how they're moving forward. sports director mark viviano was at the news conference in owings mills and joins us now with what the ravens are saying. mark? >> reporter: the ravens had 10 hours of personnel meetings in owings mills yesterday. they had a management summit scheduled for this weekend in florida. so it's back to the drawing board, as the ravens try to draw up another championship team. >> reporter: team president, dick cass, coach john harbaugh, gm ozzie newsome, and ravens owner steve bishaty, -- bishoty, joined by a guess. -- a guest. >> the ravens are world champions. >> reporter: they've had days to bask in their super bowl victory. so the question now is, can they do it again? that's the goal. but harbaugh says the word "repeat" means nothing to them. >> i don't really believe in the defending champ thing. it's not boxing. they don't give you a belt and you fight for the title. we were the champions.

the 2012 nfl champions were the baltimore ravens. >> we've got this in bank. like john said, you can never take it away from us. and i'm just proud for baltimore, for everybody. that gets to bask in this. >> reporter: from basking to business. priority number 1 is a contract for quarterback joe flacco, whose agent says should be the highest-paid qb in the league. strategies to keep flacco include the franchise tag. but will that even be necessary? >> those are some of the things that we'll talk about. but i just -- i'm coming away today, thinking that we can get a deal done. i got a very good owner who understands the business. he understands the importance of certain positions. so i'm optimistic. >> we both know that we want each other. it's up to ozz and joe linta to work that out. then joe and i will go golfing or something like that. >> joe linta is joe flacco's

agent. those negotiations soon to intensify. other tidbits, steve bisciotti said he has begun looking into designs and has been told by the players they want white gold for the super bowl rings. we can also expect to see a ray lewis statue somewhere in the stadium in the next year or two. >> well, coach john harbaugh has put his work on hold for just a few hours today. he is in new york, where he will appear on the late show with david letterman tonight, a show that you can see at 11:35, tonight here on wjz tv. search for a killer. a teen is stabbed to death, just after the ravens' victory parade. and now, police have released critical new clues in this investigation. wjz is live at city police headquarters. investigator mike hellgren has the new information from detectives. mike? >> reporter: denise, this is a story that is nothing short of heartbreaking. there's a family tonight who has yet to bury a 15-year-old high school freshman. but there's also hope in new pictures, including one exclusive to wjz that police

hope will solve this case. >> reporter: police released images showing the brutal attack on 15-year-old deon tay smith. they believe they showed the teen responsible for stabbing him to death outside the mcdonald's, outside of howard and fayette. smith was among the more than 200,000 ravens fans who daght -- gathered downtown to celebrate tuesday. wjz was this, as family members came to the teenager's home in east baltimore to comfort his mother. some wore memorial t-shirts. the victim's uncle remembers his nephew as a wonderful young man. >> i do not want to say anything or have the family do anything to jeopardize an ongoing investigation. this is a time for my family and for the baltimore police department. >> reporter: police now tell wjz, it started as a fight, and everyone involved was a teenager. >> we believe that the suspect and the victim had some type of prior disturbance dispute. and we just don't know what it was about or what it entailed. >> a young person has lost their life.

the young victim, chelsea booth is behind bars, charged with first-degree murder in the death of little cassidy capri booth. a concerned citizen apparently contacted police after not seeing the toddler for days. they were concerned that the mother killed the child and disposed of the body. police are still looking for the child. >> chelsea booth is being held without bail. an arrest tonight in the murder of a baltimore county mother stabbed to death inside her apartment. baltimore county police say jeffrey schifflet stabbed katie hidel. hidel was 3 months preg mant -- pregnant and was with her daughter at the time. hidel was under police protection. they found an order against schifflet. police thought hidel was at her mother's home and had warned her to stay away from her old apartment. a warning tonight for students at loyola university, maryland, after a student is hospitalized with a dangerous

and contagious illness. wjz is live near the campus right now. derek valcourt has more on the alert sent to loyola students this afternoon. derek? >> reporter: well, the school has been hit with one case of bacterial meningitis. that can spread from person to person. so as a precaution, they have alerted all the students here on campus. >> reporter: officials report one student showed up at loyola university student health center wednesday, and was taken to a hospital emergency room, where doctors confirmed a diagnosis of bacterial meningitis. a rare, potentially deadly infection that can be spread from person to person, only through close contact. as news spread on campus, so did concerns. >> a little worried. i live in the dorm right here. and there's another person across the hall that is already sick. i'm a little worried about that. >> i know they want to keep the identity of the individual anonymous. just for confidentiality. but it would help us to know so that we make sure that maybe we were interacting with that person. >> reporter: loyola officials declined an on-camera

