northwest corner of carroll county and parts of both more county. as a mentioned the heavy rain has tapered off and moved into the mountains but there is a chance we could see some passing showers or some drizzle through the night. flooding problems will persist and that is the forecast for the rest of tonight. maybe a little bit of drizzle. there could be some fog by tomorrow morning and temperatures drop off into the upper 50 posture around 60. we will do the running festival forecast and the seven-day. setting it up to captain roy taylor. taking a look at things from above. >> we are down here at the bay bridge. how about a wind warning because that is what you are dealing with. from this backed up location, eight miles all the way to annapolis and it is stacked. all lanes are crawling because from theonly two lanes

western shore to the eastern shore. treacherous going across the bay bridge. we will give you more updates on what is going on. right behind me is the jones falls and you can see the water is moving very fast and it is high. it has been raining for two days. some areas across the state have gotten as much as six inches of rain. >> we have seen a lot of rainfall amounts more than six inches at carroll county and it is still raining out there so we still have some drops to come down. >> active storm drains caused minor flooding. workers had to clean the drains to keep the water moving.

posed in anne was arundel county because of high water. the fire department had to rescue a woman who tried to drive her car through the water. with the rain expected to continue into the weekend, what do marathon runners think? >> i like the rain. it is fun and cool and keeps you cool. slippingorried abuout but i will do my best. in marylandd yesterday morning and has been writing in the rain. funt was not very yesterday. >> you want to get out of maryland to go through the rain. hopefully the rain will stop here soon. over the weekend instead of it being the moderate to heavy rain that we have been saying it should tapered down to a light rain to a drizzle. >> that is what we are getting right now.

county police tell us they are involved in a large-scale investigation. they were looking for an armed robbery suspect when he drove by. when he reached for weapon detectives feared for their lives and opened fire. as a criminal investigation and ended with two detectives firing shots, winning the suspect. crashingng vehicle into the jersey wall. it began at the intersection of pulaski highway when officers saw an armed robbery suspect. >> they followed his vehicle and waited until he stopped the a traffic light and they approached his vehicle on foot in order to take him into custody. around there other cars at the time? wrecks he was stopped in heavy traffic. >> witnesses heard three shots. the suspect took off getting a mile and a half down the road. near the intersection. >> he be old out of the vehicle and the officer chased him on foot. his vehicle continued drifting until it struck the jersey wall.

>> police have not released information about the suspect and say he suffered a nonthreatening gunshot wound. >> this was not an isolated incident. the detectives were in the area as part of a larger criminal investigation. we also had our tactical officers and detectives who served additional search warrant at the colony motel in reference to this investigation. >> so far no charges have been filed as the investigation continues. and thecer was injured police involved shooting is being reviewed by the homicide and internal affairs unit. >> one person is dead after an early morning shooting in northwest baltimore. police confirmed officers responded to the 5500 block at 12:15 a.m. but by the time the gun on the scene the gunmen had already taken off. the victim identified as

reginald hart died in the hospital. his death is investigated as the 177 homicide this year. with the boston marathon bombing still fresh in everyone's mind lease have stepped up security for tomorrow's baltimore running festival and while not every security measure will be obvious there are some things you need to know if you plan to participate or attend tomorrow's event. david collins explains the new rules. prohibited, this is going to be the new norm at least to the race village. intense reparation and vigilance are among the heart security lessons following the explosive ending to the boston marathon. with the exception of more police officers spectators and 27,000 runners from 50 states and 12 countries may not notice the additional security measures

assume it is old hat by now. >> we can always roll it back out and repeat we did last year. there is always unforeseen variables that get in the way. >> the festival's inaugural run happened weeks after the september 11 attacks. snipers terrorized the region and the following year. then there is the unusual stuff like the year a wealthy indian wedding party insisted on having an elephant walk down the street in the middle of the marathon. another year, the race route almost had to be slightly rerouted to accommodate a sick i will. >> we have had all kinds of issues and it is never easy but we are always ready and we are always prepared. 500 baltimore city police officers are assigned to the event. another 100 are running in the race to raise money for the signal 13 foundation. >> thank you. we will give you an update on

