to partially set down. wjz is live. meghan mccorkell has the massive impact on maryland, but let's go right now straight to danielle nottingham on capitol hill live with the latest there. >> reporter: there's not much time left and congress has been stuck in the same cycle all day, threatening the first government shut down in 17 years. >> the motion is agreed to. >> the house voted on its latest spending bill about four hours ahead of the midnight deadline for a government shut down. like the previous version, the bill delays part of the affordable care act. >> i dare you to do that. >> reporter: there was no shut down of rhetoric and partisan sniping on capitol hill monday as lawmakers made their cases to colleagues from the floor and to the nearest cameras outside. >> this is a matter of funding the government and providing fairness to the american people. >> peek of boehner, pass our bill -- speaker boehner, pass

our bill. >> one faction of one party in one house of congress in one branch of government doesn't get the shutdown the entire government just to refight the results of an election. >> reporter: the battle over the budget could just be a warmup. in about two weeks, congress will have to agree to raise the nation's debt limit or the u.s. could default on its loan. senate majority leader harry reid said playing a political game with that would be acatastrophe. >> they are playing with fire and the american people know who's creating the fire. >> reporter: no agreement before the mind deadline means some federal workers will be told to stay home without a paycheck. president obama signed a bill into law today that ensures the military will get paid during any government shut down. live in washington, danielle nottingham, now back to you. >> thank you. now, let's go to meghan mccorkell with the far-reaching

impact that's worse for marylanders than in any other state. >> reporter: approximately 300,000 federal workers live here in maryland and a shutdown impact will be felt far beyond that. maryland workers. >> we're living on the edge here. >> reporter: to federal contractors. >> the clock is ticking. >> reporter: historic monuments. >> all 400 plus national parks across the country would be affected. >> reporter: and businesses. >> i've got to close, too. >> reporter: a government shut down would have far-reaching effects across the state. >> i just can't even begin to tell you the impact it's going to have. >> reporter: dawn minor is one of hundreds who face an indefinite furlough at the aberdeen proving ground. >> it could be a couple of weeks and that would really put me in a bind. >> reporter: the social security administration in woodland would be forced to furlough 18,000 employees nationally. >> i hope it's not like this. makes me cry. >> reporter: floory and her husband own this bar and grill. 80% of their business comes

from social security employees and they're already feeling the effects. >> you should see the place, tonight is empty because people afraid to spend no money if the government close. >> reporter: they're praying all of this ends soon so they can keep their doors open. and the governor estimates that maryland could lose $5 million in revenue and $15 million in economic activity each day of the shutdown. reporting live, meghan mccorkell, wjz eyewitness news. >> meghan, thank you. stay with wjz for the very latest on the looming government shut down. we'll bring you updates on air and online at cbsbaltimore.com. well, we're learning more tonight about a fire on the bay bridge that shut it down for hours, frightening those trying to cross. paint from a construction project burst into flames. rochelle richie reports tonight drivers are still feeling uneasy. >> reporter: smoke billowed into the air over the bay bridge after paint from a construction site catches fire, the entire incident caught on

cell phone video. >> it's been a bad summer for the bay bridge. >> reporter: the fire broke out sunday evening in the westbound lanes of the bay bridge as many made their way back home. some getting stuck in traffic for hours, others staying overnight at nearby hotels. >> they had lines going out the door because of the fires, and one person working, i told her i felt like i had to hop behind there and help her. >> reporter: firefighters were able to put the fire out pretty quickly. the site of the fire were materials for the ongoing painting project were being stored. the bay bridge has been at the center of a number of accidents this year, so much so that drivers have learned to expect anything. >> it's crazy. i've been going over this bridge my whole life. >> reporter: last night the fire is in the same location where in june a construction worker fell 14 feet to a platform and a short distance where a woman miraculously survived after her car was hit by a distracted truck driver sending her car plunging into the water. >> you're going to be fine. >> reporter: while yesterday's

fire appears to be mechanical, the drivers say the pileup of problems is unnerving. >> it's dangerous. >> reporter: despite the intense flames, no structural damage was found on the bridge. i'm rochelle richie, wjz eyewitness news. >> and the official cause of the fire remains under investigation. disturbing new details about a train crash near chicago that injured dozens. officials believe the train had no driver when it crashed into another train in forest park during this morning's rush hour. a transit authority spokeswoman says video from the scene shows no one at the controls of the empty train when it crashed into another train carrying passengers. at least 33 people are hurt. officials say none of the injuries is life-threatening. the ntsb is investigating. late blast of summer is heading this way. it's a fall night now, but temperatures are on their way up. before tomorrow is over, it's going to feel warmer. bob turk is in the weather center tracking the warm spell from the weather center, bob?

