some good news in washington today. senate leaders and their counterparts in the house are closing in on two separate agreements to reopen the government to put off a default on the u.s. debt operations. this could happen thursday. jennifer johnson has the story. >> good afternoon. roberts is being made in both the house and senate to end the government shut down and raise the debt ceiling. time for that is clear running out. >> the senate will come to order. >> for the first time in weeks, a possible deal in the u.s. senate. a different but similar plan is being worked on in the house. >> there have been no decisions about what exactly we will do. we will continue to work with our members on both sides of the aisle to try to make sure that .here is no issue of default >> both the senate and house report -- and house proposals would fund the government through january 15, raising the debt ceiling until february 7,

and would require low income people to verify their income to get subsidies under obamacare. >> there are productive negotiations going on with the republican leader. i am confident we will be able to reach a agreement this week. proposaluse republican would eliminate special obamacare protections for labor unions and replace those with a two-year delay of the medical device tax, which places new taxes on things like case makers and hearing aids. >> it is very important for us in whatever proposal we move forward will reflect -- no special treatment for anybody under the law. >> eels are being worked on but time is running out. the treasury department will hit its borrowing limit in today's. both proposals are just temporary fixes. the senate plan does require a committee to hammer out a larger budget deal by mid-december. in washington, jennifer johnson,

in an update, baltimore city police identified the victim of a deadly shooting monday night. it happened before 10 p.m. in -- he died at of the scene. and county police have identified the driver involved in a deadly crash early monday morning that left room for 50 closed without power. this is what it look like from skycam 11. we are told a honda civic crashed into a pole and burst into flames. the driver died at the scene. police believe he was driving at a high rate of speed and lost control of the car. a cyclist involved in a crash is out of the hospital. investigators say the victim tried turning left across the northbound lane and into a nearby shopping center. drivers in two of the lanes allowed her to cross, but she
