station. missed opportunity, a child welfare group is speaking out after a young girl's tragic murder. good evening. i'm jessica kartalija. a heartbroken cecil county family prepares to bury a 10- year-old girl who police say was raped and murdered by a family friend. now child abuse prevention advocates are hoping other families can learn from this tragedy. wjz is live and derek valcourt has more on the case and the man accused of the savage crime. >> reporter: experts are not surprised that this little girl knew her accused killer. they say that's what happens in about 90% of the child sex abuse cases. 10-year-old kami ring was the apple of her family's eye. last week their hearts were shattered when her body was discovered not far from the home where she was staying with the couple that had become like grandparents to her. dn approves the couple's adult son was the killer who also

lived at the house, richard madden. >> although the people kami called her grandparents were well intended, i'm not sure anybody knew who richard madden was. >> reporter: cases like this underscore asking tough questions before leaving children around anyone who is not a family member. >> i highly doubt in a case like this someone goes from being perfectly safe and sweet and naive to murdering a child and along the way people will start wondering what else had happened here and how this individual had access along the way. >> reporter: many family friends told wjz they immediately suspected madden of the crime. >> everyone just started saying richard had something to do with it because of his background and at that point in time my gut was telling me they were right 367. >> reporter: madden's -- right. >> reporter: madden's criminal past included theft charges that had him serving time in prison until earlier this year, but kami ring's family had no idea he was capable of rape and murder.

>> they would never have kami around him if they had an inkling of imbeing this sick. >> reporter: funeral services will be tomorrow at noon at the crouch funeral home in northeast maryland. richard madden faces charges of rape, murder and the possibility of the rest of his life in prison. >> the baltimore child abuse center has tips and resources for keeping children safe. you can log onto our website for more information at baltimore.cbslocal.com. a two day search for a missing kayaker ends this afternoon. baltimore county police recovered the man's body near gunpowder falls. investigators say the 26-year- old was kayaking with a friend when he fell into the water and did not resurface. police have not released his name. turning to weather now, we have had little to complain about this father's day weekend, but the good times had to end eventually taking a live look outside where the sky is getting overcast and some storms could be headed this

way. meteorologist chelsea ingram is monitoring some nearby storms on live doppler radar in the first warning weather center. >> hello, everyone and happy father's day to all the dads out there. yes, we've had some unsettled weather starting to push in across the region. we're looking at first warning radar and portions of harford and cecil county, i'll zoom in here for you. we see heavy downpours near elkton, so we'll watch that very closely. we're not looking at anything very serious, just a few heavy downpours. about t is weak -- it is weakening pushing toward the eastern shore, but most of us near the city are drying out. we had a shower that passed through 10, 15 minutes ago. current temperatures, a little warmer on the eastern shore and in eastern portions of maryland, cooler to the west, 81 degrees now in baltimore. here's what you can expect monday. we'll have a couple features

bring us more unsettled weather the next couple days. one of those will be a cold front to our north. i'll have more in your complete first warning weather forecast. back to you. city police are asking for the public's help to find the suspect behind a brazen shooting in charles village. police increased their presence in the area since a man was shot on north charles street friday. the victim remains in critical condition. police have few leads but are looking for five men seen driving in a dark colored buick that morning. anyone with information is urged to contact police. a huge blaze in the city leaves one firefighter injured tonight in the 1600 block of calhoun street. flames ripped through an apartment displacing several families. one firefighter was treated for nonlife threatening injuries. the cause of the blaze is under investigation. as the ravens gear up for a new season, fans will see tougher security at m&t bank stadium this fall, a new policy

handed down from the nfl after the boston marathon bombings. gigi barnett has reaction from fans. >> reporter: the boston marathon bombing taught security teams at sporting events around the nation valuable lessons. one of them was ban the backpacks. it's what bombing suspects tamerlan and dzhokhar tsarnaev were spotted carrying minutes before the attack. this week the nfl announced it's getting rid of all backpacks in the stands and that goes for ravens fans. >> the key here is it's all about public safety. it's about the safety of the fans and it's about speed. >> reporter: coolers, briefcases and see the cushions are also out. ravens spokesman chad steele says only clear see-through bags and small clutch purses are allowed now. the new rule will help fans get into the stadium faster. >> we want to alleviate a number of people coming in with the wrong things and having them have to go back and put it in their car to gain entrance

to the stadium. >> reporter: fans who want a safer stadium are okay with the rules. >> i'm ex-military and i feel they're doing everything they need to do to keep the country safe. >> i'm okay with the clear bag. i can buy a clear bag and that's all right. >> for three hours you can do without a lot of things to go see a game for the safety of everybody. >> reporter: the nfl and ravens will team up to launch a campaign to remind fans about the new rule change. fans who break the rules and forget, won't be allowed into the stadium. >> the ravens say an exception will be made for medically necessary items. so far the nfl is the first professional sports organization to adopt the bag ban. dozens of same sex couples from all over the country capped off gay pride week by tying the knot before baltimore's top brass. >> to love and to cherish till death do us part.

