this is wjz tv, baltimore. >> from the city to the counties to your neighborhood, now it's complete coverage. it's wjz, maryland's news station. chain reaction crash. 10 vehicles pile up, 7 people are hurt. nasty collision that backed up i-83 for miles. hello, everyone. here's what people are talking about tonight. crushed cars and a tractor trailer on top of a truck all part of a massive truck on 83 northbound. the wreck happened just over the maryland line and left traffic backed up for hours. we are live along i-83 and we have more on the chaos. >> reporter: police say a tractor trailer rear ended another vehicle causing a chain reaction crash that closed down

83 for hours. mangled, twisted metal all that's left of 10 vehicles involved in a major crash on 83 northbound near the loganville exit just 8 miles into pennsylvania. >> i just had people yelling into the truck with me. >> reporter: jordan was driving the flat bed seen here on its side when he was hit from behind. >> all of a sudden, you know, i felt a hard bang and was being pushed forward and the truck flipped over. >> reporter: he was trapped inside the truck and managed to crawl out a window. what he saw looked like a war zone. it took emergency workers hours to clear the scene shutting down 83 north. >> i have no idea how to get home around 83 at this point. i'll figure it out, though. >> thank goodness i live around the corner. >> reporter: taking the back roads did not helpen some drivers. at one point, traffic was

backed up all the way to the maryland line. >> we stopped for gas. it was a mess. >> reporter: some drivers out of their cars, others just trying to turn around to avoid the mess. >> i don't want to be up in it. >> reporter: as for jordan, he thinks someone was looking down on him from above. >> everyone said i had an angel on my shoulder. >> reporter: 7 people were injured in that crash. all of them are expected to recover. reporting live along 83, wjz eyewitness news. >> thank you. haz-mat teams were called in to clean up a fuel spill at the crash scene. a car plows into 8 rotc students in a parking lot. they were practicing military marching when they were struck tonight. police say the sun may have gotten into the eyes of the 19- year-old driver. he's now charged with negligent driving. all eight students are expected

to recover. a car crashes into a jeep and bursts into flames. the families of three people killed and the sole survivors blame the officers for starting a chase. now more than 48 hours later, the commissioner addressed the controversy but gives few details. derek has the questions that are still unanswered. >> there are issues i have concern with over all with the incident that took place out there. >> reporter: for the first time, police commissioner speaks to wjz about the fiery crash that killed three people early tuesday morning. that's when two suspects were fleeing from police officers who were trying to pull them over after witnessing a possible crime. the two suspects died when their honda slammed into a jeep carrying angel. she also died. but the jeep's driver survived. families want answers. were police pursuing the suspects?

and were they following the department's pursuit policy which allows a chase only under strict circumstances. they admit the officers followed them for miles but fell short of calling it a chase. >> there are holes and gaps and we haven't talked to the officer yet. in the state of maryland, you have a strong officer bill of rights that gives them a certain amount of time. before we jump oh it there and share a lot of information, we need to talk to the officers, talk to everyone, and build that picture. >> reporter: some family members of the victims are already pointing blamement. >> who do you hold responsible? >> police. >> why? >> because they shouldn't have chased the police. >> reporter: ed norris says the department's pursuit policy is all about citizen safety. he says frustration should be directed not at police, but at the suspect. >> i think people need to focus on the guys who were trying to

get away for, i don't know what reason. >> reporter: when the investigation is over, they'll turn all the information over to the state's attorney's office which will ultimately decide if any charges should be filed in the case. >> police have identified the two suspects who identified in the crash. dozens of people forced out of their homes when a county apartment building goes up in flames. the fire started around noon on the third floor of the building. 14 children are among the 27 people displaced tonight. one firefighter suffered minor injuries before the fire was brought under control. at least 60 people are still missing in kenya at a shopping mall attacked by terrorists. the fbi is trying to prevent an attack like this in an american mall. we have more details on the death toll that's still rising. >> reporter: it's still unclear how many people died in the

attack or what's happened to those still missing. a massive crater marks the spot where three-fourths of a nirobi mall collapsed in a deadly terror siege. helping forensic teams search for evidence in the attack. they're trying to get as much information as possible to prevent a similar attack from happening in the united states. >> i would not say we have any specific, credible evidence that they're planning to do anything in the united states. >> reporter: relatives are burying victims when terrorists fired gun and threw grenades. at least 67 people are confirmed dead. dozens more are missing. investigators believe the militants cased the mall months in advance, even rented a shop inside to stockpile weapons. the leader of the terror group sent an internet audio message confirming his militants

launched the four-day assault. he called it a lesson to westerners. investigators are also interested in talking to this woman. interpol has issued a worldwide arrest warrant for the british fugitive called the white widow. authorities are trying to establish if she had any part in the massacre at westgate mall. back to you. >> they attacked again today in two towns near the somali border. the group says they'll continue to attack until kenyan troops withdrawal. the owners of a colorado farm are charged with a listeria outbreak. the deadliest outbreak in 25 years. the fda says the melons were likely contaminated due to

filthy conditions in the farm's packing house. safety groups are suing the government over backup cameras in cars. they want to make those cars mandatory in all vehicles because it's costing lives. we have one father's heartbreaking story. >> as i was backing up, i felt a bump. >> reporter: it was october 2002 when he got into his car, checked his mirror, looked over his shoulder, and reversedful. >> there he is, sweet little boy. holding on to his blanket. >> reporter: he accidentally ran over his son cameron. congress passed a law in the child's name requiring the department of transportation to do something to prevent back up accidents. still no action.

