tracie potts joins us live from washington. where does the zika fight go from here? >> reporter: at this point they are trying to figure out if they can get something done by september 30th. keeping in mind that's also the deadline to prevent a government shutdown and they're going to try to attach some legislation to that. it's a $1.1 billion deal that they're trying to get done here and what's stopping them are democrats who don't want to see money pulled from planned parenthood. top democrat in the senate harry strange, weird stuff when he was speaking about it before this vote failed. so they've been unable to move it forward to let this go without throwing some money at it, even republicans are saying is grossly irresponsible and so while it looks like congress has the will to get something done, to send money especially to states like florida, right now they just haven't figured out how. most of that money would be pulled from other sources.
