double trouble with the government shutdown still hurting, hundreds of thousands of americans, a new deadline is fast approaching. >> the latest on the president's effort to raise the debt limit and the disastrous consequences if it doesn't get done. >> hi. i'm kai jackson. and i'm mary bubala. here's what people are talking about. with no deal in sight on the government shutdown, the nation is heading towards another deadline on raising the debt limit. a short time ago, president obama once again pleaded over a not-so-crucial measure. wjz has the latest from capitol hill. president obama and house republicans are standing firm with a partial government shutdown in its 8th day.

and the talks about the government shutdown just nine days away. >> let's end this shutdown now. let's put people back to work. >> reporter: the president called house speaker john boehner, reiterating, he's willing to talk about the budget once they push this through. >> the members of the house of congress don't get to do this. >> speaker john boehner wants the president to sit down and negotiate. >> there's never been a president in our history that did not negotiate over the debt limit. never. not once. >> reporter: republicans argue the debt limit is the only leverage they have to get democrats to reign in government spending. >> what they're learning is the no obligation loan. they want no strings attached. >> reporter: if the debt ceiling isn't raised by october

17th, the u.s. will run out of money to pay its bill. and economists say it could throw the country back into a recession. in washington, danielle nottingham, wjz eyewitness news. >> senate democrats are planning a vote this week to provide new borrowing, without new spending cuts republicans want. >> reporter: the identity of the man who set himself on fire on the national mall is released. 64-year-old constantino of new jersey poured gasoline on himself and then lit a match friday afternoon. constantino's family says his suicide was the result of a long battle with mental illness and not at all a political statement. >> reporter: four sailors are facing criminal charges in connection with an accident that killed two men in the super pond at aberdeen proving ground. denise is live in the newsroom with details on this for us. denise? >> reporter: well, mary, the accidents happened during a training exercise since february. navy diver, james rier and ryan

harris drowned, after their tethers got caught on something inside the super pond trapping them at the bottom. there were questions over whether proper protocol was exercised. and four now face a court martial for their alleged role in the diver's death. they refused to accept punishment rather than face trial. >> a fifth trailer did accept administrative punishment to avoid a court-martial. an anne arundel county woman is charged with manslaughter for a crash, which prosecutors say she caused by texting and driving. she hit and killed a motorcyclist back in march. prosecutors say she was on the phone and ran into the man while crossing route 3. myers is charged with negligent manslaughter and a number of other charges. baltimore police are trying to figure out the cause of death of a man found floating in the harbor this morning. homicide detectives were called to the 800 block of south

caroline street. they found a man floating near the water. right now, it's unclear how he died or how long he had been in the water. a couple from arkansas is telling their story of survival after a one-day hike turns into a brutal, five-day ordeal. vinita nair has the story for wjz. >> reporter: kathy fry and her husband, rick macfarland, wanted to walk at big bend park in texas. but they were told to leave because of the government shutdown. instead, they decided to go to a state park they had never hiked. by nightfall, they were lost. >> we discovered that there had been quite a bit of rain and what looked to be flash flooding that had knocked a lot of the trail markers out of the way. >> reporter: the experienced hikers spent three days wandering in the blistering heat. kathy could barely walk. so they decided to separate. >> because i didn't have what it took to push on. and we were in pretty dire straits at that point.

>> we said our "i love us," you -- yous "to each other. >> reporter: after walking around for a few hours, macfarland, a news photographer, saw something through his camera lens. it was a reflection from a car windshield. using his zoom lens, macfarland followed this and reached rescuers. it took two more days to find kathy. she was only about a mile from where the couple had started their hike. >> we stopped and listened and heard the faintest "help ." and we looked down and there was kathy. >> reporter: incoherent from the lack of heat -- food and water. she had taken all of her clothes off. she was sun burned and bruised, but no serious injuries. >> just incredible. fry is an award-winning reporter with the arkansas democrat gazette. macfarland is a photographer at

the same newspaper. it's feeling more like august temperatures now. we're finally getting some sun at times after a dreary start to this week. wjz is live with first warning weather coverage. meteorologist chelsea ingram is live at the mobile weather lab in canton. we begin with bob turk. >> yes. back to normal temperatures this afternoon. we have sun. however, if you look southeast of the city, a lot of clouds are starting to move in. we'll talk about that in a minute. take a look now. we're at 67 degrees. only 59 in oakland. and 70 in cumberland. d.c. at 68. dew points way down again to 43. got a lot dryer since we had the rain yesterday. temperatures right now in baltimore, exactly where they were yesterday. because we had the front coming through the area. we had rain. but east of us, that's where the warm air stuck in there. easton, 20 degrees colder now. ocean city, 13 degrees cooler. looks like, at least in the next day or so, looking to see temperatures at or slightly

