wizard of oz" with kathleen sebelius being from kansas. so many wanted to get their questions in that they each got two minutes each in a rapidfire fashion in order to get all the questions out. meanwhile throughout kathleen sebelius's testimony, the healthcare.gov website was down. kathleen sebelius is promising to fix the government's troubled health care website. >> let me say directly to the americans you deserve better. i apologize. >> one month after the launch americans still can't navigate healthcare.gov. >> it's been down during the whole time you i've been testifying. >> during the hearing, michigan's representative mike rogers questioned sebelius about the website. a medicare official wrote from a security perspective, the aspects of the system that were not tested due to the ongoing development exposed a level of uncertainty that can be deemed as a high risk. >> they believe that was, in their words, an acceptable risk, which means you put millions of americans' personal financial

information at risk to hackers. >> republicans also complained insurance companies are canceling the policies of millions because the plans don't meet the standards of the affordable care act. president obama addressed that in his speech in boston. >> if the insurers decided to downgrade or cannes cancel the plans, under the law they have to replace it with affordable coverage. >> now, secretary sebelius said she did not know contractors wanted a delay in that october 1st launch, but earlier here on capitol hill, contractors testified that they informed cms, the so-called quarterback of the website that is under the department of health and human services, that the website was not ready. anne-marie? >> susan mcginnis in washington.

thank you, susan. on the "cbs moneywatch" now, extending the stimulus and big profits for facebook. wendy gillette is in the new york stock exchange. good morning. >> good morning, anne-marie. the fed acknowledged they will buy $85 billion a month in bonds to keep interest rates low and encourage borrowing and spending. some experts expect they'll slow the program by early next year. wall street reacted negatively to the fed's conclusion that they still need help. the dow tumbled nearly 62 points while the nasdaq shed almost 22. after the closing bell facebook revealed its third quarter revenue grew by 60%. the social networking company earned $425 million compared to its $59 million loss for the same period in 2012. its stocked soared in after-hours trading. asian stocks dipped after disappointing corporate earnings. tokyo's nikkei lost more than 1%. hong kong's hang seng slid half a percent. social security benefit checks won't be going up much next year.

as prices for consumer products remain relatively steady. the cost-of-living adjustment will be 1.5% next year or about $19 a month for the average retiree or disabled worker. republican senator lindsey graham is threatening to block obama's pick for the fed after last year's terrorist conflict in benghazi. he said he'll hold up the nomination of janet yellen to force the government to talk with survivors. they say it could put their safety and criminal investigations at risk. >> and pretty soon you'll have to be just as old to buy a cigarette as you do to buy a beer in new york city. the city council voted last night to raise the age to buy tobacco including e-cigarettes to 21. new jersey and hawaii are considering a similar bill.

a bicyclist has quite a story to tell. cell phone video captured a massive tree narrowly missing him as he rode through amsterdam on monday. galeforce winds uprooted the tree sending it plummeting to the ground. fortunately the bicyclist was able to veer out of the way in the nick of time. well, more backlash on the nsa. the agency is accused of spying on everything from the vatican to google.

it denies doing anything wrong, but as vinita nair tells us, u.s. allies aren't so sure. >> reporter: when roman catholic cardinals were gathering to select a new pope in march, an italian magazine suggested that the nsa had a pipeline into the vatican. the magazine panorama says the nsa recorded phone calls and could have eavesdropped on cardinals who voted for pope francis. they tried to clear the air with this statement. the national security agency does not target the vatican. assertions that it has are not true. also wednesday the united nations says it received similar asurnss that its communications networks are not and will not be monitored by american intelligence, but it was not clear whether they were monitored in the past, but it's not just international bodies and city-states that are targets. the "washington post" reported the nsa broke into communication links connecting google and yahoo! world offices. the story was based on documents obtained from nsa leaker, edward snowden. the nsa denied the tactic saying
