meteorologist tim williams and bob turk with more on anrea and where it is now and where it's headed. >> it came on shore about 4:00 around cedar key area about 150 miles north of tampa. take a look at this spin. you see the heaviest rain now across southern georgia, savannah approaching charleston down toward miami. all that is going to move up the east coast over the next 24 hours. take a look at the satellite imagery, the last one we had moving now across from central florida, northern florida, headed toward the north eastern sections of georgia and south

carolina. that's all moving up to the north-northeast. tim is in the outback. and they are headed off to the east as you can see. so we're not concerned about any real wind issues here but we are concerned about rain. take a -- let's take a look that the, tim. >> reporter: the two components we're looking at is the rain coming from the west. tomorrow into saturday we'll start to see the sun pulling in the remnants of andrea as it starts to make the way up the eastern seaboard. what we're going to be watching is flooding. flood warnings go into effect. all the areas shaded in green on the 95 side of the corridor. they go into effect early tomorrow. it is going to be the showers from the west and the tropical rain that moves into the

region. we're not going to see temperatures take a hit because that is tropical rain. it brings in moisture. as temperatures stay in the 80s, it's going to deal with rain. bob will have your complete warning weather forecast now back inside. >> thank you, bob and tim. stay with wjz for the latest on tropical storm andrea, on the latest on its track. sex, drugs, and cash leads to federal indictments against corruption. mike hellgren has more about today's hearing. >> reporter: audio was just released showing pretty bad conditions at the state run city jails including dirty and dangerous conditions with little accountability for

officers. the head of corrections says he's already working to fix that. some lawmakers say these pictures showing gang members in jail talking on cell phones and smoking on a cigar is way that some detention centers are run. one officer empregnated several prisoners we're told. some question whether that is enough. >> management allowed it to happen by not disciplining the inmates like they should. making the facility a correctional facility instead of a country club. >> reporter: among new security measures, corrections officials

say they are not printing prisoners. they opened an employee hot line for corruption and expanded background checks for officers. and they worked to ban cell phones. >> and i think we need to do something about it. >> reporter: 110 officers have within accused of corruption since 2007. manerd has no plans to resign as lawmakers fledge a full investigation. >> once we started the investigation we went right after them. >> reporter: he is working to use technology to block cell phone signals. he didn't at this point anticipate that spreading

statewide. reporting live in annapolis, mike hellgren. >> the state is also looking into buying full body scanners and hiring intelligence officers to reduce contraband. according to police the owner was not taking care of animals basic needs. animal control removed one deceased horse and two deceased baby guilt. the horse is now being taken care of at the days farm. and at 5:00, the sewage is flowing into the water near 39th street and camden. the department of public works is pouring into the water in the main. the department of the inenvironment and the city health department are now aware

under secret court orders to provide information over the tsa. the family of the man critically injured at camden yards. >> the family of ortiz is asking for prayers. ortiz was injured after he was attacked. police say he was targeted because he was wearing a yankees jersey. >> the two men involved have been charged with assault. the man killed in a police involved shooting in white marsh has been identified. officers were responding to a report that a man on a scooter assaulted a woman on polaski highway then fled. after police caught up with limb, they say arnette myer struggled with one offer. that is when another officer

shot myer. frightening moments at an elementary school in cecil county. a plan comes on the yard during recess and interrogates children and teachers before making his way into schools. rochele richie has more. >> reporter: after elkton police say this man stumbled into the play ground and became drunk. >> there man came over, he wasn't saying anything but he was like, interfering with our kick ball game. >> reporter: school officials say teachers asked him to leave. he didn't. they then used hand held radios to inform the front officer -- office of the threat. the children were then told to run inside the building. >> he went inside the hall way

and did, push some students out of the way who happened to be in that same area. >> reporter: two of my friends were grabbed by him. he grabbed them, he grabbed one by hood and pulled her back and it choked her neck. the other one she wrote her wrist because she had a cast on. >> reporter: the school was immediately placed on lock down and parents were notified of the terrifying situation. >> but the school did call a hood red status this afternoon when a man forcibly entered the building. >> reporter: parents say they were alarmed of the message and rushed to check on their kids. >> i was a little scared because i didn't think anything would happen like that around here. >> reporter: police took briscoe who was complaining of chest pains to the hospital. >> we won't have to worry about him again because he's in jail. >> reporter: briscoe is also

charged with resisting arrest. in cecil county, i'm rochelle richie. right now briscoe is in the cecil county jail. a big accomplishment for teachers and graduates in baltimore county. according to the baltimore sun, the county has the second highest graduation rate among large school districts in the nation for 2010. the results were releaseed in a report today. the report also found bald -- baltimore city has improved greatly from being the worse in the nation. orioles fans have spoken. chris davis will be this year's at&t fan's choice bobble head. this is the second year fans were able to pick the player they wanted. he beat out pitcher chen,

a day without a battle. the mayor and council president are promoting the development of harbor point a mixed use community of what used to stand a chrome processing plant between sells point and harbor east. >> generally on average $21 million in tax revenue annually. >> reporter: the projected tax revenue increase is from the current $243,000 to 19.6 million per year. increased property and other related property were net $8,500. >> i am your partner on this. >> reporter: under a private public partnership, city council must approve $106 million in infrastructure. >> i will do what i have to do to make sure this project moves forward because all i want to see is jobs, jobs, jobs. >> reporter: the mayor introduced that legislation on friday. i'm pat warren reporting, now back to you.