below normal. this morning, we leveled off at 47. only 39 in oakland. and 55 in ocean city. one thing we had this week was some rain. did we cap our deficit? let's take a look at our numbers. yes. we had the mobile weather lab with a few numbers. chelsea? >> hey, thanks, bob. i am live now at canton crossing with the wjz mobile weather lab. ask that's right. though temperatures seem to be closer to normal, rainfallwise, let's take a look at this graphic. okay? we're actually above normal for the month, rainfallwise. only about 5/100ths of an inch above normal. at that, we received about .08 inches of rainfall. but we are still sitting over four inches below normal, which is pretty much a 30-year average for this time of year. and we do have more rainfall in the forecast. we've got a coastal low that is going to be forming right off the coast of the carolinas. that's going to be providing us with a chance of rainfall for

the next couple of days, starting with wednesday night. and bob will have more of those details coming up in your exclusive first warning forecast. for now, i'm live at the wjz mobile weather lab at canton crossing. back to you on tv hill. let's check on our roads now. here's kristy at wjz traffic control. not a good start out there for 175. in the westbound direction, we have that closed off. we had an earlier accident, involving an overturned tractor- trailer at route 1. cleanup is continuing. also, southbound route 1, at 75 are had -- has the right lane turned. shucks road at east wheel and calvary. a water main break has putty hill avenue closed between perring parkway and old harford. take tailor avenue to get around. edmondson avenue at wheeler avenue. waterloo at old annapolis road. and we're dealing with a couple of delays at this hour. traveling on the top side inner loop.

changer. >> i think it's going to be very busy. and it will bring people back to the city. and i think it's a great spot for us. >> reporter: ron matz, wjz eyewitness news. >> reporter: most of canton crossing was built in 14 months at a cost of $105 million. a harris teeter super market will open there sometime next year. we are following breaking news out of baltimore county, where crews are on the scene of a water main break. looks like a big one. let's go live to captain jeff long. >> water just gushing out of this water main break. this is on putty hill avenue in the putty hill area, about a block to the east of perring hill parkway. or perring parkway, correction. and they're working on -- baltimore county is working on getting this thing stopped. but right now, it's flooding the street. so putty hill avenue is completely shut down. and it's actually torn out the dirt from underneath that sidewalk you can see there. so this is going to be -- take

in central maryland. the complete first warning weather forecast is coming up. federal health officials say chicken from california is likely -- the likely source of a salmonella outbreak that has made hundreds sick. but consumers are being urged to cook their chicken thoroughly. but the contaminated meat is still on store shelves. >> reporter: raw chicken, packaged in california, has been traced to the salmonella outbreak that has made about 300 people sick in 18 different states. the u.s. department of agriculture believes the chicken came from three different plants foster farms runs in california. advantaged chicken purchased just outside of san sphran and was about to -- san francisco and was about to serve for dinner, when he realized it was tagged with one of the serial numbers tagged with the outbreak. >> why can they put stuff out

that has salmonella? it? if they could check it closer twouldn't happen. >> reporter: skate health officials have -- state health officials have not issued a recall. so stores are still handling the meat. foster farms says its chicken is safe and say its is important to cook chicken to 165 degrees to kill salmonella. the cdc is monitoring the outbreak with reduced staffing because of the government shutdown. but the usda says it is maintaining inspections of meat, poultry and eggs. bigad shaban, wjz eyewitness news. >> maryland is not one of the states that received the poultry. another rough day on wall street. [ stock bells ringing ] the markets are down again today. dow is down 160 points. s&p is down 21. and the nasdaq is down 76.

