workplace plot, five days after police find weapons. >> the surprising charges a man is now facing. >> i'm kai jackson. and i'm mary bubala. here's what people are talk about. >> we have breaking news. minor charges against a crofton man who police believe is trying to shoot his former employer. adam may has more on why the prince george's county attorney is upset. >> neil prescott was charged with misusing telephone equipment facilities for threatening his employer on the phone. the state's attorney says it is unfortunate that maryland does not have adequate laws to address someone who makes violent laws like this. they found more than two dozen guns inside of his home. all of those guns were registered legally. the phone misuse charge carries up to three years in prison.

if prescott is found guilty, he will not get his guns back. >> he remains in a psychiatric facility, under a medical order. wjz will have more on this case coming up at 5:00 and 6:00. new details today about a deadly police-involved shooting in north baltimore. the suspect killed by a police officer is identified. 47-year-old jonathan blankenship. the incident began when police were responding to a domestic dispute. officers say blankenship was in a physical struggle with a woman. an officer intervened and a second officer saw a knife on the sidewalk near the struggle. and he fired one shot at blankenship, killing him. that officer is on administrative leave today. another domestic dispute ends in death. this time in calvert county. sheriff's deputies say a man, woman, and 2-year-old girl were found dead, following an apparent murder-suicide. scott broom reports, a 12-year- old boy survived the attack. >> reporter: from sky 9 this

morning, calvert county rescuers converge on the luxurious home at the end of hancen court, where they found the horrors committed by 32- year-old frank hayward, who killed and burned his 31-year- old wife cynthia and their 2- year-old daughter natalie, then killed himself. but his son, 12-year-old frank hayward iii, had somehow survived the attack from his suicidal father, with a slash and burns. >> reporter: neighbors described tactical officers in an armored vehicle assaulting the house, after sheriff mike evans said another unidentified adult relative had fled about 8:30 and called for help. the officers found the house on fire. >> it's horrible. i have seen a few in my s.w.a.t. team days. and these are the worst case scenarios. you want to do something to help. there was nothing else to have done. >> it's a sad situation. >> reporter: neighbors are completely stunned. >> terrible. absolutely horrible. >> but to do that and take a 2-

year-old's life and tried to kill everybody, it's completely ridiculous. it makes no sense. >> reporter: what caused hayward to snap? a mystery to investigators. the home recently put on the market and headed for foreclosure, perhaps one sign of stress. neighbor patrick davis, exchanged e-mails with hayward last week. >> just trying to keep it quiet. we're not putting the sign up. you know, my wife and i are going through the trouble or whatever. but you know? >> there have been reports of no protective orders issued in this case. >> we take domestic violence very serious. the fact about this event unknown at this time. >> frank hayward iii is expected to fully recover from his injury. baltimore police commissioner fred bealefeld says goodbye to his police force today. jessica cartallia has more on his 31-year career. >> reporter: outgoing police

commissioner fred bealefeld said goodbye. in the letter, bealefeld said it was a privilege and honor to serve as police commissioner and wished every officer safety and a fond farewell. bealefeld spent five years at the top of the force. he just finished solo hiking a 300-mile stretch of the appalachian trail and says he wants to spend more time with his family. the number of homicides is at the lowest in decades. >> the search is on now to find bealefeld's replacement. acting commissioner anthony barksdale is being considered. a maryland zoo is coming to a settlement with the government. they will pay 12,000 to the u.s. agricultural department but does not deny or admit the allegation. one stems from a 2009 incident, where a zookeeper was mauled by a jaguar. another involved the escape of a camel. fast food fight.