a federal appeals court in new york rules all restrictions be lifted on two pill versions of emergency contraceptives. that appeal is trying to keep limitations on the drugs over the counter availability for young women. michael douglas is drawing worldwide attention after he links his throat cancer to hpv. >> doctors say it is a growing problem for men. >> because it was right after my cancer. >> reporter: while promoting his new movie, michael douglas started the dialoge to oral sex

and throat cancer. 16 until americans have hpv, few though see it develop into cancer. >> about 90% of people who clear the virus via their immune system. it's that small potential of people that have the potential risk of developing that, and we're still trying to figure out why. >> reporter: the number of men affected is rising, in fact, hpv related throat cancer the now more common in men then cervical cancer is in women. 52-year-old phillip keen is recovering from tongue cancer linked to hpv. >> i woke up one more than and felt a little bump on the side of my neck the size of an m&m. >> reporter: the cure risk when oral cancer is caught is high 90%. now there's a vaccine recommended for boys and girls. >> it is not only girls they are recommending it for. the cdc is recommending it for boys and girls ages 11 and 12.

here's a live look outside right now. the rains are on the way, bob says. >> i believe him. >> yeah it's going to be very green but it will certainly knock the power down in the next couple of days. a lot of rain headed our way. we can see potentially two, three, some areas could see 4- inches of rain between tonight and early saturday. that could cause some flooding in low lying areas particularly in urban areas where there's storm drains are clogged up. you're going to see some water ponding on the roadways. six ocean city and rain out in oakland. and only 62, 63 rain in

haguerstown. rain 69, in annapolis and kent island 73 as well. we have a couple of systems to talk about. one in north texas. they may have some severe weather in southern oklahoma later this afternoon or evening. unfortunately a lower air precept out there. what you see is a spin from andrea heading right into the georgia, florida line headed toward savannah eventually toward charleston. that will bring the rain to our region. west of us we have the area of low pressure and a front that's causing rain now. this is not associated with andrea. you see andrea's tropical rain right down there. that rain will be moving up the west coast. we've only had traces so far but now we have rain moving into the central maryland area. with a batch southwest of us. we will continue to see rain tonight and yes most of the day tomorrow is going to be wet. at 5:00, andrea's update, winds around 63 but it's going to creep into your weekend. it might lose its warm weather

source. it's moving west at 17 at 20, 25 miles per hour by the time it gets to our region. so it'll be zipping by. which mean it is rain bands are going to have a chance to be with us. as it continues to head off to the east and northeast rather quickly. the models once again show it out to the east. east of ocean city, out of the ocean and continue to head out very quickly. we'll see rain gusts of 40 miles per hour. we have rain overnight tonight, rain tomorrow. saturday will get into some sun but with the sun and humid conditions watch out for some scattered showers and thundershower by saturday afternoon. it'll warm up too. small craft advisory tomorrow also. so the wind will not be a factor but the rain certainly will. the bay temp around 71. so tonight then, we have rain moving in, shower activity, humid, 64, probably 68 in the city tomorrow.

collapse. >> reporter: workers used heavy machinery to demolish the front of a salvation army thrift story that was buried under a building collapse in the heart of philadelphia. emergency crews looked for more victims. the family of a woman who was killed put up a makeshift memorial at the scene. >> something obviously went wrong here yesterday. and possibly in the days leading up to it. that's what the investigation is for. >> reporter: a demolition crew was tearing down a four story building when it came tumbling down on a thrift store. 14 people were found alive in the debris including a 51-year- old woman who was rescued overnight. rescuers say the empty building was an accident waiting to happen. >> if the wall was not braced and i do not have evidence of that. that would certainly be a strong contributing factor.

