>> we had to make arrangements to get the vehicles out. take the 4-wheeler down and just be cautious driving. there were some slick spots. there were actually some slightly covered spots in the north kerfs here and there. we had to kind of take our time. >> karen: slick roads caused yancey and madison county schools to close area. it was a surprise for one mountain high school freshman. dot crews were working hard. >> salt trucks. and there's no snow yet. >> karen: but dot workers are taking this light dusting seriously by treating the roads. >> refreezes back in to what we call the black ice. at night that will be the biggest worry.

>> karen: and chris with the dot does advise drivers to slow down, watch their following distance and keep extra clothes in your car or vehicle in case it does break down. i'm karen wynne, news 13. >> larry: our team coverage continues in haywood county. drivers there say they were not prepared for the burst of weather. after all the warm days we had. even the smallest amount of snow can lead to trouble on the roads. >> tammy: after four fires break out across buncombe county in the last week, we now know two of them are related to colder weather. one started in the chimney. another in candler threatened the lives of several children. residents may have made a mistake by putting embers close to the house and not completely covering them with water. >> larry: a school heavily damaged from last week's rains

is still cleaning up. now officials are delaying its reopening. a mud slide near the art space charter school near swannanoa flooded the building leaving everything nearly damaged. the school was scheduled to reopen tomorrow. that has been pushed back at least until thursday. the school is also trying to match the $25,000 insurance deductible. they're asking for help in a different way. >> we're looking for help in terms of making sure that it doesn't happen again. we have a pretty significant landscaping issue that we have to take care of back here that's going to be expensive. >> larry: if you'd like to help out with donations, visit wlos.com and click on news links. >> tammy: a manufacturing plant in henderson county that would

bring 350 new jobs to the area. kimberly king is live in hendersonville where county commissioners are hearing the proposal. kim. >> kim: good evening, tammy. the public hearing just wrapped up and we understand that all the commissioners voted unanimously to approve this plan. this would be a joint venture between autoparts maker linmar and george fisher. a decision is expected from them in 30 days. but linemar got national exposure thanks to the president. nearly two years ago, president obama chose the linemar car plant in arden. as an example of a post recession success story. a growing company hiring employees retrained at ab tech. >> the folks who are going to the comnity college because they know if they work hard and

job waiting for them. >> kim: presenting the company with a tax break plan to convince it to build a car parts plant in the industrial park. the commission held a public hearing to lay out the $217 million gf linemar project. it would bring 350 new jobs and salaries averaging $47,000. >> the question was asked about who are we competing with and the answer was columbia, south carolina. >> kim: mills river town manager jeff wells detailed the potential site here. >> between sierra nevada and the airport. >> kim: near the airport and i-26, henderson county's economic development director andrew tate is cautiously

be the area's biggest economic project in ten years. >> from the perspective of the competition for employment, competition for jobs, this puts us in a good position and shows that we are prepared and ready to win big projects. >> kim: now no one from linemar was authorized to comment to us. the tax incentives proposal would stretch over 14 years. news 13. >> larry: buncombe county commissioners will vote this week on whether to fill over 100 so-called donut holes across the area. these are pieces of property that fall within city limits but they're not zoned. that meanshere are no rules governing how property managers can develop the land. for example, an industrial plant could be built on a donut hole that was in a residential neighborhood. >> it was kind of a no man's land that had no rules and anything goes.

and for a community that wants to grow in a certain way or wants to have a say in how they develop, it was a horrible thing. >> larry: once again, there are more than 100 of these types of parcels. those donut holes right now in county. at tomorrow's meeting, the board will decide on how to zone the last of them. >> tammy: dwayne hill says the only access road at summit springs is now in jeopardy. he claims a water line burst last month damaged the wall and blocked the creek. property owners filed an insurance claim but were told the city is not at fault. utilities director lee smith told news 13 there's no evidence the root of the problem is the line. as a precaution, the city will soon move a 200 foot stretch of that line.

>> larry: president obama says there's an epidemic of gun violence in america and he wants to use executive action for tightening gun laws. >> tammy: it's not aimed at legal sellers already acting responsibly but unregistered sellers who sometimes try to avoid background checks at gun shows or online. >> i like the idea a whole lot because i think it's just too loose. i think we have too many guns. >> you still have to go through the center federal background checks just like you do everywhere else. >> larry: under the executive order, a gun collector could also be defined as a gun seller. keeping track of lost and stolen guns and beefing up inspections of licensed dealers. after a few mild weeks, we are finally getting a real taste of winter. >> tammy: jason, those temperatures in the teens quite a shock.
