>> frank: zack, upper has warned passengers tonight that the prices could be rising? >> zack: that's right. traffic is quiet for now but things are certainly expected to get busy later on. it's almost inevitable that the price of uber is going to jump in the later hours of tonight. it's all due to supply and demand. >> it's going to be really crazy. >> zack: ushering in 2016. an excitementing and busy time in downtown asheville. >> there's going to be a lot of people but it's fun. >> there's going to be a really, really busy night. >> zack: people trying to get a lift to and from their celebrations, could pay a premium. this morning, ride sharing app uber sent out an e-mail to subscribers. >> it's a prediction. it's going to be the highest request for uber. >> zack: when rider requests exceed drivers on the road. in the past, that add charge has

but there's some good news for those not wanting to break the bank. >> i would get to about 90% of them tonight. >> zack: he explains while the surcharge may increase the price over three times the typical amount, the convenience makes it worth it. >> i like the on demand availability to see where the uber car is. they tell you how long it's going to be before they get there. the expectation is set. >> zack: for some customers, the price doesn't seem to change their mind. >> it doesn't matter how high end it is, i'd rather do that. it's a lot easier. it's safer. >> reporter: while taxi cabs and uber will be competing for riders tonight, the main goal for any driver is to make sure everyone returns home safely. >> i highly encourage you using uber, taxi, any means than drinking and driving. >> zack: joe did give us one other tip.

number on your screen. >> anchor: mcdowell county deputies have c crged a man for showing obscene pictures to two young boys. josh young parish is acquainted with the kids. one boy is 11, the other is two years old. the boys' mother is the one who reported it to authorities. and a break-in suspect is arrested. 27-year-old jacob cordel is charged with breaking and crimes. the incident happened on u.s. 221 north when a neighbor noticed a man attempting to break in to a home there. cordel was later arrested in another house on marion. >> frank: clarks' currently

county jail. investigators are collaborating with other agencies to identify more possible viviims. >> anchor: and the new year brings a number of new laws that will take effect starting tomorrow. >> frank: news 13's evan donovan takes a look at some of the more controversial laws that will hit the books in 2016. >> evan: one new law is the property protection act. it allows business owners to sue employees who secret record photographs it's a target of this law. >> designed to sweep evidence of animal abuse like this under the rug. making it more difficult to document these conditions. >> evan: local farmers say the new law shouldn't be a problem. >> i don't think those protections are necessary. i think that you know, it's

away the umbrella for a while. i think a lot of folks are. the reason why, we end out the year the wettest december ever. it was a little more wet back in 2009. but just an incredibly rainy year. but that has come to an end. we see that rain well off to the southeast of columbia. we have plenty of clouds hanging around here and they are going to for much of new year's eve and new year's day. however, that rain is over with for several days. so enjoy that. right now in asheville, we are quite breezy. north-northwest winds at 16 miles per hour. we are going to remain on the breezy side. so keep that in mind for this evening. meanwhile in greenville, very warm at this hour. light winds but you're going to be cooling down. we have much colder air on the move coming our way.

these temperatures are. below freezing in cincinnati. chicago 26. this chill is going to be moving in. although temperatures are not going to go that low for tonight or new year's. we're going to feel the difference. we do have that air along with that cold wind moving in behind the cold front that brought us that rain yesterday. but that is out of here now and we are in for that cooler and dryer pattern for a while. we'll go ahead and break it down hour by hour. one thing we don't see changing overnight is the cloudiness. it is going to be cloudy much of the night on in to the morning. as we go on in to the late afternoon, we are going to begin to clear from the north and many locations north of i-40 are going to end up the afternoon and go in to the evening under mainly clear skies tomorrow. now we are going to be drying out even more as we go on in to weekend.

lows tonight are going to feel chilly. much milder in the upstate and parts of the foothills. morganton getting down to 37 degrees. tomorrow many of us stay in the 40s. cloudy skies. a high of only 48 in asheville. 56 in greer. around 50 in forest city and morganton. then check out the week ahead. we see sunshine. several days of it. many sunny days here. our next chance of rain doesn't come until thursday. we do have a slight chance of an icy mix on thursday morning. of course this is pretty far away and that could change. but right now that is in the forecast. and the upstate, we also see that cooler and dryer air. >> frank: this is like the first time i've seen a week of weather that looks pretty normal for this time of year. >> karen: right. a very late arrival for winter but it's definitely here. >> anchor: i asked for an umbrella for christmas.
