hill. i'm kai jackson. >> i'm mary bubala. we begin with breaking news. >> firefighters on the scene of an apparent explosion and fire. let's go live to sky eye chopper 13. >> looks like the fire was contained to the garage of this house. this was on the corner of east joppa road and walter boulevard. so east joppa road, completely shut down with all of this equipment. and the fire department on scene. still, they were spraying a little bit of water just a few minutes ago in the garage. you can see the damage to the front of the garage, the top of the garage, and to the truck that was parked there. we also saw a burned-out atv that was also right at the entrance to the garage. looks like this will probably be wrapping up shortly. but as it remains now, east joppa road, shut down in both directions at walther boulevard. reporting live from sky eye chopper 13, i'm captain jeff

long. >> okay, captain jeff. we will keep you updated on the situation as it develops. as congress and the president continues to bicker, the pentagon says it is now able to -- unable to give financial assistance to relatives of soldiers killed in combat. danielle nottingham has the latest on the shutdown from capitol hill. and jessica kartalija has citizens sounding off to government leaders. we begin with danielle. >> reporter: the flag-draped remains of private first class cody patterson and three comrades killed in afghanistan, arrived at dover air force base. family members were there for the solemn ceremony but were told their survivor benefits have been suspended because of the partial government shutdown. amy niburger-miller lost her brother in iraq in 2007. she now helps families when a loved one is killed in action. >> and this is money that helps pay for household bills and the light bill and the car payment and other bills because a service member's pay is cut off

after they are deceased. >> reporter: the house voted to restore benefits wednesday afternoon. and the defense secretary announce they would get full benefits with help from the fisher house foundation. the defense department will reimburse the charity when the government reopens. >> if the shutdown doesn't end soon, it could also take a toll on veterans. the veterans affairs secretary told a house panel, next month's disability checks may be halted for about 3 important 8 million disabled veterans. >> what is best for veterans is a budget for the entire government. let us get back to work. >> reporter: the stalemating and finger pointing continued on capitol hill. while the president made plans to invite republicans in the coming days. in washington, danielle nottingham, wjz eyewitness news. >> and the government shutdown is generating some strong opinions here in maryland. complete coverage continues with jessica carta -- jessica

kartalija, she joins us from cbsbaltimore.com. with more on what you all are saying about the situation. yes, sir yes, frustration is growing in maryland over the stalemate in washington. today, you sound off to wjz. after nine days, what would you say to the president and congress about this shutdown? >> i can't figure out why the federal employees aren't back at work if they're being paid. and second, i don't understand why they can't compromise. neither side really wants wants to compromise. both sides want to get their way. >> when are we going to get out of this? >> nine days into the shutdown. and i really haven't seen affected. what were those 800 -- 800,000 people doing? >> fire everybody. and on november 5th, elect people that actually care about what we think and want. >> an associated press poll just released today, says 52%

of people blame the shutdown on republicans. >> all right, jessica. thank you. house democrats are at the white house today to discuss the budget chrys and the debt deadline. a small group of republicans will meet with president obama tomorrow. a fatal accident shuts down -- shuts down one of maryland's busiest roads for hours, leading to a massive backup. rochelle ritchie is live with details. >> reporter: well, hi, mary. the accident happened about 5:00 in the morning on the baltimore, washington parkway, south of route 175 in howard county. police say a man got out of his car and was then hit by a vehicle traveling southbound. at this point, it's unclear why the victim left his vehicle. the parkway was shut down in both directions, making a mess of the morning commute. now, all lanes were reopened about five hours after the

accident. >> all right. thank you, rochelle. the driver at the accident did stay at the scene. mta investigators are asking for help finding a fellow rider of the bus. then robbed him. one of the men asked to borrow the victim's cell phone, then refused to return it. the men then showed a gun and forced him off the bus. they made the victim withdraw money from an atm, then gave him back the phone. the burst sent water shooting high into the air. wjz is live in parkville. christie ileto has the latest on the repairs. christie? >> reporter: well, mary, it's not quite the steam that we 20 hours ago. this is putty hill lane. they've opened up two of the lanes here. this is a live picture of where that water main happened. crews have been on scene all day long, trying to fix what went wrong. >> reporter: a gushing geyser

