will spend behind bars. >> reporter: robert gladden is 15 years today, but if he serves the entire sentence he will be 50 years when he gets out of jail. surveillance photos show gladden pulling the stock of a shotgun out of his shorts as he walked into a school cafeteria. he fired one shot that seriously injured daniel borowy. students rushed from the school as frantic parents rushed in. no one else was injured thanks to staff who subdued gladden. a second shot hit the ceiling. one student who saw it testified during gladden's trial. >> all i could think about was seeing my family again and walking out of this. >> reporter: a suicide note was found in gladden's pocket. he told police he did not have

any target. his lawyer worked to reduce his punishment. >> we don't penalize people with mental illness. and now what we're doing, we're penalizing people with mental illness. >> reporter: taking the age and background of the crime, the judge sentenced gladden to 25 years in prison. >> there's a lot of hurt people in the courtroom today. we're hurt on our end, danny was hurt. they're hurt on their end. he is a boy that's going to jail. he committed a crime, and he's going to pay for that crime. the judge ordered that gladden works at patuskin. >> alex, thank you. coming up new. we'll have more of gladden's interview with police after the shooting. new tonight one of the bodies found in a burned out car in west baltimore was a morgan state university grad

student. the bodies of alicia strickland and teron bush were found shot. strickland is the daughter of a retired judge. the fire was noticed around 5:00 a.m. in the 2000 block of monroe. police have no suspects in their death. a councilman arrested, todd huff wanted special treatment. wjz is live. adam may has more on the special investigation from townsend. >> we learned that councilman huff, called the chief of police three times now residents are calling for his resignation. todd huff looked nothing like his official picture when he was arrested for drinking while

driving. >> public safety, very important here in baltimore county. >> reporter: around 3:00 a.m. saturday, police say huff left the elk's lodge and drove a county owned vehicle down york without a his head lights on. huff pulled into an auto repair business he owns when he was pulled over. huff asked arresting officers don't kwroáu -- you know who i am. and he asked do we really need to be doing this. then huff called the police chief repeatedly. >> the chief received three phone messages in the middle of the night from councilman huff. he did not respond to them. >> reporter: police say huff stumbled, staggered and slurred before plowing -- blowing a 3.0. >> do you think the councilman should keep his job on resign. >> i think he should resign.

>> he should not keep his job. >> reporter: huff says he made a poor decision and he's prepared to face the consequences. he regrets the pain he has caused family and friends. councilman huff did deny his request. it also states he will give back that county vehicle. no mention of leaving office. adam may, wjz eyewitness news. all right adam, thank you. councilman huff was released from custody a few hours after his arrest. new information in the investigation into a john hopkins gynecologist accused of abusing his parents. >> reporter: we spoke to the the -- to the director of a

counseling facility. they say they are getting calls from out of state to get counseling just from victims of the doctor. police look for images for images the doctor captured inside of his exam room. we learned leavy used a camera hidden inside a pen. you can see just how clear those images can be. the recordings can easily be stored in a microsd card and transferred to a computer. stunned former patient tara johnson says she recommended dr. leavy to friends. >> he was a nice man. he was a gentleman. sweet, he was kind. professional. but i guess behind closed doors you never know what's going on. >> reporter: his maryland board of physicians profile shows no red flags, no disciplinary action, malpractice or

conviction for crimes. dr.leavy also reportedly treated patients here at the outpatient center on caroline street which is also part of the hopkins system. the problems only surfaced three weeks ago. dr.leavy killed himself during the early stages of investigation. what was the motive, was anyone else involved? were the images distributed online? >> some people are wondering whether there were other boundary violations that occurred during the course of these quote examinations. >> reporter: several lawsuits have already been filed as hopkins refuses interview requests. police warn the investigation could take months. >> and john hopkins only issued a statement apologizing to patients about the invasion of privacy and said they acted promptly when they realized what happened here. >> reporter: all right, mike. thank you. police confirmed they are investigating whether the --

any of the recordings taken by the doctor were posted on the internet. changes are coming, rain and lots of it. wjz is live. bernadette woods and bob turk are tracking temperatures. >> it was a perfectly warm day today. 47 this afternoon and that's average for this day. looking at radar there's a batch of rain across the southeast and a batch to the west. and eventually this is going to move throughout the region by sometime tomorrow. we'll be crowding up but it's going to remain generally on the mild side. but in some areas you may see some mixed precipitation. bernadette woods has more on that. >> reporter: it's moving into marginally cold air. we're going to see rain although it could start as a mix. out west this is a different story where the cold air is going to hang around longer and we could see an ice accumulation. that breaks up into some watches and warnings and

on furlough? >> the prospects are for having a budget in a month. >> i think that maybe there needs to be a shift in the focus. >> people aren't getting that chance to get their views expressed. >> reporter: maryland senator ben carton fielded questions at the social security administration in wood lawn today. >> it's going to cause significant reduction in the service levels which is something you're going to see. >> these are job killing cuts. >> reporter: governor omalley on face the nation. >> whatever the difference might be, this indicates this is a tremendous threat. this is going to hurt moms and dads in the region that work in places. >> and o'malley and others met with the president. >> they need to get out of that box that sits under the dome and underthat this has real implications in people's lives. >> the president needs to stop running scared of the american people, stop running scared space, i think all of us are --

it is mostly clear, 47 degrees in central maryland right now. the complete first warning weather forecast is coming up. there is a new hand at the helm of baltimore's embattle police academy. he starts today following an accidental shooting of a trainee by an instructor. derek valcourt has more on the city's police department and the health of that injured police officer, derek. >> reporter: that injured officer is now out of the hospital and what happened to him sparked a massive investigation and major changes here at this city's police academy. >> reporter: this kind of police cadet training, hands on temporarily on hold. cadets now confined to the classroom as state police audit the city police academy's procedures after an apparent accidental shooting two weeks ago. that's when sources tell wjz one of the academy's instruck tours mistakingly fired his

oh beautiful beautiful out there. >> nice day. >> i tell you winter my friends is on the way. even though meterological spring begins this weekend. that doesn't mean that winter is really over. but the way the patterns are going. we are still going to see cold temperatures but so far we have not been in the pattern to pick up any decent or heavy snow around this region. let's take a look at temps around the area. we're at 47, certainly pretty mild. 72 in ocean city. oakland at 37. the dewpoints way down, still 21 degrees which means there's dry cold air above us.

