of the gridlock in a moment. but first, we are in for another wet day. miri marshall is tracking that storm. she has the latest. it is rainy and was all morning. i think it is still coming down. >> it is definitely still coming down. we can see the storm still brewing. it will linger for the next few days. we can see some light showers north of cockeysville. everywhere you see in the green has seen more than one inch of rain in the last three hours. we will look at some 24-hour rainfall totals and talk more about the weekend. we will talk about that in the forecast. >> now we go to our other big story for the date. for the first time since the

shutdown, lawmakers are expressing optimism about a deal to reopen the government and raise the debt ceiling. hill, legislators are trying to reach a compromise by early next week. >> americans are growing outraged by the consequences of the shutdown. that has put a fire under lawmakers to resolve the money battle as soon as possible. shutdown, a the growing number of republicans are conceding the obamacare fight. >> no president in modern history has ever repealed a major signature law that was just passed. that clearly was a bridge too far. >> faced with abysmal poll numbers, most republicans are changing the message to reopening the government and cutting long-term spending. >> let people get their lives back where they do not have to worry. >> the result follows a breakthrough meeting yesterday between president obama and top republicans at the white house. >> i felt good, better than i

have for a few weeks, about where we are headed. >> president obama continued the talks today, this time with senate republicans. democrats are optimistic about cutting a deal by early next week. >> republicans are ready to work with the democrats. we are ready to work with them. >> progress could be delayed by tea party republican sticking to their message. >> the house needs to keep doing what it has been doing, standing strong. [applause] >> the public is ready for compromise. , 53% ofew poll americans say they blame republicans in congress for the shutdown. republicans are not the only ones taking the blame. of 10 americans said they would fire every member of congress. wbal-tv 11 news in washington. back to you. >> national parks have been closed since the start of the shutdown. experts say that is costing the

economy up to $14 million a day. the obama administration has said it is willing to allow states to reopen the parks if the individual states foot the bill. so far, utah is the only state to take the deal up. lawmakers continue to try to work out a deal on the shutdown. they are rapidly approaching another deadline. the u.s. hits its debt ceiling in six days. if the government cannot pay its expectmarylanders should a drastic trickle-down effect. >> no deal on the debt ceiling would be tragic for the world economy. >> he is the executive director of the regional economic studies institute. he says importing countries like china own trillions of dollars of our debt. a default by america would send world markets tumbling. for americans, it would mean paying higher interest rates on homes and cars.

it would be slowing the money we all spend creating a ripple effect. >> it would hurt manufacturers and wholesalers. they would not ship or produce as much. that begins to slow down the economy. >> the downturn could mean layoffs and cuts in jobs, not to mention the hit retirees and people saving for retirement would feel in their account. >> he said the fact the economy has not truly returned from the recession makes the timing of the debt crisis more troubling. >> anything we do to put a like a manufactured crisis like the government shutdown or debt ceiling will only push us back further. >> jennifer franciotti, wbal-tv 11 news. >> baltimore county police are on the scene of a shooting involving two of their officers. just before 7:00 this morning, officers attempted to stop a car in middle river. at some point during the

encounter, two officers shot the suspect who was able to flee the scene with minor injuries. the suspect was caught a short time later. we're told no officers were hurt. barry simms will have more on this story tonight at 5:00. a separate investigation continues in the city. shortly after midnight, city officers responded to shots fired. they found a man suffering at least one gunshot wound. he died later at the hospital. recovering from injuries stemming from an early- morning collision between a light rail train and a van in cockeysville. county fire officials tell us the driver of the dan had to be rescued from the vehicle and was taken to the hospital. six other patients were evaluated on the scene for non- life-threatening injuries.

