front door of the congressman's office. now, there was also some sticky notes found there. you can see the paper it left behind. and cummings told us, whoever put that material there want today to look like a bomb. >> reporter: the mount vernon office of congressman elijah cummings, at the center of an intense fbi investigation. >> they were surrounding the door. and i heard it was a suspicious note and some substance on the door. >> reporter: according to cummings, an employee with military experience, arrived at work and noticed a putty-like material stuck around the outside of the door. >> she noticed that there was something that gave the appearance of plastic explosive devices in 10 various places around the door. >> reporter: no one was allowed inside the building as baltimore fire investigators and the fbi tested the material. >> and determined that it was not an explosive device, but it was made to appear that way and

that there were apparently some type of wiring connected to it. >> reporter: the fbi confirmed the material was not hazardous. agents also scoured the scene for other crucial evidence. several sticky notes were found on the glass next to the black putty. but cummings says they did not contain any specific threat. workers from the building next door, told us the whole thing made them uneasy. >> i was kind of scared. i just. to be far away if it. this -- from it. this is the world we're starting to live in. crazy. >> reporter: cummings echoed that message. >> sadly, it has become our normal, to expect negative things to happen. and i just thank god that it wasn't more than what it was. >> reporter: and tonight, the fbi has officially taken over the investigation. they say they still have some testing to do on that substance. and of course, looking into who put it there. reporting live in mount vernon, monique griego. wjz eyewitness news. >> monique, thank you.

congressman cummings says he has about 10 employees who work at that office daily. a developing story from philadelphia. possible bomb threat made in connection can with an incoming flight from ireland. u.s. air flight 777 landed in a remote part of the airport as a precaution. once on the ground, police and homeland security searched luggage as they interviewed passengers. no word on where the threat originated from or who was responsible. all inbound flights were temporarily delayed as authorities investigated. but nothing so far has been found. a maryland man remains at the center of an international dispute. denise is in the newsroom to explain why obama canceled a meeting with putin. >> reporter: it was because of nsa leaker edward snowden. the canceled trip follows russia's decision to grant asylum to snowden. snowden had been holed up since fleeing the u.s. for hong kong,

then russia. obama confirmed last night that he still plans to attend a g8 sumilate, despite some calls for the u.s. to boycott that gathering. lawmakers from both parties support the president's decision to cancel this trip to moscow. >> the kremlin say its is disappointed with the president's decision. but the white house says the lines of communication are still open. and secretary of state john kerry will meet his russian counterpart later woo week in washington. a dramatic theft is under investigation tonight in baltimore county. $20,000 worth of diesel fuel is stolen from a local fueling company. and the getaway truck is caught on camera. wjz is live. rochelle ritchie explains, how the suspects pulled off such an elaborate theft. and why the company is so concerned. rochelle? >> reporter: as we all know, diesel fuel is highly flammable. and if in the wrong hands, can be dangerous, even deadly. >> reporter: baltimore county police need your help finding out who was behind the wheel of

this white box truck, believed to be carrying 5,000 gallons of stolen diesel fuel. >> if we have a vehicle description that is helpful. but that doesn't give us the names of the suspects involved in many cases. >> reporter: the 20,000 dollars worth of fuel stolen here. >> how quick does this happen? >> within an hour. >> the owner, danny warthen believes that's what is done with skilled rookies. >> they probably would have taken more if they had a vehicle capable of taking more. >> reporter: investigators believe the deelsle thieve -- diesel thieves cut a hole in the next-door business to run a hose to the tank of the back of warthen's property. into another tank, hidden inside the box truck. >> reporter: warthen says the thieves used a tank stick in order to attack a garbage bag on the end. he said the thieves raised it all the way up to one of the surveillance cameras to hide the crime. >> reporter: this is a surveillance camera, showing a white bag being shown on

surveillance camera, where the getaway truck was parked. but thanks to mother nature, the wind blew it off, just as the truck was leaving. still, the grainy video makes it difficult to make on a license plate or any markings on the truck to help identify it. >> we don't have any suspect information at this time. and we're asking anyone with information to contact the baltimore police department. >> reporter: warthen says the monetary loss is significant but the loss of security is greater. >> between monday night, last night and this whole week, we have been terrified they may come back. >> reporter: and baltimore county police are looking at other surveillance cameras from nearby businesses. i'm rochelle ritchie. wjz eyewitness news. >> the company is also upgrading its security measures. a fire rips through a middle river building. that fire began just after 8:00 this morning at phil blithe's towing company in the 2800 block of eastern boulevard. the fire also spread to second- story apartments in that building. no one was hurt. the cause is under investigation. a baltimore county woman, accused of hiring a hitman to

murder her husband. and today, prosecutors play karla porter's confession. more on what porter told police after the killing. derek? >> reporter: well, prosecutors tuesday rested their case after the jury watched that video interrogation, in which karla porter at first lied to police and then eventually confessed to her role in the murderous plot. and jurors will hear from karla porter once again tomorrow, when she takes the stand in her own defense. >> reporter: when william ray porter was shot in the head march 2010 at the towson hess gas station he own said, his wife called 911. >> my husband has just been shot. >> what is your name? >> porter. >> reporter: at first, she claimed her husband ray was shot in the head by a black man in an armed robbery. >> do you know the person that -- >> no, i've never seen him before. [ crying ] he was black and he just came in the side door and i went out and i came in and -- >> but police say that was all

