it is the top of the hour. our bottom line this morning is it is milder and cloudier than this time yesterday. sharon is watching the roads, of course. marty is over at first warning weather. in some cases it's a little bit wetter. here's first warning doppler weather radar. what we're seeing is very light shower activity. it's going to be pressing through the area for the next few hours. by the afternoon variably cloudy and mild. we have rain right now but it's mild. that 47 degrees is 6 warmer than this time

yesterday. by lunch 62 on its way to a high of 63. 63 was our temperature yesterday. 63 is normal for this date. what's wrong on your way to work? here is sharon gibala at wjz traffic control. >> good morning. we're seeing some of that rain n one of or traffic cameras. we're start together see more accidents. one of them on 32 eastbound at 108. that one temporarily blocking two lanes. a pedestrian involved report at patacso avenue. we still have that accident on eastbound cold spring lane and evans chapel road is the cross street, a sleight change there. 55 and 54 on the beltway. 56 and 54 on 95. that's a look at 95 where we are seeing some wet roads there at 152. that's mountain road. so possibly some rain in that area. there's a look at 95 at 395 looking good. now wjz has the stories people are talking about this morning. here's don. >> thank you.

members of congress fires oe questions at a top obama administration official over its problematic healthcare.gov website. this as many marylanders are still trying to sign up. here is meghan mccorkell with the story. >> good morning. that problem plagued website had ed lots of questions on capitol hill. >> we're barely four weeks into this one and we're already declaring it dead. >> why should the american people believe you now? >> rapid fire questions for the head of the federal health care website who apologized for what's being called a disaster roll out. >> this is fixable. >> now another hit for o.k. oh it -- for oh lam baabama care. >> insurance providers are dropping more than 2 million people. >> the white house website said if you want to keep the health insurance that you got you can

keep it. now they're being told they can't. that's a lie. >> that's sending more people into the health care exchange. >> here in maryland officials say more than 300,000 people visited the state's health care exchange website. website woes are a slow down. >> the exchange is working hard around the clock to fix all the kinks and work out things. >> 40,000 have created accounts on the site, 3,100 have enrolled for coverage. ann chester said she's waiting until the glitches are gone. >> if they can get it fixed then we'll see what it is that we then may have to talk about in terms of whether it works or not. >> the lack of a fix, the source of a frustration for many. >> a contractor who developed maryland's health care exchange has hired more staff to try and fiction those glitches. marty's -- meghan mccorkell, wjz eyewitness news. >> some are calling for the health and human services

secretary to step down. maryland state delegate don dwyer injured in a car crash. it happened yesterday in pasadena. a driver in another car turned at the red light leading to the crash. no one is seriously hurt. last week dwyer was sentenced to 60 weekend days in jail for a dui in august and boating under the influence where there was a crash that injured seven people. one year ago super storm sandy devastated parts of maryland, delaware, new york and certainly new jersey. today some areas are still trying to recover. wjz and mike schuh are live with more on the storm's impact and that recovery. good morning, mike. >> reporter: good morning. for most of us sandy is no longer in our head lines. for those who lost everything it still tops their personal front page. >> a bonfire in sea bright, new jersey marks a celebration of survival for those who endured d

super storm sandy last year. >> a year after the storm ravaged areas of new jersey and new york rebuilding continues. flooding and fire wiped out homes also. >> right now every conversation we have leads to hurricane sandy. i look forward to the day when we move beyond that. >> stories of hope continue to emerge. in rock away, new york the home of rosa vasquez looked like this january. the house has been rebuilt with numerous donated items. >> it's overwhelming when you don't have your own place to go to. to finally have your own home and be able to come home, it's undescribable. >> there was water into the dressing drawers. >> ruth fountain of crisfield remembers super storm sandy. flooding ravaged the eastern shore town. she's among some of the hardest hit residents in maryland. the rebuilding continues. >> they've been through a lot. there were people who lost ever.

there were people who have damage to their homes. >> reporter: maryland's already received $73 million from the feds to help with our damage. they promised another $19 million more to come. i'm mike schuh reporting live. back to you. >> thank you. as you saw sandy hit the eastern sea board with incredible force. here is meteorologist chelsea ingram with more on how those conditions developed. >> one year ago today impacts from sandy were felt across the entire eastern sea board, including maryland. the whole state was effect from the mountains to the coastline with significant rain, wind and yes, even snow. rainfall in addition to other factors like storm surge contributed to moderate and severe coastal flooding in maryland while places like the jersey saw saw great devastation. maryland's coastline saw major impact. we saw extremes here in maryland. the highest rainfall occurred in

easton, maryland. 12.5 inches. high land beach, maryland the ht est wind guest, the highest snowfall red house, maryland with 29 inches. >> tonight at 6:00 on wjz rising waters. the first warning weather team uncovers its not just storms threatening maryland shorelines. how the coastline in our state is disappearing tonight at 6:00. this morning another crime caught on camera. two women stealing more than $500 worth of meat from a grocery store in frederick. it happened at the giant there. surveillance cameras showing the women filling reusable shopping bags with meats. that occurred on october the 10th. police are asking anyone with information to please contact them. a morgan state university honor student files a complaint with the school after he said he was barred from joining a from tenty.