45 up in oakland. tomorrow the winds come out of the east that's going to start pushing some moisture in the ocean and also pushing the bay on the western side of the bay. probably looking for higher than average tides later tomorrow morning and tomorrow night as the winds will pick up. two storms one down to the south with shower and thunderstorms activity. lots of heavy rain down there. this one you can see a big spin here in north texas, snow from southeast nebraska into eastern new mexico. north texas some areas picking up heavy snow and blizzard conditions. this thing is really wrapping up. that storm is going to head up to the great lakes. in doing so it will force this moisture down to the south into our region. for the time being we're put clear. clouds across virginia, a little bit of rain showing up across eastern, south eastern, north carolina. this high moves offshore. here comes the moisture. a big warm front. warmer air coming in with rain, we could see probably an inch some areas could see more than

good evening thank you for staying with wjz eyewitness news. here are some of the stories people are talking about tonight. a half dozen emaciated horses are being given a second chance. >> reporter: the horses are in the early phases of rehabilitation but the good news is they're already showing signs of progress. indiana eats five meal as day now but early they -- this year she and five other horses were almost starved to death. that's how caroline describes the horses now under their care. >> reporter: is this the worse you've seen in animals. >> it is the worse, yes. >> reporter: the farmer could no longer care for the animals.

in turn the horses became grossly emaciated. veterinarians consider five an acceptable body score >> she ranked out in the one. that means she has very little body fat. >> reporter: the horses weigh about 1,000 pounds. think still have a couple hundred more pounds to pack on which is something that could take months. >> a forces rehabilitation is very slow because you don't want to shove food too quickly. >> reporter: the horses are being treated for skin infections. caretakers say these six were lucky to be alive. caretakers say each horse can cost up to $1,200 per month to rehabilitation. there's a link where you can

donate. back to you kai. >> hartford county animal control is determining whether there will be charges for the owner. tonight congress is back in town looking for a deal. but republicans and the white house appear to be far from a compromise. danielle nottingham reports from the white house. >> reporter: president obama sounded the alarm to governors gathered at the white house about the automatic budget cuts set to kick in march 1st. >> companies are preparing lay off notices. families are preparing to cut back on expenses. and the longer these cuts are in place, the bigger the impact will become. >> reporter: the white house layed out how the cuts will impact each state. in new york, 12,000 refence jobs cut. in missouri, 1,200 students taken out of head start. and in california, 15,000 children will not get vaccines. president o -- obama is putting the blame on congress.

>> these cuts don't have to happen. congress can put them off with just a little compromise. >> reporter: the president is urging constituents to talk about representatives of their state to come up with a deal to stop the cuts. >> what we're saying is get the job done. that's what we're paying for. work with the president. or turn it over to us governors and we'll negotiate it. >> reporter: the sticking point is once again taxes. raising them is off the table. >> it would be an absolute mistake to raise taxes, to put more money into the government economy and put it into the american economy. >> reporter: the president will take a road trip to a virginia shipyard on tuesday. >> through makers will look at the option of delaying the spending cuts which would set

up another fiscal deadline down the road. baltimore school officials are heading to annapolis. they are rallying in support of legislation to renovate or rebuild up to 65 city schools. major stephanie blake and city school ceo andres alonzo will speak at the event. the plan would create a grant block each year for the city school. the trial is under way between british petroleum and the city government over the 2010 deadly rig explosion. the judge hears opening statements today. he will ultimately decide how much bp will pay for that disaster. 11 11 workers died in the deep rig explosion. two days after a terrifying crash injured dozens of fans, daytona and nascar officials trying to figure out what happened. vic is in the newsroom with more on what they're doing to

keep fans safe. >> reporter: more than two dozen fans are recovering from injuries after a crash. on the last lap a 10 car wreck sent pieces of car including a tire and wheel into the stands. 15-year-old boy was hurt when he was struck in the leg by a piece of metal. a new design could include sturdier fences or stands farther away from the track. it's estimated about 30 fans were injured. the driver in the crash was not hurt. >> vic, thank you. the fence was repaired in time for yesterday's daytona 500. fans were allowed to choose new seats away from the track if they wanted. catholics may have a new pope sooner than expected. just a few days before he steps down, pope benedict xvi changed church law in history making move. denora law reports from the vatican. >> reporter: pope benedict xvi has revised the rules on how a

pistorious stood before a judge his older brother carl was there offering support. but last thursday, carl pistorious made an appearance in another courtroom facing his own charge. family attorney kenney oldwith says the charge stands from a 2008 road accident in which a woman motorcyclists sadly lost her life. the charges were dropped then later reinstated and blood tests proved he had not been under the influence of alcohol. his brother oscar goes before a judge two months later for murdering his girlfriend reeva steamcamp. barry steamcamp said he only wanted to hear one thing from pistorious, the truth.
