>> reporter: benedict the 16th was elected pope in 2005. tonight, catholics including those here in baltimore give their reaction to him resigning and they also tell us what the future of the catholic church now is. news that pope benedict the 16th announced his resignation stunned catholics worldwide. the. >> like watching your own dad get old and admit that he's not up to all the duties of being the head of the family and all that involves. >> reporter: the pontiff says he's step down at the end of the month. he told cardinals he no longer has the strength to do the job. he's the first pope to resign in 600 years. experts say it's something that just doesn't happen. a culture where biblical doctrine rules, change is slow. the faithful are left wondering what happens next.

across three counties last night damaging 200 homes. as the northeast continues to clean up after friday's blizzards, many people are still stranded because of unplowed roads. more than 80,000 homes and businesses are without power. the storm is blamed for 18 deaths in the united states and canada. deadly fire in northwest baltimore takes a horrible twist. the woman found dead was killed by a man she met online. we are live and we have the disturbing details. >> reporter: police say 38-year- old carter murdered a baltimore city social worker inside her own home after the two met on an online dating site. a horrifying discovery for firefighters inside this home. in the basement, the body of 32- year-old jennifer conyers face

down tied up with electrical cords. police have arrested carter, a man she allegedly met online. >> i don't know what else to call him but an animal. >> reporter: they believe he beat her in her bedroom, dragged her to the basement, then lit the house on fire. >> she was a good person and she really didn't deserve this. i look and it just makes me sad. >> reporter: neighbors noticed her car missing from her home. >> every police in this city was looking for that white mustang. >> reporter: they found her car here at the corner of north freemont and pitcher, behind the wheel was carter. there was blood on his jeans and shoes. he told them he stole her atm card and went on a drug binge. cyber security expert says this case is a tragic reminder of the dangers of the internet. >> if you're a a predator and you seek to cause harm to

domestic case gone terribly wrong. >> reporter: delaware police are still trying to figure out what led to an early morning shooting inside a courthouse. >> a loan gunman walked into the lobby area and opened fire. >> reporter: it happened around 8:00 a.m. >> i heard two shots and that's when i reacted and turned around and just ran out out of the building. >> reporter: two women were killed, one believed to be the suspect's ex-wife. it stemmed from a domestic dispute. >> this was not a random act of violence. preliminarily, this was the result of a custody dispute that has lasted in our court system for several years. >> reporter: two police officers were also shot but were wearing bullet proof vests and are expected to survive. the suspect was also discovered dead at the scene. the new castle county courthouse was evacuated and police searched all 12 floors to ensure there was not another

gunman on scene. kathryn hendricks works inside the building. >> one of my judge's secretary was escorted out of the building by a swat member. >> reporter: the shooting falls on the same day the chief of police was supposed to attend a round table discussion with vice president joe biden on gun safety. >> and police are not releasing details of the identities of the victims. high school math teacher is killed when his car collides with a school bus. he was driving on sullivan road this morning when his car slid into the bus. five students were on board. none of them were injured. investigators believe icy roads played a part in the crash. a disturbing case of animal cruelty. charges are filed in the death of one horse, but it's what was discovered on two other properties that has animal rescue groups so upset.

>> reporter: a fungus called rain rot. they were voluntarily surrendered to rescue groups now nursing them back to health. the horses' owner faces two animal cruelty charges after animal control found one horse in desperate need of medical attention. it later died. >> the foals were really the ones that were in the worst condition. >> reporter: she runs a rescue group called the foxy g foundation that took in some of the sick horses. when she went looking for some unaccounted horses on the properties, she found multiple dead horses, many already decayed down to the bones, some still rotting karakas. >> i didn't know what kind of person could do that to an animal and just leave them like they were garbage. >> reporter: there's nothing in

the law. although animal control officials say they're still investigating, for now there's little they can do about it. >> the longer an animal carcus is left to decompose, it's harder to prove points on animal cruelty. >> reporter: they might never know how these horses died or what happened to many of the horses they believe housemen owned. housemen is still facing two counts of animal cruelty. his first scheduled court appearance is set for march 6th. >> housemen could spend up to 180 days in jail for the two charges he faces in maryland. he was previously convicted of 14 counts in pennsylvania. baltimore's mayor pushes drastic measures to teal with the city's budget crisis. [ applause ] >> in today's state of the city address, she proposed cutting the city's work force by 10%

