"early today" starts right now. good morning. i'm mara schiavocampo. we've avoided a potentially catastrophic default on the nation's bills. it took a last minute deal, but this morning the government is open and the debt ceiling is raised. at least for now. the deal is short term. we'll have more on that in a moment. but first, president obama signed the bill into law early this morning after 16 days of stalemate on capitol hill. he says he's convinced lawmakers on both sides can work together to make progress for america. >> we can begin to lift this cloud of uncertainty and unease from our businesses and from the american people. there is a lot of work ahead of us, including our need to earn back the trust of the american people that's been lost over the last few weeks. and we can begin to do that by addressing the real issues that they care about. >> but the road to resolution

was not an easy one. >> without objection, the motion to reconsider is laid upon the table. >> the republican dominated house passed the measure 285-144. 87 republicans joined all democrats in support. speaker john boehner told wlw radio, quote, we fought the good fight. we just didn't win. speaker boehner's counter part on the house floor. >> my colleaguespart on the house floor. >> my colleagues do you think your recklessness was worth $24 billion to our economy? this recklessness is a luxury the american people cannot afford. >> the senate passed the measure 81-18. only republicans voted against the measure. >> this is far less than many of us had hoped for frankly. but it's far better than what some had sought. >> it will be some time before we realize the effects of what

we've just done. i think one of the most important things we've been able to do is get senator mcconnell and i together. >> nbc's tracie potts is live in washington with the latest on all this. good morning. so this deal is short term. break it down for us. >> reporter: well, what the deal entails is extending the budget so we can get the government running again and get people back to work as of this morning. let's take a look at the details. the budget would be extended through the middle of january, january 15th. and the borrowing authority that was a midnight deadline last night to extend the debt ceiling so we could borrow more money, that is extended through february 7, although the treasury department may be able to extend it a little bit further by prioritizing bills if in fact there is no agreement. the bill also says that furloughed workers get backpay as soon as practicable. so they will be getting a check

at some point and it calls on a congressional agreement for long term budget. that plan has to be in by december 13. notably missing, any major changes to health care. that's what conservatives held out for. there is a provision that says the government has to verify the income of those low income individuals who will be getting subsidies to help pay for their insurance. >> all right, tracie potts live in washington, where all the action is. thanks. overnight, history was made in new jersey. newark mayor cory booker won a seat in the u.s. senate. the 44-year-old becomes the first african-american elected to statewide office from the garden state. he'll fill the last year of late senator frank lautenberg's term. >> you didn't just vote, but you believed that your voice and your vote matter. you believe it that you don't have to resign yourself to what's wrong, but you can do something.it that you don't have to resign yourself to what's wrong, but you can do something.t that you don't have to resign yourself to what's wrong, but you can do something

to resign yourself to what's wrong, but you can do something. we can do something to make it right. >> republican steve lonegan chipped away at booker's lead, but the democrat prevailed by some ten points. staying in the senate, there was at least one bipartisan moment amid the late night drama. caroline kennedy was unanimously confirmed as the next ambassador to japan. the 55-year-old major campaign supporter of barack obama will become the first woman to hold that post. during confirmation hearings, she spoke of her father's legacy to improve relateses between the two countries after world war ii. japan is the united states' fourth largest trading partner and home to 50,000 american trps. switching gears now, there are new revelations on america's super secret drone program. this morning the "washington post" is reporting on connections between the program and the national security agency. those documents reveal close collaborations with nsa spy resources, even suggesting some successful drone attacks could not have been ordered without information from the agency. it comes as the nsa is under

intense criticism for its spy programs on americans. officials are hoping it will bolster the agency's case that its resources are fighting terrorism. all of this as nbc learns news of two prominent departures at the nsa, keith al legs apder and his deputy are expected to leave in the coming months. in the wake of his father's emotional cry for help, officials are stepping into help the 9-year-old who snuck on to a commercial flight to las vegas. citing the child's recent stowaway episode, serious behavioral issues and run-ins with a law, a minneapolis judge has ruled the boy will live away from his parents while the entire family receives therapy. the parents will allow visitation and phone contact with their season. a blast of winter like weather hit no way new mexico earlier than expected. the first snowstorm of the season swept through the region laying a blanket of white powder over trees, roads and homes. as much as 9 inches of snowfall

covered the area, but according to the national weather service, these conditions are normal for this time of year. and for more on the weather forecast, i'm joined by bill karins. that looks like no fun. >> huge ski area, they're getting a little excited. it gets people in the mood. as far as the weather goes today, it's a very quiet day. first let me tell you what you need to though about today. as far as the wet weather goes, there is light rain along a weak storm system coming up through louisiana, mississippi, ohio valley, you'll have light rain, indianapolis to ohio, pennsylvania. that's really the only weather trouble out there on the map. so a good time to take a look at the hurricane season that really didn't have much impact here in the u.s.. the peak of the season was september 10th. we kind of had a second peak on october 15th and now we're quickly going down the clif the odds of getting a hurricane from here on out are less than 50%. predictions were for a very