>> it's going to go back to early september or late august over the next couple of days, at least the way it feels. conditions tomorrow, high pressure over the region that will bring in southerly or south we say tearily breezes -- southwesterly breezes and that will warm things up warmer than this afternoon. we're in the low to mid-70s. expect a high tomorrow around the 80 degree mark. look at these temperatures for the rest of the week. by the middle of the week we could get as high as 86 as the normal at 72. about 84 once again on thursday. the normal is around 71. so some warm days ahead. how long before it starts to feel like fall once again? the complete forecast coming up in just a few minutes. >> thank you, bob. baltimore police are investigating a deadly stabbing in southwest baltimore. sky chopper 13 over the scene tonight in the 3600 block of vinson avenue. police say a man was stabbed there and then later died at the hospital. a person of interest was taken into custody. the victim's name was not released. no word on what led to the

stabbing. a deadly shooting in northeast baltimore tonight. a man in his 20's was shot in the head in the 3000 block. he was pronounced dead at the scene. detectives are canvassing the area for the shooter. police are asking anyone with information to come forward. and police in anne arundel are asking for your help to find a woman who robbed the same bank twice in the last two weeks. the woman pictured robbed the bank of glen burnie sunday morning after holding up the same bank on september 13th. if you have information call anne arundel police. starting tomorrow all over maryland you can get pulled over by police just for having a cell phone to your ear. until now it's been a secondary offense to talk and drive on a cell phone. wjz is live. kai jackson explains the change in law and what police will be looking for. kai? >> reporter: the new law may catch some off guard but it is something every driver will have to get used to quickly.

maryland drivers will have to be mind full of new laws that take effect october 1st, primarily they deal with safety. perhaps the one most discussed is the law prohibiting motorists from having a mobile phone in their hands while operating a vehicle. >> you have to be careful. it is dangerous. >> reporter: here's how it breaks down. if you're caught talking on your phone while driving, it's a $75 fine the first time. but that increases with each offense. those who make the laws and those who enforce them believe distracted driving can be deadly. >> a distracted driver is very dangerous visually. if you're using a cell phone, you're looking down. you're not looking at the road. >> reporter: trip pal aaa of the -- triple aaa of the mid- atlantic agrees. >> of the 511 fatalities last year on maryland roads, approximately 50% of those were a result of a distracted driver. >> reporter: maryland state police estimate or at least by the study says looking at your mobile phone is equivalent to having a blindfold on for five

seconds behind the wheel. another law that goes into effect tomorrow, october 1st, the courses that everyone inside a vehicle must be wearing a safety belt, that includes people in the back of a vehicle. that's a change from before. back to you. >> all right, thank you, kai. some lawmakers have questioned whether police will be able to determine if a driver is using a mobile phone if the phone isn't clearly visible. a major bust at thur ged marshal airport. they discovered dozens of fake i.d.'s and fraudulent credit cards in the checked baggage of two passengers. police took the two off the plane to question them. they were cited before being released. the investigation continues into what the credit cards were intended for. the ravens have the night off but the female fans took to the field tonight. thousands of ladies gathered for the 7th annual purple evening at m.i.t. bank stadium. the chance to play around a little with a football, practice your knowledge with some football 101 sessions, and even get a close-up look at the

it's clear, 54 degrees in central maryland right now. the complete first warning forecast is coming up. take a look at a powerful typhoon is churning up the china sea. the chinese government says at least 74 people are missing because several fishing boats were caught in the storm and sank. the typhoon is packing winds at 90 miles an hour and is expected to make landfall in