it's clear and 48 degrees in central maryland right now. the complete forecast is coming up. scary scene on an interstate in louisiana. an 18-wheeler dangles off an overpass. police say the driver was trying to exit when he hit the guardrail and continued over it. they say the driver suffered nonlife-threatening injuries. the interstate was closed for two hours. help has finally reached a stranded cruise ship. it's been floating aimlessly since an engine fire early sunday. they were left with limited

supplies. this afternoon, another carnival ship dropped off food. two tug boats will begin towing the cruise ship to mexico. arrests have been made in the murder of a 15-year-old chicago girl who was shot just days after performing at president obama's inauguration. police say two gang members have been charged in the death. they say the two men opened fire on a group of students sitting in a park. police believe they mistook one of the students for a member of a rival gang. drone strikes are under the micro scope on capitol hill. robert gates is pushing to create a special court to review president obama's use of unmanned aircraft. the administration has received sharp criticism for its use of drones to kilter or suspects, including americans overseas. drones can be used for more than fighting terrorists abroad. now, police, the weather service, and private businesses are exploring their use in the u.s. could these eyes in the sky see more than they're

supposed? mike reports on who's watching you and who's trying to stop them. >> reporter: this is the smoldering wreckage after a navy drone costing more than $170 million crashed last year during a test flight on maryland's eastern shore. for many, it was the first time they'd even heard the powerful aircraft with no one in the cockpits were flying above us. from the atlantic coastline to neighborhoods across the state. >> there's no stopping this technology. anyone who thinks they can put this benie back in the box, that's silliness. >> reporter: they've used unmanned aircraft in hot spots around the world. war-time technology is coming home from highways to your neighborhood, thousands of drones are doing everything from keeping an eye on the weather to helping police keep an eye on you. >> you have men and women looking at monitors that are providing control signals through the network to antennas

on the unmanned vehicle. >> reporter: this is the air station in st. mary's county. we gained access to the secure facility where drones are put to the test. the massive plane you see is controlled remotely only by trained operators on the ground. again, no pilot is inside. through a series of sensors and satellites. >> turn left, turn right, climb, descend, turn on a camera, turn off a camera. >> reporter: they help track storms flying at high altitudes for long times measuring things like wind speed and direction. they're not stopping there. police departments could use drones to check cars, catch speeders, or trap criminals in baltimore and beyond. >> you can take a look and see contents in the back of that truck. >> this is the future, really. the answer is yes. i'm here to state that our unmanned systems are reliable,

they're effective, and they're under control at all times. >> reporter: all those extra eyes looking down at you with little or no regulation spur alarm that drones could be spying. >> that's incompatible with having a free society and poses real danger unless we act to prevent it. >> reporter: he's in charge of a group pushing for maryland to lead in the development of unmanned aircraft. he does not see concerns over spying slowing them down. >> now applying those protections in place to a new technology. >> there are very legitimate concerns that will cause many people i think to be very wary. >> reporter: from the size of hummingbirds to helicopters and beyond, the next frontier is above us. >> researchers are predicting 30,000 drones in the skies by the year 2020. he brought them international recognition and now a remote town in the

annapolis. we have a west wind now to the west, it's been a lot stronger winds tomorrow will be on the breezy side. it will be a sunny day. there is cooler air upstream as you can see and milder air to the south. this is where a lot of rain is gathering. some of that rain will reach our region here on wednesday afternoon. there may be just enough cold air to the north of us that we could see an end to the period of snow before it all moves out. right now we're watching this batch of rain move off to the southeast. could bring us a little bit of precipitation here in the form of rain and then maybe a rain- snow mix. the question is, just how cold it's going to be here late in the day on wednesday. that low moving offshore, model showing some of that. the really cold air up to the north. another cold front coming through this weekend. then it's going to get cold again after that.
