and retail as well as the conference center and parking garage. news 13's frank kracher joins us live from city hall with more on how the vote went. frank. >> frank: it was five to two those against new council members just elected back in november both who ran on platforms opposes new hotels downtown. the bb & t sky scraper was built 50 years ago. it was the tallest and also one of the ugliest. they include a living wage for full time employees, contributions to the affordable housing fund, and a commitment to help fight in raleigh for a change in the hotel structure and how it's distributed.

young did not speak tonight. more than a dozen people did. only a few were against it. the bb & t hotel conversion is a go. the work should begin some time this spring. reporting live in asheville, frank kracher, news 13. >> larry: also tonight, city council approved getting a makeover for the lee walker heights public housing community. mountain housing opportunities will rebuild the area near asheville south slope in a public-private partnership. the plan calls for a mixed income partnership. wells fargo donated $100,000 to the project back in november. total cost is $20 million. tonight's vote cuts city permit fees in half. asheville city council also took a step t tard honoring the roots, history and culture of the first people who lived here in the mountains. they have voted to adopt indigenous people's day. the proclamation states that

could save with their every day low prices. you. now your news 13 skywatch weather. >> jason: well we talked about the temperatures today obviously a cool day overall. even though we did have a high above average. we have a dry start to january and a very dry start to winter, too. wicked winds today. the snow has tapered off. the next colder blast is in the forecast. storm track very active here in the east. big dip in the jet stream carving out that cold air. three below now in minneapolis and chicago. once again we got the cold. we cannot get the moisture to time out with that cold air. thus minimal snow amounts in the high country.

otherwise it is clear skies. no chance tomorrow. paltry 10% chance of wintery weather on thursday. again, it's not going to happen. 60% chances of rain friday and a 40% chance of mostly rain on saturday. now the highest elevation saturday could have a little bit of snow. really the idea is it's going to be a liquid event when that rain does come. 33 degrees in asheville. clear skies. north-northwest wind at 8 puts the wind chill down to 28. we're typically one of the windier spots in the mountains. greenville, 40 degrees. notice the wind chills here by midnight likely down in to the teens and single digits, especially north of i-40 where we already have wind chills in the single digits up in watauga. day break, wind chills coldment teens down in the south. single digits likely in asheville.

shunted off to the north over time. we're going to time it out. our winds turn southwesterly. that puts our temperatures up above average as we go to thursday and again on friday. notice friday, here we go. we've got a system up north. some of that lingers in to saturday. on sunday, we could have another system along the gulf coast. if it's cold enough, we could get some snow. don't hold your breath. temperatures in the teens and twenties tonight in the mountains. highs tomorrow ranging from the 30s in most mountain valleys to the 40s as you go farther south over the upstate. look at this temperature, though. that will be nice. 52 is certainly the pick day thursday. getting wetter friday. colder as we go throughout the weekend. we stay chilly in to next week. even colder with that wind blowing.

bergdahl was in court today. bergdahl is facing charges of desertion and misbehavior before the enemy. he was held by the taliban for five years in afghanistan and freed from the militant group in exchange for five guantanamo bay detainees. investigators say james walker was driving while intoxicated when it happened. police say he was going so fast, the impact caused some of the markers to split in half. he's facing a number of charges. >> larry: seven aisles of store shelves collapsed at a party