vietnam. 30,000 people have been ordered to evacuate their homes. federal investigators say the pilot of a small plane reported no problems prior to crashing and exploding at the santa monica airport. the private jet careened into a row of hangers after it landed. at least two people are believed to be dead. investigators can't reach the wreckage because the hanger collapsed on top of the plane. tragedy in colorado on a popular hiking trail. five people were killed by a rock slide. it occurred in the pike and san isabel national forest. the recovery will wait until tomorrow to make sure the area is safe. one hiker survived and was airlifted to the hospital. the trail is described as short and easy and recommended for families. the retrial of u.s. exchange student amanda knox has started in italy. prosecutors are attempting to overturn her 2011 acquittal on murder charges. knox and her one time boyfriend served four years in prison before they were set free by an

appeals court. they are accused of killing a woman there. she is not compelled to return to italy for the retrial. during today's proceedings the court agreed to run more dna tests on the presumed murder weapon. the family of the victim asked the court to allow any additional testing. shocking video of road rage in kentucky. david coaler says this black lincoln was using the emergency lane to pass cars. as he tries to get a shot of the driver's face, a gun is pointed at him. color says he then heard a shot. police used the video to track down the driver in indiana, and he is charged with felony endangerment. an north baltimore family is desperately search are for its missing pet. this is no average animal. it is a 150 pound tortoise. mary bubala explains he's been missing for weeks. >> reporter: a prehistoric looking pet now missing in

baltimore city. >> we haven't had one single report of a person seeing him. >> reporter: alexander roosevelt, the tortoise may have pushed his way through her fence. the gentle giant has gotten out before but is usually found by neighbors right away. >> i miss him very much. he wasn't the kind of creature that responds, you know, in the way a dog does wagging, but there he was all the time and he knew when i was feeding him. and i kind of knew what he wasup to. >> reporter: now she's in a race to find him before the weather gets colder. >> they need to have a house they can go into where they have a heat lamp overnight especially if temperatures drop below 50 degrees. >> reporter: she says the tortoise can't survive in cold weather. they are apt to escaping and can move fast. >> they will dig through even

there at 54 degrees. locally, temps ranging from the 50s to the low 60s depending on where you are. you may have a little bit after breeze or a few clouds here and there. normally if you have clouds it keeps the temperature up because you don't have enough clear skies for the heat to radiate back in the atmosphere. puts like a blanket. eastern shore very light winds. a west wind now at 6. tomorrow a west/southwest wind will allow warmer air. it's been pretty warm out in the midwest the last few days. a weak frontal boundary dying out. behind it slightly cooler air. behind that another system that brought a lot of rain and snow at higher elevations in a northwestern section. that eventually will cool us down, but not until early next week, maybe a shower here on sunday. in the meantime, generally fair skies, from time to time a few clouds drifting through the area but no real weather makers in our part of the world at all. high pressure over the region, slips a little further to the south and southwest that's allowing that warm air to come in.

the mild air just a little bit cooler just to the north by late in the day and wednesday. we could easily be 84, 85, maybe 86 degrees. now the record for wednesday here is 89. so it will be rather close to that. behind it, slightly, only slightly cooler air coming in for the end of the week. quick look at jerry. a little stronger tonight but it's in the middle of the atlantic. not going to do anything, not going to affect any land mass at all. it's headed to the east about 250 miles east of bermuda and about 1,250 miles west of the azors. it will die out in the atlantic. south wind of the day 5-10 knots. sunrise 7:03. the bay temp around 70. overnight tonight clear to partly cloudy, upper 40s to the low 50s. tomorrow back up close to 80

sports report. >> john harbaugh, the head coach of the ravens is emphatic in his belief that the ravens are a team that will run the ball. last week he proclaimed the running game is in the ravens dna. they might need a chromosome checkup after their loss in buffalo yesterday. at one point the ravens called for a pass on 31 consecutive plays. in all, joe flacco threw the ball 50 times. five of those passes were intercepted by the buffalo bills defense. running back ray rice touched the ball just five times. harbaugh said today it was evident the run game was not working so he called it off early. >> i feel we did exactly the right thing to try to win that game. so no second-guessing myself on that. that was my decision, and that's the way we went with it. so you know, if you feel like we should have run the ball more in the second half, i definitely respect that opinion, but it didn't look that way to me. >> harbaugh was blunt in his

a daredevil narrowly lands a record-breaking jump wearing only his wing suit, american stunt man jumped from a helicopter, flew 100 miles per hour through this narrow gap in a mountain range in china. he says the experience was so powerful he cried once he landed on the ground.
