live picture of how the rain could impact your weekend and today's marathon. off and on? >> yes. that's what we are looking at. the good news is, it will be a little lighter. it has been pretty heavy pretty steady downpour. now we are looking at it lightening up just a bit. unfortunately still there for the run erbs. -- for the runners. light rain. people are getting a break. a few clouds out there. 66 in the inner harbors. you can see most of the showers are off to the east of us. we also have some light showers out to the south and the west of us as well.

9:45. i want to show you what the starting line looks like right now. we are actually here on the starting line. one of the most amazing things that core gorigan courts does i they sweep in and the street goes from basically nothing. cars are driving down the street and in about 15 minutes they will have the start line assembled, the balloon banner and over here, this is a special edition addition this year, the baltimore city firefighter's union has made it possible to hang a gigantic american flag over the starting line. it will be suspended from two ladder druks. not on -- ladder trucks. not only the amazing start the cheers you go under the balloon banner, but you will be going under the american flag as well. it will be a great moment for those runners. one other thing that we need to talk about is the weather. it's very important for a runner running 26 miles to be prepared.

they will be using garbage bags. that's what they do. they cut a hole in it put it over the bodies it will keep them dry until the race starts. the people over the hotel were kind enough to give me a roll. if you need one i am at the starting line. i can help you out. the weather is what all of the runners were talking about yesterday. here's what some of them thought. >> i like the rain. it is fun and cool. >> better dhan hot sun. >> much better. >> i am worried about slipping. i am going to do my best. >> okay. and one important note here. the race officials will be driving the course and starting to shut down the roads at 6:30 this morning. that is when we will know if the rainy weather we have had over the last few days will have any sort of significant impact on the course other than just puddling on the road. we will let you know at 6:30 how the course looks. i am kate amarah. >> running in the rain i am with that one lady.

it helps to cool you off a little bit. >> this is going to sound disgusting, but one of the problems when you are running 26 miles is that there's a lot of chaffing. your socks are wet your shoes are wet your shirt is wet. it rubs. it is very uncomfortable. so that would be a concern for me mostly the shoes and the socks. if i was running today. but it is much better to have a cool misty rainy day than a hot day. they are absolutely right. >> thanks, kate. >> baltimore city department of transportation is advising motorists of temporary road closures and parking restrictions due to today he is a race. there are quite a few of them. the race starts at camden and south paca street and m and t bank stadium. for a list you can go to our web site wbaltv.com. click on news, sports and then marathon. our complete coverage of the baltimore running festival continues all morning long. our live exclusive coverage of

the marathon biegins at 7:55 ths morning. >> the iconic statue of liberty in the grand canyon will be welcoming tourists again. state officials in new york have reached deals to reopen the national landmarks using state funds until the federal government reopens. both monuments could reopen as early as today. much of the federal government remains closed on this day 12 of the shut down. with just five days before possible default lawmakers seem to be showing real progress toward a deal. 11 news reporter steve handles man has our story from washington. >> with speaker john boehner now talking one deal to avoid defaults and reopen government senate gop lawmakers went to the white house to discuss that with president obama. >> he may not want to call it a negotiation. that's what i would call it. i do view that as progress.

parts of the federal government remains shut down and what has reopened on the web site. plus keep up with the negotiations you will find it all at wbaltv.com. a teenager is shot in baltimore and they are looking for a suspect and a motive. it happened before 8 last night along the 3,000 block of aruna avenue. that's where they found a 17-year-old male suffering from a gun shot wound to the neck. he was taken to the hospital. his condition is unknown at this time. >> they are mourning the death of reginald heart who was shot and killed in west baltimore. it happened after midnight friday. by the time they arrived the suspect waudz gone. he died at a hospital. his death is being investigated at the city's 17th homicide this year. authorities say officers approached the suspect's vehicle at the intersection of pulaski

she was the last boston marathon survivor to leave the hospital. surely she is the first one to start another marathon. >> this it is my honor to prese you the ceremonial horn. >> while her moniker has been boston bombing survivor. saturday you can call ericka br bran nick. >> i will never hide from the things that scary but i will scare fear in the eye and say you will not keep me from living my life. >> the 29-year-old preschool teacher who shared her pro prosthetic and first steps with her students says she must lead by example. >> i don't want the kids that i teach to see that something is scary for me i will veer away from. i want them to learn from my example. it is maybe scary but you go through it and you push forward and you do it and you are a much