something we have been following for the past day or so. threats of snarled traffic on the capital beltway that resulted in angry truck divers protesting the government shutdown but they never materialized. extra police from the area had been on standby but for the most part we were told no major problems have popped up. trucks could be spotted traveling beside each other. some displaying american flags and flashing lights but no rolling slowdowns. more movement in the shutdown standoff. the president met with senate republicans and the white house a day after a sitdown with house republicans that went well into the night. >> nikole killion has a progress report. etc. republicans rolled up to the white house and charter buses. among the invitees, senator ted cruz who was heckled and cheered at a conservative summit before facing off with the president. >> if i am never seen again,

moving across northern virginia and it is part of the storm that is giving us the rain. most of the rain has moved into the mountains. you can see a few showers coming in across portions of hartford and baltimore counties. this band will move across the city within the next 15 or 20 minutes but elsewhere it is fairly quiet. even though there is nothing showing up on the radar we still know that there is some drizzle. it will be rough on the roads and the situation will last into tomorrow morning as well. cementarkton and westminster. the temperatures are not moving much overnight. it will be breezy and cool and we will drop back into the upper 50's and low 60's with off and on light rain showers, drizzle, and fog. sunset at 6:33 p.m. not a whole lot of change.

mostly cloudy and a few off and on rain showers, maybe some drizzle. temperatures in the mid-to high -- mid to upper 60's. harbor,urder -- inner temperatures will not change much and probably at the start of the race there will be some fog and drizzle and maybe some light rain showers off and on. the runners like a little bit of rain but hopefully all the heavier stuff will miss the downtown area. there will be some light rain or drizzle during the race. let's take a look at the futurecast. some showers left behind here but as we going to sunday things get better. there could be some scattered showers around. there might be some rain but i think the sun will come up -- out on sunday. that trend will continue into monday and monday and tuesday look nice. the further we go into the weekend the better it is getting get.

take a closer look at the radar. the forecast for the running festival and the seven-day. rex the federal government shutdown has forced some states to make some deep cuts in their head start program. >> the ymca runs or than a dozen headstart programs and while none of them are in jeopardy of closing the are keeping a close eye on washington. is maryland off the hook yet? >> they are keeping a close watch. headstart helps more than one million children from mostly low income families. this program is so important to students right here in baltimore city. >> at this headstart program the students are lining up to learn and under the watchful eye of mayor stephanie rawlings-blake.

>> a horrifying video out of philadelphia shows a blind man being brutally beaten on the street. the victim was walking down the block when the suspect approached him and knocked him down and started kicking him in the head and face. the suspect is seen picking up a backpack and tucking away. three witnesses can be seen working by without intervening. >> people might not want to get engaged because they think the perpetrator may be carrying a gun. being a good samaritan these days is riskier than it used to

be. >> police have identified the guton. as mustafa investigators say they do not have a possible motive for the attack. >> officials at a zoo in missouri are trying to figure out what sparked a deadly charge by one of its elephants. john bradford was trying to feed patients the elephant when she attacked. two other employees were with radford but they were not hurt. the elephant has been at that q4 23 years and bradford had ordaz its keepers -- had worked as its keepers into its arrival. bus collided with a tractor- trailer after 10 p.m. last night. the tractor-trailer failed to stop at a red light. the bus was knocked onto its side and the impact and the nine women were taken to hospital by an balance. most of the passengers on board were treated for minor injuries. hofstadter was not hurt.

from the sport. waiting in the rain to pick up your race number, easy street for marathoner. the sport teaches you resolve and resilience. just ask 29 9 year old mike brahmer. he had crossed the finish line when he heard what sounded like an explosion. i heard the second one and that is when i got concerned. >> we get -- weeks after the , mike says he felt scared and guilty. >> i was able to cross the finish line and all these thousands of people had trained and work just as hard as i did. they were not able to finish and i also knew there was a lot of other people suffering.

running festival begins saturday morning tomorrow at 5:00 a.m. and our life in exclusive coverage of the marathon begins at 755 a.m. there is a little bit of light rain for the runners. this is the computer estimate of the rainfall totals. southern pennsylvania has had the worst of the storm but most up todaye picked sinks -- two to six inches of rain. has tapered off in your neighborhood it could take a long time for this one are to runoffs anywhere you see the orange and red, flood warnings are in effect. if you live near a small creek or stream you will have some flooding problems. there's a lot of standing water on the road so just be careful.