>> mayor stephanie rawlings blake presided over the city's same sex mass ceremony. couples from all over the world converged there to take part. hundreds of dads and other family members spent this father's day putting their running shoes to good use. 25th annual gbmc father's day 5k was held today benefiting the neonatal unit at baltimore medical center. the money generated goes directly to those who need it most. >> it's very important because we don't cover all of the costs of neonatal intensive care with billing to help insurance companies. so it's wonderful for the community to come out and show support. it's wonderful for our great sponsors to step up and help us defray that cost. >> more than 63 teams and 1,000 runners took part in today's race. coming up on wjz's eyewitness news a texas family

smoke canisters and pepper spray while water canons were deployed in ankara and istanbul. the violence began saturday after police stormed a park at the heart of two weeks of protest pushing more people out. a deadly accident in texas is blamed for the death of four people including a mother and her child. it happened saturday night. officials say a woman and her child walked out of their home to help a stranded driver when a car hit the vehicle killing the woman and child. following the initial crash another vehicle collided into the two crashed cars. two other people inside one of the two other vehicles were also killed. >> we have unfortunately found some evidence at the scene that alcohol may have played a role in this accident. however, because right now we're not sure who was in what car, we just have to do more investigation. >> in all nine people were hospitalized after the crash. two people are still in

critical condition. the black forest fire is now 65% contained and some colorado springs residents are getting a firsthand look at the damage. evacuees outside the burned area have been allowed to return home and stay there. bigad shaban reports for wjz with the latest. >> reporter: those on the front lines of the black forest fire hope to have it fully contained by thursday. it's destroyed close to 500 homes including darrell fortner's house. what do you do now? >> we start over and be a new life. -- build a new life. >> reporter: his chimney is all that's left standing. his home was the base for his tree trimming business, but the fire destroyed all his vehicles and equipment. >> i couldn't believe it. i didn't want to believe it. >> reporter: he was out of town when the fire started. authorities wouldn't let him

get any belongings by the time he returned. >> i want to thank them for not letting me in because i would have stayed there. >> we look for things called smokers. >> reporter: crews are going lot by lot putting out hotspots, but county officials urge displaced residents to be patient. >> i don't want to create a false belief tomorrow everybody is going home. >> reporter: but thousands have returned including bruce lockwood who is spending his 48th birthday and father's day at home. what was your fear? >> that we wouldn't have a house to come back to. >> reporter: on saturday hundreds in colorado springs showed up to thank firefighters. 4-year-old john wayne waited to catch the first glimpse of his dad in three days. >> we have to give him a big father's day kiss real quick. >> reporter: crowds waited for hours to offer cheers and high five's. in colorado springs bigad shaban, wjz eyewitness news. >> the county is offering tetanus shots to residents as they begin to do their own

clean-up process. nearly two weeks after an ohio toddler's disappearance police are offering a $10,000 reward for information leading to baby elena. the child's mother has been arrested charged with child endangerment. police are not saying if she has anything to do with her disappearance. a group of bikers make their way to vatican city for a special meeting with the pope. we have more on the visit from rome. >> reporter: thousands of bikers from around the world thundered through the vatican sunday turning areas near the sacred city into a harley- davidson parking lot as they gathered to receive a special blessing from pope francis. the riders cheered as the pope took a surprise detour in his popemobile to greet them. these harley owners from germany were moved. >> the hills are standing up. they are beautiful. >> i didn't expect the pope to

be so near because we were standing here and he was -- i don't know -- 4 or 5 feet just away. so it was really something amazing. >> reporter: the leather clad and tattooed motorcycle crowd mingled with nuns and other faithful as the pope celebrated mass. >> it was fantastic and we are all brothers here. >> reporter: the bikers are in rome for four days of celebrations marking harley- davidson's 110th anniversary. earlier this week the milwaukee- based company gave pope francis two classic harleys and a motorcycle jacket. 35,000 bikers are here in rome for the celebration, but only 1,400 were given permission to park their bikes here at the vatican. many say this is a highlight of their trip. harley owners say riding is also about brotherhood. >> you don't have to be from a certain religion. you don't have to be from a certain color or breed. you just got to have a harley

colder towards the west sitting in the 70s near hagerstown and into cumberland, but temperatures are starting to fall. we topped out around 85 degrees today at bwi marshall. winds are coming out of the west and some out of the southwest. so we're filtering in warmer air. that will stick around heading into monday. winds are around 6 miles per hour now in baltimore. on satellite and radar we're watching this area of rain and clouds associated with low pressure. that will be pushing towards the east and it's going to continue to affect our weather, but in two parts. so we'll have a cold front located towards our north as we head into monday and tuesday and then low pressure centered well to our south. here we go. tonight through tuesday here's this area of low pressure that starts to push in right towards the south and there's the cold front right towards our north. so paying attention to both features because they'll continue to bring us chances for unsettled weather especially during the afternoon time or peak heating time once we reach our high temperatures on both monday and especially

on tuesday. so those are going to be our weathermakers this week. base temperature around 74 degrees, winds southwest 5 to 10 knots. tonight 67 degrees with a thunderstorm in sports, although most of the rain is starting to push out. partly sunny tomorrow, humid, warmer as well with a thunderstorm possible in spots but a better chance for a thunderstorm and rain showers heading into tuesday, temperatures tomorrow around 89 degrees. so we're starting to reach that 90-degree benchmark. for the next five days 89 tomorrow, 84 tuesday. that's with we have a better chance for rainfall and thunderstorms. wednesday if this cold front pushes out fast enough, we'll be dry and sunny wednesday, temperatures 81 degrees, 84 thursday, 86 friday and it looks like the sunshine will continue not just to finish out the week but hopefully into next weekend as well. we'll cross our fingers.

leading 3-0. manny machado with a single to center to drive home nick markakis to give the o's a 4-0 lead. manny extends his hitting streak to 14 games. nick markakis had four hoots as the orioles win it 6-3 -- hits as the orioles win it 6-3 to move back within a game and a half of first place boston. >> it's huge any time a division rival comes in and you get a chance to gain some ground. you want to take as many games as you can, especially these guys obviously in first place. we wanted to do as much as we could. >> davis had an r.b.i. double and the orioles head back on the road to begin a series in detroit against the tigers tomorrow night. speaking of michigan, today's nascar race in brooklyn, race leader kasey kahne runs into trouble, blows a tire, slams into the wall and his car catches on fire. he's fine, but his chances to win the race are over.
