more arrests in the bombing -- boston pair thon bombings. >> who is in custody, and the charges they're facing. >> hi. i'm kai jackson. >> and i'm mary bubala. here's what people are talking about. >> three additional suspects are now in custody, in connection with the bombings at the boston marathon. it is believed the three college friends wanted to keep dzokhar tsarnaev from getting into trouble. wjz is live. vinita nair has the very latest on these suspects from new york and the court appearance that just ended. >> reporter: three men have been charged by the justice department today, in connection with the boston marathon bombing. they attended the university of massachusetts dartmouth, with the suspect and allegedly destroyed evidence, when they realized dzokhar tsarnaev may have been involved. >> reporter: the associated press reports that two of the three suspects arrested today

appear in this photo, along with marathon bombing suspect, dzokhar tsarnaev. the two are accused of obstructing justice, by destroying a laptop and backpack, containing fireworks. those items belong to tsarnaev. the two have been held in county jail for more than a week, on allegations they violated their student advica while attending -- visa, while attending university of dartmouth. one is charged with making false statements to investigators. all three are due to appear in federal court in boston today. the tsarnaev brothers are accused of killing three people, and injuring more than 260 others, with bombs placed near the finish line of the boston marathon. police caught up with the brothers three days later, after releasing surveillance video and photos of them at the bombings. they allegedly killed an m.i.t. campus officer in his car before one brother was killed in a shootout with police.

the younger brother was taken into custody, after he was found hiding in a boat. investigators are trying to determine if the brothers acted alone or had extremists influencing them. >> reporter: now, if convicted, the three suspects face fines of $250,000 each, and multiyear jail sentences. live from new york, vinita nair. back to you. >> dozens of people lost arms and legs in the double explosions. a local company is now offering orthotics and prosthetics to victims at no charge if their insurance doesn't coverault or some of the -- cover all or some of the costs. they will provide knee, foot and other parts needed to enhance the use of basic prosthetics. some components will help the amputees to run again. three people are recovering tonight, after they hit -- are hit by a pickup truck, while waiting to get on a bus. vic is in the newsroom with the

story for us tonight. vic? >> reporter: the accident on the corner of north avenue and parkton avenue. investigators say three men were waiting for the bus, just after 7:00, when a pickup truck jumped the curb, somehow hitting the three men. the men were taken to the hospital, but all were in stable condition. two of the men who were hit were in their 60s. and the third man was 34 years old. mary, back to you. >> okay, vic. thank you. at this point, we've heard nothing about the charges for the driver of the pickup. new at 4:00, mayor stephanie rawlings-blake wants to speak to the governor about the corruption scandal at the baltimore city detention center. investigator mike hellgren is following the latest developments. >> reporter: officers who spent years in maryland's correctional system called for more staffing in the wake of a scandal, involving the baltimore city detention center, where federal prosecutors say inmate tavon white ran the black guerrilla family gang, and impregnated four officers, corrupting them to smuggle drugs and run a

criminal empire, and using illisis cell phones -- ilisit cell phones to connect with the outside world. >> don't have the eyes to observe inmate behavior, you're going to see things like this happen. >> reporter: yesterday, in his first comments on the indictment, the governor expressed confidence in his top leadership and said he was given no timetable on the investigation. >> i have a federal investigation, involving this many partners and going after a network like this, is not like, you know, getting a cheeseburger at the mcdonald's drive-through window. these things do take time. >> reporter: the mayor said she wanted to speak to the governor over the phone expressing her concerns. we'll have more coming up at 5:00. reporting from the city detention center, mike hellgren, wjz eyewitness news. >> the governor told the secretary of public safety, not to let up on efforts to root out corruption at a state board of public works meeting today. a harford county sheriff's deputy is arrested and charged

with reckless endangerment. 37-year-old deputy first class christopher bailiss allegedly discharged his gun at the scene of the accident in april in white hall. police say bailiss was off duty when he was hit from behind by a man driving a suv. the deputy said he confronted the driver, who sped away. bailiss pursued the suv. and that driver lost control. the driver is also facing charges, including resisting arrest. a vermont woman, severely maimed in a brutal attack, reveals her new face to the world. the 44-year-old underwent a complicated face transplant. and as teresa garcia reports for we'll, she's telling her story. >> reporter: carmen charlotte arn greeted cameras on the arms of one of the doctors who gave her a new face. 30 surgeons took part in the 15- hour transplant operation in february. >> we have the power and the

ability to overcome anything that happens to us. >> reporter: the 44-year-old mother of two was severely disfigured in 2007 when her ex- husband doused her with industrial-strength lye at her home in vermont. >> i'm going to come over and hug you one more time. >> the daughter of the donor who gave charlottan her new face was at the news conference. miranda gave charlottan a hug and said she looked beautiful. rider says fate brought her and her mother together. >> i get to feel my mother's skin again, i get to see my mother's freckles. and through you, i get to see my mother live on. >> reporter: charlottan is legally blind and is waiting for feeling to return to the left side of her face. but she said the transplant relieved horrible neck pain that she suffered for six years. >> if what i have doesn't change, i'm good. i'm fine. >> reporter: charlottan said she is now in a better place

it is sunny and clear. sketch degrees in central maryland right now. the complete first warning weather forecast is coming up. two peeping ing toms in georgia are under arrest. accused of spying on women in a movie theater through this ceiling. police say the men got caught because movie theater ceiling couldn't hold their weight. the men were apparently crawling around when this ceiling gave way. and the men fell through.