and submerged streets can be seen from sky eye chopper 13. >> it was a bang. and water started coming out. >> reporter: 24 hours later, crews with public works are still working to fix the 24- inch transmission water main in parkville. >> we keep watching to see what goes on over there. >> reporter: jessica greer levs down the street. officials say the water pressure forcibly removed a slab of concrete and a manhole beneath. >> it did damage to the sidewalk. there is water still running from the drain. probably because of the heavy rains weave had lately. >> by midday wednesday, one lane in each direction was opened. but there are still some detours in place, as crews continue digging. >> everything is much better. and the school buses got through today. and we can get in and out. >> reporter: while the affected water main doesn't service official houses, officials say residents may notice discoloration coming from their faucet. >> if a resident would happen to see brown water, then they should let their tap run, until

we have rain south of us now. a little light, very light drizzle, south of annapolis. the bulk of the rain, still around easton, cambridge and salisbury. most of this is south of the city. very, very light. some of it not reaching the ground. probably by 6:00, 7:00, we'll start seeing some light rain. and it will continue tonight, tomorrow, friday, maybe even into the weekend, with more clouds and drizzle from time to time. we could see some pockets of moderate rain. right now, we're at 60 of 60. 61 in ocean city. it will be quite breezy at the beaches, by the way. 52 in oakland, with sunny to partly sunny skies. probably won't see any rain at all. tomorrow, we're stul stuck in this storm system that is going to be stuck off the east coast. breezy and damp. now, to the north of us, as i mentioned -- probably north of york, harrisburg. dry, nice weather, no expecting any rain in that area. we'll be stuck in these damp

conditions, looks like at least three to four days. >> all right. thank you. let's check in on our roads now. here's kristy breslin at wjz traffic control. >> well, we're starting off with a couple of accidents out there. if you're traveling in the west machine ster area, waup for an accident there. route 32 at grove court. also, in parkville, a couple of problems in that area. east joppa closed in both directions because of that earlier building fire that still is occurring right now, according to captain jeff, between walther boulevard and putty hill. as far as delays go, watch for slowing from wilkens avenue to liberty road. on the top side inner loop, we have an accident there, on the ramp to dulaney valley road. but delays extend past that. they begin at 83, going over to perring parkway. average speed, only about 36 miles an hour. as far as the rest of the delays go. northbound 295. slowing from 175 to 100. and northbound 95, slows down as well, from the 895 split

airport officials tell cbs, the video shows a boy, boarding without a pass and darting past a distracted agent. >> we're not bad parents. we don't think nothing of it. we thought he was at a friend's house. >> the crew realized midflight that the boy wasn't supposed to be there. and las vegas police took hem into protective custody when the plane landed. the boy has a troubled history. his father says two days before his son flew to las vegas, he took a 30-foot refrigerated truck on a joy ride that ended when it crashed into a police car. >> from what the officer told me, they were about to taze him and shoot him until they found out he was a man. >> the boy was too young to be charged with a crime. but several agencies are investigating the incident. ann marie green, cbs news. >> authorities say the boy conducted a dry run, taking someone's luggage, and having a

pipeline. crews worked for hours to put out the fire. no injuries reported. the cause of the explosion, still under investigation. a major water main break floods a seattle shopping center. hundreds of thousands of gallons of water, rushed into the streets. the situation left 100 cars trapped in the shopping garage, until crews shut off the main valve, and started sucking up all of that water. the water came close to businesses but didn't cause any damage. it's not yet known what caused the massich break. researchers in britain and brazil say there's an old twist on a fertility treatment that could dramatically increase a woman's chance of getting pregnant through ivf. tina kraus reports from london. 36-year-old joe cummings is hearing the heartbeat of her first child. after struggling to get