better person for doing that. >> today the spectator from california who came to ericka's aid in boston received the first medal of the baltimore marathon. the two women once strangers have become a close friend. >> she is a person of great grace and calm. i don't know how she does it but she has this zest for life. >> ericka shared for us her next goal, and it's a big one to participate in a november race in charlotte. she will be in the wheelchair for most of it but she is working with her physical therapist so she can walk along the finish line. >> whether it be half a mile a quarter mile or a few feet that's my next goal. >> deborah weiner, wbal, tv 11 news. i wanted to give you that quote again ericka said. she wants to be the starter of this race to prove to herself she will not run away from the things that scare her. it is what all marathon runners do.

forecast on wbaltv.com. the baltimore running festival, it will be impossible to miss about 100 runners decked out in purple. team in training they have raised millions for cancer research. kate amara has more. >> team in training is a pipeline for marathon runners these days. some credit it with helping to fuel the tremendous growth of this sport. you may not know the founder of team in training live right here in baltimore. it started when he got an idea from his daughter and ran with it. 25 years later he is passing her the baton. >> this is a story about a baltimore dad and his daughter. bruce and georgia. two years after she was diagnosed with leukemia. >> her chance for survival was

50/50. >> he had been raising money for leukemia lymphoma society. run the 1988 city marathon and get sponsored. he recruited 38 friends and called it team in training. >> probably half of the donations were bets. bets placed early on before we got into shape. there's no way you are going to do that. sure if you do it i will pay you $10 a mile. >> everyone finished. they raised 320,000 dollars. bruce cleland came the very first charity runner. 25 years later team in training is the largest charity endurance sports training program in the world. 600,000 participants raising some $1.4 billion for blood cancer research and treatment. what about the little girl who inspired it all? today georgia cleland is 29, cancer free and training for her fourth half marathon with team in training. >> i called my dad, i said, dad,

guess what? i am going to do the disney half marathon in january. he said, what? you have never run before. how are you going to do that. ? >> she did it the same way her dad did in 1988 train with a team of friends and raise money to help others. >> i remember crossing the finish line and i was bursting in tears because i made it. >> it is a lovely kind of natural end to the circle, the completing of the circle. >> to celebrate the 25th anniversary georgia is the official race starter of the 2014 baltimore half marathon. she is running her next half the next week in san francisco. her dad will be at the finish line 25 years after georgia helped him over his first one. >> georgia cleland is very humble. we will say it for her. because of her the fact remains there are a whole lot of kids in it world who used to have cancer. reporting live at the starting

line kate amara, wbal-tv news. they are advising motorists of temporary road closures and parking restrictions there are quite a few. the race starts at camden and south paca streets and ends at m & t bank stadium. a number of streets will be shut down between these two locations. for a list you can go to wbabtv.com click on news, sports then marathon. happening right now 7 people are recovering after a light rail train and van collided in cockeysville. the van slammed into the train friday morning along the straks at warren road near beaver dam road. bus, bridges transported passengers while service between warren road and hunt valley stops were shut down. none of the injuries are considered life threatening. 11 news i team learned baltimore county's ambulances will undergo inspections. that decision comes days after the i team uncovered an incident

november 15th at a randallstown nursing home involving a woman who fell off a stretcher and died two-days later. the inspections began yesterday and a factory rep from the company making the stretchers is involved. the inspections are to make sure the inspections are in full working order. the senate meaets for a rare session today to vote on whether to advance a democratic bill to lift the government's borrowing cap through the end of the year. a bipartisan group is working on measure to prevent a government default and to end a partial government shut down. a boston marathon runner unde r undetered by the boston marathon bombings and unwilling to cave into fear. so he signed up to run 26.2 miles here in baltimore. why he says he had to do this marathon and what he wants you to remember as you watch the race next. >> coming up. we will take you hour by hour through the hour for the marathon and show you what you

you still experience drizzle during these hours. by 9:00 a.m. you can start to see some light showers trying to pop up here. move the clock over to 10:00 a.m. still live precipitation beginning to develop around the region. move again to 11:00 a.m. you can see light precip moving in there as well. that should stay through out the day and moderate pockets through out the day as well. this will move into sunday until that low pressure system moves offshore late sunday night into early monday morning.