the employee believes they landed in the stalls in the women's bathroom. the two men are now facing several charges. well, a wild and dangerous police chase is caught on camera in l.a. a suspect desperate to get away from police, slams into more than one vehicle. chase started around the campus of usc. the driver of the stolen van plows into cars, trucks, and even police cruisers. the suspect keeps going, until police flatten his tires. he decides to bail out of the vehicle. he starts running on foot, as we can see him through the streets, until wet concrete brings him down. that's when police come in and they arrest him. a new york company has the controversial idea to help sales. a 15% pay raise for any employee who gets a tattoo of the company's logo. emily smith has more. >> reporter: a tattoo can be a way to show off your personality. for rapid realty employees, it's a fast track to a 15% pay raise, if you get inked with

of a weak economy. after concluding its two-day policy meeting, the fed maintained its plan to keep interest rates at record lows, at least until the unemployment rate falls to 6 1/2%. from its current 7.6% am it will also continue buying bonds on a monthly basis to encourage more borrowing and spending. stocks started the month of may with a sell-off. the market was hurt by a report that showed u.s. factory activity fell to its slowest pace of the year last month. another report said that companies added 19,000 jobs in april, the fewest in seven months. high unemployment isn't keeping americans out of show rooms. april was the best month in car sales in six years. ford, gm, chrysler and nissan, are all reporting double-digit sales gains. and yahoo is rolling out the red carpet for new parents. new mothers can now take six weeks of paid parental leave. yahoo's maternity extension is now in line with more other

silicon valley companies. and it comes after they made the controversial decision to ban telecommuting. that's your money watch. for more, go to cbsmoneywatch.com. in new york, i'm alexis christoforous. the firefighters get all kinds of rescue calls. but this one was a first for the joppa magnolia volunteers. alex dethe -- demetrick reports. the victim was trapped, was a baby, has four legs. >> reporter: the call was only a minute or two from the joppa magnolia volunteer fire department. a rescue call for this. a young fox that had been trapped in a storm drain. neighbors heard it. >> definitely barked. that's how everybody heard it. it was like a slow bark thing. everybody heard it. >> reporter: it was coming from the bottom of this drain. >> it was extremely scared. and we put a ladder inside the manhole, climbed down there and pulled him out. >> reporter: it was a rescue that brought praise from the neighborhood. after trying other agencies,

the volunteers were the only ones to do anything. >> it was nice. >> i went to release him into the woods. and he kind of sat there. so decided we'd pick him up and take us him with us. and tried to contact some people. and everybody put stuff on facebook and harford fire blog. and went from there. people started contacting us. >> they advised food, water and rest. turns out the fox took to all three, as firefighters babysat it all night. >> he was friendly. i had him in my lap and everything. >> reporter: the young fox is said to be in weak condition but has better chances than in the storm drain. volunteers are now in the spotlight. >> we're pretty sure the chief is joking. >> that's a cute little baby fox. this isn't the only brush the joppa volunteers will have with animals this week. on sunday, the department is hosting a $5 a shot rabies clinic. >> that is so cute. you know? >> hopefully he can be released back into the wild eventually.

the 60s. but that's going to change over the next few days. we have 70s now in washington. 66 in patux ept river. -- patuxent river. look at this. 74 out in cumberland. around the immediate metro areas, temperatures around 66 in annapolis and kent island. 66 in rock hall. 69 in westminster. that east wind is pretty persistent, coming in at 10 miles per hour. 15 from the northeast in ocean city. 15 in elkton. it is around this high pressure, bringing in this easterly flow. but that high is moving inland. just a little is going to decrease the easterly flow off the water. and bring more of a flow of dry air. more off the land. so even though it's going to be coming from a bit of a northeast flow, brings it across the land, as opposed to the water. those temperatures are also going to moderate. we're going to see temperatures in the 70-degree range. average range now is 70 degrees. milder temperatures are from the great lakes to the east coast. and down to the shore. colder air back toward denver, where they've had just about a foot of snow in parts of the area there up in the rockies

