officer indicted. a baltimore county cop charged with manslaughter in the death of a thinger. >> it was a murder, though. make no mistake about it. >> tonight, the teen's family says it was not enough. a grand jury answers a call with a mother's call, for charges in the death of heritage son, but the off-duty baltimore county officer accused in the case is out from behind bars tonight, and the teen's family is outraged. wjz is live. megan mccorcah has more on the controversial charges. >> reporter: the officer was

released on his own recognizance. the charges are what the family call a slap in the face. >> 10 years. that's how ng officer james leboard could spend behind bars, now charged in manslaughter and involuntary manslaughter death of christopher brown. brown's family wanted a murder charge. >> to rush something alock, to quiet up everybody, and to say, let's give them something. >> reporter: officer laboard is accused of chasing brown. during an altercation, brown was asphyxiated and died. >> you pulled hill out of the bushes and strangled him to the death, and that's the kind of charges you'll bring against him? >> reporter: this case was said to have been treated like any other. >> the fact that he was an off- duty police officer had no

resigns. -- abruptly resigns. a source with the baltimore sun says the acting police commissioner wanted to go in a different direction. l.a. waltershine was sentenced to 30 days in prison for the beating of a teen. he claims he acted in self- defense when he assaulted 15- year-old coryalsby in 2010. one man headed to prison, barry landau. he was caught red-handed stealing priceless documents. he was sentenced to 70 years in federal prison. we have more on the disgraced historian's fate. >> reporter: 64-year-old barry landau said nothing as he was

sent to prison for 7 years in the theft of rare historic documents written by abraham lincoln, carl marx, fdr, and others. >> he was a con artist. he would gain people's trust and steal their property. >> reporter: landau and his accomplice were arrest in the july of 2011 after worker at the maryland historical society spotted them trying to steal documents. landau would distract his toians, while landau would steal the documents. the documents recovered from landau's home were valued at well over $1 million. >> what they did is terrible. it's our national patrimony they took. >> reporter: dozens turned out for the snning of a man they call -- >> a -- senator sentencing of a

-- for the sentencing of a man they call -- >> a thief and a liar. landau's accomplice has already pleat guilty but has not been sentence. a home is consumed by flames, and pay parentally the family inside d no idea their house was on fire. you can see parts of the home are destroyed. neighbors and firefighters alerted the people inside. everyone was able to get out safely. muff more serious fires are forcing tens of thousands of people to evacuate their colorado homes. a massive wildfire isn't letting up. it's now threatening the u.s. air force academy. we have the latest conditions for wjz from colorado spring. >> reporter: in the hills around colorado springs, the winds are winning, fanned by gust up to 60 miles per hour, a huge wildfire spreading quickly, consuming everything in its fact. >> wind is a big factor in how

meet with fire officials and see conditions for himself on friday. unless the weather cooperates, those conditions will likely be worse. in colorado springs, colorado, randal pinkston, wjz news. >> the red cross has opened 5 shelters to accommodate the newest round of evacuees. in baltimore, a water bill hike takes effect tomorrow. the board ofs approved a 9% increase, meaning the average family of 4 will pay about $100 more than they do now. it will finance $1 billion in repairs and upgrades for baltimore's century-old water system. two of the most popular local beaches are named among the cleanest in the nation. mo'nique has more on the -- monique has more on what it means. >> reporter: the beaches both received 5-star ratings, and

many people are hoping that means more tourism. >> reporter: ocean city beach goers should be happy to know they're dipping their toes in some of the cleanest coastal waters in america. >> we were there last time. the beaches were clean, water was great. >> reporter: according to the latest water survey report, they were each one of only 13 beaches to receive a 5-star rating. the report took into account water samples and health violations from around 3,000 beaches. >> that's what our reputation is staked on. we are happy to get the recognition, and we hope the people will consider that when they are vacationing. >> reporter: the assessment looked at 30 states, and overall maryland came in 11th place, while delaware's took the very top spot.

released for the florida man who was kill bid police while chewing another man's face. the medical examiner says marijuana was the only drug found in the system of rudy eugene. it was speculated that he was high on the drug called bath salts. a man in west virginia is being charged for this accidental fireworks display. investigators say a faulty education tension cord ignited a fireworks stand. no ones hurt, but a nearby building was damaged. the owner of the the stand is charged with selling illegal trier new yorkworks. he says more than $50,000 worth of merchandise sploatded in the night sky. a man says he was fed inwith a speed camera and