we still have a few hours to go of this. they have allowed the flood advisory to ex pire. there are still advisories around ocean city. 62 at the airport. high today between 61 and 69 degrees. we can see that low pressure system is associated with troughing that is the black line across the region as well. it will take its time moving out. we could pick up another half inch on average. but a quarter to 1 inch is possible by the time this is all said and done by sunday afternoon. ravens taking on the packers tomorrow. partly cloudy with temperatures between 62 and 68 degrees. 50 percent chance for isolated light showers to drizzles to pop up as well. 67 today with a 70 percent chance of light showers 68 sunday with another 50 percent chance of light showers. monday a break in the temperatures upper 60s. still clouds lingering around. 72 tuesday 75 wednesday. >> long time city employee will have a permanent home in

kate amara joins us once again with more. >> we have met a lot of runners here this week who are not letting what happened in boston deter them from the sport or from this marathon. the suburbs of boston are getting ready to start the starting line this morning. >> waiting in the rain to pick up your race number. easy street for a marathoner. the sport teaches you resolve and resilience. ask 29-year-old mark grammar. >> i never thought in a million years i would ever run a marathon. i have done it now twice. >> the second time was the boston marathon last april. he had just crossed the finish line with a pr when he heard an explosion. >> something that sounded like an explosion. i thought someone is just being a jerk. i heard the second one that's when i really got concerned.

>> weeks after the bombing that killed 3 people and injured hundreds more mike says he felt scared and guilty. >> i was able to cross the finish line and all of these thousands of people had trained and worked just as hard as i did and they weren't able to finish. i also knew there was a lot of other people suffering. people that were in a lot worse situations than i was. >> he didn't want the bombers to win. so he quickly decided to fight back with another 26.2 miles here in baltimore. he was hesitant to do this interview because he says running this marathon isn't about him. it's about the people who can't run it. >> mile 20, 21 saying to myself, if i just take a break i know in the back of my mind i will be thinking there are other people that would love to be out here that aren't able to do this at this point. >> triumph over adversity. that's what a marathon is all about. >> continuing to run and do these things will prove how

resilient baltimore is and other cities are including boston. >> he's such a gracious and humble man. his twin sister lives here in baltimore and she is running the relay the first leg of the relay. mike and his sister will be starting this race together in honor and in memory of his hometown. >> one of the things mike and his sister have to think about today is the weather. you want to bring in our fitness expert on the weekend morning shows. good morning. how are you? >> i am good. i am happy it is not raining right now. you notice there is a chance today. what do runners who are at home getting ready to come down here need to think about or do to prepare? >> i hopefully they have a few minutes. we alternate between two pairs of shoes and training. bring an extra pair of shoes and an ex true pair of dry socks. be there at a mile marker to

take the time to hit down and swi switch shoes. that will create a blister with the socks. often once it does it is really -- you can't do anything about it. if you can avoid that that's the best way to do it is to switch it or just keep a pair of dry socks in a race pack. then don't bring any extra layers of clothing thinking that is going to help. all you are going to do is have extra layers of wet on top of you. it doesn't keep you dry. you want to be as breathable as you would have been. don't dress warmer you will stay wetter and more colder. afterwards, mraez bring some dry clothes for someone to give you immediately. hypothermia is more likely to occur when it is raining out even if it doesn't feel that warm when you cross the finish line -- or you will feel warm when you cross the finish line. you get cold like that and you may not recognize it. >> great advice. you fit it all in. thank you so much.

now maryland has a new cell phone use ban expected this month that prohibits drivers from using a hand-held cell phone while the vehicle is in motion. a similar law made cell phone use while driving a secondary offense. an officer could not stop a car without withining some other violation. the new law makes driving while using a cell phone a primary violation and drivers could be dropped seoulolely for that rea. you could be fined 70 for the first offense up to 130 for the second offense. partner with shock trauma and launched a 3-d don't drive distracted campaign. >> you will see his message on our station. the goal is to change the culture and set an example for drivers. >> go to wbal.com and click on 3-d project.