it is 4:30. 67 degrees. a beautiful day. sunny. hello. thanks for staying with eyewitness news. i'm denise koch. >> and i'm vic carter. here's what people are talking about. >> the food and drug administration announces it is lowering the age to buy a controversial morning after pill without a prescription. danielle nottingham has the latest for wjz from maryland. >> girls as young as 15 will soon be able to buy plan b one- step over the counter. until now, they had to be 18

with a prescription. but now, all someone needs is identification showing they are 15. groups like the family research council say young girls should not be making these decisions without their doctors or families. >> parents are still in control of their daughters' lives at this point. and their concerns are going to be bypassed. >> reporter: but women's groups wish the decision came with no age restriction. >> it makes it more burdensome to get access for women of all ages. >> reporter: the age restriction may still be dropped. earlier this month, a federal judge ruled the fda must make the drug available to anyone, regardless of age. there is still no final decision in that case. >> reporter: plan b does not end a pregnancy. it prevents ovulation, if taken within 72 hours of unprotected sex. the drug's maker has to change the packaging to meet the requirements. that is expected to take a few months. in silver spring, maryland, danielle nottingham, wjz eyewitness news. >> the fda's ruling applies

only to plan b one-step and not to generic versions. there's more information today, about the idaho man, charged with attempting to assassinate. >> reporter: a new document says oscar ortega ramirez hernandez practiced with his weapon for six months and may have been upset about the country's marijuana policy. no one was hurt, but five bullet marks were left behind on the executive mansion. the president and first lady were not at home when that shooting took place. prosecutors say ortega- hernandez believed obama was oppressing citizens in various ways, including by continuing to criminalize marijuana. updating the breaking news from the top of the broadcast, three college friends of the surviving suspect in the boston marathon bombings are themselves now under arrest.

in a court appearance, a short time ago, two of the suspects waived bail. they are accused of removing the fireworks from backpacks from the dorm room at the university of massachusetts, dartmouth, three days after the attack. they are charged with conspiring to obstruct justice. a third suspect is charged with lying to investigators. wjz will have much more on this developing story coming up live from boston at 5:00 and 6:00. a dust mask may link a mississippi man to an attempt to poison president obama and another official. >> reporter: james dutchkey is accused of sending ricin- tainted letters through the mail. and it looks like the evidence against him is mounting. >> reporter: in an eight-page affidavit, fbi agents say their surveillance team saw dutchkey, remove items from the former martial arts studio he owned in tupelo and dump them in a trash

bin. one of those items, a dust mask, tested positive for ricin. ricin was also found inside the studio, in sinks, drains and the floor. they also say he ordered 100 caster beans on ebay. they can be used in the production of ricin, deadly and has no known antidote. dutchkey denied any involvement in this you tube video, posted prior to his arrest. >> i met with the fbi. consented to search of the house. i don't have anything at all to do with this. >> reporter: dutchkey -- but it was dismissed by a mississippi judge. the judge, sadie holland, received one of those ricin- laced letters. we spoke with judge holland's son, who beat dutchkey in the race for a seat in the mississippi house a year later. >> i about decided that actually i might have been the

target, not my mother. but i'm a mama's baby in extraordinary proportions. and maybe he said, what the heck, if i get his mama, i got him. >> reporter: also, a series of texts sent to two cell phones, registered to dutchkey's wife. and we're coming for things identified as personal belongings. >> the fbi has not said whether any more arrests are likely in this case. >> a suspected 9/11 plane part is removed. the rusted wing part was loaded onto the truck after the medical examiner said no human remains were found at that location. it was discovered nearly a week ago, wedged in a narrow space in an apartment building near a mosque. it is believed the piece is from one of the two hijacked airliners. a dispatcher.

hundreds of thousands of bp dollars are now going to the restoration of the louisiana coast. bp is funding approximately $340 million in the 2010 gulf oil spill. spewing hundreds of millions of gallons into the gulf of mexico. projects including the four barrier islands to restore and restock damaged fisheries. chilling video appears to document a disaster as it happens. a cargo plane crashes near an air force base in afghanistan, killing seven americans. mark phillips reports for wjz, the tragedy may have been captured by someone on video, who is in a car driving by. a warning, the video you're about to see may be disturbing. >> reporter: the video appears to show the civilian cargo plane, attempting to take off from the bagram air base, about 40 miles north of kabul.

