good evening. there is not much time to lose and this one is poised to go down to the wire tonight. but it appears the united states will avoid -- just barel avoid the economic damage from defaulting on the debt while also ending the government shutdown which for millions of americans has been our long national nightmare for the past 16 days. for the republicans in congress who caused this to happen it may be a long walk home. the party has been hurt. people have been hurt. mostly it's had a corrosive and damaging effect on how american s view the people they elect and send to washington. tonight standard & poor's put it is cost of the shutdown thus far at $24 billion. that's $24 billion worth of

self-inflicted wound. we begin tonight with kelly o'donnell on capitol hill. what's the latest from there? >> reporter: well, brian, a solution has been a struggle every step of the way, including the behind-the-scenes work today to turn a handshake into what is now a 35-page bill ready for the senate to deal with tonight before the deadline, but not leaving much time for it to unravel. it is expected the senate will get a big bipartisan vote and that's needed to keep pressure on the house where the deal is still unpopular with many republicans. with time and options vanishing by the moment, congressional republicans blinked. >> i guess for a brief moment reality set in. what can i tell you? >> reporter: today tea party house republicans conceded defeat but remain defiant. >> we are glad we outlined the difficulties with obama care. we took charge at this and fell short. >> i don't think anybody believes that when you stand and fight on principle that you lose. >> reporter: senators put together a fragile compromise

t both parties fear any last minute conservative reresistance. a cliff hanger involving ted cruz. fellow republican senators said they didn't know if their colleague would try to block a deal because cruz had been lying low, until republicans met privately today. swamped by cameras, cruz briefly upstaged senate leaders who were about to announce their bipartisan deal while he announced his decision to stay out of the way. >> i have no objection to the timing of this vote. the reason is simple. there is nothing to be gained from delaying this vote one day or two days. the outcome will be the same. >> reporter: after all this the senate compromise is a short-term deal. the federal government could re-open and operate through january 15, borrow money until february 7th. after that date, treasury could prioritize bills until a new debt limit is authorized. it guarantees back pay for furloughed federal workers. after conservatives fought to

defund or delay obama care, the only provision linked to the health care law -- income verification for those applying for subsidies to buy insurance. house speaker john boehner did not go to the cameras but called a hometown radio station in cincinnati to announce this battle is over. >> well, listen, we have been locked in a fight over here trying to bring government down to the size, trying to do our best to stop obama care. we fought the good fight. we just didn't win. >> reporter: house republicans tell us that in their private meeting they gave speaker boehner a standing ovation. despite this defeat and the bruises they say there is no challenge plan to his leadership. boehner acknowledges it may take democrats to get it passed tonight. he predicts the government could re-open tomorrow. brian? >> kelly o'donnell at the hill. let's check in with the other component of this. the other end of pennsylvania avenue at the white house. chuck todd standing by on the north lawn. chuck, what's the situation there? >> reporter: well, the white

house and the president in particular have been trying to be careful not to say too much. they don't want to upend the deal. they have been very quiet today. they were very quiet yesterday. it almost looked as if they were being a bystander. but remember, brian, this was his strategy. months ago he told senate democratic leaders and house democratic leaders he was not going to give in on this. he didn't want them to give in. no negotiating over the debt the limit. there is a belief here in the white house that they feel they have won on that battle and that they have helped future presidents down the road because they think that's the wrong way to go. but they are trying not to gloat because, after all, brian, we have opened up government for all of 90 days. >> chuck todd, north lawn of the white house tonight. thanks. here in new york on wall street today, strong indications of the deal all day long sent the three major indexes up, the dow gained 205 points after the day's trading. then there is the anger

across this country. disgust with congress, the president, the process and the people asking if this is i any i way to run a country. we asked nbc's kevin tibbles to go out there and listen to what some folks were saying today. he's in milwaukee for us tonight. kevin, good evening. >> reporter: good evening, brian. you know, news of a prospective deal has been met with a clek tif sigh of relief but in cities like milwaukee here the public frustration with the nation's politicians has reached the boiling point. there is a chill in the air in milwaukee, wisconsin. summer's on the way out in this hardworking city by the lake, home to american icons like harley-davidson and brands like miller brewing. a chill on the street, too, toward the nation's capital. >> the nation is representing itself. it ain't about us. it's about them, know what i mean ? they are the ones eating good. we ooer just out here. >> it's very disappointing.

i'm losing faith in our politicians. they are not acting in in our best interest. >> reporter: news from washington has been met with with relief in miami. >> it's fabulous. it's great. about time. i don't know what took them so long. >> reporter: from new jersey where voters in a special election seat vote are sending a message. >> an car my may not be a bad idea. >> reporter: to a farmers market in los angeles. >> it's probably another kick the can down the road. >> number 124, please! >> reporter: back in milwaukee they are still stopping for frozen custard at gillis's, a wisconsin favorite. what do you think is going on in washington, d.c. right now. >> oh, you asked the wrong guy. you will never put on television what i think is going on. >> i think it is time for our country to come together and truly compromise. >> reporter: some say they are cynical about government, lurching from crisis to crisis. >> they are messing with the market. the market is up because --

