make it better but to use the website and the fwlichglitches as an execute to defund obama care. >> cbs news has confirm thad emerging trends in states who have their own industry standards. they say this may threaten the entire structure of obama care. jan crawford is in washington. good morning. >> reporter: good morning, charlie. good morning norah. in many of the 15 states more people are enrolling in medicaid than are actually buying private health insurance. there will not be as many healthy people buying insurance for this system to work. as the obama care website struggles. the administration is emphasizing state success. >> there's great demand at the state level art well. there are a bunch of states running their own marketplaces. >> the newly in sured in some of

those states are overwhelmedly low income people signing up for medicaid at no cost to them. >> we're seeing a huge spike in terms of medicaid enrollments. >> he says the numbers have surprised him and state officials. cbs news has confirm thad in washington, more than 35,000 people are newly enrolled. 87% signed up for medicaid. in kentucky out of 26,000 new enrollments, 82% are on medicaid. and in new york of 37,000 enrollments, medicaid accounts for 64%. and there are similar stories across the country and nearly half of the states that run their own exchanges. medicaid experts say they're not sure why they're seeing lopsided enrollment numbers. an administration spokeswoman says coverage provide by the new law allows a range of options so

consumers can pick a plan that best meets their needs or budget. >> either the private insurance enrollments comes up around the expect amount or there's going to be a problem. >> reporter: but a former director says the numbers are causing concerns in the industry which needs healthy adults to buy insurance in order for this to work. >> you need a volume and high users in private insurance in order to have it be sustainable. >> now they expected some of these high enrollment numbers. supporters say this shows there's demand but industry sources say if we don't see real turnaround soon there could be big problems for the entire system. charlie and norah? >> great reporting jan. thank you. president obama signed the affordable care act into law in

2007. >> if you like your insurance plan, you will keep it. no one will be able to take that away from you. it hasn't happened yet. it won't happen in the future. >> but it appears that's not happening the way the president explains it. the health care law raises standards for insurance policyies policies, so now they're canceled hundreds of thousands of policies for americans forcing them to buy new policies. >> before i had a plan that i had a $1,500 deductible. i paid $199 a month. the most similar plan i would have available to me would be $278 a month. my deductible would be $6,500.

their phone numbers may have been handed over by u.s. diplomats. german chancellor angela merkel who's glued to her phone says the trust between u.s. and germany has been shattered, this despite reassurances from the white house yesterday. >> the president spoke with chance lore merkel reassuring her they that have not and will not monitor. >> what he didn't and wouldn't say is that the u.s. had monitored her phone in the past. francois holelandhollande says it must stop. this morning hollande said what's at stake is preserving our trust with the united states. france and germany have asked for direct talks with the u.s. to resolve the dispute and maybe coming one a monitoring protocol

offshore. the fbi and state department are coordinating the emergency response through the u.s. embassy there. the two americans were working on this u.s. flag commercial oil supply ship off the coast of nigeria when pirates attacked and kidnapped them before releasing the 11 other crew members. it's not clear where they took them. one the ship's cam tan, the other the engineer. >> we're seeking the identification. our principle concern now is the safe return of two american citizens. >> reporter: piracy has increased by a third this year in part because of the ships caring care carrying oil. that type of coordination off

shooting. back to you. >> kristy, thank you. maryland attorney general doug gansler is under fire over hisas at party where underage drinking may have taken place. the photo shows gansler dressed in a white shirt in the center of a teenage house party in delaware. gansler says he dropped in to see his son. the party was chaperoned, and he saw no evidence of alcohol in the time he was there. city police are investigating a deadly shooting in west baltimore. it happened last night. police say a 24-year-old man was found shot in the stomach there. he was taken to the hospital where he later died. the victim's name has not been released. so far no arrests have been made. anyone with information is urged to call city police. a teacher's dream store exists. a wish list depot stocked supplies for free. inside elementary and middle school a classroom has been transformed into a store stocked with school supplies. the store is a brainstorm of a local woman who start add nonprofit to fill the need of

this morning maryland's attorney general is defending himself against charges that he ignored a crime. the incident threatens to affect his political future. jeff begase ispegues pegues is in baltimore. good morning. >> reporter: it's becoming a race to watch in part because every week it seems there's some sort of scandal that shakes this race up. this photo taken at a house party over the past summer shows gubernatorial candidate doug gansler pushing his way through a house. and his critics are pouncing, accuseing the maryland official

man hunt 29-year-old stephen prather is in custody. wednesday, police say drivers spotted prather chasing with a gun around this red pickup truck, and when officers approached he opened fire hitting officer stephen houfk. prather has a long criminal record including vehicle theft assault, attempted first-degree murder and breaking and entering back in north carolina. crime dating back as far as 2002. prather faces more charges now for this latest shooting. back to you. kristy, thanks. maryland attorney general doug gansler is under fire over his actions at a party where underage drinking may have taken place. the photo shows gansler dressed in a white shirt. gansler says he drops in to see his son. the party was chaperoned, and there was no presence of alcohol in the time he was there. city police are investigating a deadly shooting in west baltimore. it happened last night on the 1400 block. police say a 24-year-old man was found shot in the stomach there. he was taken to the hospital where he died. the victim's name has not been