chick fill a draws major support as they make comments about same-sex marriage. elizabeth cordin has the latest on the chain's controversy. >> reporter: it's chicken and fries with a side of politics. some people are flocking to chick-fil-a wednesday for the food. others to make a statement. >> i'm supporting mr. kathy in his views, biblical views. and it's not necessarily his views. it's god's views. and we're just agreeing with him today. >> chick-fil-a president dan kathy recently made comments in support of the quote, biblical definition of the family unit. while his views do not necessarily reflect the views of individual franchise owners, some supporters of same-sex marriage feel burned. >> it's terrible politics and terrible business. >> i think you have to be careful when you're dealing with the public, that you can't get into any controversial issues. >> reporter: the controversy took a big bite out of chick-

warning weather. we'll talk to kristy in a second. >> we'll start out with first doppler radar. the reason we have the clouds, still showers and thunderstorms out there. and there's been a batch over the eastern shore, all day long. also, some over western maryland. and the middle part of the state hasn't seen nearly as much. this heading off towards hagerstown. we'll have to watch that, when it makes its way toward melon. otherwise, we've had on and off showers and thunderstorms for pretty much all of the parts of the eastern shore. we have that chance while we head through the evening hours. and while this is going on, look at these temperatures. they are down. 84 degrees in baltimore, where the sun came out. 90 in d.c. and it's a little sun, that jumped from the eastern shore. we're still in the 70s. quite a range. we have a warmup coming your way. >> thanks, bern. let's check on the roads with kristy breslin at wjz traffic control. kristy? >> hi, kai. hi, everybody. 91 northbound, not a good start at all.

baltimore county's own michael phelps. he is now the most decorated olympian ever. but monica villamizar reports for wjz. the london games are not without some controversy. >> angry crowds booed as eight badminton players from south korea, china, and indonesia, made mistake after mistake. fans say it became clear, the doubles players were purposefully trying to loot. >> in my eyes, they should stalked or be thrown out. >> olympic officials disqualified the players, saying they played poorly to get a better spot in the finals competition. michael phelps was out to make history with his 19th olympic medal. and he did, bringing his team to victory in the final leg of the race. >> he's the greatest olympian of all times. it was awesome. >> reporter: phelps broke a 48- year-old record, to become the most decorated athlete in olympic history. an hour earlier, he scooped up a silver in the 200-meter

butterfly. the race was so close. phelps mom thought he had won. americans didn't ask. and the women's team took gold for the first time since 1996. >> olympic officials headed off another possible controversy, over a runner who is also a double amputee. >> reporter: south african sprinter said he is proud just to compete. >> my goal is every day to wake up and train harder than 95% of my competitors. >> reporter: the amputee, nicknamed blade runner, qualified to run in this. he will be the first double amputee to compete in the olympics when he takes to the track in london. in london, monica villamizar, wjz eyewitness news. >> from ohio today, president obama offered his congratulations to all of his american athletes and specifically michael phelps. he actually called michael phelps. michael phelps put that on twitter. wjz will have more on phelps

it is 84 degrees and cloudy in central maryland right now. the complete first warning weather forecast is coming up. >> a scary ride for people on board a denver-bound flight, where the plane collides with a bird during landing. take a look at the huge hole left on the plane's nose. it happened as the flight was descwending into denver's international airport. no one was injured, though. the ntsb is now investigating the snentsdz. in new england, police are trying to figure out how an rv ended up in one family's swimming pool. check out this video from brockton, massachusetts. rescue teams responded after a

vehicle left the road, crashed through the fence and landed in a pool. the driver climbed out of the vehicle. it's unclear if it was a medical issue to blame. the driver says the accelerator was stuck. the motor home was removed from the pool with a crane and a heavy-duty tow truck. early next monday morning, the largest, most advanced rover in nasa's history will land on mars. it's called curiosity. alex demetrick reports, a critical piece of that machine was built right here in maryland. it weighs in at one ton and was the size of an suv. when the rover curiosity rolls on mars, its mission is a familiar one. >> we're looking for evidence that mars is ever habitable. >> and doing sample analysis at mars. built at the goddard space flight center in greenville. >> to better understand the surface atmosphere. >> reporter: and to make sure it will work, engineers at goddard built a mars chamber

