>> hello, everybody. i'm denise koch. >> and i'm vic carter. we begin with breaking news tonight. >> police searching for an active shooter inside a mall in new jersey right now. you can see the massive police response at the west field garden state plaza mall in paramus. police sources tell cbs they are searching for a man wearing body armor and a helmet seen carrying an assault rifle. the mall is on lockdown and there are people inside. we do not have word on any injuries. this is a live look right now at the scene as you can still see very active outside and inside the mall. we will, of course, continue to follow this story and for the

latest updates go to cbsbaltimore.com. 73,000 marylanders dropped by the health plans because they don't meet the minimum standards of the affordable care act. wjz is live. meghan mccorkell has more on how those affected are coping. >> reporter: officials say those plans will be replaced by stronger coverage, but some of those that received the notices say they were really taken by surprise. for two years, brenda nelson paid for an individual insurance plan to cover her in case of emergency. >> medical costs are crazy. you never know what can happen. >> reporter: recently she received this letter saying her plan is no longer available. >> it's very frustrating but more scary, because i think i'm not covered so if something should happen, i don't know what i would do. >> reporter: she's not alone. nine insurance carriers in maryland announced they'll drop 73,000 members. >> in many cases, the inability of an individual to not keep their coverage is because their insurance company has decided

to faze out their plan. >> reporter: the maryland insurance administration says those plans are being replaced with stronger coverage that provides stronger consumer protection and prescription drug coverage. but when nelson logged on to enroll. >> as soon as you sign on, it's wait wait wait wait wait. >> reporter: officials say they dedicated more resources to fixing the website. brenda nelson discontinued her old policy after pricing a new one. >> i found the quotes, printed them out, talked it over with my husband, went back to sign up and it was stuck on the thinking screen forever. >> reporter: now she's uninsured and prays the website works soon. and nationally, 3 million people are expected to be dropped from their insurance plans because those plans do not meet minimum standards. reporting live, meghan mccorkell, wjz eyewitness news. >> all right, thank you, meghan. maryland health care exchange says about 4,500 people have been able to enroll on the state website.

tonight we're learning more about how the deadly shooting spree at los angeles international airport was carried out. 23-year-old paul ciancia walked into terminal 3 friday pulling out a suitcase with a backpack on top. there were holes in both pieces of luggage to hide the assault rifle. he's accused of shooting and killing tsa agent gerardo hernandez. he was shot by airport police and remains in critical condition. the attack at l.a.x. sparked new calls to arm tsa officers. tonight derek valcourt has the debate over allowing the agents to carry weapons. >> reporter: in the wake of friday's shooting rampage at l.a.x., authorities are promising a full review at airports around the country. >> it's not a tsa function but something we need to certainly examine given what happened in los angeles. >> our officers and tsa in

general are villified constantly. >> reporter: he's with the union that represents 45,000 tsa workers now calling for some of the agents to carry firearms on the job. >> we're not advocating at this time that all 45,000 officers be armed. we believe that creating a layer of security within tsa, where there are law enforcement officers at tsa that would provide like a nationwide law enforcement force to back up our officers and secure those checkpoints is something that needs to be examined. >> reporter: global aviation security expert says arming tsa officers would be a mistake but he agrees an armed police officer should be present at the checkpoints. >> there was a dedicated person carrying firearm in this location who is familiar and trained with detection techniques, we would have been in a much better position. >> reporter: for now travelers have mixed feelings over

whether tsa officers should be armed. >> i don't know we should arm people in public places. >> pilots are armed. i was against it at first but i think it's a great idea. >> reporter: federal authorities are promising a full review of security at airports around the country in light of friday's shooting. derek valcourt, wjz eyewitness news. >> tsa agents across the country are wearing black bands on their badges in honor of the first tsa victim to be killed in the line of duty. the baltimore county woman who hired a hit man to kill her husband will never get out of prison. a judge has sentenced karla porter to life in prison plus 40 years without the possibility of parole. porter's husband was killed at the family's gas station in townsend. she claimed she acted in self- defense after enduring years of abuse. porter is the last of six to be sentenced in the case. dangerous dog, new concerns tonight after a baltimore woman is killed by her pit bull. it wasn't the first time he attacked her. rochelle richie explains there are renewed calls by some for

the entire pit bull breed to be banned. >> reporter: 56-year-old terri douglas is the latest victim in baltimore city to be killed by a pit bull, a dog she raised since it was a puppy. >> you raise it from when it's young you never expect something like that to happen. >> reporter: it's a murder tony says shouldn't have happened. >> i have said, on the record saying it happen and it will happen with these dogs. >> reporter: in 2007 his son was attacked by a pit bull and barely survived. >> its claw hit me in the chest and pretty much tackled me and bit me on the face. >> reporter: this year's maryland's highest court labeled pit bull's inherently dangerous. why the dog was returned to douglas after it attacked her earlier remains a huge question that is unanswered. we tried to speak with health officials here at the city health department. they would not go on camera but released a statement saying they kept the dog for ten days,

checked it for rabies and did not find it to be a threat to public safety. >> this is really a problem of policy and it's a problem that they're aware of, and the only time it gets addressed is when we have these horrific incidences. >> reporter: advocates for pit bulls say the breed is not to blame. >> i don't think they're any more likely than any other breed of dog to do any more damage. >> reporter: douglas was in a wheelchair and reportedly suffered from cerebral palsy. she may have fallen on to the dog when it attacked her. i'm rochelle richie, wjz eyewitness news. 4 1/2 million people are bitten by dogs every year. there's a fight in baltimore over a panhandling. city council is considering a ban on begging in certain areas. some people say it's an uncomfortable nuisance, but others say the panhandlers desperately need the money. wjz is live on president street. kai jackson has more who on the

