now it's complete coverage. it's wjz. maryland's news station. time is running out to avert the first government shut down in 17 years. >> the latest on the negotiations and the potentially devastating impact if a deal isn't reached. hi i'm kai jackson. >> i'm mary bubala here's what people are talking about. there are no signs of a deal in the budget steal mate that could lead to -- stalemate that could lead to partial government shut down. danielle nottingham is following the negotiations on capitol hill, gigi barnett has more on the widespread impact on the shut down that's looking more likely. we begin with danielle. >> reporter: a senate vote put the budget hot potato back in the house. the senate is sending a bill that will keep the government running without republican language weakening the president's health care law. >> they try to send us something back, they're spinning their wheels. we are not going to change

obama care. >> reporter: the white house is preparing for this congressional stand off to continue, but president obama says he's not resigned to a government shut down. >> what it simply requires is everybody to act responsibly and do what's right for the american people. >> reporter: some congressional staffers here on capitol hill have already received furlough notices saying if a deal isn't reached by midnight, they won't get paid. >> i have been in congress for a long time, and i have seen miracles happen in a brief period of time when people want those miracles to take place. >> reporter: conservative republicans are adamant the house salespeopler make government funding conditioning their constituents don't like. >> it's time for the senate to listen to the american people just like the house has listened to the american people. >> reporter: if there is a partial government shut down, passports will be delayed, federally backed mortgages and gun permits won't be processed and about 800,000 federal workers would be forced off the job without pay.

congress. lawmakers also have to vote on raising the nation's debt limit by mid october or the government will default on its loans. investigators are still trying to determine the cause of a fire that shut down the bay bridge for hours. the fire started in the casino walk area of the westbound span around 6:00 last night. all lanes were immediately shut down and at one point there was a 10-mile back up. inspectors, though, found no structural damage to the bridge, and it was reopened about 2 hours later. dozens of people are hurt when two commuter trains collide outside chicago. it happened today during the morning rush hour. an empty train was arriving at a station when it slammed into a train full of passengers at that station. at least 33 people were hurt. none of the injuries were considered serious. investigators don't know why the empty train didn't stop. a private jet crashes into a hangar in california, and it appears no one survived the

fiery accident. but as melanie woodrow reports, they aren't sure how many people were killed in the crash. >> reporter: the twin engine jet carried 8 but officials say they don't know how many people were on board. a santa monica airport employee said shortly after the jet landed t popped a tire and skidded. >> looked like a fairly benign way for a plane to lose control. >> reporter: firefighters say when it crashed into the haj your, the result was -- hangar, the result was much worse. you can see the tail of the jet sticking out of the hangar, it collapsed around it and fire erupted. officials say there's no way anyone survived this crash. >> there's no survivors in the hangar or on the plane. >> reporter: the captain said rescuing anyone was impossible. >> it was impossible to get in the hangar. >> reporter: they were never in danger. the fire is out, but the investigation is just beginning. >> and a construction company announced this afternoon that the firm's ceo and his son were believed to be on the plane.

two passengers at thurgood marshal airport are found with a stash of fake id's. tia agents found the fraudulent items inside a piece of checked luggage. two men from nevada were pulled off their plane and taken into custody. a host of new laws go into effect in maryland tomorrow, including big changes on the road. it now will be a primary offense for talking on your mobile phone while driving. officers can pull you over for being on the phone. they don't need a traffic violation first. there's also a new seat belt law before passengers over 16 didn't have to buckle up in the backseat. tomorrow, everyone in the vehicle has to wear a seat belt. we are enjoying a beautiful end to the month, here's a live look outside and a mixture of sunshine and clouds on a mild afternoon. don't see too many clouds out there. wjz is live with first warning

weather. first we begin with bob turk updating the temperatures, bob. beautiful afternoon. dropped down to 72. last hour, 73. we jumped back up to 76. more sunshine now. 75 in d. c. once again, the dew point is low. it's dry air. dew point at 46 degrees. 70 in ocean city right now. we have had a few clouds from time to time during the day as you can see but they are not producing any rain at all. just some scattered, really fair weather clouds, no issues at all. we have some warmer temps headed our way this week as we head into october. for more on that let's go to meteorologist chelsea ingram in the wjz mobile weather lab. >> he is exactly right. we are looking at a warm up headed our way. first let's look at current temperatures outside right now with the wjz mobile weather lab. we have seen temperatures higher than what we have got right now. 74.7 degrees. believe it or not, the high temperature so far today,