interview, but say they're already evaluating the sickened student's roommates and say there is no significant health risk to the rest of the university. >> reporter: bacterial meningitis symptoms include chills, fever, headache, stiff neck and rashes. those are many of the same symptoms that can be associated with the flu. >> that's the complication here, right? it is flu season. so we don't want to have the worried well flooding their doctors' offices. so if you have been -- if you are a loyola student and you think that you have had contact with the person, then in that situation, i would recommend contacting your doctor. but meningitis is not something that you can get just by confidential contact. -- casual contact. >> reporter: and we are told that that sickened student remains in the hospital, in serious but stable condition. live at loyola, derek valcourt, wjz eyewitness news. >> all right. thank you, derek. and maryland is one of several states requiring meningitis vaccinations for all students,

living in on-campus housing. and doctors say that's why the risk to other students remains low. a settlement tonight between st. joseph medical center and the government. according to u.s. attorney, the hospital will pay $4.9 million in connection with its submission of false claim tols medicare, medicaid, and other federal healthcare programs. st. joseph had voluntarily disclosed that it had engaged in a practice of admitting patients to a hospital, unnecessarily. an important investigative tool, a violation of your privacy. should the mta be allowed to record audio on their surveillance cameras on buses. wjz is live in northwest baltimore. that question is now befo lawmakers in annapolis. gigi? >> well, some bus drivers and passengers say a trip on the bus can be a dangerous situation and there is plenty of surveillance video to prove it. now that the mta wants to turn the audio up on some of its video cameras, some lawmakers

are saying, not so fast. >> reporter: assault and attacks on bus drivers and passengers. it's a growing problem cities in baltimore are reporting. baltimore sees it, too. like this you tube video, showing a video of a passenger fighting on the bus. the driver was suspended in the fall. so back in october, mta turned on the audio on some existing cameras so it can see, hear, and investigate properly crime. >> it shouldn't be a rite of riding on a bus, that the government records everything you say. >> reporter: it caught heat from the civil liberties union. attorney says he fears it will cut into the privacy of riders. >> do people think it would be okay for the government to put audio recorders on every utility pole, lamp pole, street line, in baltimore or every other municipality. >> reporter: some state lawmakers don't think it's okay. that's why two of them have written this bill. and if it passes, the mta would have to turn the awrdio back

off --a audio back off. roland wells says if that happens, his agency would lose a valuable tool that can help investigators find the back story of most crimes on the bus. >> people want to have more security. and they want to know how we're protecting them. we have the technology. and yet our officers have to go to you tube to investigate incidents because you tube video has audio on it. >> reporter: and the mta started using audio on 10 buses, under a pilot program in the fall. now, it hopes to include that technology on half of its fleets by this summer. back to you. >> all right. thank you, gigi. now, more cities are turning the audio on, on public buses. san francisco just received a grant to record audio to investigate crimes. still to come on wjz eyewitness news. inside the bunker. new information about the man who held a little boy hostage for days. $150,000 smash and grab now ends with at least one arrest. i'm rochelle ritchie.

it is cloudy and 36 degrees in central maryland right now. the complete first warning weather forecast is coming up. in a town where crime is a rare thing, a dangerous man is on the loose. tonight, new developments in a smash-and-grab robbery in frederick. rochelle ritchie has the latest from police. >> reporter: so far, only one of the alleged robbers is in police custody. the thieves stole more than 150,000 worth of jewelry and led police on a foot chase through downtown frederick. >> reporter: frederick city

police say one of the masked men in this surveillance video, robbing colonial jewelers in downtown frederick is now behind bars. >> alonzo meadows, we quickly developed as our primary suspect, based on the descriptors. >> reporter: it took 21 minutes for him and two men to rob the store of more than $150,000 worth of high-end watches. in the video, you see one of the culprits gripping a handgun tightly, pointing at employees, while another orders a scared woman to the ground. the third accomplice smashes the glass. and before making their escape, one of the robbers sprays the room with pepper spray. >> i have a friend who works upstairs in the building above. and i know he got pepper sprayed and came home with red eyes. >> we're such a small little town. you never expect anything like this to happen in the square and heart of frederick. >> reporter: a witness to the robbery was able to flag down officers who were just a block away. >> reporter: police followed the suspects on foot but