an act t. karla porter masterminded a plan to have her husband murdered. and enlisted the help of several people, including her sister, brother and nephew, to hire a hitman, walter bishop. >> i just went like this. >> reporter: bishop confessed to police, saying he was promised $9,000 by karla, who only asked him one question after the shooting. >> she asked if he was dead. and i said, yes. and she said, get off. >> porter broke down in a tearful investigation saying she had been verbally and physically abused for years and just wanted it to end. she said, i just wanted someone to hit him for me. i didn't want any of this to happen. i really didn't. >> reporter: at this point, her attorneys are making a battered spouse syndrome defense. arguing that she was drink to help commit this murder by so

much verbal and physical abuse. karla porter expected to say as much when she takes the stand. >> all right, derek, thank you. prosecutors originally were asking for the death penalty for karla porter. but since lawmakers abolished it this year, they will now seek life in prison without parole. another cloudy day. not a lot of sun. and not that much humidity either. sun wasn't out that much. but hope three thing -- hopefully things will change in the coming days. meteorologist chelsea ingram and bob turk are updating the forecast. take a look at radar, right over portions of city now. we have a few light showers and a little heavier echoes moving through a minute ago. now, it's moving off to the east and northeast. a slightly heavier echo in west baltimore, northern sections. north and northern parkway. and another in ellicott city. over the next 20 to 30 minutes. the heaviest activity by far is in west virginia, where we've had some reports of very heavy rain.

two inches or more in hardy county, west virginia. that's moving slowly off to the east. should not impact the baltimore region. but it may impact portions of maybe frederick, washington or allegheny county. although looks like it will be moving off to the east and northeast very, very slowly. most of that will die out. we have a risk of more shower activity developing overnight. temperature-wise, we've got a little warmer today. got up to 81. last hour. now we're down to 79. 84 in d.c. and easton. 85, pax river. but the dew point is back up to a very humid 72 degrees. so talking about temperatures. chelsea is in the outback with a look at temperatures this summer. august, july. some very interesting numbers. chelsea? >> reporter: thanks, bob. when you think about it, it's been rather cool over the past couple of days. take a look at this graphic. in fact, the last time we saw a temperature in the 90s was on july 21st. that's about 17 days okay, when we had -- days ago. when we had a temperature of around 92 degrees for our high

if you have a chance, you take it. you run. >> reporter: authorities in san diego county believe the suspect snatched 16-year-old hannah anderson, after he killed her mother and set his own house on fire. the remains of a child were found in the burned-out house. and investigators say it could be hannah's 8-year-old brother ethan. dimaggio was a 20-year friend of the anderson family. investigators don't understand why he would turn on them. >> it's frustrating now, not knowing. they were such a close -- the families were so close. we don't know, unfortunately, what the motive is right now. >> reporter: investigator the found burnt weapons in dimaggio's house, but would not offer any more details. they say their top priority right now is finding hannah anderson. >> what we're hoping is that somebody will spot them and they'll be spotted. they'll call. whoever sees them will call 911. >> brit anderson pleaded with his friend to release his daughter. >> jim, i can't fathom what you were happening thinking. -- were thinking.

the damage is done. i'm begging you to let my daughter go. >> reporter: an amber alert has been posted across california and parts of mexico. in san diego, teresa garcia, wjz eyewitness news. >> an autopsy was performed on the remains of the young child. authorities say it will take a few days to determine if the child was, in fact, ethan anderson. a dramatic turn in the trial of the man accused in the 2009 fort hood shooting pam rage. -- rampage. vic has more on why the military halted the trial on its second day. >> the judge cleared courtroom after a clash between nidal hasan and his court-appointed attorney. he has chosen to represent himself but has a court- appointed attorney to step in if necessary. the army psychiatrist objected and called it a twist of the facts. the judge asked him to restate and he refused.

hassan admit mitted to being -- admitted to being the shooter. >> and hassan, wanted to plead guilty, but military rules prohibit that in death penalty cases. the trial of reputed boston mob boss whiteo bulger enters its second day of deliberations. bulger is accused of playing a role in the 19 killings while allegedly leading the winter hill gang. today, they asked the judge to clarify what it means to be a coconspirator. they also ruled that it fell within the statue of limitations. bulger was on the run for 17 years before being captured in 2011. it is a record-setting time at the port of baltimore. officials say the amount of cargo that passed through was the most ever. they say a record was also set in june, when nearly 23,000 cars left the court for worldwide destinations. according to the state, the port of baltimore directly

[ explosion ] >> animators visualize how the rover called curiosity was supposed to land on mars, when it actually worked and touched down on one piece in august 2012. >> touchdown confirmed. >> reporter: controllers in california celebrated. and so did scientists in maryland. at the space flight center, a portable chemistry lab was built inside the rover, which spent the past year, slowly moving along. >> we have only driven about a mile. but within this mile, fairly close to the landing site, we
