in custody. >> police track down the man wanted for shooting an officer. >> the surprising place he was discovered. hello again. i'm jessica kartalija. >> i'm don scott. >> here's what people are talk talking about today. breaking news. the search for the man accused of opening fire on a howard county police officer is over. wjz is live with complete coverage of the capture of stephon prather. sky eye chopper 13 is over the area where officers found him. first we go to mike schuh with the latest on the manhunt and capture. >> reporter: good morning. this incident happened just abok away from here. prather fled into the woods. it's believed he stayed there over night. he emerged from the woods at that tree line and police caught him right here. >> he was captured here, just 50 yards from yesterday's shoot out. at 8:30 this morning freddy pina was first to see him. >> he looked like the guy that

they described on the news. he had two sticks in his hands. face was covered. >> prather was using those two sticks to try to walk with as he head a leg injury. he spotted him here. he told police and they caught up with him about 300 yards down the road. >> i don't know if they saw him or not. they were coming out saying it's him, it's him. they stood there for a while and just went after him. >> weakened and cold prather gives up without a fight and taken to shock trauma. >> clearly he knew the heat was on him because he eventually walked out and surrounded knowing officers surrounded him. >> he shot a cop. we take that obviously very is s ly in our county. our investigation is just beginning. >> now the same teams which searched for him searched for the gun he allegedly used to shoot steven houk. a massive manhunt for a desperate man with

a violent past. >> a long time with violent crimes. >> this morning this is a community no longer on edge. >> reporter: now, police say that prather was probably injured in his leg during that shoot out last night. they say that they're officer steven houk is doing quite well. i'm mike schuh reporting live from laurel. back to you, don. >> thank you. our come plete coverage continues now with sky eye chopper 13 and captain jeff long over that area. good afternoon, jeff. >> reporter: good afternoon. looks like the traffic is back to normal here. there's still a police presence. now, you can see right there on the side of the road on the shoulder by the woods that is the location where the suspect was found. we don't know how far in the woods the suspect was holed up over night. this location is not very is far north from where the shooting actually took place. now, as you can see traffic is moving just fine on route 1. that was

not the case last night as this road was shut down for quite some time. reporting live from sky eye chopper 13, i'm captain jeff long. back to you. >> thank you very much. p wjz will have more on the capture and the officers condition coming up at 4:00, 5:00 and 6:00. maryland is bracing for a cold snap tonight. taking a live look outside. there's a few clouds but what you can't see is how cold it is out there today. wjz is live with first warning weather coverage. marty is in the out back in a jacket. first meteorologist tim williams is updating these chilly temperatures. good afternoon, tim. >> good afternoon. give you a little perspective h. the normal highs are just in the 50s and 40. actually, 60. 68 degrees is your normal high. 43 degrees is your normal over night low. that's what we're going to be dealing with for the next several days. right now we're at 50.

the normal high is is now 64 degrees, i misspoke. 64 is the normal high. we are right now just a little bit cooler than this time yesterday by about 2 degrees. it's just going to be a pattern we stay locked in. as a result of the colder air we have a freeze watch in effect for late night into friday morning. temperatures expected in all those areas shaded to drop below freezing. marty i guess depending on the size of your dog it's going to be cold. >> reporter: it's going to be a five dog night. i'll the -- tell you that up front. there's a big dome of canadian high pressure that opened up the door to central canada. this is our first real blast out of that area this season. now, i want you also to note that graphic. look at the lake effect that's coming across the great lakes. notice on our watch, warning and

advisory graphic we have added lake effects, no showers. the point is take a look just north and west. what our current temperatures are, chicago 41, detroit 43 degrees. the actual deepest part of that air is moving towards us. we're looking at lows at or slightly below 32 degrees. having said that, this is a crystal clear canadian air mass. you look up at that color of blue you'd be hard pressed to duplicate it in a paint story. it looks like fall, it feels like late fall if not christmas. when are we finally going to warm up a bit? and we will. meteorologist tim williams with those details shortly. now back to the warm inside. >> thank you. state attorney general dougs expected to answer questions about reports he was at a party where underage teens were drinking alcohol.