weren't able to catch them before they took off in a pickup truck. officers got the tags and were able to locate the truck. . >> there toss -- has to be a market for these watches. >> reporter: and meadows does have a criminal history. i'm rochelle ritchie, wjz eyewitness news. >> and colonial jewelers is a family-owned business and has been part of the community for 60 years. it could soon cost you more for natural gas. lawmakers have signed off on gnarl gas company, seeking a -- natural gas company, seeking a surcharge. it would help cover repairs for aging infrastructure. and customers would not be charged until work is actually done. it must still be approved by the public service commission. world champion baltimore ravens are making headlines again, this time on the covers of sports illustrated. eyewitness news is live. jessica kartalija has more on the just-released issues. >> reporter: those were just released to stores today.

say it again. we have been lucky. this winter. >> oh, yeah. >> we really haven't seen any major winter storms here. we've had these little weak systems. but this one, which will miss us, for the most part, is going to be a monster for eastern new england. anywhere from connecticut north. and i'll show you where in -- why in just a few minutes. we have a little cloud cover in our region. yes, it will thicken up overnight. we'll probably see a little precip coming in overnight. talking 4:00, 5:00 in the morning. just in time for your morning commute. particularly north of the city may be a little slick. 33 in oakland. 36 here. 36 in elkton. but the dew point is still below freezing. 25. so something in there can form in the clouds can fall eventually as frozen precip. temperatures will begin to fall around the region. so temporarily, during the morning hours, north of the city, i'm talking elkton, over to bel air. jacksonville, jarrettsville, hereford, north of timonium. westminster, carroll county, frederick areas, north and west, will see a little snow,

sleet and freezing rain, early in the morning, which by 10:00, will be just plain rain. north of the city, we have what we call sometimes a cold air damming situation. that means the cold air hugs close to the ground because the hills up there, and it can stay 32, 31 for a few more hours longer than areas south and east, which get their warmer air off the ocean. so south of the city, there are no advisories. only north of the city, a winter weather advisory. 14-mile-an-hour winds in elkton. they're going to get stronger by late tonight. and in an east flow. eventually, when that storm passes, the winds go back to the north and northwest. and at that time, we'll start clearing out. but then maybe just enough cold air at the end of the rain. may see a few flurries of snow late tomorrow night. one system caution a lot of rain in the south. another causing snow across michigan. some spots picked 4 to 6 inches. that's when you cross pennsylvania into new york. this is moving across the

south, offshore. both of them will combine into one low pressure. some are east of long island. big, big area of low pressure. and high pressure to the north, is going to make it stall. that means we'll have cold air in place. right now, it's 1 below zero in caribou, maine. boston now, in the upper 20s and low 30s. so you have to warm moisture, over top of that cold surface. you're going to get heavy, heavy snow. this is the area where we think the heaviest of the snow will be. boston, southern new hampshire, southern vermont. much of massachusetts, northern connecticut. and probably providence north. new york will be in the southern edge of that. but new york could see, 4 to 6, 7 inches of that. eastern long island could get 10 to 18 inches. philadelphia may see an inch or two for our region. northern maryland may see just a coating. and that's why they have the winter weather advisory in effect for those regions. two times, we can see a little frozen precip. early tomorrow morning and again late tomorrow night as the cold air wraps around. north of us, that's where the

winter storm warnings and the blizzard watch is in effects for the boston area. mild air south of us will eventually get in here, but not until sunday. saturday will be a windy and cold day. that storm wrapping up, brings that cold air down. but it will be sunny on saturday. so north of us, from main down to northern jersey and north of philadelphia, all snow. flurry activities to the west of us. and generally just rain here from jersey through philly area. and eastern sections of maryland. it's a big storm for new england. in fact, this could be record- breaking for some of those folks. north winds, invisiblely, 10 knots. will be picking up later. and a gale warning by later tomorrow night. so for tonight. clouds moving in, 33. maybe some suburban areas could get down to 30 with a mix there. and just light rain. 46? rain. not expecting a lot of rain here. it may end as a little bit of snow shower activity tomorrow night as it gets colder air coming in, wrapped around the storm. it's called the wraparound, dryer, cold air. may see a little of that late friday night. and then sunshine, windy and

