. i'm jessica kartalija. >> i'm don scott. >> here's what people are talking about today. >> it's the breaking news we're following in anne arundel county. sky chopper 13 is live over the scene of a fatal accident. >> reporter: good afternoon don. good afternoon everybody. this accident occur ed red around 7:43 this morning involving a car and a cement truck. the cement truck on the side of the road just now getting hooked up to be removed from the scene. about 5 minutes ago they finally opened up chapel road to allow traffic to come through. this is a mile to the west of route 3. now traffic is moving fine. no factor there. one person dead in this accident according to anne arundel county police. reporting live from chopper 13, i'm captain jeff long. back to you. >> thank you. all morning long traffic was not moving on that roadway. at least five dozen accidents because of icy conditions this morning.

most of them we're just a fender bender type. here in baltimore city many residents like these spent the morning scraping ice from and clearing snow off their cars, but then the sun came out and most of the ice quickly disappeared. it's turned into a beautiful afternoon. it's only the middle of february. when will the next winter weather come our way? we have complete coverage with marty bass in the now sunny out back and tim williams in the first warning weather center. >> what came through yesterday not unlike the last several systems. came through caused enough of a disruption to create a little havoc in the morning and then moved out of here. that system is so far out of here now that it really doesn't even show up on radar. right now we're starting to rebound very nicely with temperatures in the 40s in central maryland. still cold in oak land, 32 degrees, 43 elkin. as you

asked, don we do have another system moving our way. for more on that, out to marty. >> reporter: thank you very much. happy valentine's day everyone. let's take a look at our national temperature map. everything is moving left to right. this bubble of mild air is going to come across the mid atlantic over the next 48 hours. look at the dip in the jet stream. business mark, denver, salt lake. our next graphic shows a cold front moving our way. we're going to see temperatures going 10 degrees below normal through the weekend. there's going to be a little be it of moisture out ahead of that new air mass, which could become a bit of a mixed precipitation event. how much so, when, what's the timing? meteorologist tim williams with those details shortly. >> thank you. new information on the training incident that led to an officer getting shot in the head. sources say the training incident when somebody mixed up

a simulated weapon with a service weapon. there are still unanswered questions. wjz is live. mike hellgren has more on what we've learned this noon. mike. >> reporter: good afternoon. some new information that the maryland police training commission is now talking to those involved in this. that's a big part of this investigation. also we checked in with the baltimore county state's attorney's office on whether at this point they are conducting an investigation or plan to file charges. they said that won't happen until they get the state police investigation results. >> investigators are interviewing training staff this morning in the wake of the tragic shoots of a university of maryland baltimore police officer during training. baltimore city police were in charge of that training and as wjz first reported, sources say someone present switched his service weapon with a semilator -- simulator weapon. live ammo is typically

not used in training. baltimore city police are conducting a investigation with maryland state police as to what happened. it led to out rage among top officials. >> there's no reasonable explanation for why live rounds were at a training exercise. i was so angry i was almost speechless. >> in the past guns used in training for brightly colored. wjz has learned in this case the simulator weapons were not a different color and looked and felt similar to real weapons. there typically are safeguards in place. >> in tactics training they take your firearm when you go in. >> police are looking into the reported absence of high level supervisors at the training and the head of training was unaware the facility was in use for that purpose. >> we will be transparent and

open in assuring that we have a safe and professional police organization. >> reporter: at this point six people have been suspended in connection with this incident. >> thank you. police have made counselors available for everyone involved. funeral plans are set for one of the students from this week's murder/suicide near the university of maryland college park. the service for 22-year-old steven rain will be held saturday in pennsylvania. police say rain was shot and killed on tuesday by off campus house mate 23-year-old devon green. another student 22-year-old neil oua was also wounded with green then shooting and killing himself. governor martin o'malley is testifying in annapolis to repeal the death penalty in maryland. he pushed for repeal in 2009 but fell short. he said he believes the maryland general

assembly will ban capital punishment this session. mike miller has said he believes repeal legislation will pass this year. maryland's last excuse was in 2005. currently there are five men on death row. olympic star oscar pistorius is behind bars charged with murder. mary is live in the news room with the latest. >> reporter: authorities say he shot and killed 30-year-old reeva steenkamp this morning inside his home. they report he may have mistaken her for a burglar. police say they've been called to the home in the past for domestic disturbances. pistorius is expected to appear in court tomorrow. >> he made history at the london olympics being the first

amputee runner. the passengers on the broken down carnival cruise ship is waiting to be back on land. they are expected to arrive in mobile alabama tonight. randall pinkston is waiting at the port. >> the terminal has been scrubbed clean for the arrival of the disabled ship. it's expected to be towed into the port of mobile this evening. 3,000 passengers, 1,000 crew are on board. many of their families waiting anxiously in mobile. >> we came the see our girls. >> they drive drove 8 hours from luf kin, texas to pick up their daughters on the ship with their dads. they said the girls have been crying. >> mommy i'm so scared. momny, i don't know -- momny, i don't know what to do. she's been on six before. >> a fire knocked out the ship's power on sunday. since then passengers say life on board has been miserable and
