this is a very sad day for our country. government shutdown. for the first time in 17 years the government is closed for business. and hundreds of thousands of federal workers furloughed. the result of a bitter fight on capitol hill over the budget and president obama's health care law. >> the house has voted to keep the government open. but we as want basic fairness for all americans under obama care. >> this will finally be a brand-new day. >> but despite the government shutdown, a key component of the health care law goes in effect today. millions of americans can now enroll using new insurance exchanges. and road rage. police search for a band of bikers who terrorized a family during a high-speed chase through the streets of new york city.

this is the "cbs morning news" city. this is the "cbs morning news" for tuesday, october 1st, 2013. captioning funded by cbs good morning. good to be with you. i'm anne-marie green. well, this morning, the federal government is shut down for the first time in 17 years. the republican-led house and democrats in the senate were unable to agree on a deal to keep the government funded. no one gave ground as the contentious battle over president obama's health care law continued to the bitter end. an estimated 800,000 federal workers will be furloughed. among them nearly 3,000 faa safety inspectors. most routine food inspections by the fda will be suspended and the national park system will close its doors. susan mcginnis is in washington. susan, good morning. >> anne-marie, good morning, the president says he will push congress to reopen as soon as possible but when that happens is anybody's guess.

for now, the gridlock this morning will continue here on capitol hill, as hundreds of thousands of federal workers find out that at least for now they're out of work. >> mr. speaker, it is now midnight, and the great government of the united states is now closed. >> reporter: congress bickered to the very end and missed a deadline to pass a new budget for the start of the fiscal year. >> the congress of chronic chaos continues. >> reporter: lawmakers left the capitol for a fe hours' sleep. they'll be back this morning. >> hope to reopen it tomorrow. >> reporter: the disagreement is whether the changes in the affordable care act should be part of a bill to fund the government. >> the house has voted to keep the government open. but we also want basic fairness for all americans under obama care. >> it is embarrassing that these people who are elected to represent the country are representng the tea party. >> reporter: the impasse means many federal employees will report to work today for about four hours to wrap things up and then they'll be sent home without pay.

>> we'll have to look into using our savings account. whatever is there. we'll have to look about maybe putting off our mortgage payment. >> reporter: cindy blythe is among the estimated 800,000 americans who will be furloughed while congress debates. >> everyone else is supposed to get along. why can't they? >> reporter: congress did agree on one thing. late monday night, the president signed a bill into law that means members of the military will be paid throughout the shutdown. >> those of you in uniform will remain on your normal duty status. the threats to national security have not changed and we need you to be ready for any contingency. if you're serving in harm's way we're going to make sure you have what you need to succeed in your missions. >> now, it's possible republicans will take their fight over obama care to mid-october. that's what the nation reaches its debt limit. congress has to agree to reach the nation's borrowing cap we

may see a similar showdown october 17th. anne-marie. >> susan mcginnis in washington. thank you, susan. this is only a partial shutdown. air traffic controllers will continue to guide planes, meat inspections by the agriculture department will continue and social security and medicare benefits will keep coming. in "cbs moneywatch," overseas markets in the wake of a government shutdown and how even a baby panda will be affected. gigi stone is at the new york stock exchange. with that and more. good morning, gigi. >> good morning, anne-marie. asian stocks were flat. markets in china were closed for a national holiday. tokyo's nikkei gained a quarter percent that's after confidence grew to a six-year high. south korea's kospi rose a fraction. the dow jones industrials lost 128 points. the nasdaq composite was down 10 points. significant damage to the economy isn't likely unless the government shutdown lasts more than a few days. for now, most investors aren't

