carter evans will tell us why. captioning sponsored by cbs this is the "cbs evening news." >> axelrod: good evening. i'm jim axelrod. it was the last lap of the last race before nascar kicks off its new season tomorrow with the daytona 500. that's when at least a dozen cars wrecked with one race car being sent airborne and into a fence separating fans from the track. it's still a confusing situation in daytona with emergency workers tending to injured fans. adriana diaz is at the track for us tonight. >> reporter: the 12-car crash began on the last turn of the last lap of the kick-off race at daytona when the number 7 car, driven by regan smith, spun out of control. moments later, kyle larson's number 32 car went airborne, off the track ripping a hole in the cash fence. race fan tyler anderson was in the stand and caught the crash

on this video. lauren williams snapped this photo of a tire in the stand. she was watching the race from a suite at daytona. the collision sent debris and car parts flying. this car engine ended up in the stands. one fan said the crash sounded like an earthquake. 11 injured fans were taken to the hospital. one was reported to be in critical condition. nascar said no drivers were seriously hurt. danica patrick, who will start the daytona 500 in the pole position tomorrow, had dropped out of the tune-up race before the crash occurred. >> axelrod: that's adriana diaz forinous florida. now to washington and the budget battle. we're now six tase from the deadline for congress and the white house to reach a deal avoid croos the board cuts that would total $85 billion and be divided equally between defense and domestic programs. the congressional budget office estimates the cuts would put 750,000 people out of work. wyatt andrews now with the latest on the democrats and republicans, both dug in and showing little sign of movement.

>> reporter: in one of the most detailed warnings on sequestration, the f.a.a. the federal aviation administration, says starting in april, air travelers should get ready for delays. if budget cut go into effect 47,000 workers including air traffic controllers, will be furloughed one day every two weeks, and 100 air traffic towers would close at small-city airports. the reductions could mean longer lines, fewer flights, and fewer customers. for joe mellace, who owns a deli across from caldwell airport in essex county, new jersey. >> i do get a lot of business here, and taking this thing away, i just feel like this land would just be wasted. >> reporter: furloughs are also coming for 800,000 civilian employees of the defense department. across the country towns with military bases are bracing for the loss of thousands of jobs

and the tens of millions of dollars those jobs bring to the local economy. >> i've also been very clear that there's an alternative. >> reporter: the president is using the potential loss of jobs to push congressional republicans into a deal, a deal that would lower the deficit by closing tax loopholes on higher income americans. >> are they seriously prepared to inflict more pain on the middle class because they refuse to ask anything more of those at the very top? >> reporter: but republicans say no deal on the sequester until the president proposes more spending cuts. >> so the question is why won't he work with us? and the answer, quite simply, is because he wants higher taxes. >> reporter: what both sides want is to blame sequestration on each other, and now, there is no parent movement toward compromise. the president has asked to speak to congressional republicans, but, jim no serious talks or negotiations have been scheduled. >> axelrod: thank you, wyatt. as the budget cuts draw closer

consider this-- the federal government does $500 billion worth of business with private contractors, including as membership as 120,000 small businesses. that's everyone from the makers of nearly a million pairs of combat boots each year to the roughly 700 companies in 44 states that makes part for the both c-17 military transport plane. with more on the possible impact, we're joined by jill schlesinger, editor at large for cbs money watch. these are blunt cuts at a delicate time in the economic recovery. that could be a problematic combination, i would imagine. >> reporter: it sure can. we are looking at these cuts causing about a half a percent drag on growth. the economy's only growing by about 2% a year. a half a percent is a real number. we're also looking at potential job cuts of about 750,000 people. so this is a big hit to the economy, just at the time as we're really starting to be in

some somewhat accelerating part of the recovery. i think economists are disappointed that the sequestration is going to take place at all. >> axelrod: now, wall street has been seeing progress steady upward movement. what is this likely to do as people are seeing their 401(k)s recover? what's the likely fallout here. >> right now, when i talk to big very fares are the tbiez and gals managing our 401(k) mutual fund, they're saying look we built this in. we believe the sequester will occur. we think that growth is going to be reduced, but it's still strong enough so companies can make money so we don't believe there's anything really bad that will happen to the stock market. that sait said they shawls believe in the economy starts to falter congress will be forced to act and be potentially delay these cuts. >> axelrod: jill schlesinger thank you. >> 48 to be with you. >> axelrod: now to the vatican where pope benedict is set to resign this coming thursday. cardinals from around the world have started to arrive in rome

