teacher and then wounded two classmates then, they say, the boy killed himself. john blackstone is on the scene of this breaking story. >> reporter: the first shots were fired by the 13-year-old gunman just before classes were about to begin. deputy police chief tom robinson. >> the best description is chaos. the kids were running out and they were scared, freaked out. so it'sçó too early to say whetr or not he was targeting specific people or just going on a -- you know, indiscriminate shooting spree. >> reporter: students say mathñi teacher michael landsberry approached the boy and told him to lower the weapon but the teen shot landsberry in the chest. >> in my estimation, he is a hero. we don't know everything he was doing yet but we know he was trying to intervene. >> reporter: sparks students describe landsberry as a school favorite. the air national guard veteran also coached the school's soccer team. players remembered rubbing his bald head for good luck. vanessa jiminez was in landsberry's math class last year. >> he was an amazing teacher to

me. like -- he was like a hero to me. >> reporter: investigators so far have not identified a motive for the shooting. scott, we've learned the gun the teen used belonged to his parents. >> pelley: john blackstone in sparks, nevada. thank you, john. president obama stepped out into the white house rose garden today and acknowledged there are major problems with the federal government's web site for signing up for insurance under the new health care law. here's what the president had to say. >> so here's the bottom line: the product, the health insurance, is good. the prices are good. it is a good deal. people don't just want it, they're showing up to buy it. nobody's madder than me about the fact that the web site isn't working as well as it should which means it's going to get fixed. >> pelley: but when? and after how much damage to the president's signature program? major garrett is at the white

house for us tonight. major, what is the administration most concerned about? >> reporter: scott, the health care law's financial structure depends on younger, healthier americans signing up so their premium cans support coverage for older sicker americans or americans who are just receiving more expansive coverage under the law. and if young americans are turned off by a clumsy web site and don't sign up that health care coverage this law promises could be jeopardized. >> pelley: this is turning into a bit of a black eye. i wonder, is this going to have any impact on the president's other priorities? does it undermine his credibility? >> reporter: it could, scott, the president's next big policy agenda item is immigration reform. the politics for that are already dicey among house republicans who are opposed to the health care law and rampant stories about an ineffective web site could raise legitimate policy questions about the federal government's ability to manage and bring into the system an estimated 11 million undocumented workers, we could have a policy debate on that issue, immigration, because of the clumsy rollout of this health care web site. >> pelley: major, thanks very

much. what exactly is wrong with the web site and what is the government doing to fix it? we asked wyatt andrews to dig into that. >> reporter: the white house is relying on the nation's insurance industry to help fix health care.gov. insurance firms with years of experience selling health policies over the web have complained the administration did not reveal the full design of the site until the day of the launch when it was too late to suggest changes. bob laszewski is a policy consultant to several of the health care companies upset at the administration. is it fair to say they're angry about this? >> absolutely they're angry. and one of the biggest things that makes them ang i have that people have been saying that something like this was going to happen. >> reporter: but even when the web site works and enrolls an applicant, laszewski says the information reaching insurance companies is often flawed. >> it's garbage, it's garbled. i've had insurance executives tell me that john doe will come in and a little while john doe

will be canceled and then john doe will be reinstated, then john doe will be canceled up to ten times. >> reporter: on sunday, the administration added this feature to the site: see plans now, which shows the price of health insurance before you open an account. sources they critical shop first part of the web site was dropped in late september, surprising most software experts. house republicans are sending the administration a letter suggesting the shopping feature was dropped in a political move to hide the sticker shock applicants might feel when the premiums were revealed. the white house today assured republicans it will send top officials to capitol hill for hearings, that's a change. last week the administration said health and human services secretary kathleen sebelius would not be available, but today, scott, they said she would testify if the hearing is next week and that's all being worked out now. >> pelley: wyatt andrews in our washington newsroom. thank you, wyatt. the president had to make a somewhat embarrassing call to