with martian air of carbon dioxide and freezing temperatures. which is relatively balmy. the chamber can reach minus 130 degrees celsius. that's 200 degrees below zero. >> we had to fully test our instruments to be able to understand if they would be able to survive the martian environment. >> different layers of rock and minl are exposed. what's collected will then be organized. >> now we're looking for evidence of organic molecules. that comprise life as we know it on earth. >> reporter: but first, curiosity must survive a harrowing landing at 1:00 a.m. monday morning. too heavy to parachute all the way down, it will be deployed by a rocket-powered space crane. the first such ever. it is sure to be a nail biter. >> it will be. but i have a lot of trust in the engineers who designed it. >> there was a lot of

anticipation. i'm sure i'll be awake. this is something that has never been done before. this is a challenge. but this is what nasa does. >> reporter: alex demetrick, wjz eyewitness news. >> all right. if all goes well, curiosity -- that's amazing video, isn't it? i was like in a trench. if all goes well, curiosity will be capable of at least two years of exploring. >> better than hollywood. go, nasa. well, investors are curious today about an announcement by the federal reserve. wall street would not react positively. the dow is down 33. s&p is down 4. and the nasdaq is down 19. let's go to new york right now. alexis christoforous has tonight's cbs money watch update. the federal reserve admits the economy slowed in the first half of the year. but took no new steps to boost the economy. analyst says the fed is waiting for more proof that the economy is in trouble before taking any definitive action to jump start

growth. after their two-day meeting, policy makers did vow once again to keep interest rates low, for an extended period of time. businesses added 163,000 jobs in july, slightly more than expected but less than the number of jobs added in june. small businesses did most of the hiring. the report comes two days before the government releases the july jobs report. most market watchers expect the unemployment rate to range at 8.2%. chrysler had its best july in five years. sales rose 13%, led by strong demand for the ram pickup. but the news wasn't as good for u.s. rivals. sales fell at both ford and general motors. and last year's top-selling gm compact, the chevy cruze fell. manufacturing fell for the fourth straight mont in july. and china reports that its manufacturing sector slowed to a near halt last month. manufacturing had nearly led

a live look outside right now. it is very large tree. >> blue. >> i've seen that somewhere in our outback. with some ivy growing on it. >> the big thing is, there is some blue behind it, because clouds have only been breaking at times today. and we caught some of that sunshine there. show you first warning doppler radar. we've seen showers and storms. going to take you on a couple of different areas and show you, this storm out to the northwest. over pennsylvania is moving to the southeast. and it has had a severe thunderstorm warning with it in pennsylvania. small hail possible, gusty winds possible and a lot of rain as it moves down to the south and southeast. we'll watch to see if a warning

comes out with that. also, eastern parts of the shore, we've had round after round after round of thunderstorms and showers. and they're not moving all that much. so we're going to still see this for a little longer. but we'll switch it over and show you, that while we had clouds for all of us earlier today, some of those clouds had been breaking up. and the front that is trying to push everything out of here is making a little bit of progress. it will be gone by tomorrow. we're going to see more sunshine. and temperatures really starting to jump with that happening. even notice with the wind, still not much of a wind as you had a while here. you notice off to the west, it's starting to turn around to the northwest. and that's going to be the dryer wind that comes in behind this front, starting later tonight. for some of us. but this front is taking a while to get out of here. temperature-wise, we've got such a range. 84 degrees in baltimore right now. clouds most of the day. 90 in d.c., where we've we're seeing a little more sunshine. lower parts of the shore. and for the most part, we're below average. now, d.c. is slightly above.