unvaccinated children. >> reporter: this los angeles mother is making sure her 1- year-old son is protected against whooping could have after california's outbreak three years ago. >> it wasn't really a question for me, it was like he has to get it. >> reporter: a new study in pediatrics finds a link between the outbreak and california communities where large numbers of parents refuse to vaccinate their children due to personal or religious beliefs. it killed ten infants and sickened 9000 people in the state. >> if you lived in a community that had higher rates of vaccine refusal, you were about twice as likely to experience a community outbreak of pertussis. >> reporter: it's a highly contagious bacterial infection. experts say refusing vaccination is not the only culprit behind recently outbreaks. vaccine protection wanes over time. >> after about five years, the immunity is significantly less,

where alexis chris porous has the cbs money update. >> reporter: investors count down to a government shut down in 17 years. shares of jcpenney went down to the lowest levels in decades. and they brought back discounts, and jcpenney has been in a tail spin. american airlines will hire 1500 new pilots and offer jobs to the remains pilots still fur load. it's started hiring 1500 flight attendants. americans parent company is trying to merge with u.s. airways and bankruptcy protection. the government is suing to block that merger. and pilots at delta are getting the tablets to lighten the locate. they will replace the 38-pound flight bag that the pilots currently carry around. it will save the airlines $13

and october is going to get warm for at least the next several days. temps a little above average with 7 #. on the last day of the month is 72. the barometer exactly 30 inches. set your barometer. light north wind. humidity and the dew point are low this afternoon. should continue to be quite low. 70 in ocean city. 75 in dc. easton, and 67 up in oakland. locally right around the low to mid-70s. very comfortable conditions again. tomorrow, 4, 5 degrees warmer than today. we might get to 80 degrees tomorrow. we have light north winds. tomorrow the winds go to the south and southwest. that will bring in slightly warmer air for the next couple of days and then we have a southwest wind expected on wednesday. that will get us back into the low or even some mid-80s. our normal lie then is only around 71. by wednesday, we could get up to 85, 86 degrees.

degrees in central maryland right now. hello, thank you for staying with eyewitness news. i'm denise koch. here's what people are talking about. amanda knox's life is on the line as a murder trial gets underway in italy. the ordeal that started with the death of her roommate continues. mark phillips reports for wjz. >> nothing to fear, i have plenty to fear because i was already in prison wrongfully. i was convicted wrongfully, and this is everything to fear. >> amanda knox's new fear comes from this courtroom in florence where a panel of judges will again decide her fate. it will be her 4th trial for the murder of knox's british college roommate meredith in 2007. knox and her then boyfriend, rafael were first found guilty

of the murder, knox was sentenced to 26 years. but an appeal court controversially overturned the verdict, largely on the grounds of bungling by police investigators and the prosecution. the victim had had their throat cut, but the murder weapon was never found and the dna evidence was inconclusive. yet if anyone thought the ordeal for knox and for the kersher family was finally over, it wasn't. after a further appeal, italy's highest court ordered a retrial for what it called, deficiencies, contradictions and illogical conclusions. amanda knox is still protesting her innocence and said the wheels can grind on slowly without her. she will not go back to italy. >> i'm doing everything i can to prove my innocence. i just think that it's very sad that that is what it has come

to. >> the judge agreed today to test one dna trace not previously examined and will allow testimony from a jailed prisoner who has accused his brother in the murder. well, blame and bickering, with just hours left to strike a deal to keep the government open, both parties in congress are engaged in finger pointing. mary is in the news room, if a deal is not reached, thousands of federal workers could be off the job. >> the senate returned today after a weekend off. it rejected conditions house republicans attached to a temporary spending bill. >> it's time for the senate to listen to the american people just like the house has listened to the american people. >> the initial debate was that the republicans wanted a lower level. democrats wanted a slightly higher level. we have agreed to the lower level. we have agreed with republicans, they have to learn how to take yes for an answer. >> the house has to take it out. if no compromise is reached by

to federal officials and withheld information about the amount of crude spewing from its blown out well. this portion of the trial is on the company's response to the disaster, establishing how much oil leaked into the gulf during the 86 day struggle to cap the well, will determine the penalties the oil company must pay. record setting rain is slamming the pacific northwest with more storms expected today. jeff reports on the weather. >> reporter: wind gusts up rooted weakened trees that had been soaked just hours before. it was round two of a record breaking weekend of rain in seattle. the city was inundated with nearly 2 inches of rain in a single day, more than the monthly average for a seattle september. water surged through the streets in nearby tacoma where it overpowered drainage systems and shot through a manhole cover. water flooded highways and