the president of france today to smooth things over after a french newspaper reported that america's national security agency swept up more than 70 million french phone records. the information was leaked by edward snowden, the fugitive former n.s.a. contractor. the white house promised a review of n.s.a. practices and said legitimate questions have been raised. well, don't be surprised if this next story turns up as a plot in an episode of "n.c.i.s. " that, of course, stands for naval criminal investigative service and tonight one of its own agents is under arrest in a bribery scandal along with a naval commander and two defense contractors. david martin reports this case may have cost taxpayers millions. >> reporter: every time a u.s. navy ship pulls into a foreign port there's money to be made by providing everything from tug boats to trash removal. a company called glen defense marine asia allegedly bribed navy officers to make even more. according to court documents,

the company's owner, leonard glenn francis, used all expense paid trips, tickets to performances of "the lion king" and lady gaga as well as prostitutes to steer business his way. those bribes allegedly went to navy commander michael misiewicz who escaped the killing fields of cambodia in the 1970s and was adopted by an american family and gone on to command a u.s. navy warship. an inspirational story which made him a local hero. >> what a privilege and honor it is to be here in a united states military uniform. >> reporter: but e-mails quoted in the court documents tell a different story. francis wanted misiewicz to use his influence as an officer with the pacific-based 7th fleet to arrange u.s. ship visits to what francis called pearl ports where he could overcharge the navy for his services. after the aircraft carrier ""stennis" spent an extra day in one port, misiewicz e-mailed francis "you ask, i deliver."

that extra day was worth $250,000 to francis. after the ship called at another pearl port, francis billed the navy $2.7 million, about price the going rate. pheuts wits allegedly sent francis classified schedules of upcoming visits and francis responded "bro, i need more visits in pearl ports." investigators identified more than $9 million in charges in pearl ports alone. the court documents show francis allegedly bribed an n.c.i.s. agent to keep him informed on the progress of the investigation. all those charged so far have pleaded not guilty but navy officials believe that more officers will be implicated as the investigation continues. >> pelley: and the case being pursued by federal prosecutors in san diego. david, thanks very much. we reported last week that two killers serving life sentences were released by mistake after someone submitted fraudulent

paperwork to a florida prison. the authorizations for early release were complete with a forged signature from a judge. the fugitives were found this weekend, but the search is on now for possible accomplices. here's mark vas man. >> reporter: joseph jenkins and charles walker are behind bars tonight in the bay county jail. this cell phone video shows how their escape ended on saturday evening. >> those are u.s. marshals. >> reporter: 20 law enforcement agents acting on a tip surrounded this panama city beach motel where the killers had been hiding for two days. john swab was another guest at the motel. >> i mean, they had -- it looked like machine guns, automatic weapons laying across the hood of the trucks and the cars. every everywhere. >> reporter: jenkins and walker will be sent back to prison. investigators say they knew they were being chased and were waiting at the motel for someone driving from atlanta tick-to-pick them up. more arrests are expected. the forged paperwork that freed them from life sentences has

been tested for d.n.a. and fingerprints. >> everyone is totally upset. >> reporter: to have their hopes raised -- stpwr to have their hopes raised and to find out that it was false hope. >> reporter: henry peerson is the uncle of escapee joseph jenkins. when jenkins was freed september 27, peerson picked him up from prison. >> we had no indication that anything was amiss. >> reporter: no looking over his shoulder. >> no. >> reporter: no checking the door. >> no. none of that. >> reporter: is he savvy enough to pull this off on his own? >> with 15 years in incarceration i don't put anything past anyone. i am not going to say well there's no way he could have done that, you know, he's not that intelligent, i can't say that. >> reporter: the escapees have not been assigned new prisons yet and, scott, they will face additional charges and prison time for their escape. >> pelley: mark, thanks very

much. this evening, it looks like america's largest bank will pay the largest legal settlement ever for its involvement in the mortgage meltdown that set off the great recession. j.p. morgan chase has entered into a tentative agreement with the justice department to pay $13 billion to settle allegations of fraud. anthony mason has our story. >> reporter: even for the world's biggest financial services firm, $13 billion is not small change. it's more than half of j.p. morgan chase's profits last year. are you surprised at the size of this fund? >> yeah, it was enormous. >> reporter: max wolff is chief economist with z .t. wealth. >> this was a record breaker times two, three, four that someone wanted to make sure the guinness book would have it in its next 26 editions. >> reporter: j.p. morgan is accused of misleading investors and the government about the value of mortgage-backed securities it sold as the housing bubble inflated and of misleading them about the

