police officers and national guard troops watched over the protesters. the protester shot wednesday night has died. >> reporter: we know cleveland teachers are saying no to a contract there union leaders have agreed to with the school district. the big question now is what is next? let me explain how this note broke down. we know the majority of teachers -- over 51% tentative contract. but 48% agreed to it. both sides say they will resolve the issues although it's not clear exactly what they are or when negotiations will start again. tuesday the board of education will vote on the agreement and it's unclear what that will mean especially since teachers have already voted no.