>> kappa alpha psi is at the center of days crimination complain ant seen major bryan stewart said a member told him he would not get in because he's gay. >> it took me aback a little bit. i really didn't pay it too much attention. it was something that i was like, okay, you're saying this but i'm still going to apply, i'm still going to do what i believe i can do to get in. >> stewart said hurtful messages prove his sexual preference would be an issue. stewart shares the messages he received from a source with wjz showing a conversation between two members of kappa alpha psi using racial and gay slurs. this n word, bryan, keeps calling me, son. i don't want another expletive writing any leters. when asked about the text messages. >> you can call ihq in philadelphia, pennsylvania and speak with them. >> comment on the text

messages? >> no. >> they go on. it said give them the perception of a fair and equal opportunity. >> that put in perspective of why they denied me. >> university officials would not go on camera but said we are aware of the complaint and reviewing the party. stewart will be a first generation college graduate. he holds a 3.2 gpa and interned at the white house. >> this is mainly to raise awareness this this happens. >> stewart said he received a scholarship from kappa alpha psi to pay for his college career. i'm rochelle richie, wjz eyewitness news. >> morgan state said it does not tolerate or accept discrimination. turning to sports, it's back to the court for the nba. depending champs, the heat, take on the bulls. the heat showed off their rings on opening

night. after that they started their quest for a third straight title. the heat beat the bulls 107-95. in baseball news, orioles center fielder adam jones has two reasons to celebrate this morning. his long-time girlfriend announced the couple's engagement on instagram yesterday. he proposed to paris. the good news doesn't end there. he was voted the best in the field in his position winning his third career gold glove. manny machado was voted the best third baseman earning his first goal career club. he's the first orioles third baseman to win since brooks robinson got the last of his back in 1975. j.j. hardy also got a gold glove for the second straight year. congratulations to them. >> absolutely. i'm going to tell you somethinge . we got to throw out some kudos.

island, 46 bel air, 45 columbia, greater westminster now at 52 degrees. we have shower activity around the area. we're all going to see a little bit of rain. this is not a tremendous amount of moisture. none the less, it may not be out of the ordinary to say spotty showers this morning. i can see that part of the forecast being in tact well into the midday. there's a warm front moving our way that's going to give us a great halloween. mild weather for the kids and big kids too. right on the hills there will be more chilly air moving into the mid atlantic. it's a temperature roller costar as we end october and start november. 63 your high today. 53 over night. tomorrow mild with a high of 72. breezy friday. by the afternoon here comes that cold front. sunny and beautiful for the weekend but getting below normal. normal will be 62. so saturday 66, 56 sunday, 54 on monday.

at 25 past 6:00, the annapolis city dock is getting an anticipated facelift. not everyone is a fan of the current plan. here is christie illeto. >> it's a maryland gem for locals and tourists that will soon see big changes. >> what the plan does is it provides a 20-year road map for the future for city docks. >> the plan to the annapolis city dock among other things widens the promanad and gives the option of building a flood wall, something major collins said preserves the city with allowing construction.

>> we have the fix this. we have to fix the nuisance flod flooding. the main parking garage is over 40 years old. it would be nuts to do any major project without a coordinated plan. >> you have to accommodate for what's happening in the future. >> local businesses say the docks history needs to remain untouched. >> there's nothing broken about city dock. >> some businesses told me off camera they do support this city dock master plan. other businesses and residents have been concerned about the fact that there could be changes to traffic flow the historics and of course the big concern removal of parking. >> taking away parking, surface parking, on the city dock will damage the access and volume of the businesses that are here. >> no secret parking is limited near the water. city leaders say a parking study will be done if spaces are eliminated by those changes. >> some businesses hope

it is the bottom of the hour. some is light rain is making its way through the region. sharon is watching the roads, marty has the radar over at first warning weather. as a matter of fact, here's first warning doppler weather radar. let's take a good look at this. this is a warm front heading our way. there's light shower activity. that's not the end of it. let me widen this out for you and just show you really how much is is potentially out there. i think we stand a threat of a couple passing showers through at least the middle part of the midday. it's getting warm. here's that warm front. look at that. 50 degrees in oakland. a week