panicking but market analyst liz ann sonders said that could change. >> given this latest dysfunction around a potential shutdown and for the debt ceiling shutdown, i would expect another hit with consumer confidence, business confidence and even investor confidence. >> during the last shutdown 17 years ago, the s&p 500 federal nearly 4%. but the month after the shutdown ended stocks rebounded 10.5%. just the prospect of a government shutdown sent oil prices lower. benchmark delivery dropped 54 cents to $191 a barrel on the new york mercantile exchange. gold and other metals fell as well. the government shutdown will also affect key economic indicators that means some of the indicators that drive the markets won't be available. the september jobs report due on friday may still be released on time. but construction and factory orders will be delayed. and the s&p will continue reviewing applications for initial public offerings for now. anne-marie, there is another

victim of the government shutdown. the very popular panda cam at the national zoo in washington will go dark. that's actually the first time that has happened since the cub was born there august 23rd. imagine the travesty of all the disappointed children, anne-marie. >> i'll tell you, gigi, just reading the internet, people seem to be more upset about the panda cam than anything else. i suppose everybody needs their dose of cuteness, right. >> gives something to focus on. >> sigh suppose so. we need that. gigi stone at the new york stock exchange, thank you so much, gigi. the government shutdown don't stop today's rollout of the affordable care act president obama health care overhaul law. jericka duncan is here in new york with the details. good morning. >> good morning. that's right, the affordable care act made it through a contentious government debate the supreme court and now the government shutdown but today, it's open for business, and millions of americans will be able to buy health care coverage under the law sometimes known as obama care.

>> the affordable care act is moving forward. >> this will finally be a brand-new day. >> reporter: starting this morning, nearly 50 million uninsured americans will be able to begin the process of buying coverage. depending on where they live, they can shop for insurance plans through federal, government or state exchanges. there are four levels of the plan to consider. the health coverage starts january 1st of next year if you purchase coverage by december 15th. open enrollment ends march 31st. >> there will be a simple one-stop shop. easy to use in every state in the country. where people can online, for the first time, look at plans side by side. figure out what's available. figure out what the premiums are. and actually shop online the same way you can buy a tv or a pair of shoes. >> reporter: some uninsured people will qualify for medicaid. others will get government subsidies to help apply for premiums. when applying you'll be asked if you're a citizen. and for your employment information. but by january 1st all americans will be obligated to carry health insurance or face a fine.

in 2014, $95 for every uninsured adult, capped at $285 per household. or 1% of household income. fines go up in ensuing years. federally operated markets operate in 36 states. the others are running their own insurance exchanges. you can apply online through a call center, in person or by mail. again, you can begin your search on the federal government website. www.healthcare.gov. this is the biggest expansion of the federal government safety net since medicare was introduced in 1965. and, anne-marie, health and human services secretary kathleen sebelius says expect some glitches as the process moves forward. >> of course, with something so huge taking place that's to be expected. jericka duncan, thank you very much. coming up in the morning news, blown away. a rare tornado skips away in washington state caution serious

\s seg2 video from home security cameras shows a violent tornado thrashing a neighborhood south of seattle, washington, monday morning. the rare twister brought down rare trees and damaged homes. it tore a hole in the roof of a factory and tossed railcars like they were toys. the storm knocked out power to thousands yet no one was injured. rescuers will have to wait until this afternoon to recover the bodies of five hikers killed yesterday in a colorado rock slide. it happened in the south central part of the state in a popular trail in chalk creek canyon southwest of denver. 100 boulders the size of cars

came crashing down on five hikers. a sixth hiker broke her leg. authorities don't know what triggered the slide. investigators are trying to figure out how an empty chicago commuter train started moving and slammed into another train full of people monday morning. the head-on rush hour collision injured dozens. nobody was driving the four-car train as it rumbled down the tracks west of chicago. >> we don't know what the circumstances are that led to this train to begin moving on the path that it did. it should not have done so. the question the why is what we're looking at right now. >> the crash crushed one of the cars like an accordion. the ntsb says the pilot of a private jet that crashed at the santa monica airport in california on sunday reported no problems during the flight. the ceo of a construction company and his son were believed to be aboard. witnesses say the plane veered off the runway after landing. it plowed into a row of hangars and burst into flames.