quality of the mortgages as well. >> let's be fair here, this also helped to contribute on-to-millions of americans losing their homes. >> reporter: the bank's c.e.o. jamie dimon, here showing his i.d. to doctor the justice department last month, met with attorney general eric holder. >> this is something that is a priority for this justice department to hold accountable people who would manipulate companies, that would many manipulate our financial markets for their own customers' benefit or for the benefit of the company. >> reporter: after safely steering j.p. morgan chase through the financial crisis, jamie dimon was wall street's golden boy. but this month, the bank reported its first quarterly loss during his reign. what damage, if any, has been done to jamie dimon. it proves he isn't special and neither is j.p. morgan and it probably pushes further into the future the point at which banks stop becoming less popular than venereal disease. >> reporter: under the tentative deal, the bank could still face criminal charges. the $13 billion payment would

hit by some of its worst wildfires in decades. 58 fires are burning in the southeast tonight. they broke out thursday and created a vast cloud of smoke over sydney. firefighters drove through the flames to evacuate people whose homes were overrun. one person has been killed, more than 200 homes have burned. people all over the world have been captivated by a mystery child in greece. today, the police there released pictures of a couple that they've charged with kidnapping, but there are many questions about this girl and very few answers. holly williams is there. >> reporter: she answers to the name maria and has blond hair and emerald green eyes. that's what made the greek police suspicious when they visited her home during a search for drugs and firearms. the little girl bears no resemblance to the family she was living with in central greece in this community of romas, or gypsies as they're

often known. d.n.a. tests prove that maria isn't biologically related to the couple who said she was their daughter and today they were charged in court with child abduction. they and others in the roma community claim maria was adopted from parents who didn't want her. but kostas yannopoulos, the president of the charity now caring for from maria said she may have been abducted by the romas because of her unusual looks. >> when they have a good commodity like this one they'll try to find a better price because they will use also this little girl in the streets to big because she was blond and she was cute. >> reporter: if maria was abducted it could have been years ago. these home video found in the roma community seems to show her as a toddler. it's believed she's now five or six years old. the charity has taken thousands of phone calls and told cbs news today they have information on eight missing children that they

believe could be maria. >> pelley: holly williams is joining us now in athens. is there any reason to believe there might be other children involved? >> reporter: well, it's possible, scott. the greek police said the woman they charged had documented showing she'd given birth to ten children in a period of six months which adds to suspicions she was involved in buying and selling children. and the fact is that maria may have been sold or abandoned by her birth parents. now, maria doesn't match up with any of the missing children listed by interpol and an american law enforcement official here in greece told us they are not pursuing any u.s. connections. >> pelley: we'll keep following up. holly, thank you. scientists are reporting what could be a big advance in the treatment of hair loss. that story is next. to a goal of under 100. way to go, crestor! yeah!

i'm married and i have three kids and this is my rush. >> reporter: in california, the number of motorcyclists on the road has gone up 53% in the last ten years, most of them law-abiding, officials say. but large groups of riders-- sometimes hundreds at a time-- can pose a safety threat to other highway drivers. officer ming-yang hsu is with the highway patrol. >> when we have motorcyclists blocking the free way to slow it down they have room to perform those tricks that's when we have imimmediating issues. popping a wheelly, spinning around, things like that, it is reckless driving. >> reporter: do you condone that? >> no, we don't. >> reporter: ivan morales is president of elite bikerz of downtown l.a. he says they're a club, not a gang. on this day they were washing cars to raise money for a member's medical bills. he says the club frowns upon any member doing stunts like these. how do you stop somebody? especially you're in a big group. >> we can't stop them. you can't stop them.

>> reporter: you don't feel like a law breaker? >> no. you've got to be a smart rider. >> reporter: one wheel on the freeway doesn't seem smart. >> controlled!