it's 6:29. cloudy and 36 in baltimore. good evening, everyone. thanks for staying with wjz. here are some of the stories people are talking about tonight. thousands of police are on a manhunt in california and nevada. they're searching for a former los angeles police officer, who threatened warfare against his former colleagues. as edward lawrence reports for wjz, he is accused of killing three people and injuring several others. >> reporter: thousands of police officers are on high alert across southern

california. they're searching for an ex-los angeles police officer, accused of several shootings that left three people dead, including an officer. >> of course be he knows what -- of course he knows what he's doing. we train said him. he was also a member of the armed forces. it is extrem extreme -- extremely worrisome and scary. >> reporter: the suspect is former officer and navy reserve, christopher dorner. he was fired from the police force in 2008 for making false statements. >> reporter: the shooting here at riverside left one officer dead and another seriously injured. police say dorner ambushed the officers down there at a red light, and they didn't even have a chance to defend themselves. >> reporter: police say dorner also shot two officers in the nearby city of corona, grazing one of them. the officers were providing security for police officials mentioned in dorner's manifesto. >> this is a vendetta against all of southern california law enforcement. >> reporter: in the city of torrance, police who were

protecting another potential target in dorner's manifesto, mistakenly shot and wounded two people who were in a pickup truck, officers believed to be dorner's. dorner is also suspected of shooting and killing a basketball coach in a parking garage sunday night. police say someone matching his description tied up an 81-year- old man wednesday night, then tried and failed to steal his yacht. they say dorner's lapd badge and id were found near the san diego airport this morning. in riverside, california, edward lawrence, wjz eyewitness news. >> los angeles police say dorner is armed with multiple weapons, including a security rifle. they're providing security for more than 40 names on dorner's manifesto. mary is in the newsroom with what the county coroner is saying. >> reporter: the county coroner is saying that jimmy lee dykes was shot multiple times.

but they won't go into in are any more -- any more detail than that. they described the bunker as having 8-foot-high ceilings. the fbi says it finished searching the 100-acre property. earlier, agents found two explosive devices inside the bunker. denise? >> thank you, mary. the young boy who was taken off the school bus and held hostage, celebrated his sixth birthday yesterday. town officials hope to eventually throw a party for him. he's the president's choice for cia. today, john brennan answered tough questions about his involvement in the drone strike program. danielle nottingham has more on today's controversial hearing. >> we are killing children here! >> reporter: protestors held up the start of john brennan's senate confirmation hearing. >> as the president's nominee -- >> would you hold, please? >> reporter: officers removed

those who were upset over the drone strike program. senators also focused on the program when questioning the president's pick for cia director. >> my role as the president's counterterrorism adviser was to help orchestrate efforts to ensure that any actions we take fully comport with our law. >> reporter: lawmakers recently got a look at a secret document, explaining why the obama administration believes the strikes can also target americans who join with terrorists overseas. >> reporter: brennan was up for cia director in 2009 but withdrew his name from consideration after questions arose about his role in the war on terror. >> reporter: the 25-iary ci -- 25-year cia veteran was an executive in the spy agency, when the bush administration used harsh interrogation techniques like water boarding. brennan says he was not involved in the interrogation program. >> reporter: human rights groups fly code pink, are

protesting brennan's nomination. they say drone strikes also kill innocent civilians. >> we think that the drone program is creating more enemies in america than it has been killing. >> the senate will vote on brennan's confirmation later this month. on capitol hill, danielle nottingham, wjz eyewitness news. >> there were fewer than 50 drone strikes during the bush administration. under president obama, there have reportedly been more than 360 strikes. >> at today's national prayer breakfast, president obama called on the washington leaders to remember to be humble. the president addressed the gathering of the political and community leaders for the fifth straight year. he expressed hope that the bipartisan unity, expressed at today's event, can carry over every day. a major airline merger looks to be on the horizon. bankrupt american airlines is in talks with u.s. airways. if the deal goes through, it would create the country's largest airline.