to elect the successor. there are new hint of scandal clowgd the pope's final few days. >> reporter: in a final address to the vatican bureaucracy today benedict thanked church officials for helping him bear what he called the weight of the papacy. just how heavy the weight is has been highlightedded over the past week. italian media has been riddled with eyebrow-raising stories of potential scandals. that may be an exaggerate but a vatican official was fired because of a homosexual liaison in 2007 and another in 2010. the latest investigations are by three cardinals into the so-called vati-babies scandal that resulted in the conviction of the pope's butler for stealing documents.

the main concern seems to be the effect the news cooch on the cardinals when they swer the conclave to choose the next post. >> the personal we might choose will be assuming increasingly heavy responsibility. >> reporter: benedict remains busy with the responsibility of farewells. today it was the turn of italian president georgeio napolitano. a high-level vatican source said the pope is expected to issue an edict shortening the 15-day waiting period between the end of the papacy and the conclave. predictionspredictions are it will begin march 10. >> axelrod: 116 cardinals will vote for the new pope. 11 are american including cardinal roger mahony of california. but there are catholics in both los angeles and italy demanding mahony stay away because of his

role in shielding sexually abusive priests. magalie laguerre-wilkinson ticks up the story. >> reporter: cardinal roger mahony led the los angeles, the largest in the united states for 25 yeersz. he retired in 2011. today, mahony was deposed for a lawsuit filed by a 35-year-old man who claimed of claims he was the victim of sexual abuse in the 1980s. the suit alleges that church leaders allowed the accused priest to leave the united states to avoice prosecution. the priest remains a fugitive in mexico. earlier this month the los angeles archreleased more than 12,000 pages of files documented a pattern in which mahony and other church officials reassigned many accused priests away from california, shielding them from law enforcement authorities in the 1980s. as america's senior cardinal, mahony will landlord the u.s.

& international mystery from the world of art to report tonight. it began with a mural painted by a phantom graffiti artanist london. the arts work then disappeared from the side of a building and reappeared in miami where it was all set to be auctioned this afternoon. mark phillips picks up the story. >> reporter: a barefoot child seemingly in a sweat shop sews flag bunting for the queen's 60th anniversary jubilee last we're. it's called "slave labor" another politically inspired mural by the graffiti artist known as bansky. it showed up on a wall in a gritty london neighborhood and people liked it. >> quite nice. very important. >> reporter: and then one day it was gone. well, not exactly gone. it showed up here for sale at a miami auction house, and people

back in london weren't happy. >> bring back bansky. >> i think it's a shame, so can we have it back? and quite quickly, please. >> reporter: how a piece of london wall gets to miami and goes on sale has people angry and scratching their heads. was it hacked off and stolen is it and by who? the auction house owner frederic thut, isn't saying. >> beat don't want to be involved in the controversy. >> reporter: bansky has remained a phantom. his identity has never been revealed. he's upset people from london to israel, but bansky's work has become collectibles even though he said it shouldn't be sold because it belongs to the people. somehow, though, it ends up on the market. part of the appeal of bansky is the mystery. his work is famous for appearing out of nowhere overnight. when it almost mysteriously

evening, there are five contenders at tomorrow night's academy awards in the category of best live action short film. but the stars of one of the movies in particular are attracting a lot of the pre-oscar buzz. carter evans has more on two young actors a long way from home. >> reporter: in afghanistan the words "light the and

"action" usually mean... but this war-torn country is now the setting for something completely different. an oscar-nominated film, not set with the backdrop of war but about the national sport of afghanistan, buzkashi a more brutal form of polo. "buzhashi boys" is about two teens dreaming of becoming star players, but it's made star players of the lead actors 14-year-old fawad mohammadi, and 15-year-old jawanmard paiz. >> everybody is thinking that afghanistan is a bad country but it's not the real face of afghanistan. >> you guys are going to start. >> reporter: american director sam french shot on location in kabul hoping to restore an art form left in ruins. >> do it again. when the taliban came in they burned all the film reals and band cinema. >> reporter: with the taliban still a threat they know they could become targets.