but for the most part, we're delow average once again today. that average is 87 degrees. now, as we head into the next couple of days, those temperatures are going up. there's warm air out to our west. we get rid of these storms that have been on top of us the next couple of days. and with sunshine returning, we are back in the 90s. now, we don't completely clear out. there's a slight chance of something to pop up in the afternoon tomorrow and friday. but just a small chance. not huge coverage from those two days. that will start to change as we head into the weekend. you see, there's another chance out here. so afternoon storms are possible. then sunday, into monday is where we're going to see more widespread scattered showers and thunderstorms. so we'll keep you up to date on that as we head into the next couple of days. you can see it coming up from the south. more in the way of moisture. and temperatures are still going to be up. out on the water, fast winds at 5 knots with all of this going on. tonight, still a couple of showers going around. tomorrow, we go up to 92

it's 4 clng 30, 84 degrees and mostly cloudy. i'm vic carter. denise is off today. here's what people are talking about. starting today, the affordable care act requires companies to offer millions of women eight new health prevention services. they include the contraception mandate. >> reporter: expectant mother, christine kimmel tested neg -- negative for gestational diabetes. starting today, most private insurance companies will have to cover screenings for gestational diabetes with no cost for the patient. it's one of eight preventive healthcare services mandated under the affordable healthcare act. >> i think it's a huge win for women's heltses care. >> reporter: it is for women.

screening for gestational diabetes, screening and counseling for domestic violence, contraception, breast- feeding information and supplies, and counseling for sexually transmitted diseases. >> an estimated 47 million women are in health plans that must cover these services, without copays or deductibles. now, certain religious organizations, such as churches and schools, are exempt. >> reporter: the contraception require includes access to the morning-after pill, which some groups claim is the same as abortion. to force women of religious views and values and prolife to subsidize, whether it's contraception or abortion- inducing drugs, it's wrong on many levels. >> reporter: you -- but kimmel appreciates the new rules, especially the breast-feeding report -- support. >> reporter: and most women won't get free benefits today. the new regulations kick in

only when their insurance plan is renewed. in beverly hills, teresa garcia, wjz eyewitness news. >> it also includes free flu shots for men and children, and other screenings for cancer, high blood pressure. kai is live in the newsroom with a controversial case. >> zimmerman's lawyer, mark omerra, cited bias. the judge dismissed the motion saying there is no reason for him to step aside. zimmerman, a neighborhood watch captain is accused of murdering 17-year-old trayvon martin in a gated community in florida back in february. zimmerman said he shot martin in self-defense. >> zimmerman is currently free on bail. a police officer who sprayed demonstrators with pepper spray during a protest, no longer works for the university. mike reports for what happened

to them. >> he's just sitting on his [ bleep ] >> reporter: not examine -- anymore. a long tenure with the cop is over. at least for the uc davis p.d. he won't say that he's no longer employed. lieutenant pike looked almost nonchalant as he peppered protestors, with what we later learned was an unauthorized gas. >> it gives you the sensation like your whole body is on fire. >> reporter: lieutenant pike has turned in his badge. >> i think he did need to talk away. >> he should have been gone a long time ago. >> reporter: the pepper spray incident is not his first controversy. a former subordinate and now fellow cop, had reported him. >> i had reported him. the university did nothing about it. >> reporter: but nothing made headlines bike the camera quad. the lieutenant came under fire.

the focus of harassment after his personal information was posted online. now, he's the center of another controversy. >> justice has been served. >> reporter: the demonstrators who were sprayed were part of the occupy protest. family and friends of robin gardner are marking one year since the maryland woman vanished in aruba. her partner giordano saidsly went missing. giordano was released because prosecutors didn't have enough evidence to continue holding him. gardner's body was never found. celebrated author and playwright has been found. he died after complications from pneumonia. his best sellers included myra breckenridge. he was one of the first major writersers to describe homosexuality. the national average of gallon. gone jumps. mary has the latest on the

surge from triple a. >> regular unleaded gas costs an average of $3.42 a gallon last month. that is the third highest average for july on record. they blame middle east stability. in wjz's pump watch report, we are keeping an eye on what you're paying in maryland right now. gallon of gas costs $3.48. that is up from a month ago, when you're paying $3.30 a gallon. it is down from this time last year, when it was $3.48. july saw the first monthly increase since march. >> triple a predicts the gas prices will likely climb slightly in august and fall when the summer driving vane comes to a -- season comes to a close after labor day. mike hellgren reports on the status of the repairs to several water mains. >> the repairs are taking a little longer than expected. but everything should be fixed in time for the grand prix. >> work has steadily