authorities called the crash unsurvivable. and the university of california berkeley campus was evacuated monday afternoon after an explosion. and power outage. the blast in an underground electrical vault sparked a fire. several people were treated for minor injuries. fire crews rescued about 20 people stuck in elevators. officials believe thieves damaged copper electrical wires. straight ahead now, your tuesday morning weather. and in sports, playoff fever in pittsburgh. playoff fans rally for the post-season game in two decades. and dry conditions are expected across the midwest. but gusty winds will prevail in the mississippi valley. the northeast will be dry and warm. in sports now it was game 163 of the regular season for the tampa bay rays and the texas rangers. the team's meeting in arlington to determine who advances to the american league wildcard game. the rays get out to a 3-0 lead on evan longoria's home run in the third. he pitches a complete game to give the rays a 5-2 victory. the loss ends the season for the rangers. and here's how immediate playoff picture looks for major league baseball. tampa bay travels to cleveland. tomorrow night. the winner of that game gets boston in the next round. tonight's the national league wildcard game. pittsburgh hosting cincinnati. and the winner will take on stoous in the next round. and the postseason excitement was on display in the

steel city monday. pirates fans value eye willing in a downtown pittsburgh square, the first playoff appearance in 21 seasons. it's been more than 126 days since the last postseason game in pittsburgh. well, the season is over for alex rodriguez, but the yankee star is beginning his fight to stay on the field next year. an arbitrator held a grievance hearing over rodriguez's 211-game ban. rodriguez was suspended for allegedly violating baseball's drug policy. he was allowed to play while his suspension was under appeal. a battle of unbeaten teams in "monday night football." the saints taking on the dolphins in new orleans. drew brees throws for more than 400 yards and four touchdowns as the saints roll to a 38-17 win and a 4-0 record. when we return now, motorcycle attack caught on tape. a gang of motorcyclists converge on an suv forcing the driver to

here's a look at today's forecast in some cities around the country. washington, d.c., sunny with a high of 82. atlanta sunny as well. but some fog in st. louis today. sunny in denver and cloudy in seattle with a high of 57. there's been an arrest in a highway shooting in madison county, kentucky. on sunday, 51-year-old perron dobson was caught on tape drivng recklessly. another driver took video. of his license plate and that's when dobson allegedly took out a gun and fired it. the other driver was not hurt. dobson was arrested monday in indiana. a busy highway in new york city was the scene of a violent confrontation between a driver and a pack of motorcyclists on sunday.

as jessica snyder reports, the showdown played out over several miles. >> reporter: a gang of motorcycles speeding up the henry hudson parkway near 96th street boxing in a range rover suv. it's all captured on tape by one of the bikers. you can see one of the bikes slowed down in front of the range rover. the range rover runs into the bike and suddenly there's a complete standstill on the henry hudson with dozens of angry bikers surrounding the suv. inside was 33-year-old alexia leann with his wife and young daughter. >> they attack his car. apparently his tires are slashed there. >> reporter: desperate to escape the scene, liam takes off in his range rover, plowing over three motorcyclists breaking their legs. but it doesn't end there. the bikers continue their chase and a few miles up the road, surround the suv again. one biker runs up to the car,

opens liam's door and attempts to pull him out. minutes later in washington heights, bikers start striking the video. just after the video stops, police say he's pulled out and slashed in the face in front of his terrified family. this picture shows his wife holding their baby girl. >> one of the bicyclists started attacking the person, in the range rover, with his helmet. breaking the windows. after they got him out of his car, they beat him up. >> reporter: while police try to track down these bikers, people seeing the video on youtube are appalled. >> to me, they assaulted this gentleman. that's criminal. >> reporter: and they should be punished for it? >> absolutely. >> that's jessica snyder reporting. there have been no reports in the case. coming up on "cbs this morning, "breaking bad" creator vince gilligan. and much more on the shutdown.
