person had to hitchhike home to davenport. justin warmoth has more on who was arrested and what know about this 13-year-old student in it polk county. deputies just wrapped up a news conference. what can they tell you? >> reporter: both the boy's parents and the polk county sheriff grady judd are appalled. this could have had a much different ending. the first time happened back on march 2nd. you can see the attendant walking in the aisle there in the bottom left of the screen, apparently not noticing the 13-year-old was sleeping in one of the seats. they both then leave the bus, locking it on their way out. then about 15 minutes later, deputies say the boy wakes up, realizes he's on the bus by himself, opens the emergency window and climbs out. deputies say he then hitchhiked his way back home, 30 miles from

however, when he got home to davenport, he didn't tell his parents or anyone what happened. then on tuesday of this week, he was left on the bus again. both the bus attendant and driver did not check the seats. this time, though, he walked out through the front door. and once again, he hitchhiked his way back to his home in davenport. sheriff grady judd had strong words this afternoon about both 51-year-old gail brown and 57-year-old gwendolyn simmons. >> it's like what were you thinking? we know what they were thinking, nothing. between the two of them, they didn't have one thought in their head. about looking out for the well-being of the children on that bus. >> reporter: both women are charged with child neglect and have lost their jobs with the county. right now, they're at the polk county jail on a $2,000 bond. i'm still going through the press conference with sheriff judd. i'll have more for you tonight at 6:00.

>> lisa: developing at 4:00, police arrest a man accused of taking upskirt videos of girls at the baldwin park publix. >> julie: investigators say this doesn't just happen once, but this happened twice. >> sachelle: orlando police tell us it was a tip and this is the surveillance video that led to an arrest. that man carrying the basket is scott wesley irwin, now in jail charged with video voyeurism. we're told the incidents happened last month at the baldwin park publix on meeting place. you can take a closer look here at the surveillance video. irwin, the man who is in the red shirt, placed his cell phone inside a hand basket, walked down the aisles and recorded video under the skirt or shorts of young girls between the ages of 5 to 13. a customer reported the incident police. irwin was arrested and facing felony charges. this is not the first incident at a publix we're hearing today.

flashing at a store in longwood. we'll have the details coming up at 4:30. >> julie: thank you. brevard county firefighters are right now monitoring a palm bay neighborhood. just a few hours ago, there was another flare-up from a fire that started around this time yesterday. we were there this morning as spots. the fire was burning around san felipo and cogan drive. yesterday, 45 acres burned and several homes were damaged in just a few hours. the fire is now fully contained. meteorologist candace campos in for tom tonight. the dry air and winds are sure not helping things. >> reporter: absolutely. we're seeing the winds pumping in the heat across most of central florida increasing the concern of the fires spreading. you can see the winds are continuing between 13 and 18 in sanford. in brevard, you can see between 14 and up to 20 miles per hour.