progressed. and the more than two weeks since the 123-year-old water main burst on light street, flooding the area, closing businesses and causing a traffic nightmare downtown. now, public works officials tell wjz, they're almost done replacing that main and two others. but it will likely be three more weeks before light street reopens to traffic. >> we were chasing. a lot of days chasing the pipe work. after that, we're looking at probably another 10 days or so of the restoration, paving, cleaning up. >> reporter: the repairs have taken extra time because of the underground utility. crews also decided to replace two other aging mains here so they wouldn't have another break in the area. here's what's left to do. replace the main on redwood street. install new valves, hydrants and connecting streets. and pave main street. >> the hope is that by middle to sort of the third week of august, we should be wrapping up over there. >> the break brought attention to aging infrastructure in baltimore. the city also provides

baltimore county, anne arundel, and parts of harford, howard and carroll counties, leading a push by senator ben cardin for more federal funding. >> what is happening in baltimore, maryland, is happening in every one of our states this. is not a one-state problem. this is a national problem. and i could tell you, people are outraged. >> reporter: crews have replaced 818 linear feet of water main out. 1,035. that's about 80% of the total job. mike hellgren, wjz eyewitness news. >> businesses in the area are on a temporary water supply system and are open along with sidewalks for pedestrians to pass through. it is somewhat overcast. overcast on this august summer day. take a live look outside right now. clouds are covering most of the region. so is rain on the way? wjz has weather and traffic together. bob is here now with the updated numbers from first warning weather. bob? >> some areas are seeing downpours today, particularly lower eastern shore. and west of us, thunderstorm activity popping up in the

mountains. and 80s have had heavy thunderstorms in the mountains. take a look at the hagerstown area. northwest of mawginsville, heading down towards washington county. may see some heavier rain in that region in the next 20 to 30 minutes. on the lower eastern shore, still some rain down there, between salisbury, ocean city. pretty good most of the day down there. rest of the region is pretty quiet. they have a chance here in north central maryland of getting these showers and some of. >> heavier downpours. in the region this evening. now, as far as temperatures go, really no extremes. d.c. with the sun. up to 90. only 84 and the 70s to the west of the clouds. also, ocean city at 74, looks like the next several days may get to 90 or a little better. vic? >> okay, bob. thank you. let's check on the roads now with kristy breslin at wjz traffic control. >> hi, vic. hi, everyone. 91 now seeing difficulty in both directions. northbound 95, we have that accident at emerton radio.

some places it has. very drenching thunderstorm now. just west of hagerstown. take a look at radar. across portions of western washington county. that one right there, just moved in from pennsylvania. heading down to the southeast around 15 to 18 miles an hour. some folks out there, williamsport, mawginsville, may see a quick half inch or more of rain. maybe even small hail. and also around martinsburg in west virginia. quite a bit of rain with those cells. and we have sprinkles and showers in most spots. most of the wrinkles have escaped the rain. it is on the eastern shore. that is pretty much gone. except south of snow hill. east winds at 8.

barometer holding steady. around the region, temperatures back in the 70s. 85. i guarantee it. hagerstown, next hour, about 72. 90 in d.c. a lot of sun there. 74, ocean city. they've had rain on and off for the last four to five hours down the shore. 79 over in easton. the dew points pretty high at 70. locally, mid-80s around the region. except in d.c., where it jumped up to 90. we have an east wind continuing. we expect more of a south wind today. continuing to be generally out of the east and southeast, which kept us from getting very hot. that's going to change over the next few days. as pretty warm temperatures in the low to mid-90s, we expect to be probably in the low to mid-90s in the next few days. and just a slight chance as this area of low pressure kind of moves off, we're getting some sinking air, which means the chances of showers aren't as great as they were, like yesterday. but to the west of us, still some showers. we could still see a shower or thunderstorm around the region later tonight. now, as that front kind of