mary bubala is live back in the news room with the latest on this. good afternoon, mary. >> reporter: good afternoon. gansler is once again doing daml of a controversial story surfaces. according to the baltimore sun, when the attorney general arrived at a house party on the delaware shore in june he pushed right by several underaged teens drinking alcohol. gansler said he stopped by the beach house to talk briefly with his teenage son who was at the party and then he left. gansler when onto say he does not remember whether he saw anyone drinking. he tells the sun even if he had it was not his responsibility as a parent of high ranking law enforcement official to intervene. don, back to you. >> thank you. earlier this month gansler came under scrutiny when the washington post reported he had ordered his state troopers to drive recklessly and speed at his request. in anne arundel county police say alcohol may be partly to blame for a head-on collision

that seriously injured a 4 month old baby. it happened on clark road in jessup. police say a 29-year-old glen price was driving with his infant son in his lap when he crossed into oncoming traffic. the child is in critical condition. several other people suffered non-life threatening injuries. we're learning more about the murder of a young teacher in massachusetts. students and parents gathered in danvers last night to remember 24-year-old colleen ritzer. police say a 14-year-old student killed her with a box cutter inside the local high school. he is now being held on murder charges and has been deny bail. police have not said a possible motive. four contractors who worked on the healthcare.gov website is testifying before a house committee today. it's the first of the many problems. danielle nottingham reports for wjz from washington. >> designers of healthcare.gov came to capitol hill to face

lawmakers questions. . >> it's about whether americans can have affordable health care. this system is not helping in this debate. >> problems on the site range from consumers not being able to log onto initial insurance cost estimates that are way off the mark. contractors who built the site told lawmakers their individual parts worked as planned and the website's launch was in the hands of the government run centers for medicare and medicaid services known as cms. >> cms has the ultimate decision for live or no go. >> republicans contend the problems with the website are a sign of larger problem with the health care reform law. democrats just want the website fixed but are losing patience. >> joe mansion wants to shelve the deadline for a year. >> there shouldn't be a fine or penalty. this should be a transition year. >> the white house is giving

people an extra 6 weeks to enroll without having to pay a penalty. in washington, danielle nottingham, wjz eyewitness news. >> health and human services secretary said her department will hold daily briefings to give updates on the site's progress. hundreds of drivers are using the hard way to respect the move over law. state police have made more than 1,400 stops in just one day as they crack down on violators. drivers are required to move over or slow down for emergency vehicle with their lights on. a state trooper was injured earlier this year after a driver accidentally hit her she walked on the side of the road. several students being sickened at a city school. wjz has learned several of the students from the reach partnership school in clifton park tested positive for marijuana once they got to the hospital. investigators believe they ate cookies laced with the drug but said they're continuing

welcome back, everyone. take a look at just a beautiful sky. marty eluded to this earlier. you hardly find anything more picture perfect. autumn blues are clear. just the cold canadian air brings that color out. 50 degrees right now. our temperature is going to stay in the 50s for the remainder of this day. we're at 23 your dew point. humidity 34%. dry out there. that's what gives you that typef atmosphere. winds from the at 20 miles per hour. 30.03 the

barometer. 32 in oakland, 52 enth, 54 ocean city, 55 in washington county. around the metro everybody in the low 50s except for westminster at 45. the winds coming in from the west, northwest. that's bringing in more of that chilly air. that's attributed to the jet stream. it's bringing lake effect snow to higher elevations. you see some of the mix there, the pink. they're starting to get some of that winter precipitation as that colder air is starting to move across. that's where we're seeing the clouds making their way in here. we're not getting it but the higher elevations towards washington county and points west are starting to see some of those flurries and maybe some on the ground. cooler temperatures stay with us as we mentioned. our normal high now is 64 degrees. the cool temperatures mean that we're going to stay in the low 50s. milder air will move in. it's going to take until after the weekend to do it.