health and human services secretary kathleen sabilas will go before congress and be asked about who knew there were issue with the healthcare.gov website and when did they know it. here is susan mcginnis reporting for wjz. >> health and human services secretary kathleen sabilas will be in the hot seat today, testifying this front of the house committee. >> the president should ask the president of health and human secretary services to resign her position. >> in prepared testimony she blames contractors hired to build the website for the center's for medicare and medicaid services or cms. she said unfortunately a subset of those contracts for healthcare.gov have not met expectations. >> in testimony last week those contractors said the real problem was with cms which demanded last-minute changes and

did not allow enough time to fully test the website. >> i want to apologize to you that the website has not worked as well as it should. >> maryland tavener, the head of cms said fixes have improved the website. >> you're saying the system is right now is working? >> i'm saying it's working, it's just not working at speed that we want and at the success rate that we want. >> contractors say they warned the obama administration about the glitches weeks before the launch. members of congress say they want to know when sabilas first learned of the problems and who did she tell. >> susan mcginnis, wjz eyewitness news. >> she continue to resist the calls for her to resign. new details are being released about last weekend's double murder/suicide. the police department said 37-year-old christopher robinson did not use his service weapon in that shooting. robinson killed city firefighter andrew hoffman and marie heartman

before taking his life. robinson was unable to get over his breaking up with heartman who moved on. this week marks one year since the devastation of super storm sandy. today hundreds of homes are still waiting to rebuilt. many businesses remain closed. some progress is being made. mike schuh is live with more. good morning, mike. >> reporter: good morning. for most of us super storm sandy is just a memory of a wet couple of days. there are many people all along the east coast who are still living it every day. >> a bonfire in sea bright, new jersey marks a celebration of survival for those who endured spsd -- who endure super storm sandy last year. >> homes were wiped out by

the way. i'm mike schuh reporting live. back to you. >> thank you. come ing ing up tonight -- coming up tonight at 6:00, rising waters. the first warning weather team uncovers that it's not just storms threatening the maryland shoreline. how the coastline is disappearing tonight at 6:00. singer chris brown is checking into rehab after his run-in with the law in washington dc. tmz reported brown entered a facility for anger management issues. he was charged with assault in dc on monday, accused of punching a maryland man who tried to take a photo with him outside a hotel. the judge ordered brown back to court on november the 24th. no word if his rehab stint will change that date. a high school teacher in north carolina is out of a job after allowing students to reuse needles for a biology assignment. she said the students were determining their blood types were using a lab kit. the kit included needles

that she allowed the students to reuse after they were cleaned with alcohol. she thought the experiment was approved by the school system. >> if it was not okay to use it should have been taken out during the summer. >> we don't want students to sharing a needle and second of all having any type of human blood in the classroom. >> an assistant principal stopped the process after receiving a phone call from a concerned parent. mcmillan is not appealing her firing. the president is probably changing his passwords after one of his social media accounts was hacked into. a syrian group is claiming responsibility for hacking into the president's twitter account. a pair of tweets redirected followers to you tube videos promoting syrian president assad. those links were compromised a short time later. the account is used by the president's campaign.

the controversy involve ing ing attorney general doug gansler is putting south delaware into the spotlight. now they responding with a warning. here is mike hellgren with the story. >> maryland attorney general doug gansler is taking the heat from a picture showing him at a packed teen party where witnesses say there was underage drinking. now the town of south bethany, delaware where it happened wants more parents feeling the fire, issuing a frank statement about teenagers saying many of the incidents that occur are the result of poor or absence super vision by parents. parents often rent the homes and disappear, leaving teenagers to fend for themselves. don henrati rent his home and knows things can get out of control and believe parents turn a blind eye. >> senior week they would

rather not know. >> gansler has spoken out against underage drinking. he and the parents of several teens rented the home in june after his son's high school graduation. >> police in town say they're not investigating whether adults illegally watched as minors consumed alcohol. they said too much time has passed to move anything. they consulted with delaware state police. >> those living near by say south bethany is right for cracking down. >> every parent should be aware of what their children are doing at all times. i don't care if they're 12 or 19. >> why the picture has been a blow to gansler's run for governor it has sparked a controversy. >> gansler admitted he made a mistake not investigating whether there was underage drinking at the party. >> south bethany had eight

winds calm. barometer is at 30 .29. it's a mild morning in the traditionally chilly spot of the state at this time of the day. it's 50 degrees in oakland, 25 -- 52 westminster. here's current first warning doppler weather radar. we've had one wave of showers move through the area. another wave is moving our way. i really think we may not clear this out until the middle of the midday. to be quite honest, this frontal boundary has slowed up a bit. today it was supposed to be a little bit warmer than 63. that's what it's going to be. by tomorrow though we are going to see temperatures move into the mid 70s before chilly air gets in here for the week end
