today. we will come back and take the forecast into the weekend. >> good morning. we are seeing the fog in some of our cameras. we do have some problems to report on eastbound liberty road and washington avenue as you travel from windsor mill road into the city. looking at closures along wilkins avenue. your alternate is frederick road or southwestern boulevard. a problem in the city involving an accident along ellerslie. the j.f.x. in pretty good shape as it is 29 through ellicott city. north and southbound traffic in pretty good shape. . little bit of fog on 295 the big problem is going to be a long russell street with the new

construction pattern. that is the latest on traffic pulse 11. back to you. >> if it does play a part in your morning commute, you might want to start looking for a new way into the city. >> construction started overnight. downtown to is live map out the construction for us. >> the closures started overnight. you can see the lanes blocked off. you might want to consider an alternate route. construction on the horseshoe casino and closures are expected to be in effect until july of 2014. the left lanes of northbound and southbound russell street will be shut down and it also affects drivers trying to get off the northbound 95 ramp onto russell street.

some of the side streets will be affected. this is because of utility work to accommodate the new casino. crews will move infrastructure. things like electric wires, telecommunications, water and sewer. >> the way the casino is being built is they will be building awnings and walkways over top of streets where underground facilities currently are. we need to move them from their location to a place where we can easily access them and keep an eye on them to make sure there is no issues. >> officials plan to suspend work on ravens game days. russell street runs right by m&t bank stadium. drivers are urged to take different routes. kim dacey, wbal-tv 11 news. >> the trial begins today for a police officer accused of

shooting and wounding a police trainiee. during a recruit training exercise back in february. he has filed a lawsuit against the city for negligence. the mayor will talk about the cities virtual supermarket program. this comes news that santoni's will close its doors. one of the owners blames the five cent bottle tax for killing his business. he says it costs him 3000 customers a week since the tax started. >> we are no longer competitive on beverage pricing and we cannot absorb the bottle tax and not look like we're pricing ourselves out of the market. >> santoni's has also faced

increased competition. the mayor says the bottle tax is not to blame and the business had reported losses anyway. >> there was a deadly hit and run in baltimore earlier this month. it happened on west north avenue. video shows a vehicle hitting and killing joseph black. police say the driver of the car did not stop. >> anyone who can head an individual and not stop is someone we want off the streets. >> police are asking anyone who may have been in that area to come forward. breakthroughave a over the budget. senate leaders are showing signs

for an anoblem, watch accident. north and southbound russell streets. the left lane is closed in each direction near m&t bank stadium. the ramp from northbound 95 to russell street, you may see some delays. 65 miles per hour on southbound 95 out of the white marsh area. north and south on traffic up to speed at this hour at 100. that is the latest on traffic pulse 11. ava marie is live at the inner harbor. >> it is 58 degrees at the inner harbor. down towards the airport, 51. you can see how quickly those temperatures drop off into the suburbs.

it is expected to go through july of 2014. the ride on russell street by the new casino construction project is about to get treacherous. according to city officials, the left lanes of northbound and southbound russell street will be shut down. it will also affect drivers trying to get off of the northbound 95 ramp and onto russell street and on some side streets. it all starts today and runs until july of next year. >> right now it is hard to drive around right there. parking is just a mess. that is the way it goes. >> you're not looking forward to it? >> not really. not in that area. there is a lot of congestion. >> the reason behind the changes, the city needs to relocate several utilities to accommodate the new casino.

police found that this page -- douglas page not far from where they found the body. pit bullsg of two attacking other dogs. barbara kronner says she checked with her neighbor to make sure his dogs were locked in the garage. she said her neighbor's son must've opened the garage door and the dogs got out. >> the dogs cornered isabel. i tried to get them off. their son could not help me. we ended up down on the driveway. my neighbor tried beating on them to let me go because they had me and isabel. >> she sustained some nasty bites to her arm and foot.