they're now suing the government calling for a mandatory rear view camera in new vehicles. this psa shows what a driver can miss without one. >> behind the vehicle are 62 children and not a single one could be seen. >> reporter: the government says more than 200 people are killed and 18,000 injured every year in back over crashes. he now has a video system in his suv. he has no blind zones. he says until all cars are required, more children will suffer the same fate as cameron. >> it's available and it's effective and it is worth a fraction of what i would pay to have my son back. >> reporter: this week the department of transportation recommended new cars have rearview video systems. a mandatory rule is not expected until 2016. >> the lawsuit is asking the court to direct the department of transportation to issue a mandatory rule for rearview cameras in 90 days.

it's clear and 56 degrees in central maryland right now. the complete forecast is coming up. dramatic video from los angeles as firefighters battle a half dozen deliberately set blazes. fire officials say they were started in trash bins. they were located within an eight-block business district. the suspected arsonist was taken into custody a few hours later. there were no injuries.

almost two years after the costa concordia ran aground, the bodies of two missing passengers may have finally been found. they were discovered near the center of the ship. dna testing will determine if they're the last two victims to be recovered. it was recently turned up right and that allowed a more complete search to be done. the rivalry between the dodgers and the giants turns tragic for a family of dodgers fans visiting san francisco. jonathan denver was wearing his dodgers gear when words were exchanged with a group of giants fans. they say the confrontation turned physical and the 24-year- old was stabbed to death. the victim along with his father and brother had just left last night's game. >> i wish i could tell you how this happened, why this happened. i have no clue why anyone would do this to any family. >> police say they have two people in custody.

the victim's father is a security guard for the dodgers. it was nearly a tragedy at a boston train station, but instead a daring rescue is caught on camera. a man walks right off the platform and down into the tracks. a group of passengers jumped over the electrified rail to get to him. they lifted the man back on to the platform. police say he told them he had a few drinks but didn't remember anything after that. an uproar over a toddler's halloween costume. a family in portland brought atampings to the naughty leopard outfit. the costume is no longer for sale at the store or on their website. the best place in america to be a woman is maryland. tonight, one group says our state has the biggest opportunities for high-level jobs, money, and health care. we have more on the nationwide

provided a healthy atmosphere for women entrepreneurs to thrive. >> i'm proud that we have wonderful staff and it's just been a great place for tony and i to grow our businesses. >> reporter: the state of louisiana came in last with a grade of f. >> thank you. hawaii ranked just after maryland as the second best place for women to live. in canada, it looks like the geese may have finally met their match. take a look at the gooseinator. it may look like a toy, but it has a mission to accomplish. it's designed to break up flocks of geese that gather and dirt yup this park. it will be tested out this week. no word on whether the geese are plotting a counter attack. that will make them get out of there for a minute. >> you could just stick a dog out there. >> they do that in some areas.

let's check on the weather. beautiful weather is going to continue, yes. 56 now. no wind at all. the dew point has come up. but it's still around 51 degrees which means overnight tonight, some places will get down to the low 50s. 83% humidity. there could be fog forming in some spots as well with those very light winds. not much going on as far as the temperature changing. tomorrow just about the same as we saw this afternoon. if you like today, you'll love tomorrow. 55 oakland, cumberland. 65 over in d.c. locally, temperatures upper 50s to the low 60s. today's high exactly normal -- 74 and the low of 53 exactly where we're supposed to be. tomorrow a bit of a slight easterly flow coming in off the atlantic ocean. there is an area of low pressure forming out there. to the rest of the country, not much until you get to the

northern rockies. for our part of the world, beautiful weather pretty much all along the east coast. low pressure offshore. some of the clouds came in earlier and have moved offshore. now there may be some swells along the east coast by sunday and monday. that storm will be far enough away it won't cause any major problems. that flow off the ocean will continue to push some of that ocean water on shore. maybe some higher surf than normal by early next week. for our region, pleasant, high pressure in control all weekend long. into next week, it doesn't look like anything is going to break this up. in the meantime, maybe a few clouds sunday night and monday as a weak front comes through. behind it, same kind of weather we're been having. northeast winds on the bay at 5- 10 knots. overnight tonight, maybe patchy fog in a few spots.

ravens looking for that first win on the road. they've done well at home. coach john harbaugh is looking for his offense to get off to a fast start in buffalo on sunday. the ravens have been sluggish in the first half of their first three games. they did win the last two. they beat houston last week with ray rice on the sidelines.

that's rice on the field practicing for a second day in a row showing strong signs of recovery from that hip injury that kept him out of the last game. he hopes to get a chance to run against the buffalo defense. buffalo has a quarterback who can run. he's e.j . manuel from florida state. 13 carries in his first three games. he's the third leading rubber. his mobility poses a challenge for the ravens defense. >> en definitely gotta make sure we contain him every time. whoever coming off the edge whether it's the end or the linebacker, they take an inside move and he has the speed to get out and get a first down or do whatever he wants to do. >> on to buffalo on sunday, ravens and bills will bring it to you right here on wjz. stay tuned after the action for

at the fair tomorrow. man andre malone sheen work together to create long distance art. it started with an artist in austria. he used an infrared sensor to trace the movement of his pen. they were sent via satellite to robots in berlin and london. the artistic robots mimicked the artist's strokes and recreated his drawing. they will be joined together for an exhibition later this ,,,