as it climbs, the plane's nose seems to pitch upward at a steep angle. the stalls and suddenly begins to lose altitude, crashing at the base of the perimeter. all seven crewmembers on board were killed. six of the victims were from michigan, and one was from kentucky. the plane, a cargo version of the 747, was bound for dubai, carrying vehicles and supplies. >> reporter: it seems to be traveling slower than typical. >> cbs news, aviation and safety expert, captain chesley sullenberger. said once the plane went into its death stall, there was nothing the pilot could have done to prevent the crash. >> certainly, with the nose of the plane and a very high angle, and the speed decreasing, that puts you at risk for a stall of the wing, at which at some point, it becomes unrecoverable if you're too close to the ground. >> reporter: at first, the taliban claimed responsibility for downing the aircraft. but a nato spokesperson said the claims were false. and that there was no sign of

any eantsz aircraft missile being fired at the plane, or any other type of insurgent activity at the time of the crash. the accident is now being investigated by afghan authorities with the help of the ntsb. >> that was mark phillips reporting. national airlines, the orlando- based company that operated the aircraft, could not authenticate the video. but said the ntsb is charged with investigating the crash and determine the cause. and we anticipate the ntsb will study the video as part of that process. a breakdown in communication. that's what a new report says happened to rescue crews to the aurora, colorado movie theater shooting. jessica kartalija has more on what that will reveal. >> reporter: police and fire officials failed to tell each other where and when rescuers were needed in the shooting last july. they were reportedly not notified until after the attack, that it was needed at the back of the theater.

by that time, ambulances were stuck behind parked cars, police vehicles and 1400 fleeing moviegoers. police complained they had to transport some of the most critically injured in the back of their squad cars. james holmes is charged with killing 12 people and injuring 70 others in that. >> prosecutors say they will seek the death penalty in this case. a pro-gun billboard is sparking outrage in greeley, colorado. it shows pictures of native americans in an effort to argue for gun rights. tom mustin explains why it's not the only controversial message in greeley. >> i agree with the message. >> just take the picture of the native americans out of it. >> two pro gun billorder -- billboards are the talk of the town. >> it was hurtful. >> it looks like a vintage picture with a caption, turn in your arms, the government will take care of you.

behind the billboard. but they have only signed the two-week contract. that means the billboards will come down a week from sunday. here's something you don't see every day. a police car drove his squad car up and into the side of the utility pole in memphis. the officer was trying to pull over a driver when he lost control of his car. no one was hurt. but the officer will be cited for failing to maintain control and hitting a fixed object. cars catch fire inside a garage at seattle's seatac airport. the fire broke out on the sixth floor of the parking garage. at least eight cars were totaled. while 10 sustained fire damage. the total cost is estimated to be around a quarter million dollars. investigators believe the fire was caused by a mechanical failure in one of the vehicles. wonderful story. a toddler is the youngest patient in the world to undergo experimental treatment to give her a new wind pipe. as randall pinkston reports for wjz, doctors in illinois made the new trachea, from the

little girl's own cells, giving her a chance to live a normal life outside hospital walls. >> reporter: 2 1/2-year-old hannah warren was born without a wind pipe. doctors in korea told her parents there was no hope for her survival. but now, thanks to groundbreaking surgery at children's hospital of illinois, she has a trachea, grown from her own stem cells. >> the tube in her mouth disappeared. and she was reborn. >> doctors extracted cells around her bone marrow and grew them in a lab. within a week, the cells grew to form a wind pipe. they implanted the new trachea, during a nine-hour procedure, on february 9th. >> just taking her own tissue. >> reporter: doctors say using hannah's own stem cells greatly reduces the chances her body will reject the implant.

>> if you look into the future, this will be the future of transplantation. >> reporter: she was able to taste food for the first time ever, a few licks of a lollipop. she faces more extensive rehabilitation and more surgeries to help her live a normal life. >> our hopes and dreams for her are the same as parents with a healthy child, that they get to experience everything that this beautiful world has to offer. >> reporter: hannah has spent her whole love in -- life in a hospital. her family hopes to bring her home to join her older sister in a few months. they plan to celebrate hannah's third birthday in august. >> now, hannah may need a larger windpipe in the future, as her body grows. the man who packed the parachute used by infamous skyjacker, db cooper is now found. he was found dead in his home of blunt force trauma to the head. however, they think his death has nog to -- nothing to do

with the cooper case. cooper hijacked a plane in 1971. he released passengers for money and then jumped out of an airplane and hadn't been seen since. a case of the hiccups, live on the air. >> what i'm concerned about is that we'll see thunderstorms here. light, east winds now. from time to time, gusting a little stronger. but just a beautiful, dry, sunny, not a cloud in the sky around here. just really -- there are clouds offshore. may move into southern portions of the lower eastern shore late tonight. but leading to dry air continuing to infiltrate that region. don't expect to see much in the way of cloud cover here. to the west of us, a lot warmer. chicago is 81. not north and west. minneapolis, 36 with snow. from southern minnesota, into the denver area. this is actually very rare for this early may day. very rare. some areas up here could see 6 to 10 inches of snow. that is like record-breaking. unbelievable. further north, even warmer, though. bismarck at 49. but denver, remember, two days ago, they were at 81 degrees. yesterday, in the 60s. 30 now. 89 in phoenix. they were 101 yesterday, by the way. here in the east, beautiful, mild temperatures, perfect for this time of year. but there's the cold.