contentious proposal. >> reporter: the plans are not set in stone but already it's drawing backlash. emotions run high at the city council issue as they debate the issue of panhandling. one man interrupts the meeting, yelling at leaders accusing them of trying to sweep the homeless out of view. [ shouting ] >> you're out of order. you're out of order. >> reporter: police were order today remove the man from the chamber. a bill would strengthen an existing han handling law -- panhandling law, prohibit aggressive panhandling 5 feet from restaurants. >> opponents of the bill are furious and protested in front of city hall. >> this is another way for the city to still the homeless we're not welcome in the harbor, any hotels. >> reporter: it may force city leaders to try and strike a balance between those on the street trying to survive and area businesses trying to make

a living. >> do you see it a problem, a lot of guests come. >> reporter: matt thomas is the acting general manager of the restaurant on charles street. he would like to see a panhandling solution that's fair to everyone involved. >> i understand there's tough times for people sometimes. find a way to cut down on it in downtown baltimore. >> what we should really be focused on is ending the need for solicitation by ending poverty. >> reporter: the panhandling bill is scheduled for a second reading on november 18 at the baltimore city council meeting. back to you. >> thank you, kai. the downtown partnership which supports the bill says it's about giving respect to those who can't immediately move from an area when asked for money. oprah auctions off her personal belongings for charity. she raked in almost $600,000 for her foundation that supports disadvantaged girls in south africa. among the items auctioned off,

37 degrees in central maryland right now. the complete first warning forecast is coming up. take a look at a rare weather scene in the netherlands as a tornado touches down near amsterdam. several homes and businesses suffered extensive damage to the roofs and windows. also a number of trees came

down. there were no reports of any injuries. weather experts say less than 20 tornadoes are spotted in that country each year. in wisconsin a powerful reminder about the dangers of skydiving. two cessna planes carrying nine skydivers collide in mid-air. one plane clipped the wing of the other. the jumpers were sent out in a free fall, but all landed safely. the pilot used his emergency parachute to get out before the plane crashed to the ground. the other plane was able to land safely. a new york university college student is alive after being trapped for nearly two days between buildings. rescue workers broke through a concrete wall in order to save asher vongtau. he went missing after his dorm was evacuated because of a fire alarm. family members say the 19-year- old suffered a broken arm and fractured pelvis, but he doesn't remember how he became stuck in the two-foot crevasse. one of ariel castro's victims is speaking out about the torture she endured during

because of emotional issues and is undergoing counseling. a new super train could change east coast travel forever, racing from baltimore to new york in just 45 minutes. transportation officials are pushing to bring the 300 miles an hour technology right here. tonight mike hellgren has the powerful impact that could come with it. >> reporter: it's a train like no other. engineered in japan and in some powerful backers get their way, it's coming to baltimore. the megla runs as fast as 311 miles an hour. you would get to baltimore in 15 minutes from washington, d.c. and on to new york city in just 45 minutes more. the able foundation's robert emery is a big supporter. >> there are few, if any, capital projects that would have the impact on baltimore that this would have. >> but here's the catch. it's expensive, perhaps $10 billion between d.c. and

baltimore. so dot high ticket prices, high construction costs and long building process outweigh the fast connections. >> there's a whole bunch of pollution and shortage of fuel. we need to do this. >> the need? i think we have a good transportation system. >> reporter: these trains would be unlike anything america has seen. they would move through the air without the friction of traditional steel rails and the route from baltimore to washington would largely be underground. >> let me make a general point about high speed rail. >> the president backs rail investment. >> this is the initial investment to make sure high speed rail comes to america. >> reporter: japan has promised to share technology and part of the costs, but congress would have to pay the rest, making this far from a done deal. in baltimore, mike hellgren, wjz eyewitness news. >> the train uses magnets to

oakam has the strongest flow at 13 out of the southeast. east of us clouds out in the ocean. west of us a batch of clouds from ohio into portions of maryland. essentially a warm front setting up much milder air coming in from the gulf of mexico is riding over the top of this cool air we have and much drier air is causing these clouds to form to the west. area of low pressure on the great lakes is heading to the northeast. but it will drag these clouds and eventually we may see some showers out of it. looks like that will probably take place maybe on thursday. behind that frontal system, yes, it will get drier and cooler, but not until looks like the weekend. so in the meantime, warm air coming up the next couple of days. yes, by wednesday afternoon, thursday afternoon, mid to upper 60s. maybe get to 70. thursday the front approaches, some showers likely. doesn't look like a whole lot. then it turns cooler and drier just in time for friday and the weekend. looks like a nice fall weekend. in the meantime a lot milder than the last two days.

well coach harbaugh says don't lose the faith. >> half a season to go and a lot of work to go. another press conference for coach john harbaugh to address which seems to be the same problems each week, poor running game, poor offensive line, several crucial mistakes which adds up to a three-game losing streak. the ravens failed to beat the browns. it's a team baltimore has long dominated. not yesterday. another frustrating defeat drops the ravens record to 3-5. worst they've been since harbaugh has been the coach. he says the solution starts with each individual player committing to doing their best job. >> just focus on that, you know. stop that. make that part of it as best as it can be. if we all do that and get a little bit better all across the board we got a chance to get over the hump. >> we can't worry about what's going on around us, who can help us, whatever. my experience is you have to win a game, take care of your