this does not feel like october. let's look at current temperatures out here with the wjz mobile weather lab down here at fells point. our weather station showing us the temperature is around 73 degrees. it's been going down steadily. the maximum temperature so o -- so far today, nearly 79 degrees. we have high pressure, that's been controlling the weather for the past several days and it's going to continue controlling our weather for the next several days. it's going to bring in warmer temperatures from the south as it continues to sink towards the south. take a look at this other graphic. we're going to see temperatures soaring into the mid-80s before it's said and done by wednesday. the normal for wednesday is around 72 degrees. so that's about a 14-degree difference and then by october 3 october 3rd, see temps around 84 degrees. maybe one last glance and feel of summer time temperatures, as for what you can expect weather wise for the rest of the week, bob will have the details coming up in your exclusive first warning forecast. live with the wjz mobile

weather lab, down here at fells point, back to you guys. thank you very much chelsea. let's check on the roads with kristy breslin at wjz traffic control. hi everyone, a couple new developments, slow traffic on 70 westbound, going over to marysville road. as far as the beltway, it continues to slow down on the west side of the inner loop, brake lights to liberty road. average speed right now about 35 miles per hour. on the topside of the inner loop, watch for slowing there from the jones falls expressway over to appearing parkway. northbound 95 seeing some delays beginning approaching the beltway on the northeast corner past white marsh boulevard. as far as your accidents go, in westminster, baltimore boulevard at cranberry road, bell air road at chesterfield, eastern avenue at south robinson and if you're traveling in the hartford county area, we have an accident reported there, 543 at route 22. the outer loop moving fine around the beltway, the inner

loop slowing down quite a bit. this traffic report is brought to you by home goods, find what makes you happy at a price that makes you home good happy. back to you. thank you. in wisconsin, a man pulls into a police station parking lot when his wife goes into labor, giving one officer her toughest assignment yet mar go has the story. >> she's like, she's having a baby and i'm like i need gloves. that was my first thought, i need gloves. >> reporter: police station christine and her sister, sprang into action. when miranda's parents doug and amy pulled up in the police department's parking lot. >> i started pounding on all the doors here, and people ran out, and we got the neighbors from next door to get us some towels and three minutes later, we had a little baby. >> reporter: the sisters, both moms, managed to stay calm while delivering the baby in the family's car. >> mom did everything.

mom did all the work, and really we were just glorified catchers, because she did all the work. >> reporter: friday, the family stopped by the place of miranda's birth to meet with the folks that helped deliver her. the sisters say it was an honor to be part of miranda's birth. >> that was part of the best moments, we got to share that with the mom and dad and it was so much fun to hear the baby cry in the front seat of a car. >> for all the stuff that we do and all the things we see, by far, her birth will be the best part of my career. >> reporter: doug says he's thankful he decided to stop there. >> mom is terrific, and she's a very brave individual, and the best mother and wife i could wish for. >> the couple is reportedly already planning another big first for miranda, a first birthday party at the police station. straight ahead on wjz's eyewitness news at 4, a 10-year- old is killed in a terrible

. a typhoon sinks three chinese fishing vessels, leaving dozens of crew members missing. it happened in the south china sea. so far they have saved about a dozen missing crew members, a total of 5 fishing boats were caught in the tomorrow storm. the typhoon has made land fall in vietnam, leading to tens of thousands of evacuations. in oklahoma, an suv driven by a 13-year-old crashes, leaving a 10-year-old passenger dead. mary is in the news room with more on this. >> all four people in that suv were children. none was old enough for a drivers permit. officers say the young driver lost control of the vehicle and it rolled over several times. a 10-year-old passenger was pronounced dead on the scene.

