just how cold are we going to get, jason? >> jason: certainly the valleys will be colder. of course you'd expect 5,000 feet plus in elevation to be chilly. they were. 10 in highland. marshall 13. bryson city 16. those temperatures are even cooler in most cases tonight. a three dog night, if you will, we'll call it. 26 in boone. 25 in newland. 30s through the french broad river valley. still holding on to 30s south and west in the mountains. 40s in places in the upstate. a little more wind to deal with at this hour south and southeasterly. that will play a big role as it did last night. it didn't last night, because we had more wind. tonight, though, those winds will be less. i still think we'll drop in to the teens area wide. 20s for wind chills north.

we'll be down to 23 at 11. a little bit of wind will certainly drop those wind chills down. you're going below freezing at 9 o'clock in the upstate. we'll talk about the warming spell that we will experience. and what price we have to pay for it. i'll see you in a few minutes. >> larry: it's getting so cold, the code purple is in effect for tonight as emergency shelters prepare to house people who temperatures drop. they're using every available space to get folks out of the cold. the rescue mission provides blankets who may not stay there warm. macon county is left with more than $700,000 in damages after the heavy rains around they've sent a request for a damage assessment. that could determine if any money will be made available for

plans to build an indoor shooting range near waynesville. he plans to put an indoor gun range on one acre. he says he's adhering to state and federal guidelines and will build a facility that's clean and controlled. but residents have opposing views. >> the noise, the traffic within 100 yards of my front door. something i'll have to be looking at for the rest of my life. >> it's a business that benefits the community. hunters, police officers. >> darcel: one neighbor took a opposing. he says he has no zoning ordinances preventing him from building. >> larry: two men who police say

now in custody. christopher arwood was arrested by waynesville police. christopher hester was taken in to custody after the december 10th incident. the victim did survive. now another suspect, stephanie bower remains at large. if you know where she could be, call the haywood county office. catherine turner says that she and her three kids were visiting her mother on florida avenue on monday when a man they had never seen before walked right in to the home. after she ran out, the man ran out. he then harassed her neighbors and wrecked a car in to a nearby fence. >> and he was right there. and he came right here as he was entering the room and cowarded down and said i'm scared. you know, like, just what do i do. he jumped up and said which wa i do i go?

of here. >> larry: the man is in buncombe county jail tonight. he's facing charges of breaking and entering. >> darcel: governor mccrory launches a major campaign on sell voters on a referendum. the money will go to schools. >> kim: $5.5 million. according to administrators, the money is much needed for repairs and renovations for buildings all over the campus. these are stairs at the balsam building on campus. and administrators here say that the money would go to this project as a priority. many of the buildings are more than 30 years old and in need of upgrades. unca will get $21.1 million of an overhaul of owen hall where arts and engineering students take classes.

like this: $2 is for law enforcement training. $750 goes to a law enforcement retirement fund. $4 is for technology and phones. $5 is added for a service fee. you pay $10 more for chapter 20 offenses which is any violation involving a motor vehicle. most of it is for the court of justice. the only part that goes back to the county is $12 for courtroom facilities. >> they're required to provide the building, the electricity, the cleaning. >> frank: fees the clerk says make the legal system work. >> it encompasses everything including the law enforcement person who stopped you. it includes the papers that we have to print out. >> frank: britney is hoping papers she produced proving her car passed inspection, will get

we do have clouds. forecast chances of rain in asheville. nothing tomorrow. but watch it go up here significantly thursday. now that's a late day event. 50% chance likely after sunset. it's up to 70% chance on friday. not all day rain but periods of rain. 60% chances of rain on saturday. saturday's rain chance much higher now because it's slowing down the process of clearing it down. we're going to keep t tt rain chance through the weekend. 33 degrees right now in asheville. just shy of the freezing mark. south-southeast wind at 5. the humidity has come up a little bit more. the wind chill is 29. you're going to feel that wind chill even though it's much lighter than it was 24 hours ago. currently it's 35 degrees. yeah, it's cold no matter where you go in the western north carolinas. east and northeast wind is really going to plague the folks

the next couple of days because it's more of an on shore flow for the folks there in the beaches. rain and cloud cover tomorrow. that cloud cover moves to the east and affects us here in the mountains starting later tonight, more so thursday and again on friday. we need something to kick that moisture up andndring the rain. that's going to happen with the cold front and area of low pressure. there's two of them. one out here. one in the texas panhandle and another along the coast. this time it's g going to be rain. and we get that warmer air to kind of overrun some of the cooler air at the surface. it's really going to be a lot of rain for the area, not snow. at least at this point. future cast goes in to motion tonight. we're seeing clear skies tonight. clear skies much of the day tomorrow. increase late day tomorrow.

no rain really on the radar here until late thursday in to friday. temperatures in the teens tonight. middle to upper teens across the mountain valleys, you betcha. another cold night with those furnaces. highs tomorrow should get back in to the middle and upper 40s. not bad. close to average in asheville. a little shy of it over the upstate. we'll take those 40s. you'll find 30s as you go up to the higher elevations and northern counties. temperatures will stay on the milder side of average thursday, friday, saturday and even sunday. but we crash. barely 40 degrees monday and tuesday. we'll tweak thhis forecast. it may only be 30s forhighs. enjoy the weather, even though it's wetter this weekend, it won't rain all day friday, saturday, or sunday. upstate, 60s and then falling back. >> larry: when you add that wind it, it hurts.
