i'm v kirks c carter. >> and i'm denise koch. we begin with weather coverage. >> let go to bob turk. >> look at the radar just to the east of our region. earlier don't, we had very heavy rains with and we still have a flash flood warning for much of baltimore county and the city. right now, it's off to the east of the city. heavy activity toward earlville and just east of the bay there. another batch across northeastern maryland. it's moving off today. for the rest of tonight, maybe a few more showers.

there's still a watch in effect for hartford, pg county until 1 a.m. the flash flood warning for the city took effect until 2 a.m. we will see more storms into the weekend. i'll have the forecast in a few minutes. a manhunt is on for the gunman who kidnapped cal ripkin's mother and held hers to damage for nearly 26 hours. police need your help to find out who he is and we he abducted vi rbi companionship. >> reporter: police have released this flier and w surveillance picture of man they say aa ducted vi ripkin. >> reporter: this is the man police say kidnapped vi ripkin at gun point. a surveillance camera captured these immaterialenings. >> he was wearing a long white shirt, blue jean, had a hat on.

>> reporter: the suspect tied up ripkin and forced her into the backseat of her silver lean con town car. he then drove her around central maryland. someone spotted ripkin and her ab tucker and called police, but it wasn't until wednesday morn ripkin was found, still tied up. the kidnapper left her inside her car, steps from her home. business owners are putting up fliers of the suspect, hoping somebody recognizes him. >> it's a good picture of him. i think he'll be caught. >> hopefully we catch this guy, because he's trouble. >> reporter: mrs. ripkin is a staple at cames here. >> it shows you how the world is now. >> reporter: mrs. ripkin's abduction had fan on edge before tonight's game.

those voice mails for the victim previously known as victim number 2. the victim's attorney says they plan to file a sighful suit against penn state. son dusky remains behind bars, awaiting sentencing. a baltimore county man is out from behind bars on bail after allegedly having sex with a teen, and he is also accuse of knowingly spreading hiv. >> reporter: eyewitness news spoke with an attorney who gives his opinion about this case. >> reporter: police say 36-year- old steven pottels connected with a 13-year-old boy back in february. police say they met using a mobile phone application called grinder. >> they agreed to meet for the purposes of sexual activity. he has been charged for that interaction. >> reporter: pottel described

himself as 30 year old. investigators say he met with the 13-year-old tboi and drove to an area with the two had sex. according to court documents, pottels charged with having sex with a minor, knowingly soliciting a ply for, and knowingly trance mitting hiv to another person. >> the parents were unaware of the sexual contact e between their son and this man. >> i think you need expert medical testimony. >> reporter: attorney byron warden believes the hiv charge could be difficult for prosecutors to prove. the charge of knowingly transmitting hiv carries a $2500 fine. >> the burden will be on the state to prove that he traps

less than two weeks ago, and yesterday, a sink hole ening into a storm drain. >> we're sending a drew in to do an inspection of the large storm drain. >> reporter: the city says it's taking the necessary measures to fine and fix the problem. so far, crews have sent in a camera to look for any problems. >> it will give us an indication of what needs to be done in order to make a correction. >> reporter: but some say the correction will be another temporary fix for a permanent problem. >> they need a better system. all this money they're making, i don't see how they can't come one something better. >> reporter: if the damage is to the 120-inch drain, it could be a while before street opens again. in baltimore, michelle richie, wjz news. >> on average, there are two to three water main breaks per day
