inching closer president obama met with his senior staff sunday to discuss a possible partial government shut down. in washington tara mergeneer -- mergener. if there's a shut down national parks and museums will close. but mail carriers and airports screeners and u.s. military will stay on the job. in syria a government official says they will respect the united nation ace cords when it comes to -- accords when it comes to chemical weapons. president assad made the announcement this weekend. they are accused of using sarin on its own people but al assad says he has officially signed an international agreement to prevent the use of chemical weapons. all lanes are now back open on the bay bridge after a fire brought traffic to a standstill. around 6 p.m. a fire was reported underneath the westbound span of the bridge at the highest point. you can see smoke billowing. crews quickly put out the

flames but westbound lanes remained closed while inspectors looked at brin. once it was -- once it was deemed safe it was reopened about 3 hours ago. construction was done on that part of the bridge today but they haven't released the official cause of the fire. we are learning more about a deadly stand off in har todaycounty -- harford county a man was shot and killed afterholding a woman hostage. rochelle ritchie has more. >> reporter: we know the female hostage had a protective order against the suspect that was shot and killed by police. scary moments at this home on the 700 block of eerie street where havre de grace police responded to a call for help because of a fight when officers-- >> when officers arrived they didn't see anything or hear anything. >> reporter: neighbors directed police to this home where they found austin francis jones had bur kateed himself -- barricaded himself inside with a female hostage rue fusing to let her go. -- refusing to let her go.

neighbors said they had to evacuate their homes as officers moved in on the suspect. >> quite shocking. i seen the guy the other day and shook his hand and said how you doing. >> reporter: officeers were harford -- officers with the harford county sheriff department was called to negotiate. >> one of our officers is trained and part of the negotiation team and what dialogue with the suspect. >> reporter: it worked jones let the woman out who had a restraining order against him. but he would not make it out alive. police say the suspect made a gesture to indicate he had a gun when he was shot and killed. >> seemed cool you know what i mean. seemed a little off to me, though, but not too much. >> reporter: and the officer who shot and killed austin jones is now on routine administrative leave pending the outcome of the investigation. we are live tonight rochelle ritchie. >> thank you. that woman who was held hostage had no reported injuries. the howard county police officer was taken to the hospital after a head on collision overnight. it happened in columbia around

3:45 this morning. police say officer byung moon was driving a police drusier when a car drst -- cruiseer when a car crossed the center line and hit him. he is in stable condition in shock trauma. alcohol likely played a factor in the crash. speaking of the roads, some new traffic laws will take effect in two days. with the goal of making maryland safer. put down the cell phones. starting october 1st it's a primary offense for talk on your phone while driving and stead of a secondary offense. >> lawence force -- law enforcement can stop a motorists holding the phone and talking on it a police officer will have to have no other reason to stop you. >> reporter: drivers must use a hands free device that has been the law since 2010. >> you have to be careful. it is dangerous. so i am afraid to text and drive i don't do it. i don't answer the call. >> reporter: there's new seat belt law before if you were in the back and over 16 years old you didn't have to wear a seat belt but soon everyone in the

vehicle has to buckle up. >> i think it is common sense to wear a seat belt do i always wear mine? no so if i got a ticket because i am in the back seat because you don't have a seat belt oin may get frustrate. >> reporter: break the rules and pay up. 75 dollars the first time caught talk on your phone but that goes up with each offense. violating the seat belt law costs 50 bucks a pricey lesson that will save lives. >> preliminary data from the maryland highway safety office suggest of the 511 fatalities last year on maryland roads approximately 50% of those were a result after the distracted driver. >> and texting while driving is already a primary offense here in maryland. new finds are-- fines are imposed for casinos. more than 2 dozen instance of underage gambling is costing tens of thousands of dollars. it will be the state's first financial penalty for underage violations. maryland live agreed to pay

20,000 dollars for four incidents of underage gambling and hollywood casino in perryville will pay 10,000 dollars for two similar incidents. there have been 30 known violations of underage gambling this year. prostate cancer takes the lives of more than 30,000 men every year. today, thousands laced up their shoes to raise money and awareness in the fight against the disease. tim williams reports on the zero prostate cancer challenge. >> reporter: healthy at legit -- athletic approach to finding one of the deadly disease prostatekang canser. >> we are-- canser. >> we are passionate about treating men and raising awareness because men hide from health issues and at least this can raise awareness for the disease. >> reporter: the zero prostate cancer run is the premier men's health race series in america. it is a heartfelt tight knit community activity and brings together athletes, cancer survivors, physicians and caretakers and family members and friends.

24-year-old jonathan denver's dodgers fan was killed near giants stadium after a sports related brawl. the suspect in the case michael montgomery has now been released from jail because of a lack of evidence. the suspect's father says he acted in self-defense but the victim's family says he would have never started a fight. >> it's not the jonathan that we know and it's not the jonathan i want the world to know. >> jonathan denver's father will be in san francisco tomorrow asking any witnesses to come forward and talk to police. the first element of the 2014 winter olympic games gets underway. the torch was lit today starring the longest torch relay -- starting the lockest tosh of re-- torch relay -- longest torch relay. it will go from greece to space to the north pole and through europe. the journey ends at the opening ceremonies on february 7th. here in baltimore, it's grand opening three months in

the making. the city's oldest church welcomed parishioners back inside this weekend. as gigi barnett records the old st. paul's church has brand new look. [ music ] >> reporter: trumpets marked the occasion at old st. paul's church in the heart of the baltimore after three months of renovation, the first and oldest church reopened this weekend. >> ha ray. >> -- ha ray -- who ray. >> the splays butte dfn dhoor ah. >> it's beautiful they did it right. >> reporter: brighter lighting and buffing the glass and the congregation is more than 300 years old, the building is historic too. completed back in 1856. >> it's so beautiful. >> i love being part of the tradition that reaches back into the history of baltimore. and it is great to feel like part of something that's living and moving on and it will be here when i am gone. >> reporter: renovations were so extensive the congregation

we have a couple of 6 as-- 60s out there d.c. included. 56 degrees locally 64 degrees in annapolis and 64 degrees in kent island. winds on the calm side for a lot of places. that means we will keep ion out for patchy fog in some location especially areas under mostly clear skies. and you get the combination of light wind or calm winds patchy fog and light fog -- is a possibility. this is the first picture that's a cold front that will dissipate as we head into tomorrow. providing us with cloud cover and paying attention to high pressure which is going to be controlling our forecast for the next several days yet again. but, some people are not complaining. so for tomorrow, this cold front is going to dissipate and bring us a little cloud cover. otherwise, we will see some sunshine as well. and we will be staying very dry. here's how things play out into tuesday. high pressure continues to control the forecast. we are going switch the flow up a little bit coming more out of

a north carolina couple ditched the traditional walk down the aisle and the bride and groom did this. they cruised in on a zip line. how memorable. now they had chosen the crown plaza resort and when they sought zip line they couldn't resist. they had to pull themselves in the row make few feel the feet but didn't panic and junking from the reaction from the guests and crowd it was a hit. the wide open blue grass festival takes over north carolina.
