't want the possibility of someone to say, well, look, they're trying to cover it up. >> reporter: the investigation comes as secretary of defense leon pineta announced wider plans to deal with this issue. >> we will continue to develop our strategies. we'll continue to devote our energy and our intention. to enforcing our department's zero tolerance policy on sexual assault. >> lawmakers on capitol hill,
