it's wjz, maryland's news station. >> small town rocked. a shooter outside of the carroll county restaurant. >> had to be a powerful weapon to do that. >> one man is dead and one is behind bars. hello, everybody. i'm denise koch. >> i'm vic carter. people are talking about tonight. >> carroll county stunned by the second murder in weeks. customers were looking on. wjz meghan mccorkell has new developments in the investigation. >> reporter: state police say the shooter is in custody. accused of opening fire in a crowd of a dozen people outside of a popular lounge.

a typical friday night and customers go in and out of the harvest inn family restaurant. friday morning, a crime scene. >> we never have anything like this happen. >> reporter: just after midnight, police say jacob opened fire killing 36-year-old gary and injuring gary hale. one bullet went through the next door. >> went through the house. >> reporter: he was driving by when the bullets started flying. >> came back later and saw a body covered up. it was ridiculous. >> reporter: witnesses say they don't know why he pulled out a gun. >> there was no kind of scuffles here. there was no confrontation between him and the person shot. >> reporter: even more worry as many, this is the second murder in eldersburg in two weeks.

a man was stabbed behind the martin grocery store and an arrest was also made in that case. >> it has one of the lowest crime rates of any county in the state. >> it's kind of nerve wracking. >> reporter: violence is seldom seen. he fled the scene after the shooting but police were able to contact him and convince him to turn himself in. reporting live, meghan mccorkell, wjz eyewitness news. >> all right. thank you very much, meghan. he's been charged with first and second-degree murder and attempt of murder. fires trapping more than a dozen people inside an apartment complex. firefighters quickly rescue people in the building but tonight, dozens are still homeless. the video captured a towering fire in delaware. firefighters -- just eight hours later, the same house

catches fire again. firefighters believe the ocean breeze kindled the flames. the house is a total loss. fire department protection, some have been criticizing their bosses on twitter. the fire chief wants to rewrite the rules about social media. >> reporter: the latest heated battle in baltimore city's fire department is over twitter and what firefighters can and can't post on social media. it comes after fiery criticism with the mayor chief online and closing. "there's no medics but you can call the video phone." the department said the new guidelines are not to repress free speech but to make sure intelligence is not divulged and only given in emergencies. >> concise guidelines and boundaries and members can

communicate, but it must be done orderly. >> reporter: but still, the firefighters' union is troubled enough. they are meeting with lawyers and the fire department next week. >> that's our only concern, to make sure the members are covered legally. >> reporter: but the criticism won't vanish. some say they'll go underground and go anonymously. the supreme court ruled that they can face punishment in limited situations for what they say on social media, but maryland's general assembly said you don't have to share your user names and pass words with your employers. >> it's like tapping into a phone with personal messages. >> reporter: like the fire department, baltimore city police are also working on a policy. there's no problems behind the

claimed children's lives across the country and here in maryland. tonight, star ravens player ray rice helps to stop more tragedies. wjz is live. monique griego is explaning why it's personal to ray monique? >> reporter: the cause that a teen has committed suicide. the family was there as he sent his message. constant harassment on social media sites drove grace to take her own life. >> upset by what happened to grace, the howard county teen's sister reached out to the favorite football player. >> you can feel the family's pain and in that situation; i felt that and it felt like they needed a voice out there. >> reporter: he's now working to spread an antibullying

message. several thousand kids and parents. >> some of the kids look at me as a role model and if there's one or two kids in a crowd, you know, i impacted their lives. it's the first step in a process because it's something new we deal with as a society. >> reporter: get people to open up and talk about bullying and bring to light how widespread the problem is. >> it's a bigger problem than they used to be. a lot of kids at my school get hurt. >> reporter: they have a celebrity to show it's okay. they hope the story encourages adults to do their part to keep another child from dying. >> take it seriously. don't expect them to ignore it and that it will go away. >> reporter: and there's still an ongoing criminal investigation into grace's death. reporting live from federal

hill, monique griego, wjz eyewitness news. >> ray rice plans to hold more events like this in the future. hand, foot and mouth disease have cropped up. doctors express urgent care center has seen three cases of the disease. it usually affects kids under 5 that causes painful sores and fever, skin rash. there's no vaccine or nerve treatment. the new law, it's illegal to text while driving. alex demetrick reports on whether police are really starting to enforce it. >> reporter: it's day one for the new patrol. half a dozen unmarked units, trying to find someone texting on their cell phone. it's something a lot of us do and probably all of us have seen. >> it's kids, teens, adults, everybody does it. it's unfortunate. >> there's one right there. find a good safe place to stop

intersection, goes airborne and lands in the other lane. minor injuries and estimates traveling at least 60 miles an hour. ralph lauren is responding to the controversy over the olympic uniform. several members of congress were outraged to learn the apparel was made in china. one respective calls the decision dumb and self- defeating. ralph lauren said the team uniforms will be made in the usa. as for the upcoming summer games in london, it's too late for changes there. the 530 american athletes will wear the uniforms made in china on july 27. an attorney for the family said the housekeeper discovered the body in california. so far, police have not released any details. sage is the oldest and starred in two movies and starred in

western part of the state and up into pennsylvania but you see the overall track is slowly edging off to the east, so haigerstown, more to the east overnight. for most of us, more clouds than rain that we've dealt with in the afternoon and evening hours and as far as the winds go, it's pretty light also. we're probably going to see patchy fog overnight and the temperatures not really moving much. we82 degrees still in d.c. we managed a high of 90 degrees this afternoon. close to the average is 88. we go close to the average tomorrow, but the warm front is coming and once that clears, the temperatures climb through next week. here's the storm coming from the south and moisture connected by different fronts in here. the main one that's going to affect us is a warm front and until it clears us with these

scattered showers overnight, the thunderstorms are possible in the afternoon hours. now, this is not all day, but there is a chance on and off throughout the day and then sunday, the cold front part is going to swing by to our north and when that happens, again, the chance for thunderstorms around here and mainly through the afternoon hours. what it's going to do is change the temperatures. it's going to usher in the heat that will build up in the middle of the country. we'll have those numbers in a moment. southwest winds at 5 knots. very light winds tonight and tomorrow. we see fog tomorrow. otherwise, a couple of showers out there and maybe a thunderstorm. this is mother or father a shower for the overnight hours and a chance for thunderstorms up to 87 degrees. just into the 90s on sunday and then monday, 94. we're back up in the upper 90s.