>> a woman who lives in the neighborhood says she saw the worker kicking bricks and debris off the roof. >> we thought that wasn't a great way to be taking things down. >> reporter: the city says no violations have been filed against the demolition company which had proper working permits. but the owner have legal troubles including an arrest for dealing drugs and an insurance fraud conviction. the bodies of six people were pulled from the rubble. a firefighter paid tribute to them placing a bouquet of flowers at the scene. in philadelphia, marley long. the daughter, the demolition contractor says her father is devastated is mourning those lives lost just like everybody else. tropical storm andrea is making its way north and that could mean a lot of rain here in maryland. this is video out of miaca city florida where debris is already being cleaned up from severe wind. and the surf was rur -f along the coast sending crowds away

from the beach -- surf was rough along the coast sending crowds away from the beach. the first warning weather team is tracking tropical storm andrea. meteorologist tim williams and bob turk have an update for us. >> take a look at the florida georgia line right now. the standard of circulation that is. there's rain all the way down the east coast down toward miami. tampa is clearing up. the tropical rain just moving into the carolinas that eventually will be headed in our direction. take a look at the satellite picture. see that big blob just west of florida moving up from mexico. it quickly dries up. see that spin that is what was andrea. it will quickly diminish tonight because it's going to move through the warm source of water throughout the day. the winds had gotten up to 63 miles per hour. i think by eight clock you'll

-- by 8:00 you'll get down to 86. the track as you can see continues to keep the storm to the southeast of our general region. tim is in the outback, tim has a look at how it's going to affect our local area later tonight and during the day tomorrow, tim. >> two areas of rain. one moving in from the west which is the front and the remnants of andrea moves from the south are going to bring amounts of rain that are going to cause some problems here area wide. we're looking for flooding concerns going into effect tomorrow early and it's because of all that moisture you see there. andrea of course is bringing with it tropical moisture. it's bringing all of it into our general direction. all the areas in green on north side of the 85 corridor. we're looking at flood controls through tomorrow afternoon, drenching downpours and what we're talking about is floods and traditionally poor drainage areas and areas of poor run off. again that rain could bring between two and 3-inches of rain in some parts of region through tomorrow night before

the focus, witness testimony. >> the 911 calls are the issue today. zimmerman appeared in court and the judge is deciding whether -- the majority of accounts were voices heard deep in the background of the 911 calls. one technician said he heard zimmerman say these shall be and then martin yelling i'm begging you and stop. back to you. >> zimmerman is pleading not guilty claiming self-defense. the trial is expected to last more than a month. county executive laura newman is proposing legislation that would add 100 more firefighters at a cost of $3 million. lawmakers in anne arundel county say they want to make sure the extra hirings are justified before the legislation is approved. the internal revenue service faces more questioning

three prong approach including accountability. higher rates are coming. the proposals would have kept interest rates on some loans from moving from 3-1/2% to nearly 7%. students are now likely to face higher rates on new subsidized student loans this year. a crash in howard county sent a driver of a dirt bike to shock trauma. it happened south of elk ridge in salve advantage. a man driving a mitsubishi was making a lift turn when he turned into the dirt bike rider. the woman on the bike, emily day is in serious condition. the male driver never saw day. the dirt bike is not equipped with light and is not legal on the highway. a 10-year-old girl with end stage cystic cystic fibrosis now has a better chance of

receiving a lung transplant. >> sarah mernehan cheered after hearing the judge's decision that might save her life. >> she's not looking for easy just possible. >> reporter: menahen who is 10 has cystic fibrosis. the judge changed the law which requires children 10 to wait for a child's donated lung. >> if we do not stand and do something, we would just sit there and watch her die. >> reporter: the judge's decision came after lawmakers appealed to kathleen sibilias to intervene. >> time is running out, please, suspend the rules until we look at this policy which we all believe is flawed. >> this is a, an incredibly agonizing situation where

someone lives and someone dies. >> based on her age, based on her age. >> reporter: the laws are written because adult recipients have a better survival rate than kids. >> in her age, what they might be able to take is a larger adult lung and put it into each side of her so she will have a full set of lungs. >> reporter: the decision does not guarantee sarah a set of lungs because donations are dependent on blood type. >> this gives her a chance. >> the judge's decision holds only until july 14 when a hearing will bring a decision on the rule.

into a crowded store. watch as the suv is pulling into a parking space but then keeps ongoing. the vehicle drives through the store injurying two women. the 78-year-old driver told them she hit the gas instead of the break. a talent show turns into a brawl but it wasn't the children fighting it was two parents. leticia james became angry when another mother knocked down her daughter. james was arrested and says she doesn't know what came over her. >> you're right, it's bad. it looks bad. the children. i'm so sorry for that. >> reporter: the women were getting in each other's way as they were trying to take pictures of their children.

light rain around baltimore this evening. it is cool and a lot more rain is headed this way. tim williams and bob turk are tracking tropical storm andrea, when it will arrive. >> this is a front coming from the west with light rain. heavy air over dc. we'll see moderate rain. the heaviest rain will be tomorrow afternoon into tomorrow evening. tim has a look at the friday forecast looks like a very wet day headed our way. >> it looks to be a wash out. temperatures will only drop down to below 70 degrees. that's where we start tomorrow. don't expect to see the sun. we're going to see the rain increase through the afternoon with temperatures in the mid- 70s. rain through the afternoon, and expect to see some flooding potentially through the afternoon when the rain is at its heaviest. temperatures overnight going back down into the 60s and