pregnant for 3 1/2 years. >> as you get older, you just have dark days, where you think it's never going to happen. >> reporter: jo says a simple procedure before her ivf procedure did the trick. they used a technique called endometrial scratching. >> we put a device into the womb and take it in small samples. straightforward, painless. >> reporter: the optimal time to have the scratch is one month before ivf treatment. they studied 158 women, who had undergone unsuccessful fertility procedures. 77 had the scratch. the rate jumped from 49% from 29%. and nearly doubled the number of live births. doctors say they're not sure why the scratch works. but one theory is, it wakes up

in january. yelen has been an advocate of the massive bond buying program. shares of men's warehouse after the the company rejected the bid for the company. the struggling retailer who fired its founder and pitchman, george zimmer in june, said it was not in the best interest of shareholders. disney's paper stock may be a thing of the past. the company is moving to electronic stock. the paper certificates are collectors items and feature famous disney characters, including dumbo, mickey mouse and cinderella. and toyota is slashing the prius price. it brings the plug-in to $30,875. sales will begin in november in 15 states, including california, new york and new jersey. earlier this year, nissan slashed the price on its lease

police identified the undercover cop as the one seen smashing the rear window of the suv. >> reporter: undercover new york police detective was arrested on charges for his alleged role in the biker assault last week. a biker reported the wild chase that led up to the attack. a video shows the off-duty detective, kicking the range rover and smashing out the window before drivers pulled the driver out and attacked him. they say the veteran officer terrorized the family and never did anything to stop the attack. >> reporter: sources tell cbs news, that broscheck is one of several new york city police officers, suspected of riding with a pack of motorcyclists on the day of the assault. >> you have another undercover officer from the internal affairs division who was there for part of it. you have two that were

recognized as being there, and you have yet one more after that. >> reporter: broscheck initially told investigators he had nothing to do with the assault. the driver of the suv has not been charged for running over and possibly paralyzing one of the bikers. his wife and who was in the vehicle with their 2-year-old daughter said he was just trying to protect the family. >> reporter: bail has been set at $100,000 for the detective. a greyhound bus crashes with deadly results. kai is live in the newsroom with more. >> reporter: more than person is dead and dord dozens are hurt. state police say the bus ran into the rear of a tractor- trailer this morning. four are in critical condition. personal belongings were scattered all over the road. the truck driver climbed into the reccage and helped pull people out of that bus as

well. back to you, vic. >> the bus was traveling from new york to ohio. the cause is under investigation. ang amber alert has been issued for a missing child. she has severe mental and physical disabilities. investigators say she is in danger. investigators are looking into a suspicious green truck that was near the area. brian todd reports, so far, 278 people have become sick from tainted chicken. >> reporter: nearly 300 people made ill from salmonella poisoning, primarily on the west coast. the source, raw chicken products from a company called foster farms. the inspectors of those products are from the u.s. department of agriculture. are they sitting at home? could this outbreak have started because of the

government shut? >> the shutdown has not impacted usda's food safety inspection, to any major degree. the vast mairpghts of inspection personnel are still working. because congress has generally viewed their function as a necessity. >> reporter: and according to an official, the investigation into this browtd jake started before the government shutdown experts say it made it in because the pathogens slipped through at times. >> reporter: white poultry inspectors are still on the job, the cdc has furloughed a lot of people, which means the people who could practice the salmonella could put us all at risk. >> many who were furloughed were brought back. but there was a delay in the

exchange of information about the outbreak. that worries food watchdog groups. >> this food getting further into the marketplace and you're not warning people? you know, you're losing opportunities to warn people not to heat it or to remind people to take care. or to suggest out if the outbreak could get bigger. >> reporter: maryland is not one of theinates where the poultry was sold. a live look outside. we haven't seen much of the sun today. wjz has weather and traffic together. bok turk has the first warning weather. north of the 93 may have seen some rain in the area. we have rain south of the area. eastern shore, delaware, particularly the southern bay and eastern virginia. all moving to -- actually to the northwest. around 10 to 12 miles an hour. just south of annapolis, just drizzle at this time.