let's go to new york right now, where alexis christoforous has tonight's cbs money watch update. stocks fell to a one-month low, as the government shutdown enters its second week. and we move closer to next week's debt ceiling deadline. the international monetary fund is urging lawmakers to resolve the gridlock in washington, or risk seriously damaging the global economy. the imf cutback now projects the u.s. economy will grow at 1.6% this year. and 2.6% next. the new, redesigned hundred dollar bill goes into circulation today. it features a counterfeiting prevention. the market for laptops just got more crowded. google rolled out the hp chrome book today at $299. it's cheaper than many competitors and relies on

i am live with the wjz mobile weather lab here at the new canton crossing. finally, things have turned a little more normal. but we've got changes in the forecast. bob has a look inside at your updated first warning forecast. bob? >> looks like a nice afternoon, evening for a nice cup of coffee maybe, outside or inside down there. we have damp weather headed our way. we'll show you what's going to happen. we had rain this monday. 67 now. northeast winds at 9. that's going to be the issue. northeast and east winds are going to start pumping in the moisture off the atlantic ocean for about three or four days. we'll be stuck with a lot of clouds and good chances of rain and drizzle from tomorrow afternoon, into probably saturday. maybe even longer in some spots. barometer, right now, has been rising. 30.24 inches. big area of high pressure north

of us. 64, ocean city. cloudy down there. the rain will get this area first. and then spread northward, later tomorrow afternoon, tomorrow night. 59 in oakland. locally, mid- to upper 60s around the region. normal high today is around 69. so very, very close to our average. northeast winds, and along the beaches, the winds by thursday, friday, could get up to 35, 45 miles an hour. for a tight pressure gradient. there will be quite a bit of onshore flow. rough surf could eerchg see beach erosion in some spots by the end of the week. we'll keep watching that for you. definitely looks like a rough couple of days for the ocean. front that came through yesterday. stalled out. low pressure developing on the carolina coast is going to move very slowly, we think up along that front. already seeing some rain into eastern north carolina. it's going to slowly, slowly advance. see the cloud line? if you look north of baltimore, you see sunshine. south, it's going to cloud up.

and that's the picture here, looks like for the next several days. clump yeah south carolina. off the coast. slowly moving toward our region. along the beaches, yes, moderate to heavy rain. as you head up toward our region, lighter amounts of rain. but looks like it will be consistent for several days. off the east coast, gets into our region. and gets stuck there because of the big high pressure north of us and the tight pressure gradient in between. bay temp around 71. tonight, then, rather cloudy. already clouding up a little bit. 48 by morning. shower activity in the afternoon. lighter rain, drizzle tomorrow night. may not even get to 68. probably in the 50s most of the next several days, with these

of baltimore county, where crews are on the scene of a massive water main break. >> reporter: water continues to gush forth from this water main break on putty hill avenue. this is about a block to the east of perring parkway. as you can see, it's already ripped out the cloud beno the sidewalk. you could see pieces of the road. so it is starting to erode the edge of the roadway there. baltimore county is working to stop this water main break. but in the meantime, it's flooding the road, flooding the park. it is shut down between harford road and perring parkway. reporting live, i'm captain jeff long. >> we will keep you updated on this still developing station.

the supreme court is under a new turn. today, they're hearing arguments that coverage more. >> they are urging the justices to justices to shoot down a plea for more money. thigh argued that laws limiting how much he can contribute are violation of spree speech. >> it doesn't make sense that someone can donate to nine candidates but on the tenth candidate, there's something impermissible about that. >> reporter: if the law is overturned, the number could jump to $3.5 million. tree years ago, they

missing. the ship's capt is on crile. 9-year-old is not in trouble. the boy has a history of sneaking into cars. he is not being identified but his mother works at an airport. a motorist pulled from his car by a group of bikers in new york city. janel borle has the latest on this story. >> reporter: craig wright, covering himself yiewrpdneath a blanket. he is the fifth suspect in the motorcycle road rage incident, for the beating of his wife. the 29-year-old was arrested outside of his home in kenarsy brooklyn, where police searched the bags of each person leaving the house. >> a very nice young man.

very responsible, as far as i know. >> investigators say wright was one of the people seen beating lien on the pavement of a washington heights street. we are also now hearing from the man whose helmet cam recorded the original video that has become viral. he was questioned by investigators and released. in an exclusive interview with cbs news, his attorney says dress love did not do anything wrong. >> he is simply a motorcyclist enthusiast who had a helmet cam on. >> he set off the attack by lowing step down said recently, he was only breaking to change lanes and find his friends. they are facing multiple charges. meanwhile, police are continuing to search for these two pikers who they consider persons of interest.