surprise, surprise -- they are going to fix it. >> reporter: do you think there are any great leaders in washington today? >> no. none that i know of. >> reporter: you wear the flag proudly on your shoulder. are you confused? >> yes, i am. they should be thinking about the flag and not themselves. and the people of the united states. >> reporter: tonight, americans happy for resolution, but many are asking at what price. repairing that loss of faith in leadership may be congress's next and biggest challenge. brian? >> kevin tibbles sampling upon in milwaukee, wisconsin, for us today. kevin, thanks. we are joined here tonight by one of the republican veterans in the u.s. senate, a man who has expressed deep regret and anger over the damage this has done. senator john mccain of arizona. senator, let's talk about the damage in order to the country, to your party, your profession and how much of this do you lay at the feet of senator cruz from

texas? >> it's not -- we have damaged our credibility very badly. all of us. the president's numbers have gone down. democrats' numbers have gone down. republicans' numbers have gone down, only greater. it has eroded the confidence. you just showed it eroded the confidence on the part of the american people. remember that many of the members of the house were elected in 2010 promising to repeal or defund obama care. the problem with their strategy was that it was a fool's errand. we were not going to defund obama care. that's why we had an election in 2012. that's part of what that was all about. so it was a terrific mistake. we inflicted pain on the american people that was totally unnecessary. we cannot do this again. we republicans have a hole that we've got to come out of. obviously we're going to have to do the a lot of work. >> what about mr. cruz? that one member of the u.s. senate getting so much of the

attention. >> mm-hmm. well, he's entitled to his views. he's entitled to what he wants to do. he's responsible to the voters of the state of texas, but it wasn't senator cruz alone. part of it was selling the american people by a lot of organizations that somehow if we held out long enough that we would be able to do away with obama care. that's not how the american government works when you only have a majority in the house of representatives and democrats governing the senate and a democratic president. so it was a fool's errand. that's why some of us became so angry. i will do everything i can to fix obama care and defund campa. you can't do it with the situation that was. you deceive americans and that adds to the cynicism. >> senator, more broadly, is this the way we do business now

in washington? is consensus dead? is compromise dead? how about decorum? you have nicely passed it off but reevently congressman gomert of texas called you an al qaeda supporter and it hardly made a blip in all the talk. >> on that particular issue, sometimes those are comment s made of malice. if someone has no intelligence i don't view it as a malicious statement. you can't respond to that kind of thing. yes, there is polarization here and a lack of civility. i intend to maintain civility and respect the views of others. i also a intend to make it clear that we cannot do this kind of thing to the american people. you gave the numbers on billions of dollars. our system of government has to perform better. now some of us, 14 of us work together on a bipartisan basis.

we came up with a solution. so i think the lesson from this is there is a lot of us in the senate and i believe in the house that know the best way to address these issues is not what we just put the american people through. >> what about the fact, senator, that the solution now kicks the can down the road, puts off this crisis to create a possible other crisis after the first of the year? >> i hope we have learned a lesson not to do it again and sit down together and work out come promiezs. we can do it. i have seen it. i have done it. that's what the american people want from us u. i'm not giving up. i have faith in the american people and faith in these institutions. i enjoy the good fight but the time comes when you have to do what's right for the american people. >> on that note, senator john mccain, republican of texas. yet another eventful day -- republican of arizona.

a north dakota farm thor has discovered an a environmental disaster on his land. a crude oil pipeline leaked an estimated 20,000 barrels of oil in the mid ol of a once beautiful wheat farm. what is believed to be the largest land-based oil spill in the u.s. the pipe transports oil from the massive bacchan formation to rail cars. they think this was all caused by a quarter inch hole leaking for some time under a lot of pressure the oil was six inches deep in spots. most of it is deep under ground. now the long cleanup process begins. we want to take youing back to february of this year when these videos started surfacing from russia. they all recorded the same thing -- a massive meteorite that the lit up the skies and shook an a area for miles around, caused a lot of damage

finally tonight, about the photograph we showed you last night that generated such a huge response. it showed a u.s. army range er wounded in afghanistan. he was thought to be unconscious when they came in to award him the purple heart in the hospital. he started to raise his hand. he struggled with his doctors and his tubing because he was trying to form a salute. tonight with we want to tell you more about his story, a young man from since that the who has become an emblem for patriotism and resolve. our report tonight from nbc's harry smith. >> reporter: corporal josh hargis's salute brought tears to grown men's eyes. imagine what it meant to josh's wife taylor. >> moved me to tears.

i mean -- i think that's why it's gotten so much attention. out it's moving people. it's just such an amang thing that he's done and that he did. >> reporter: it's the salute seen around the world. >> i was amazed. i was just overcome with pride. that's my husband. he's an amazing man. >> reporter: because of a high school injury, hargis was denied entry into the army several times. when the army finally let him in, he blew through basic training and into ranger school, the elite infantry. hargis was on his fourth tour of duty in afghanistan. the salute didn't surprise his cam rads. >> everyone that knows josh isn't surprised. that's the map he is. >> reporter: they were on a mission southwest of kandahar when a suicide bomb debt natona and ieds erupted leaving hargis and a dozen others injured. four americans were killed.

pfc cody patterson, sergeant peters, first lieutenant jennifer moreno and sergeant patrick hawkins. taylor hargis hopes the picture of her husband serves as a re minder. >> it's hard for people to understand because it doesn't directly affect them. there are a lot of people who don't have anyone in their family in the military and they don't know. they don't know there are still fights being fought. they don't know there are still guys coming home injureded with life altering injuries. they don't know people are l laying life on the line and paid the ultimate price for their country. people don't no . >> reporter: taylor has been at his side. together anticipating a blessed event next spring. >> we are excited. i'm very early in my pregnancy. so it's still very new to us. i feel good. >> reporter: taylor said her husband is in good spirits, that he's a strong guy. that he's doing well.
