a report on the penn state sex abuse scandal. >> the most powerful men at penn state failed to take any steps for 14 years to protect the children who sandusky victimized. >> today we learn who knew what and when they knew it. hello, i'm jessica kartalija. don has the day off. here's what people are talking about today. the breaking no uz from this morning -- news from this morning, the long awaited report on the penn state sex abuse scandal is out. randall pinkston has details from philadelphia. >> former fbi director lewis freed delivered a report on the failures of top penn state officials to top jerry sandusky from sexually abusing children. >> the most powerful men at at penn state -- at pen statement failed to take steps for 14 years. >> he named four top university officials including joe paterno who were more concerned about

sandusky's well being than this victims. >> created a dangerous situation for other unknown, unsuspecting young boys lured to the campus and football games by sandusky. >> the report criticized paterno and penn state for allowing sandusky to retire as a valued member of the penn state football legacy. >> the university's board of trustees fired freed to look into penn state's roll in the scandal. over 400 people were interviewed. the investigation found there was no report of paterno or tim purely reporting that they saw sandusky in a shower with a boy, which the law requires. >> at the very least mr. mr. paterno could have alerted the entire football staff in order to prevent sandusky from bringing another child into the building. >> before paterno's death he said he wished he had done more.

>> more than 400 current and former school employees were interviewed for the investigation, including everyone associated with the football program. the former university officials deny any wrong doing. joe paterno's family said he never would have protected sandusky. an update on the controversy brewing over the raise for the baltimore city fire chief. the board of estimates approved a new contract that i want cludz a raise -- that includes a raise of 18% by 2018. the raise caused an uproar in the union. today the chief said if firefighters do not get their raise he will donate his to the city department's fire foundation. a surprise sentencing for a woman in federal court this morning. the feds say she injected a potentially dangerous form of silicone into the butt

of several clients. mike hellgren is live. >> reporter: good afternoon. kim ber berly it -- kimberly smedly faces a lot of jail time. the key witness turned on the prosecution. >> one of kimberly's supports told reporters to go home as she left the courthouse for what was supposed to be a quick sentencing hearing. she pleaded guilty earlier this year for her role in what federal prosecutors say was an operation injecting the butt of women with central grade silicone. >> you can't inject it into somebody's body. >> the sentencing went array when prosecutors called her exboyfriend to testify for them.

ner, she would -- practitioner, she would use crazy glue to sale -- seal up the wound. >> the u.s. attorney officer worked with the food and drug administration on this investigation. an over night accident takes the life of a teenager in howard county. the crash happened in columbia just after 3:00 a.m.. a 17-year-old lost control of his car and hit a tree. three other people were in the car. they were injured. police say speeding was a factor. thousands of packages of heroin won't make it to the streets. state police arrest a north carolina man, recovering more than $100,000 worth of the suspected heroin plus more than $70,000 in drug money. police say the man was initially stopped for following another vehicle too closely but a search by a drug dog revealed 5,000

packages of street ready heroin. an arson investigation is underway after a playground goes up in flames. firefighters battled the blaze at the our house community center. investigators say the fire started in the padding material. no one was injured in that blaze. adding fuel to the fire bge customers who lost power in the recent storm have a gripe over upcoming charges. ron is not news room with all the details. >> reporter: it's a small charge but still causing controversy. some customers had to suffer through as many as nine days without power. now they're learning a state utility policy lets bge charge customers a routine distribution fee of less than $1. the utility is only allowed to charge customers for the first 24 hours of the outage. even though the charge is small, many customers are frustrated. >> after the first 24 hours