police in southeastern turkey clash with protestors over a new government reform package. protestors took to the streets, throwing gas bombs and fireworks at police. officers responded with tear gas. kurdish militants rejected reforms proposed by the government, saying the package will not end the long

confrontation. a major drug bust in southern california. now, the search is on for the mastermind behind the operation. mary is in the newsroom with more on what police found. >> reporter: well, vic, after a two-year long investigation, officers seized 29 pounds of crystal meth, four pounds of cocaine, one pound of heroin, two loaded handguns and about $825,000 in suspected drug money. it was all found inside the home of a 22-year-old distributor, who is now on the run. detectives believe the guns came from the mexican drug cartel. there was so much money, deputies had to use the dealer's on-cash counter to deal with police overtime. a deputy is arrested after four children are found living in fifth filt. police say wayne spurling and lorinda bailey had their kids living with 1 to 2 inches of cat feces under their bed. and all children, under 6,

appeared to be nonverbal. the children are now in protective custody. a year after surviving a taliban bullet to the head, a pakistani teen is continuing her fight for girls education. nora o'donnell reports for wjz, as she releases her new autobiography worldwide, she's unfazed. >> a year after support being girls education, malala yousufzai says the attack only strengthened her convictions. >> this was snatched from us. and we have seen terrorism. and we know that education is important. and we know that the terrorists were afraid of the power. education. that's why they stopped us from going to school. >> reporter: but malala remains unstoppable. her story gained worldwide attention and gave the teenage activist an international stage. >> the thought that the bullet would silence us.

but they failed. >> reporter: in july, she celebrated her 16th birthday, by addressing the united nations in new york. >> i'm here to speak up for the right of education of every child. [ applause ] >> reporter: she is also among the front runners for this year's nobel peace prize. and today, her autobiography will be sold in 21 countries, including pakistan. malala continues to receive threats from the taliban there. but she dismisses them and says one day, she plans to return to her country. >> reporter: when we are trying to make our future brighter, then we must do something for it. and the taliban or some people think that a girl cannot do it, and she cannot move forward. and i think that i can move forward. and i can do it. >> malala, who lives in england now, has been invited to meet the queen at a reception on october 18th. he may be only 10 weeks old, but prince george is

first warning forecast. >> well, we may have missed rain until yesterday. but we've got more coming our way. could make up that deficit you showed us a while ago. we're at 67. dew point, 43. that will be coming up. temperatures will probably not be going anywhere but down, actually. northeast wind at 9. and those northeast winds may get a little stronger. and now start bringing in moisture off the atlantic ocean the next couple of days. barometer pretty high. big, strong high pressure over new england. that's going to keep the winds winds to the northeast. 59 in oakland. and 68 in washington. locally, temperatures in the mid- to upper 60s. normal high today is around 69 degrees. so we're just close to that. night winds now. that will continue, in fact, along the beaches, delaware, down into virginia, carolinas, the gust. could get up to 35, even 45 miles an hour. going to be coastal, maybe beach erosion. some very rough surf over the next couple of days. because of two things. low pressure and high pressure,

in between kind of a squeeze play, pushing that water and air from the ocean onto the land. so i had a lot of breezes. and a good amount of rain expected, at least in some spots over the next couple of days. all beginning because of this low pressure developing off the carolina coast. stalled front. we had the front come through yesterday. low pressure developing over south carolina. and kind of slow down because a big high up here. see how clear it is up here to the northwest. city now. up in hanover, p.a., bright and sunny. down here in southeast virginia, starting to see some light rain. and that will eventually start spreading northward, over the next couple of days. big glob of moisture here from northeast norfolk. through the carolinas. as far west as columbia, south carolina, charlotte. gitting rain all moving up toward our general region. west of us, maybe west of the blue ridge, may not see much in the way of rain. there will be a sharp cutoff. i think baltimore, d.c. and annapolis will see rain.

massive break. >> a busted water main is flooding the streets of baltimore county. >> hi, everybody. i'm mary bubala. >> i'm kai jackson. here's what people are talking about. >> we are updating that breaking news. wjz was first to report at 4:00, a water main break, soaking streets and sidewalks in parkville. wjz is live. sky eye chopper 13 is live over the scene. captain jeff long has more with what is going on. the water looks like it is temporarily stopped, captain jeff. >> reporter: they do have the water flow under control. but there's still a mess behind. i wanted to show you this concrete slab with a manhole cover in it. that was moved by the water. that will give you an idea. it's moved about four feet. it will given you an idea. exactly how strong this water was gushing. now, when we arrived earlier today, it was really coming out, shooting completely across the road. now,