one passenger is in critical condition. the driver and another passenger are in stable condition. none of the children were wearing seat belts. back to you. >> thank you mary. troopers are investigating if speed was a factor in the crash. a police chase leading to a discover ay. officers were trailing this vehicle. the driver and passenger fled to a nearby area and were stopped by police. it didn't end there. officers found the two victims of the carjacking trapped in the trunk of the car. the incident is still under investigation. in london, police catch a glow in the dark thief. they say this man broke into a car and stole several items, including a laptop. what he didn't know is that the car was booby trapped with an invisible liquid called smart water that shows up under ultraviolet light. he turned green. officers say the use of smart water has led to an 80% drop in

burglary. some smart water. a man accused of stabbing a los angeles dodgers fan to death at a san francisco giants game is released from jail, and now the victim's father is pleading for witnesses to come forward. don knapp has the story. >> reporter: as thousands of fans arrived at at&t park, a small group of family members and friend gathered outside wily mays plaza to mourn the death of a fan. >> i will cherish the time me and my son spent at the game. more than once that night jonathan told me how much he loved me. >> reporter: robert and his family and friend held a news conference to ask for help into the investigation of his son's death. the stabbing death came after a series of confrontations between denver's group of dodgers fans and a group of giants fans including 24-year-

old michael montgomery. the denver from fort bragg was killed in a fight near 3rd and harrison after a giants dodgers game wednesday night. >> i'm making a plea to the public, asking that anyone who may have witnessed the incident to come forth so that both families can have some measure of closure. >> reporter: police initially named michael montgomery as a suspect and placed him in custody. san francisco police chief sounded confident that montgomery was their man. >> we have an admission, i mean, they had him down there interviewing him quite a long time. >> reporter: montgomery's father told the lodi sentinel that he acted in self-defense. the prompted gorge gascon to seek additional witnesses. his release apparently upset denver's family and they quickly put together this news conference. >> i believe that someone may

have video taped the incident and can help us discover the truth. >> montgomery's father claims denver hit him without warning, leading montgomery to stab him in self-defense. yankees star alex rodriguez starts arguing his case against major league baseball today. he walked into mlb headquarters for a closed door arbitration. he is speaking out against his 211 game suspension and the $80 million he is owed from his $275 million contract. the outcome of the arbitration may hinge on testimony from star witness anthony bosh. the league claims they provided rod guess with performance enhancing drugs. it's the ultimate adventure if you can afford it, a seat on the spaceship offering rides to ordinary consumers. they will start next year shuttling passengers to weightlessness. >> reporter: who would spend up to a quarter million dollars

has those details inside and your exclusive first warning forecast. >> looks nice by the water. at the airport, 7 76. no wind at all. the barometer holding steady, 66 oakland 70 in ocean city. the mid-70s everywhere else. our normal high is around 72. we have a little warmer than that. 72 in rock hall, and up in westminster as well. a light north wind, tomorrow the winds turn more out of the south and eventually made to the southwest or west. and it will give us warmer air coming in. i don't know if you have noticed warm temperatures in the mid-west. we will approach 80 degrees tomorrow and above 80 on wednesday, maybe thursday as well. slight cooling if the weak front comes to the area. big shower activity and snow in the northern rockies, talk about that storm, a lot of rain around seattle. in the mountain areas, they have heavy snow as well. here in the east, quiet weather pattern. just a few clouds here and

there. no major weather maker headed our way, and that's very good news, i guess. we do need the rain, but looks like we have high pressure building over the area. we'll call it mild and then some warmer air coming in. north of us, by the end of the week, it will cool down just a little bit. the front's going to be kind of o wiping out, we think, so temperatures may come down a couple degrees by the end of the week. it's going to be pretty warm, at least on wednesday. the record for wednesday is 89. you may get to 85 or 8 # at the -- 86 at the airport. a quick look at jerry, moving to the east, winds at 40 miles per hour. jerry is going nowhere fast. that's good news. in fact, look at that, the spaghetti models have it circulating around. just dying. it's about 1250 miles east of bermuda in the middle of the atlantic ocean. at this point it's not going to impact land area, just like the previous two storms we had, not going anywhere.

that's good news. there is something south of cuba that could cause rain over portions of the caribbean. something else we'll be watching and they're investigating it overnight tonight. south winds 5 to 10 knots in the bay. the bay temp around 70. sunrise, 7:03. sets at 6:49 at this beautiful afternoon and evening. patchy clouds overnight. a low around 52. that's close to average. and tomorrow, we jump back up with sunny partly sunny skies. back up to 80 degrees, and a normal tomorrow is around 71 for the first day in october. so it will be a warm start to the month, and even warmer temperatures coming here for wednesday. it won't be humid, but it will be pretty warm, maybe 85, 8 # on -- 86 on wednesday. we haven't had a frost yet. >> it's just nice. >> you have to have heavy frost. >> i have worked with you a long time. i know these things. still to come on eyewitness news. show down to a federal government shut down, i'm derek