another dead low incident leaves 10 people dead. fire broke out at the plant last night. and crews spent hours bringing the flames under control most were able to escape. ed snild comes months after a factory collapse in that country, killing more than 1,000 people. and nearly a year after another garment factory fire caused nearly 100 deaths. a shocking discovery at a san francisco hospital. a body found there more than two weeks after a patient disappears. mary is in the newsroom with more on this. mary? >> reporter: police are now investigating if the body is that of a patient. an employee found the body in a rarely used fire escape in san francisco general hospital. it's the same hospital where lynn spalding was being treated for an infection before she disappeared from her room weeks ago. friends say spalding probably wandered off because she was dazed and heavily medicated.

it's unclear how long the body had been in that fire escape staifer well. back to you, denise. >> the hospital said it is distressed by what happened and is looking into the incident. a 55-year-old man survives. he was fishing for sea snails under water, when the shark grabbed him from behind. two other drivers on a nearby boat rushed to help the man was also bitten by a shark nine years ago. well, shock and disbelief at a philadelphia elementary school after a preschooler brings baggies of crack cocaine and cash to class. ileana diana has more on this disturbing discovery. >> reporter: school is supposed to be a safe haven. but today, moms were picking up their little ones early, after their classmate, a 4-year-old boy, brought $173 and eight bags of cocaine to school and caused some students to be evacuated from their class. >> i'm shocked that a kid was able to bring drugs to school.

but it's not really surprising with the drug epidemic in the city. >> we were concerned. we were scared to death when i heard a prek child. >> they say the 4-year-old was showing off his catch. >> they told the teacher. then the child reached into his pocket and pulled out a quantity of narcotics. >> police took the 4-year-old to saint christopher's hospital. the school says the boy is a victim but glad to hear he is safe. >> for a child to digest something like that, it's fatal for them. so it's very concerning. >> we can't charge a 4-year- old, but of course, if the investigation proves that, you know, we can find out if they are markets and we can find out who is in possession of them. >> police are questioning the you're-year-old's uncle.

no charges in the case. a game is being banned in kentucky. putting an end to the end of game handshake. more than 20 altercations. but there is a loophole, if teams do decide to shake hands and there are no altercations, no actions will be taken. disney and walt disney reports no longer allow disabled guests instant access to rides. the problem is creating -- change is causing problems for some families. >> oh, no. i only have seconds left. >> reporter: for months, the kilpatrick family has been planning an exciting dream vacation for their daughter kiera. back in june, they bought tickets to the happiest place on earth. ♪ [ music ] >> i'd like to give her a chance to remember disneyland as a fun place.

>> reporter: but now they're worried it might not be fun at all. starting today disney will not allow instant access to rides. and that's a problem for kiera, who has a rare disorder that leads to seizures and autism. [ crying ] >> i'm nervous. this may not be much of a vacation for any of us long wades for rides can be a disaster for anyone of her condition. >> they say it comes after people abused the policy. including and who hired people to pretend to be disabled. disney said, we are continuing to moify our program so we can offer it for guests who need

shores, southern areas we'll see more rain, four or five days. just a little light drizzle showing up. and even at westminster. here you can see the rain. down to the lower bay. south of annapolis drizzle being reported very, very light. around the d. cravment area, a couple of sprinkles being reported. so here in the city, probably around 7:00, we'll start seeing some lighter rain but it's going to be sticking around for the next several days. ocean city now, up to 21 miles an hour. all because of low pressure stuck off the carolina coast. but there's a big dome of high pressure across new england that is forcing this storm to not move. it's just going to stay here until it kind of winds itself

down a little bit. you can see the flow, bringing that moisture off the atlantic ocean. north of us, some clouds, but no precipitation. may never get past harrisburg. or like i said, the western sections of the region. but the rain will continue. particularly between late tonight, thursday, friday, perhaps even into the weekend. it ally depends if we can get this thing knocked down a little bit. models showing it drying up southwest of us by late friday. we may be dealing with just light drizzle or a lot of cloudy skies over the weekend. hopefully, it does begin to move out. north winds, 15 to 20 knots. it will be breezy on the bay. and small craft advisory tonight. rain developing down around 52 by morning. and drizzle. and tomorrow, same old, same old. 59, with cool conditions and rain, on and off, during the day. and it will be breezy tomorrow as well. >> okay. thank you, bob. still to come on eyewitness news tonight. a major highway shut down for hours during the busy