no signs of trouble this morning afterthe capital beltway the group of truck drivers said they plan to tie up traffic on the stretch of 495 through the columbus day weekend to express dissatisfaction with the government. the group has a website and facebook page with instructions for drivers and meeting points. some of the key points are to obey traffic laws and drive the speed limit. the demonstration was to begin this morning, but so far nothing out of the ordinary. organizers say they still expect as many as 10,000 trucks to join the protest. still ahead at noon, the winner of this year's nobel his prize is named. who took home the award and the impact the work could have on the globe. taking another step forward. she will read tomorrow's running festival. after the break, we will hear from her on what is driving her to do this remarkable deed.

survivorhon bombing erika brannock will serve as the official starter. we were there when she took her first steps since losing her legs. tomorrow will be the first organized race she has attended since then. she says she hopes to show she is leading by example. >> i do not want the kids i teach to see something that is scary for me i will veer away from. i want them to learn from my example. it may be scary, but you still go through it and push forward and you are a much better person for doing that. >> erika says her next goal is to participate in a race in charlotte next month. she says she will be in a wheelchair for most of it. she is working with her physical therapist so she can walk across the finish line. 27,000 runners are expected to turn out for this year's running festival. complete coverage begins saturday morning tomorrow at

goes to a global organization called the organization for the prohibition of chemical weapons. they are getting worldwide recognition for their action on the crisis in syria. we have this report from london. >> the organization in charge of the destruction of syria's chemical weapons has won this year's nobel peace prize. >> we are very happy to get the nobel peace prize. it has been working hard the last 16 years. >> the committee says the opcw, the organization for the prohibition of chemical weapons, had been chosen for its extensive efforts to eliminate chemical weapons, pointing out disarmament was a key part of the vision of alfred nobel, the norwegian who established the annual prizes. it was thrown into the

international spotlight when it stepped up to oversee efforts to destroy syria's chemical weapons, but it has been operating for over a decade to enforce the chemical weapons convention agreed on in 1997. >> there are only six countries outside the convention at present. i hope this will be an additional encouragement for them to be part of this nearly universal convention. >> the nobel committee said the use of weapons in syria underlined the need to enhance efforts to get rid of them. there had been speculation the schoolgirl shot in the head by the taliban in pakistan is now fully recovered and living in britain would win for her efforts campaigning for girls rights to an education, but that is not to be this time. may be her time will come. covering the nation, a tractor-trailer runs a red late

ends nine nine -- s sorority sisters to the hospital. the bus was carrying 40 people at the time. we are told none of the injuries appear life-threatening. mother nature is setting snow records in arizona. it is probably in the mountains. some parts of flagstaff accumulated one inch of snow on thursday. it is the earliest snowfall in that area for nearly 50 years. i am so old i probably remember it. [laughter] it is raining out there. >> it is and has been for many days. we still have some rainfall to go. we have some rainfall totals. some areas have seen more than three inches in the last 24 hours with sprinkles still following. we can see the low pressure system off the coast still causing showers for us. some of us are getting a break from the showers.

but light rain is about to approach the eastern portion of downtown baltimore. there are some light showers just outside of pottsville. columbia has had 2.2 inches of rain. doesn't -- towson has also received 2.2 inches of rain. around the airport in the last 24 hours, more than three inches with more on the way. we are under a flood warning and flood watch across the eastern half of the area. it will cover the city and county of baltimore until later this evening. 69 and 75.s between there is light fog in some areas. visibility is reduced. rain throughout the day. here is your day planner. by two :00, still in the low 60's.

by 7:00 tonight, still dealing with showers. we have decent cloud cover that helps to keep the temperatures level. here is the low pressure system in no hurry to get out of here. we think by sunday night, she will push more into the ocean and give us a break from the rain for a few days. 64 in downtown baltimore right now. still 57 in westminster. the wind is coming in from the north at about 11 miles an hour in westminster. ocean city is seeing went at about 18 miles an hour. tonight, expect the clouds and showers to stick around with overnight lows between 51 and 59. the wind will stay from the northeast at five to 10 miles per hour. the big thing tomorrow is the baltimore running festival. you will likely have to dodge a few drops. in the morning, fog and drizzle with temperatures around 58. by noon, 62 with a light rain
